Asteroid pairs are genetically related asteroids that recently separated ($<$few million years), but still reside on similar heliocentric orbits. A few hundred of these systems have been identified, primarily in the asteroid main-belt. Here we studied a newly discovered pair of near-Earth objects (NEOs): 2019 PR2 and 2019 QR6. Based on broad-band photometry, we found these asteroids to be spectrally similar to D-types, a type rare amongst NEOs. We recovered astrometric observations for both asteroids from the Catalina Sky Survey from 2005, which significantly improved their fitted orbits. With these refinements we ran backwards orbital integrations to study formation and evolutionary history. We found that neither a pure gravitational model nor a model with the Yarkovsky effect could explain their current orbits. We thus implemented two models of comet-like non-gravitational forces based on water or CO sublimation. The first model assumed quasi-continuous, comet-like activity after separation, which suggested a formation time of the asteroid pair $300^{+120}_{-70}$ years ago. The second model assumed short-term activity for up to one heliocentric orbit ($\sim$13.9 years) after separation, which suggested that the pair formed 272$\pm$7 years ago. Image stacks showed no activity for 2019~PR2 during its last perihelion passage. These results strongly argue for a common origin that makes these objects the youngest asteroid pair known to date. Questions remain regarding whether these objects derived from a parent comet or asteroid, and how activity may have evolved since their separation.

The 163 comets observed during the WISE/NEOWISE prime mission represent the largest infrared survey to date of comets, providing constraints on dust, nucleus sizes, and CO+CO2 production. We present detailed analyses of the WISE/NEOWISE comet discoveries, and discuss observations of the active comets showing 4.6 $\mu$m band excess. We describe the Pan-STARRS Moving Object Processing System (MOPS), a modern software package that produces automatic asteroid discoveries and identifications from catalogs of transient detections from next-generation astronomical survey telescopes. MOPS achieves > 99.5% efficiency in producing orbits from a synthetic but realistic population of asteroids whose measurements were simulated for a Pan-STARRS4-class telescope. Additionally, using a non-physical grid population, we demonstrate that MOPS can detect populations of currently unknown objects such as interstellar asteroids. MOPS has been adapted successfully to the prototype Pan-STARRS1 telescope despite differences in expected false detection rates, fill-factor loss and relatively sparse observing cadence compared to a hypothetical Pan-STARRS4 telescope and survey. MOPS remains >99.5% efficient at detecting objects on a single night but drops to 80% efficiency at producing orbits for objects detected on multiple nights. This loss is primarily due to configurable MOPS processing limits that are not yet tuned for the Pan-STARRS1 mission. The core MOPS software package is the product of more than 15 person-years of software development and incorporates countless additional years of effort in third-party software to perform lower-level functions such as spatial searching or orbit determination. We report results based on mid-infrared photometry of 5 active main belt objects (AMBOs) detected by the Wide-field Infrared Survey Explorer (WISE) spacecraft. Four of these bodies, P/2010 R2 (La Sagra), 133P/Elst-Pizarro, (596) Scheila, and 176P/LINEAR, showed no signs of activity at the time of the observations, allowing the WISE detections to place firm constraints on their diameters and albedos. Geometric albedos were in the range of a few percent, and on the order of other measured comet nuclei. P/2010 A2 was observed on April 2-3, 2010, three months after its peak activity. Photometry of the coma at 12 and 22 {\mu}m combined with ground-based visible-wavelength measurements provides constraints on the dust particle mass distribution (PMD), dlogn/dlogm, yielding power-law slope values of {\alpha} = -0.5 +/- 0.1. This PMD is considerably more shallow than that found for other comets, in particular inbound particle fluence during the Stardust encounter of comet 81P/Wild 2. It is similar to the PMD seen for 9P/Tempel 1 in the immediate aftermath of the Deep Impact experiment. We report results based on mid-infrared photometry of comet 103P/Hartley 2 taken during May 4-13, 2010 (when the comet was at a heliocentric distance of 2.3 AU, and an observer distance of 2.0 AU) by the Wide-field Infrared Survey Explorer (Wright et al. 2010). Photometry of the coma at 22 microns and data from the University of Hawaii 2.2-m telescope obtained on May 22, 2010 provide constraints on the dust particle size distribution, dlogn/dlogm, yielding power-law slope values of alpha = -0.97 +/- 0.10, steeper than that found for the inbound particle fluence during the Stardust encounter of comet 81P/Wild 2 (Green et al. 2004). The extracted nucleus signal at 12 microns is consistent with a body of average spherical radius of 0.6 +/- 0.2 km (one standard deviation), assuming a beaming parameter of 1.2. The 4.6 micron-band signal in excess of dust and nucleus reflected and thermal contributions may be attributed to carbon monoxide or carbon dioxide emission lines and provides limits and estimates of species production. Derived carbon dioxide coma production rates are 3.5(+/- 0.9) \times 10^24 molecules per second. Analyses of the trail signal present in the stacked image with an effective exposure time of 158.4 seconds yields optical-depth values near 9 x 10^-10 at a delta mean anomaly of 0.2 deg trailing the comet nucleus, in both 12 and 22 {\mu}m bands. A minimum chi-squared analysis of the dust trail position yields a beta-parameter value of 1.0 x10^-4, consistent with a derived mean trail-grain diameter of 1.1/{\rho} cm for grains of {\rho} g/cm^3 density. We present orbital parameters for six double-lined spectroscopic binaries (iota Pegasi, omega Draconis, 12 Bootis, V1143 Cygni, beta Aurigae, and Mizar A) and two double-lined triple star systems (kappa Pegasi and eta Virginis). The orbital fits are based upon high-precision radial velocity observations made with a dispersed Fourier Transform Spectrograph, or dFTS, a new instrument which combines interferometric and dispersive elements. For some of the double-lined binaries with known inclination angles, the quality of our RV data permits us to determine the masses M_1 and M_2 of the stellar components with relative errors as small as 0.2%., Comment: 41 pages, 8 figures, accepted by AJ

