Given the rapid growth in short-term programs, and policymakers' fast-growing interest to invest federal higher education dollars into very-short-term credentials, we explore what the research does--and does not--show us about such credentials' utility in the labor market. With concerns about equity, our review of the literature guides us towards caution, as a strong push for short-term certificates may run the risk of reifying socioeconomic stratification.

8. A Guide for the Biden-Harris Administration to Ensure Student Success in Higher Education

- Abstract
For millions of Americans, the potential that a college education presents goes unrealized. Graduation rates are too low; the prevalence of low-value credentials is too high; and rising costs put a college education out of reach for many. The challenges facing postsecondary education students today loom larger than ever, with millions of students shunted to online education as a result of the pandemic and personal financial challenges steeper than they've ever been. Still, plenty of evidence indicates that these barriers can be overcome with well-considered, carefully designed, evidence-based interventions that improve student success and lead more students to reap the benefits of a high-quality degree. That is why America Forward, MDRC, New America, Results for America (RFA), and The Institute for College Access and Success (TICAS) all support greater use of evidence and data in postsecondary policymaking. Today, we are publishing this compilation of memos for the Biden-Harris Administration, with a primer from MDRC and RFA on what the research tells us about what works in higher education; a postsecondary learning agenda for the Education Department from New America; and a proposal from America Forward and RFA establishing a tiered evidence fund to renew innovation and expand proven practices across higher education institutions. These critical priorities will help ensure the Administration does everything it can to help current and future students succeed. [America Forward contributed to the production of this guide.]

- Abstract
Last fall, with support from the Alliance for Early Success, New America convened the Supporting Early Educator Degree Attainment working group to delve into the barriers institutions of higher education (IHEs) face to serving and preparing early educators and to explore opportunities for reform. The group selected five pressing barriers, identified promising practices to address those barriers, and then examined the policy and institutional levers needed for broader reform. This paper presents the working group's findings and shines a light on 11 of the bright spots that already exist in IHEs around the country.

10. Considering an Online Program Management (OPM) Contract: A Guide for Colleges

- Abstract
The novel coronavirus pandemic sparked change overnight for millions of students and thousands of professors at thousands of colleges around the United States as it began to spread during the spring semester in 2020. Face-to-face instruction ground to a halt and students and schools had to navigate a rapid and chaotic move to remote learning. While many colleges were already developing and expanding online education programs prior to the pandemic, for others, the move to online education is new. To establish an online presence, many colleges are looking for support from outside companies that specialize in the business. In looking to the future, many colleges appear to be considering online program management companies (OPMs). Online program managers are third-party companies--contractors to the institution--that agree to develop and maintain online programming. While some OPMs provide just the technology platform and perhaps support in translating in-person courses to online ones, others are full-service, handling everything from the course design to faculty training to recruitment of students. This report warns that as schools consider how to address distance learning, they should also consider the not-insignificant risks of partnering with OPMs. Contracts are often long, difficult to escape, and expensive. Colleges that see online programs as a financial salvation may learn that the reality is far less rosy. And the reputational risk if things go south could damage the university far beyond any potential upside of the programs. This brief identifies many of the key questions that an institution should ask of itself and its potential online program management contractors before they decide to pursue such an arrangement.

11. Could Short-Term Pell Lead to a Pell Shortfall?

- Abstract
Efforts are underway by the Senate education committee to reauthorize the Higher Education Act. Lawmakers are focused on establishing a state-federal partnership program to increase investments in higher education, providing more information to students and their families so they can make informed choices about where to go to college, and simplifying the federal student aid program to reduce the maze of loan repayment options available to borrowers. But there is one proposal to extend Pell Grants to very, very short-term programs. The proposal, which has been introduced as the JOBS Act and in the House Democrats' College Affordability Act and proposed by the Trump administration, would allow Pell Grants to go to programs as short as eight weeks. Some versions of the bill would include only public and nonprofit colleges; others would also allow for-profits to participate. This issue brief explains the potential costs and implications of providing Pell Grants to short-term, non-credit bearing programs.

