5. Multi-Tier Land Use and Land Cover Mapping Framework and Its Application in Urbanization Analysis in Three African Countries.

Abstract

The population of Africa is expected to rise to 2.5 billion by 2050, with more than 80% of this increase concentrated in cities. Africa's anticipated population growth has serious implications for urban resource utilization and management, necessitating multi-level monitoring efforts that can inform planning and decision-making. Commonly, broad extent (e.g., country level) urban change analyses only examine a homogenous "developed" or "built-up" area, which may not capture patterns influenced by the heterogeneity of landscape features within urban areas. Contrarily, studies examining landscape heterogeneity at a finer resolution are typically limited in spatial extent (e.g., single city level). The goal of this study was to develop and test a hierarchical integrated mapping framework using globally available Earth Observation data (e.g., Landsat, Sentinel-2, Sentinel-1, and nightlight imagery) and accessible methodologies to produce national-level land use (LU) and urban-level land cover (LC) map products which may support a range of global and local monitoring and planning initiatives. We test our multi-tier methodology across three rapidly urbanizing African countries for the 2016–2020 period: Ethiopia, Nigeria, and South Africa. The initial output of our methodology includes annual national land use maps (Tier 1) for the purpose of delineating the dynamic boundaries of individual urban areas and monitoring national LU change. To complement Tier 1 LU maps, we detailed urban heterogeneity through LC classifications within urban areas (Tier 2) delineated using Tier 1 LU maps. Based on country-optimized sets of selected features that leverage spatial/texture and temporal dimensions of available data, we obtained an overall map accuracy of between 65 and 80% for Tier 1 maps and between 60 and 80% for Tier 2 maps, dependent on the evaluation country, although with consistent performance across study years providing a solid foundation for monitoring changes. We demonstrate the potential applications for our products through various analyses, including urbanization-driven LU change, and examine LC urban patterns across the three African study countries. While our findings allude to general differences in urban patterns across national scales, further analyses are needed to better understand the complex drivers behind urban LC configurations and their change patterns across different countries, city sizes, and rates of urbanization. Our multi-tier mapping framework is a viable strategy for producing harmonious, multi-level LULC products in developing countries using publicly available data and methodologies, which can serve as a basis for a wide range of informative and insightful monitoring analyses. Abstract

Geospatial data has proven useful for monitoring urbanization and guiding sustainable development in rapidly urbanizing regions. The United Nations' (UN) Sustainable Development Goal (SDG) Indicator 11.3.1 leverages geospatial data to estimate rates of urban land and population change, providing insight on urban land use expansion patterns and thereby informing sustainable urbanization initiatives (i.e., SDG 11). Our work enhances a UN proposed delineation method by integrating various open-source datasets and tools (e.g., OpenStreetMap and openrouteservice) and advanced geospatial analysis techniques to automate the delineation of individual functional urban agglomerations across a country and, subsequently, calculate SDG Indicator 11.3.1 and related metrics for each. We applied our automated geospatial approach to three rapidly urbanizing countries in Africa: Ethiopia, Nigeria, and South Africa, to conduct multi-level examinations of urban land use expansion, including identifying hotspots of SDG Indicator 11.3.1 where the percentage growth of urban land was greater than that of the urban population. The urban agglomerations of Ethiopia, Nigeria, and South Africa displayed a 73%, 14%, and 5% increase in developed land area from 2016 to 2020, respectively, with new urban development being of an outward type in Ethiopia and an infill type in Nigeria and South Africa. On average, Ethiopia's urban agglomerations displayed the highest SDG Indicator 11.3.1 values across urban agglomerations, followed by those of South Africa and Nigeria, and secondary cities of interest coinciding as SDG Indicator 11.3.1 hotspots included Mekelle, Ethiopia; Benin City, Nigeria; and Polokwane, South Africa. The work presented in this study contributes to knowledge of urban land use expansion patterns in Ethiopia, Nigeria, and South Africa, and our approach demonstrates effectiveness for multi-level evaluations of urban land expansion according to SDG Indicator 11.3.1 across urbanizing countries. Abstract

