Urban development is a current priority in terms of improving the sustainability of cities amid demographic pressure and intensive economic development in the European Union. In this context, we aim to critically analyze the progress achieved by the European Member States in the period of 2010–2022 from the perspective of Sustainable Development Goal 11—Sustainable Cities and Communities—and conceptualize the new development scoreboard from the perspective of SDG11. The methods used consist in applying principal components analysis for a set of 15 sustainability indicators related to the studied objective and designing the new sustainability index from the perspective of the ODD11 and the European ranking. The results of the study will allow for the formulation of public policies useful for European decision makers to improve the progress made relating to this objective, and we believe that their implementation could support the transformation of European cities in a sustainable and equitable way. In the current challenging context, dominated by multiple crises, social policy is a strategic element on which the EU has focused in regulatory, institutional and financial terms, with the objectives of ensuring social well-being for all European citizens, creating an institutional and economic climate of social security, ensuring equal opportunities and social inclusion. In this context, we aim to develop a study of the dynamics of social policy components at the European level and to develop the impact model on the effect of social welfare on sustainable economic development based on the evolution of the main economic and social indicators at the European level. The econometric methodology used is based on the application of linear regressions on panels of fixed effects data in order to highlight the vulnerability aspects in economic development and poverty reduction from the perspective of social policies at the European level. In 2010, the European Union has proposed to eradicate poverty at the level of the community space. For this purpose, legislative and economic steps have been taken and the Strategy for social inclusion and equal opportunities has been developed. Faced with multiple economic crises, Europe has experienced significant disparities in the risk of poverty at the level of the Member States. We aim to conduct a study on the influence of uncertainties on the risk of poverty in the European Union. The main objective is to develop an econometric model to study the effect of contagion of uncertainties on the risk of poverty. The methods used are to apply econometric modelling processes on social indicators for the period 2010-2021 at European level. The results of the study will highlight the impact of uncertainty on the risk of poverty and will allow the formulation of public policies to help supranational decision makers to limit this phenomenon at the level of the Eruopen Union. The economic crisis triggered by the pandemic and continued by the economic recession resulting from the geopolitical conflict worsened in 2023, generating a series of economic bottlenecks and reduced growth rates in European economies amidst financial banking instability. Currently, the social economy is analysed in direct connection with rising unemployment and inflation. As a result, the analysis in the paper is focused on finding solutions in order to recover the social economy by increasing employment and social inclusion. The statistical information come from the EU official statistical database Eurostat. The results will be useful for the identification of social policies for the recovery of the European social economy and will highlight the main directions for its sustainable development. Amid the increasingly acute need for systematization and urban social management, Romanian cities are facing transformation attempts, their desideratum being to reach a new level of comfort and safety offered to citizens. All these aspects are in line with the sustainable development goals through the need to create the least polluted cities that offer a healthy standard of living to citizens. Starting from the sustainable development desideratum obtained by orienting urban areas to the needs of the citizen and the community, we intend to analyze through the dispersion method the level of smart cities development in Romania. The paper aims to analyse the impact of economic and pandemic crises on household incomes in the context of European social policy. Specific regional socio-economic indicators are analysed for the period 2000-2021. The main objective of this research is to quantify the regional socio-economic aspects and to carry out a comparative analysis related to vulnerabilities due to the economic and pandemic crisis in household incomes. Reported data at European level will be integrated using the panel-data method and national trend differences will be analysed to identify disparities and establish the overall European welfare profile.