12. Anticipating and Managing Precipitous College Closures

- Abstract
Between the 2008-09 and 2016-17 school years, over 300 degree-granting higher education institutions in the United States have closed their doors. An overwhelming majority of these recently closed institutions are for-profit colleges, which often serve a population of disproportionately low-income students receiving Pell Grants and federal loans. Over the last five years, an average of 20 campuses have closed each month, leaving around 500,000 students (mostly working adults, low-income students, and students of color) affected, according to an analysis by the "Chronicle of Higher Education." Recently, closures of for-profits have hit these communities particularly hard given disproportionate enrollment of marginalized populations in those schools, sparking national debate about increased accountability for these institutions. The data on the overall state of closures in the higher education system, however, obfuscate the different ways in which those institutions close, and why they close in those ways. Some have engaged in orderly closures, in which an institution winds down its programs over time to continue serving current students without welcoming more students. Others, have experienced precipitous closures, where institutions shut their doors virtually without warning, leaving students left wondering what to do. This report examines a dozen precipitous college closures (both private nonprofit and for-profit), assessing the warning signs that were missed and the actions that were not taken to protect students. Each closure is examine across a range of metrics, including student outcomes; enrollment trends; governance concerns; speed and severity of regulator actions; institution response; and aftermath for students. 13. The Bermuda Triad: Where Accountability Goes to Die

The U.S. has many of poor- and under-performing colleges, where millions of students are paying and borrowing a lot. Unfortunately, most students do not know that schools are underperforming until it is too late. The higher education industry has coasted on the reputation of the nation's most prestigious schools. Nationally, only about 42 percent of students complete a four-year degree in four years--with rates that are much lower for Black (22 percent) and Hispanic (33 percent) students--and fewer than one in three complete a certificate or associate degree within one-and-a-half times the length of time it should take them. Given these mediocre outcomes for millions of postsecondary students each year, it is reasonable to ask: Who is supposed to be protecting students and taxpayers? In such a diffuse, varied system, gatekeeping responsibilities are not simple. So Congress cobbled together a "program integrity triad" to share the responsibilities, pulling in existing entities--designed in a different time and for different purposes--to fill that role as it expanded federal dollars to more colleges. In general, accrediting agencies are approved by the U.S. Department of Education to bear responsibility for the academic quality of the colleges they accredit; the states are tasked with consumer protection; and the federal government, via the U.S. Department of Education, certifies institutions to be eligible for taxpayer-financed financial aid and oversees their administration of those funds. However the system of shared accountability devolves into a debate, with no one member of the triad willing to take serious action against an institution of higher education that falls short until other members of the triad have stepped up. This report examines the problems of the triad of accountability and ends with recommendations for strengthening U.S. Department of Education's oversight.

We report severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) spike ΔH69/V70 in multiple independent lineages, often occurring after acquisition of receptor binding motif replacements such as N439K and Y453F, known to increase binding affinity to the ACE2 receptor and confer antibody escape. In vitro, we show that, although ΔH69/V70 itself is not an antibody evasion mechanism, it increases infectivity associated with enhanced incorporation of cleaved spike into virions. ΔH69/V70 is able to partially rescue infectivity of spike proteins that have acquired N439K and Y453F escape mutations by increased spike incorporation. In addition, replacement of the H69 and V70 residues in the Alpha variant B.1.1.7 spike (where ΔH69/V70 occurs naturally) impairs spike incorporation and entry efficiency of the B.1.1.7 spike pseudotyped virus. Alpha variant B.1.1.7 spike mediates faster kinetics of cell-cell fusion than wild-type Wuhan-1 D614G, dependent on ΔH69/V70. Therefore, as ΔH69/V70 compensates for immune escape mutations that impair infectivity, continued surveillance for deletions with functional effects is warranted.

AbstractPurposeMethodsResultsConclusions\nIMPLICATIONS FOR REHABILITATIONEngaging parents in child-focused interventions is considered important for intervention effectiveness but is rarely investigated in behaviour analysis literature.This qualitative study conducted semi-structured interviews with 13 clinicians working with parents in child-focused behavioural interventions in Aotearoa New Zealand. Interpretive description was the overarching methodology for the study, with thematic analysis utilised to analyse data. The study was guided by the research question; ‘how is parent engagement understood by behavioural clinicians?’Three themes were developed to explain the process of parent engagement from the perspective of clinicians: (a) establishing parent context and needs, (b), developing connection and relationship, (c) facilitating behaviour change. These findings suggest that parent engagement is heavily relational and occurs over time.Aligned with parent engagement literature from other allied health fields, this study highlights the relational and dynamic elements of engagement within a child-focused intervention. 29. Federal Funding for Students with Disabilities: The Evolution of Federal Special Education Finance in the United States. New America Education Policy Brief

