This article reflects on a research project that has mapped the ways in which social enterprises in regional Australian cities produce wellbeing for their employees. The majority of enterprises in this study offer supported work opportunities to people with a disability while also running commercially viable enterprises delivering goods and services to regional communities. These enterprises demonstrate the challenges and the potential for organisations in regional settings to contribute in meaningful ways, not only to the wellbeing of the workers they support, but to the wellbeing of the broader community. This article considers how social enterprises are understood to be contributing to regional communities and situates them as key actors in a community economy that contributes to wider community wellbeing as distinct from individual wellbeing. This article reflects on commissioned research to assess gender impacts of a local economic development project on the island of Flores in Indonesia. The programme in Flores succeeded in raising household incomes and has become the basis for a model that has now been applied globally. Concurrently, however, the project witnessed the imposition of a narrow capitalocentric economic development vision and a failure to comprehend the nuance and richness of local, gendered, economic practices. The research results demonstrate that the benefits of increased cash income and new pathways for women to become leaders are accompanied by costs for individuals, households and communities, most acutely visible in the social economy. The international NGO that commissioned the research was pleased to hear of the benefits, but resisted the inclusion of any negative findings in the final report. This article suggests that this resistance reflects a broader refusal within the development sector to attend to research that has, for decades, been calling for more nuanced approaches to social and economic change, and more careful consideration of gender along the way. Work Integration Social Enterprises (WISE) offer supported work environments for people experiencing disadvantage, including people with disability. This paper reflects on a research project that is mapping the ways in which social enterprises in regional Australian cities produce wellbeing for their employees. Through supported employment programs, these organisations are transforming individual lives, helping to build a sense of self-worth and purpose, and increase individuals' social skills and capacities. Many of the perceived benefits are associated with a belief in the innate good of paid work. Based upon interviews with employees in the social enterprises, it is apparent that the hopes attached to providing 'meaningful work' are considerable. At the same time social enterprises are taking on social responsibilities that were once provided by the state, while also selling their services as employers of disabled and disadvantaged members of society and maintaining commercial viability of the enterprise. Using feminist political economy alongside discussion of the distributive economy, this paper explores how contemporary policy conditions, productivist biases and normative discourses about the value of wage work inflect the forms of wellbeing that can be experienced by WISE workers. It appears that an almost unquestioned development pathway for achieving gender equity and women's empowerment has taken centre stage in mainstream development. This pathway focuses on economic outcomes that are assumed to be achieved by increasing women's access to material things, including cash income, loans, physical assets, and to markets. Gender equity indicators, which measure progress towards these outcomes, cannot escape reinforcing them. We argue that far from being neutral, indicators are embedded in political and ideological agendas that serve as guides to the appropriate conduct of those whose performance or behaviour is being measured. Drawing on participatory feminist, diverse economies and strengths based approaches, we outline a research methodology for developing community‐based indicators that recognises women's and men's participation and relationships in all spheres of life, including the 'non‐economic'. If indicators are grounded in local meanings and realities, we propose that community members can use them to identify aspirational goals for gender equity, and measure progress towards these goals. A favourite pastime for development scholars and practitioners is to critique the apparent failures of development assistance. This paper explores how critique might be better harnessed for productive efforts in development scholarship, using academic practice in the classroom and beyond to foster new possibilities. Childbirth has been transformed by the increased use of life-saving medical technologies and a greater understanding of the complex interplay between care environments, emotional states, complex biophysical processes and ongoing physical and mental health for babies and mothers. Maternity care has also been subject to broader changes in healthcare economies that reposition mothers as rational consumers in a healthcare marketplace. Drawing on empirical research, we identify problems with imagining maternity care and the cared-for subject through 'choice' alone and explore how the diverse assemblages that converge in birthing spaces could be better attended to through alternative 'logics of care'. The economic empowerment of women is emerging as a core focus of both economic development and gender equality programmes internationally. At the same time, there is increasing importance placed on measuring outcomes and quantifying progress towards gender and development goals. These trends raise significant questions around how well gender differences are understood, especially in economies dominated by the informal sector and characterised by a highly gendered