The all sky surveys done by the Palomar Observatory Schmidt, the European Southern Observatory Schmidt, and the United Kingdom Schmidt, the InfraRed Astronomical Satellite and the 2 Micron All Sky Survey have proven to be extremely useful tools for astronomy with value that lasts for decades. The Wide-field Infrared Survey Explorer is mapping the whole sky following its launch on 14 December 2009. WISE began surveying the sky on 14 Jan 2010 and completed its first full coverage of the sky on July 17. The survey will continue to cover the sky a second time until the cryogen is exhausted (anticipated in November 2010). WISE is achieving 5 sigma point source sensitivities better than 0.08, 0.11, 1 and 6 mJy in unconfused regions on the ecliptic in bands centered at wavelengths of 3.4, 4.6, 12 and 22 microns. Sensitivity improves toward the ecliptic poles due to denser coverage and lower zodiacal background. The angular resolution is 6.1, 6.4, 6.5 and 12.0 arc-seconds at 3.4, 4.6, 12 and 22 microns, and the astrometric precision for high SNR sources is better than 0.15 arc-seconds., Comment: 22 pages with 19 included figures. We have designed and constructed a second-generation version of the Dispersed Fourier Transform Spectrograph, or dFTS. This instrument combines a spectral interferometer with a dispersive spectrograph to provide high-accuracy, high-resolution optical spectra of stellar targets. The new version, dFTS2, is based upon the design of our prototype, with several modifications to improve the system throughput and performance. We deployed dFTS2 to the Steward Observatory 2.3-meter Bok Telescope from June 2007 to June 2008, and undertook an observing program on spectroscopic binary stars, with the goal of constraining the velocity amplitude K of the binary orbits with 0.1% accuracy, a significant improvement over most of the orbits reported in the literature. This paper summarizes work from a dissertation that examines the determinants of public school performance, focusing on the roles of incentives and parental involvement. The thesis presents theory and related empirics. In the theory, it analyzes the effects of competition on public school productivity, with and without parental involvement, as well as the parental involvement decision itself. In the empirical work, it measures the relative impacts of competition and collective parental pressure on school performance and the strength of interactions between them. The thesis makes three main contributions. First, it presents a conceptual framework for understanding how the sorts of incentives public schools face in practice affect school productivity. Second, the research provides empirical evidence that highlights collective parental pressure as an important determinant of school performance, as measured by achievement tests. Third, it provides estimates that cast doubt on the common presumption that greater competition will raise public-school productivity uniformly. The thesis concludes by discussing policy implications and offering a few brief thoughts about unresolved issues. (Author/WFA)

We have designed and constructed a ``dispersed Fourier Transform Spectrometer'' (dFTS), consisting of a conventional FTS followed by a grating spectrometer. By combining these two devices, we negate a substantial fraction of the sensitivity disadvantage of a conventional FTS for high resolution, broadband, optical spectroscopy, while preserving many of the advantages inherent to interferometric spectrometers. In addition, we have implemented a simple and inexpensive laser metrology system, which enables very precise calibration of the interferometer wavelength scale. The fusion of interferometric and dispersive technologies with a laser metrology system yields an instrument well-suited to stellar spectroscopy, velocimetry, and extrasolar planet detection, which is competitive with existing high-resolution, high accuracy stellar spectrometers. In this paper, we describe the design of our prototype dFTS, explain the algorithm we use to efficiently reconstruct a broadband spectrum from a sequence of narrowband interferograms, and present initial observations and resulting velocimetry of stellar targets.

This paper proposes a new methodology for estimating teacher value-added. Rather than imposing a normality assumption on unobserved teacher quality (as in the standard empirical Bayes approach), our nonparametric estimator permits the underlying distribution to be estimated directly and in a computationally feasible way. The resulting estimates fit the unobserved distribution very well regardless of the form it takes, as we show in Monte Carlo simulations. Implementing the nonparametric approach in practice using two separate large-scale administrative data sets, we find the estimated teacher value-added distributions depart from normality and differ from each other. To draw out the policy implications of our method, we first consider a widely-discussed policy to release teachers at the bottom of the value-added distribution, comparing predicted test score gains under our nonparametric approach with those using parametric empirical Bayes. Here the parametric method predicts similar policy gains in one data set while overestimating those in the other by a substantial margin. We also show the predicted gains from teacher retention policies can be underestimated significantly based on the parametric method. In general, the results highlight the benefit of our nonparametric empirical Bayes approach, given that the unobserved distribution of value-added is likely to be context-specific.