Nearly 6.5 million students in the United States ages 3 through 21 are currently classified as requiring special education. Those students have physical, developmental, and emotional disabilities that make educational endeavors more challenging for teachers, administrators, and the students themselves. Yet historically, the needs of special education students were met sporadically if at all. Parents were frequently left to fend for themselves and their children within the education system. In the 1960s, the federal government made a historic entrée into the field as part of the Great Society initiatives, launching a legislative effort that would ultimately become the Individuals with Disabilities Education Act (IDEA). Special education students' rights were won through political and courtroom battles that resulted in the establishment of laws and principles protecting all students with disabilities. Today, the law governs states' obligations to students with special needs and defines the federal role in providing services to those children. All students with disabilities are guaranteed the right to a "free appropriate public education" in the "least restrictive environment" possible. Ninety-five percent of all children ages 6 through 21 served under Part B of IDEA spend at least some portion of the school day in regular classrooms, and nearly 60 percent of those students are in mainstream classes for at least 80 percent of the day. By many measures, the law has been a success. There is, however, another looming component to federal special education law that cannot be ignored: finance. This report presents a detailed analysis of federal special education finance data for more than 9,000 school districts across the United States. It suggests that the stated priorities of the federal grants to states--population- and poverty-based funding--are often abandoned in light of certain other provisions of the formula. Meanwhile, federal formulas grow further from states' realities every year. Lawmakers continue to spend $11.5 billion annually on special education in accordance with the outdated formula (and states and school districts spend much more). With the passage of time, a relatively minor problem has become a large one. As Congress begins to consider reauthorization of the law, it is in an entirely different context. A persistent recession, public concern about the national debt, and a growing focus on accountability for federal funds will demand that lawmakers prioritize efficiency of spending above all else. To fulfill their historic promise to student with disabilities and their families, lawmakers must modernize the critical funding mechanisms that help educate students whose needs have never been greater.

30. Beyond Subprime Learning: Accelerating Progress in Early Education. Policy Brief

Earlier this year, in "Subprime Learning: Early Education in America since the Great Recession," the current state of early education in the U.S. was surveyed by examining progress over the last five years . It was found that while the public, political, and research consensus is stronger than ever, the field remains in dire need of streamlined operations, financial sustainability, and more focus on teaching and learning. We all want America's children to become life-long learners who are able to think critically and inventively, regulate their emotions and impulses, and make smart decisions by drawing upon a rich knowledge base about how the world works. Realizing this goal begins with ensuring a seamless continuum of high-quality, easily accessible early education for all families. Each year of their lives, children and their families should have the benefit of ascending a sturdy, well-lit staircase of development and learning rather than navigating disconnected and uneven platforms where they can easily fall through the cracks. This policy brief reveals what the authors' vision looks like in practice, from the years of infancy and toddlerhood through pre-K and each of the K-3 grades. Eight Actions are outlined for accelerating progress: (1) Bridge the Continuum; (2) Upgrade Educators; (3) Emphasize Families; (4) Intentionally Support Dual Language Learners; (5) Rethink Standards & Assessment; (6) Strengthen and Improve Accountability Systems; (7) Collect and Use Data Responsibly; and (8) Bring Research Closer to Policy and Practice. In order to realize the vision outlined in this paper, policymakers must be open to adopting both bold ideas and sensible plans. To do otherwise is to continue duplicating efforts while never creating a complete learning staircase for children to ascend. Gaps in opportunities and achievement will continue to widen for far too many American children. Early education policies must evolve to help young children and their families reach the top of the staircase, enabling success later in school and in their lives as America's next generation of adults.

Engagement of parents in interventions for their children has many reported benefits. Despite recent advances in conceptualisations of parent engagement within child development and rehabilitation fields, there are limited understandings of parent engagement from a behaviour analytic account. This study aimed to understand how parents experience engagement in child-focused behaviour analytic interventions in Aotearoa New Zealand. An Interpretive Description study was undertaken, involving 14 semi-structured interviews with a sample of 15 parents who had experienced a child-focused behavioural intervention. Four themes were developed including a) the system as the environment, b) what parents bring, c) what clinicians bring, and d) where engagement happens. Themes are presented using an analogy of a river ecosystem, detailing how each theme comes together into an intervention context, where engagement is negotiated through humble communication, development of working relationships, and responsive approaches to intervention delivery. Findings support behaviour analysts attending to antecedent conditions for parent engagement, in efforts to further effective intervention, rather than prioritising focus on treatment adherence at the outset of intervention delivery. The outcomes of the study closely align with other allied health literatures, offering behaviour analysts insight into parent engagement from related service delivery contexts. [ABSTRACT FROM AUTHOR]