division of labour, as is the case in many Pacific countries. How well do existing international and national indicators of gender equality reflect the experiences and aspirations of Pacific women and men? What do concepts such as gender equality and economic empowerment mean in this geographical context? How might local attitudes and practices be identified and measured? In this paper, we draw on Boaventura De Sousa Santos’ call to recognise and value knowledges of the majority world that have been rendered either largely invisible or non-credible by mainstream development and human rights policy agendas. Reflecting on an action research project conducted with partner organisations in Fiji and the Solomon islands, we explore a more nuanced place-based approach to understanding and measuring gender equality and economic empowerment. This approach takes account of diverse economic practices, such as non-market transactions, and forms of non-cash exchange and unpaid labour, and recognises the imbalance in women’s and men’s household and care work. Birth is usually depicted as a moment of celebration, of love and tenderness. The often sanitised image of birth, however, belies the ways in which birth spaces are spaces of acute geopolitical contestation. At the centre of this contested space is the birthing body. That body is a strange hybrid: it belongs in part to the woman who labours, the becoming-mother, and in part to the not-yet-child she is working to bring forth. In part it belongs to the labouring process, the flood of hormones and waves of contractions that carry a woman off to labour land. Or, it is a body that becomes subject to the tools and technologies of a medicalised birth. What the sanitised images of birth conceal is that a woman's birthing body is overdetermined by competing rationalisations of obstetricians and nurses, midwives and doulas, and her own hopes and expectations about the kind of birth she wants. Here the discursive and the material intermingle in the spaces of birth and in the moment in which both a new child, and his or her new mother, come into being in the world. In this paper I begin to map the networks of human and non-human actors that shape the space of birth and compete to govern the birthing body. Working with preliminary results from ethnographic research with mothers I argue that a closer examination of the intricacies of birth experiences reveals this as the site of an intimate geopolitics, where women's bodies are the territories contested through multiple and overlapping claims of diverse actants. Emerging post-development literatures consider how post-structural and post-colonial critiques of development could form the basis for new kinds of development practices. Much of the search for such post-development possibilities draws on new theories of discourse. This paper considers the challenges of bringing together empirical research and the experience of doing development with the often ethereal and deeply speculative work of discourse theorists. I reflect on the course taken by my own research in Northern Thailand, and discuss the possibilities that can emerge as theory confronts empirics, and conceptual frameworks are transformed through the daily politics of fieldwork. Development is a project of hope, guided by the aspiration for greater social justice and emancipation of the poor and disadvantaged in the world. Over the past decade postdevelopment critics have argued that this project of hope has failed, and, instead of creating a fairer world, development can only serve to perpetuate uneven power relationships. Emerging work by postdevelopment authors reinvigorates the positive promise of development as a project toward emancipation and social justice. Discursive practices of development professionals in northern Thailand illustrate how one might conceive of a postdevelopment practice in which aspirations toward social justice and emancipation can coexist alongside the messy realities of development work. Drawing on contemporary discourse theory, Ernesto Laclau's conceptualization of hegemonic struggle provides conceptual tools for thinking beyond the bind of development-as-power. Using hegemony to reimagine development as first and foremost a form of political engagement it becomes possible to imagine viable postdevelopment approaches and strategies. [ABSTRACT FROM AUTHOR]

Post-colonial critiques of development reveal the neo-colonial potential of the development project, embedded in the imbalances of power in relations between West and East, First World and Third World. One of the core responses to the challenge of such a critique has been to turn to new participatory approaches that privilege local knowledges, locally defined needs and priorities, above the vagaries of aid agencies or the ‘expertise’ of development professionals. In this paper I argue that such a shift in development discourse and method has had a significant impact on the discursive practices of professionalism and professional responsibility. Drawing on ethnographic research with development professionals in northern Thailand, I argue that participation has emerged as a new orthodoxy among development professionals who seek to identify themselves as ethical and moral agents of an emancipatory development project. The rise of such orthodoxy has had clear impacts in terms of fostering the emergence of local organization and advocacy groups. At the same time, however, this paper considers how a ‘pro-local’ orthodoxy may also be having dis-enabling effects for the very project of emancipation that professionals wish to carry out. In the mountains of northern Thailand the constraints and restrictions placed upon 'hill tribe' people and their bodies are often counter-posed to a legendary past where people could move freely across borders, where refuge in the mountains represented freedom from oppressive state powers, and where