2. Validation of Personal Protective Equipment Conservation Strategies Tool to Predict Consumption of N95s, Facemasks, and Gowns During Pandemic-Related Shortages.

Abstract

We sought to prospectively validate a model to predict the consumption of personal protective equipment in a pediatric emergency department during the COVID-19 pandemic. We developed the Personal Protective Equipment Conservation Strategies Tool, a Monte Carlo simulation model with input parameters defined by members of our emergency department personal protective equipment task force. Inputs include different conservation strategies that reflect dynamic reuse policies. Over the course of 4 consecutive weeks in April and May 2020, we used the model to predict the consumption of N95 respirators, facemasks, and gowns in our emergency department based on values for each input parameter. At the end of each week, we calculated the percent difference between actual consumption and predicted consumption based on model outputs. Actual consumption of personal protective equipment was within 20% of model predictions for each of the 4 consecutive weeks for N95s (range, -16.3% to 16.1%) and facemasks (range, -7.6% to 13.1%), using maximum conservation and high conservation strategies, respectively. Actual consumption of gowns was 11.8% less than predicted consumption for Week 1, gown resupply data were unavailable on Weeks 2-4. The Personal Protective Equipment Conservation Strategies Tool was prospectively validated for maximum conservation and high conservation models, with actual consumption within 20% of model predictions.

12. Creek Nation Census: A Socio-Economic Survey of Selected Household and Individual Characteristics, June 1976.

Abstract

During the summer of 1975, a census survey of the membership of the Creek Nation was conducted to collect data on various selected social, educational, and economic characteristics of the tribal membership. Data were collected and analyzed on the household and individual family members residing in those households at the time. Data were obtained on: the household's geographic location by county, township, range, and section; household income; housing status (financing, renting); house structure (rooms, heating system, bathroom facilities, water source); tribal language usage; voter registration; social services utilized by the household; education; institutional enrollment; tribal affiliation; degree of Indian blood; employment patterns; occupational skills; job stability; job location relative to home residence; and organizations and persons used in emergencies. Using Creek Indian people who were familiar with the Nation, data were collected in eight counties: Creek, Hughes (including Seminole) McIntosh, Muskogee, Okfuskee, Okmulgee, Tulsa, and Wagoner (including Rogers and Mayes). Of the 1,888 households drawn from a master list, 1,225 usable questionnaires were returned for computer analysis. As requested by Creek Nation officials, this report presents only percentages and frequencies by category within each variable. Data for each variable are repeated three times under the following formats: all membership or households combined; urban vs. rural; and county-by-county. (NQ)

15. Restoration of One-Room School Facilities in Oklahoma.

Abstract

Within the last 4 years, four one-room school houses have been restored for use as educational museum facilities. These include the Pleasant Valley School in Stillwater, Oklahoma; the Rose Hill School at Perry, Oklahoma; the old school located on the grounds of the Harn Homestead Museum in Oklahoma City, Oklahoma; and the Old Roll School, located in the City Park in Cheyenne, Oklahoma. In almost all cases, the one-room school facilities were restored because an interested group of citizens became concerned with the possible loss or destruction of the aging schools. Financing for restoration varied among sites. Two sites were financed through private donations of money, materials, and time. The Rose Hill School project was supported through state and federal supplements. The restored schools are used for educational, community, civic, and other service groups. The Pleasant Valley School and the Old Roll School are owned by the cities in which they are located, and are governed by local councils or committees. The Rose Hill School is owned and operated by the Oklahoma Historical Society. The Pleasant Valley School is used by fourth grade classes from within an approximate 50-mile radius of Stillwater to participate in an all-day living history curriculum. The School has been placed on the National Register of Historic Places and has received numerous awards. These schools not only provide unforgettable history lessons, they also provide their communities with a source of pride and tourism. (KS)

25. The Application of Computer Technology to the Development of a Native American Planning and Information System.

Abstract

A study was conducted to determine the feasibility of using the computer-based Synagraphic Mapping Program (SYMAP) and the Statistical Package for the Social Sciences (SPSS) in formulating an efficient and accurate information system which Creek Nation tribal staff could implement and use in planning for more effective and precise delivery of educational and social programs within the geographic confines of the Creek Nation tribal area. An empirical data base of 1,956 parental respondents was drawn in a census survey from a sampling of 1,225 Creek Indian households. Results indicated that through the development and utilization of the Tribal Educational Planning and Information System (TEPIS), tribal planning staffs can cope more effectively with such functions as: coordination of educational projects to insure that they are developed, implemented, and brought to completion; statistical and visual monitoring of educational programs; analysis and evaluation of the impact of educational projects; on-going planning of educational programs; and administration of these functions. 26. Teacher Professional Identity and Job-Leaving Inclination in Oklahoma.

Abstract

A report is presented of a study made to identify those primary variables which account for the inclination of Oklahoma classroom teachers to leave the profession permanently. The survey questionnaire addressed the major intrinsic and extrinsic reasons why teachers leave the profession. A sample was chosen from 213 independent and dependent school districts. The study provides data which clearly indicate that classroom teachers who leave teaching do so for a multiplicity of intrinsic reasons. Four major reasons were given: (1) low salaries; (2) inadequate public financial support of the total education enterprise; (3) lack of public recognition of the teaching profession; and (4) not enough time to teach--too much time is spent on classroom discipline and interruptions. The major extrinsic reasons for leaving included: (2) movement out of the state; (2) employment in the noneducation sector; and (3) a return to "homemaking" full-time. Appended to the report are the Oklahoma Teacher Mobility Questionnaire and the interview questionnaire submitted to deans of education. (JD)

Abstract

There are many advantages of small schools: community acceptance, innovative teachers, faculty input in school administration, and a family atmosphere; however, smaller schools also have problems such as fewer staff members, little choice of teachers by students, fewer approaches to teaching, little use of specialists, and fewer books and materials. Increased state mandated graduation requirements increased pressure on small and rural high schools. This paper describes three alternative educational instructional delivery systems to help such schools overcome these shortcomings. Inter-district cooperatives could share facilities; resources, both human and material; or the benefits of technology. Financing of cooperative programs should be through ad valorem taxes and state appropriations proportional to the basic state aid formula. Expanded use of technology, satellite programming, telephone and computer linkages enable small schools to economically expand curriculum while eliminating class size restrictions and overcoming the lack of certified teachers. The use of area vocational technical schools as shared facilities for academic programming makes possible expanded course offerings. Each alternative instructional delivery system is reviewed in terms of its purpose to meet an existing or projected need in rural secondary education, its philosophy, its historical development and the current situation. DAPPs were provided legislative authority to implement the provisions of FASA before they were published in regulations, authority to use the commercial item exemptions for non-commercial items and were also given expedited deviation authority from the FAR/DFARS and the DOD 5000 series regulations. The Joint Primary Aircraft Training System (JPATS) was designated a pilot program by the Deputy Under Secretary of Defense for Acquisition Reform. The purpose of this paper is to provide insight into the Joint Primary Aircraft Training System (JPATS) acquisition and describe, if any, the results of acquisition reform on program effectiveness, cost, schedule, and performance. Eleven metrics were established by the JPATS program and then measured against established baseline programs to derive quantitative savings attributed to implementing acquisition reform. An analysis of those metrics concludes acquisition reform is having mixed results on this program.