The federal financial aid system is no longer up to today's demands. Built in a different era, its haphazard evolution over the decades has made it inefficient, poorly targeted, and overly complicated. With the need for higher education never greater and college growing increasingly unaffordable, students deserve a streamlined aid system that is more understandable, effective, and fair. Policymakers can achieve such reforms at no additional cost to taxpayers--by rebalancing existing resources and better aligning incentives for students and institutions of higher education. Ultimately, those reforms will increase access to high-quality credentials and boost student success in higher education and the workforce. In "Rebalancing Resources and Incentives in Federal Student Aid," the authors offer more than 30 specific policy recommendations that are designed to create such a system. Nothing is off-limits. They recommend specific changes to federal grants, loans, tax benefits, college outreach programs and federal regulations to provide more direct aid to the lowest-income students, while strengthening accountability for institutions of higher education to ensure that more students are able to earn affordable, high-quality credentials. Taken together, the package of proposals in their report is "budget-neutral" over the 10-year period from federal fiscal years 2013-2022. Pell Grant Funding Sources are appended. The viability of using natural manganese oxide (MnOx)-containing wastes as amendments for contaminated land remediation was examined. The success of MnOx as a viable strategy was determined via the impact that their addition had upon microbial soil functioning, in addition to their ability to immobilise and/or transform inorganic and organic contaminants within industrially polluted soils. Contaminated soils were obtained from two former industrial sites that are polluted with PAHs and metals. The intrinsic microbial functioning of these soils was assessed using a suite of microbial indicators reportedly sensitive to contamination [basal respiration (BR), potential nitrification (PNR), denitrification enzyme activity rates (DEA), microbial biomass carbon (MBC), metabolic quotient (qCO2), microbial quotient (qmic)]. The diversity and community structure of key populations related to microbial indicators were assessed using culture-independent community analysis [polymerase chain reaction (PCR)-denaturing gradient gel electrophoresis (DGGE)] to target 16S rRNA and functional genes (amoA, nirS/K). These measurements were combined with a suite of physico-chemical analyses [pH, total organic carbon (TOC), soil organic matter (SOM), moisture content (MC), water holding capacity (WHC), extractable metal and PAH concentrations] to provide a combined geochemical and molecular microbial approach. Contaminated soils were compared to a range of soils from land types defined as non-contaminated to provide a robust evaluation and define suitable microbial indicators for use in assessing soil microbial function in contaminated land and its remediation. Results showed that long term metal and PAH pollution had resulted in a microbial populations exhibiting extremely suppressed rates of BR and DEA, indicative of pollutants being bioavailable within the soil. Functional gene profiling revealed that inherent denitrifying and ammonia-oxidising community structures were significantly affected by contamination. Microbial functional processes of BR, DEA and PNR were determined to be superior indicators through their ease of use with standardised rapid and high throughput methods that could infer contaminant availability. A preliminary assessment of MnOx addition upon microbial soil functioning was investigated though 6 month microcosm trials employing BR, DEA and PNR as indictors. Microcosms employed two natural MnOx-containing wastes (mine tailings and coated sands) in a range of 0-30 % total MnOx, which were added to a low level metal contaminated soil. MnOx was found to stimulate PNR and DEA. Results implied that MnOx is not detrimental to soil microbial functioning and is capable of removing inhibitors of N-cycling, via a chemical rather than biological mechanism, ascribed to the immobilisation of bioavailable toxic metal ions by the MnOx. The potential of MnOx amendment as a viable remediation strategy was investigated through the use of 9 month outdoor lysimeter trials. Measurement of extractable PAHs, along with extractable and bioaccessible Pb and As in metal, PAH and mixed contaminated soils showed no positive effects of using a 10 % by weight MnOx-coated sand amendment for remediation. Analysis of soil microbial functional indicators (BR, DEA, PNR) showed that MnOx amendment had no detrimental effects upon the function of microbial populations in the aforementioned soils. Mn(II)-oxidising bacteria were isolated from contaminated soils and MnOx-containing wastes. This suggested that sustained and biologically enhanced redistribution of MnOx was possible in MnOx-amended soils, which may play an important role in pollutant transformation. This study provided the first demonstration of species within the genera Amycolatopsis, Sacchorothrix, Lentzea and Micromonospora as being capable of Mn(II) oxidation.