highlanders could come down from the mountains and integrate. This paper explores how highland subjects have been transformed as the emergence of the Thai state has imposed concrete and regulated boundaries demarcating Thailand, and a Thai people. Building on historical narratives in which the freedoms of the past are counterpoised with the closely governed present, I present a more complex and contradictory picture of the national subjects in Thailand. I discuss the citizenship movement, in which activists have been fighting for citizenship status for highlanders through a strategy that seeks a place for highland people within hegemonic discourses of the nation-state and belonging. The citizenship movement establishes a new 'Thai hill tribe' subject position, formed in opposition to its constitutive outside--the 'non-Thai hill tribe'. And as highlanders find new ways to fit with the hegemony of the nation-state, both more fixed and more mobile subject positions open up as Thai-ness and its 'others' are redefined. The resettlement of refugees in rural areas is presenting new challenges for healthcare. This article reports on a community-based participatory research project that explored understandings of health and care across the life course in a refugee-background community in regional south-east Australia. Participants identified key challenges, including lack of access to local services that address their complex needs and problems created by communicating across languages, cultures, and ontologies. Clear opportunities were identified for improving local health services to meet the needs of refugee-background communities. Building on participant recommendations, we argue that appropriate, high-quality healthcare requires the cultivation of dialogue and respect across different understandings of health and care. We suggest that approaches grounded in an ethos of collaboration, power-sharing and dialogue provide a way forward, not just for research, but for embedding practices of cultural safety in rural and regional resettlement. This historical overview uses a political ecology approach to examine agricultural change over time in Northwest Cambodia. It focuses on key historical periods, actors, and processes that continue to shape power, land, and farming relations in the region, emphasizing the relevance of this history for contemporary investments in agricultural extension services and research as part of the Zero Hunger by 2030 policy agenda for achieving the Sustainable Development Goals (SDG). Agricultural extension projects need to engage critically with historically complex and dynamic power, land, and farming relations – not only as the basis of social relations but as central to understanding the contemporary manifestation of farmer decision making and practice. Initiatives such as the SDGs replicate long histories of externally driven power-relations that orient benefits from changed practices towards elites in urban centers or distant global actors. Efforts to realize zero hunger by 2030 are endangered by neglect for the path-dependency of power-land-farming relations, which stretch from the past into the present to structure farmer decision making and practices. • Traditional and Indigenous knowledges and strategies are overlooked and suppressed by mainstream approaches to adaptation. • Modernist adaptation approaches frame climate as something that can be controlled and understood rationally. • The suppression of traditional and Indigenous approaches to adaptation has led to increased vulnerability and marginalisation. • People's local and place-based knowledges are assets that help them better adapt to climate change. • Adaptation planners and practitioners should listen with openness to plural forms of knowing and being. The differential impacts of climate change have highlighted the need to implement fit-for-purpose interventions that are reflective of the needs of vulnerable communities. However, adaptation projects tend to favour technocratic, market-driven, and Eurocentric approaches that inadvertently disregard the place-based and contextual adaptation strategies of many communities in the Global South. The paper aims to decolonise climate change adaptation guided by the critical tenets of 'Decolonising Climate Adaptation Scholarship' (DCAS). It presents empirical case studies from Fiji, Vietnam, and the Philippines and reveals the different ways that Indigenous and local knowledge (ILK) and strategies are devalued and suppressed by modernist and developmentalist approaches to climate adaptation. The paper then foregrounds some of the adaptive techniques that resist and remain, or have been re-worked in hybrid ways with ILK. Ultimately, this paper combats the delegitimisation of ILK by mainstream climate change adaptation scholarship and highlights the need for awareness and openness to other forms of knowing and being. A diversity of place‐based community economic practices that enact ethical interdependence has long enabled livelihoods in Monsoon Asia. Managed either democratically or coercively, these culturally inflected practices have survived the rise of a cash economy, albeit in modified form, sometimes being co‐opted to state projects. In the modern development imaginary, these practices have been positioned as ‘traditional’, ‘rural’ and largely superseded. But if we read against the grain of modernisation, a largely hidden geography of community economic practices emerges. This paper introduces the project of documenting keywords of place‐based community economies in Monsoon Asia. It extends Raymond William’s cultural analysis of keywords into a non‐western context and situates this discursive approach within a material semiotic framing. The paper has been collaboratively written with co‐researchers across Southeast Asia and represents an experimental mode of scholarship that aims to advance a post‐development agenda.