Aim: We propose and test a climate tolerance and trait choice hypothesis of urban macroecological variation in which strong filtering associated with low winter temperatures restricts urban biodiversity while weak filtering associated with warmer temperatures and irrigation allows dispersal of species from a global source pool, thereby increasing urban biodiversity. Location: Twenty cities across the USA and Canada. Methods: We examined variation in tree community taxonomic diversity, origins and production of an aesthetic ecosystem service trait in a cross-section of urban field surveys. We correlated urban tree community composition indicators with a key climate restriction, namely mean minimum winter temperature, and evaluated alternative possible drivers: precipitation, summer maximum temperature, population size and the percentage of adults with a college education. Results: Species accumulation curves differed substantially among cities, with observed richness varying from 22 to 122 species. Similarities in tree communities decreased exponentially with increases in climatic differences. Ordination of tree communities showed strong separation among cities with component axes correlated with minimum winter temperature and annual precipitation. Variation among urban tree communities in richness, origins and the provisioning of an aesthetic ecosystem service were all correlated with minimum winter temperature. Main conclusions: The urban climate tolerance and trait choice hypothesis provides a coherent mechanism to explain the large variation among urban tree communities resulting from an interacting environment, species and human decisions. Reconciling the feedbacks between human decision making and biophysical limitations provides a foundation for an urban ecological theory that can better understand and predict the dynamics of other linked biotic communities, associated ecosystem dynamics and resulting services provided to urban residents.

This study examines the distributional equity of urban tree canopy (UTC) cover for Baltimore, MD, Los Angeles, CA, New York, NY, Philadelphia, PA, Raleigh, NC, Sacramento, CA, and Washington, D.C. using high spatial resolution land cover data and census data. Data are analyzed at the Census Block Group levels using Spearmans correlation, ordinary least squares regression (OLS), and a spatial autoregressive model (SAR). Across all cities there is a strong positive correlation between UTC cover and median household income. Negative correlations between race and UTC cover exist in bivariate models for some cities, but they are generally not observed using multivariate regressions that include additional variables on income, education, and housing age. SAR models result in higher r-square values compared to the OLS models across all cities, suggesting that spatial autocorrelation is an important feature of our data. Similarities among cities can be found based on shared characteristics of climate, race/ethnicity, and size. Our findings suggest that a suite of variables, including income, contribute to the distribution of UTC cover. These findings can help target simultaneous strategies for UTC goals and environmental justice concerns.

Abstract

There are renewed global efforts to make wildlife conservation the foundation for broad-based economic development. This article looks at these tendencies in the ‘Kruger to Canyons’ (K2C) biosphere region in South Africa, encompassing the Kruger National Park and adjacent settlement areas and reserves. Various forms of the wildlife economy have a long history in this region. However, it is increasingly posited as a preternatural means for creating jobs. We chronicle the growth of the wildlife economy from its apartheid heyday to the present, showing its fundamental dependence on the ecological and political fragmentation of space. More generally, these biopolitical divisions are part of a broad contestation of wildlife value, organised around changing regimes of protected area enclosure and the spacing of human and non-human life. Despite recent claims by the South African conservation industry that it is demolishing fences and increasing habitat connectivity, political territorialisation and ecological fragmentation continue to be important means of securing profit and reducing perceived risk. While the contradictions of this dynamic have now become acute through the emergence of the rhino-poaching crisis, the growth of that violent industry, we conclude, should not be seen as the negative inversion of a legal wildlife economy. Instead, both the legal and the illegal wildlife economies are manifestations of the same underlying problems: ill-conceived attempts at agrarian reform; the persistent influence of an older veterinary wildlife assemblage; the continued role of the rural poor as an enabling but unacknowledged buffer between development and wildlife.

Abstract

Voluntary carbon offsets (VCOs) represent a rapidly growing tool for addressing climate change, but few, if any, studies have focused on predictors of VCO purchasing behavior in association with sport events. Data for this exploratoiy study were collected from race registration records and interpolated from the U.S. Census. This paper uses multivariate regression analysis to predict VCO purchases among trail runners. We found females, older participants, participants running longer events, and participants living in communities in which people had high education levels relative to income were more likely to purchase VCOs. Purchasing a VCO appeared to be a household level decision because across trail races and years, matching VCO purchasing behavior was 20% higher within households than for individual runners who participated in multiple races. Real time online publishing of VCO purchasers' names did not increase VCO purchases. Our findings suggest runners motivated by affiliation were more likely to purchase VCOs, and that descriptive (based on what others do) norms had little impact on purchasing behaviors.