Traumatic brain injuries (TBI) can result in long-lasting changes in cognition, communication, behavior, and physical abilities that require specialized rehabilitation by health professionals. Communication difficulties following TBI are driven by difficulties in all aspects of cognition and linguistic skills. This study focuses specifically on attention-related communication difficulties and how international health professionals are treating this frequently occurring difficulty following TBI. One hundred and sixty-four international health professionals (e.g., speech language therapists, occupational therapists, neuropsychologists, clinical psychologists, and medical doctors) from seven countries completed an online survey. A small portion from New Zealand then participated in a focus group reviewing the topic of attention-related communication difficulties following TBI. This mixed-methods study used reflexive thematic analysis to analyse the qualitative data from both survey and focus groups alongside quantitative survey results. Fourmain themes were identified that relate to how attention-related communication difficulties should be treated and a roadmap for this important area following TBI was outlined. The four themes include: (1) signposts for attention and communication recovery; (2) change agents of attention and communication; (3) core therapy components; and (4) collaborative teams allow for better and more efficient treatment related to the client's goals. Background: The SARS-CoV-2 omicron variant (B.1.1.529) is highly transmissible, but disease severity appears to be reduced compared with previous variants such as alpha and delta. We investigated the risk of severe outcomes following infection in residents of long-term care facilities. Methods: We did a prospective cohort study in residents of long-term care facilities in England who were tested regularly for SARS-CoV-2 between Sept 1, 2021, and Feb 1, 2022, and who were participants of the VIVALDI study. Residents were eligible for inclusion if they had a positive PCR or lateral flow device test during the study period, which could be linked to a National Health Service (NHS) number, enabling linkage to hospital admissions and mortality datasets. PCR or lateral flow device test results were linked to national hospital admission and mortality records using the NHS-number-based pseudo-identifier. We compared the risk of hospital admission (within 14 days following a positive SARS-CoV-2 test) or death (within 28 days) in residents who had tested positive for SARS-CoV-2 in the period shortly before omicron emerged (delta-dominant) and in the omicron-dominant period, adjusting for age, sex, primary vaccine course, past infection, and booster vaccination. Variants were confirmed by sequencing or spike-gene status in a subset of samples. Results: 795 233 tests were done in 333 long-term care facilities, of which 159 084 (20·0%) could not be linked to a pseudo-identifier and 138 012 (17·4%) were done in residents. Eight residents had two episodes of infection (>28 days apart) and in these cases the second episode was excluded from the analysis. 2264 residents in 259 long-term care facilities (median age 84·5 years, IQR 77·9–90·0) were diagnosed with SARS-CoV-2, of whom 253 (11·2%) had a previous infection and 1468 (64·8%) had received a booster vaccination. About a third of participants were male. Risk of hospital admissions was markedly lower in the 1864 residents infected in the omicron-period (4·51%, 95% CI 3·65–5·55) than in the 400 residents infected in the pre-omicron period (10·50%, 7·87–13·94), as was risk of death (5·48% [4·52–6·64] vs 10·75% [8·09–14·22]). Adjusted hazard ratios (aHR) also indicated a reduction in hospital admissions (0·64, 95% CI 0·41–1·00; p=0·051) and mortality (aHR 0·68, 0·44–1·04; p=0·076) in the omicron versus the pre-omicron period. Findings were similar in residents with a confirmed variant. Interpretation: Observed reduced severity of the omicron variant compared with previous variants suggests that the wave of omicron infections is unlikely to lead to a major surge in severe disease in long-term care facility populations with high levels of vaccine coverage or natural immunity. Continued surveillance in this vulnerable population is important to protect residents from infection and monitor the public health effect of emerging variants. I will use how adolescents themselves describe their pubertal status as an indicator in the puberty-age-gap pipeline and test its association with (1) emotional well-being and (2) brain function in emotional circuits. How does pubertal timing relate to functional activations during emotional processing? Hypothesis: We predict those with earlier pubertal timing, as indicated by the derived puberty age gap, will be associated with differences in brain function during an emotional processing task compared to their on-time and later peers. Specifically, we predict that those who start puberty earlier will exhibit greater activation in emotional circuits during an emotionally salient task. How does pubertal timing, derived from adolescent reports, relate to emotional well-being? Hypothesis: We predict those with earlier pubertal timing will report more decreased emotional well-being later compared to their on-time or later peers.
