It focuses on reducing criminal indicators, increasing the sense of security and increasing economic and social development, creating safe environments in the areas of commerce, leisure and tourism. The study seeks to establish the origins of this project and its constitutive nature, problematizing the participation of private and personal resources without police investiture in operations, as well as the arrangement created to enable the enforce the law within the scope of a non-police institution. The empirical field was formed through a qualitative approach carried out in the operations Centro, Aterro and Ipanema Presente, through documental survey, field observation and in-depth interviews. Analyzes of program effectiveness were illustrated by the collection of quantitative data. Inputs and information produced were analyzed in a perspective compared to the Military Police of the state of Rio de Janeiro. The results showed that despite the favorable numbers released by the general coordination of the program, and the support shown by local leaders, there are vulnerabilities that require the elaboration and/or revision of a technical-doctrinal repertoire that informs the institutionalization of the processes that problematize and guide the selection, training and performance of professionals, in addition to drafting legislation and a strategic plan that details parameters for new implementations and program management. The policing verified is mainly presented by the bias of dissuation, with the proximity model being limited by the belief in a guardian always within reach of the citizen. The PSP is formally inscribed as a public policy through an action foreseen in the multi-year plan of the government of Rio de Janeiro, but in the operational plan it mainly unfolds as a policing strategy. O Programa Segurança Presente (PSP) se apresenta como iniciativa no campo da segurança pública que, na expectativa de seus gestores, constitui-se como modelo inovador de policiamento articulado com assistência social. Tem seu foco na redução de indicadores criminais, no aumento da sensação de segurança e no incremento do desenvolvimento econômico e social ao criar ambientes seguros em espaços de comércio, laser e turismo. O estudo busca estabelecer as origens desse projeto e sua natureza constitutiva, problematizando a participação de recursos privados e pessoal sem investidura policial nas operações, assim como o arranjo criado para viabilizar o uso da força legal no âmbito de uma instituição não policial. O campo empírico foi formado por meio de abordagem qualitativa realizada nas operações Centro, Aterro e Ipanema Presente, através de levantamento documental, observação de campo e entrevistas em profundidade. As análises sobre a efetividade do programa foram ilustradas pela coleta de dados quantitativos. Insumos e informações produzidos foram estudados em perspectiva comparada com a Polícia Militar do estado do Rio de Janeiro. Os resultados demonstraram que apesar dos números favoráveis divulgados pela coordenação geral do programa, e do apoio prestado pelas lideranças locais, existem vulnerabilidades que demandam elaboração e/ou revisão de repertório técnico e doutrinário que informe a institucionalização de processos que problematizem e orientem a seleção, capacitação e emprego de profissionais, além da elaboração de legislação e plano estratégico que detalhem parâmetros para novas implantações e para a administração do programa. O policiamento verificado apresenta-se principalmente pelo viés da dissuasão, ficando o modelo de proximidade limitado pela crença em um guardião sempre ao alcance do cidadão. O PSP inscreve-se formalmente como política pública através de ação prevista no plano plurianual do governo fluminense, mas no plano operacional desdobra-se principalmente como uma estratégia de policiamento.

Starting with the movement that became known as "The June Days", the "voice from the streets" was raised with greater emphasis on the need to demilitarize the Military Police. Based on the Bourdieusian concept of field and the centrality of legal force use analysis, a possible consensus of what demilitarization is has been developed. The adequacy to present this concept through substantively constructed categories about what militarization is, along points of view that vary according to the position of who enunciates them as well as those who receive it, has also been developed. Documental and bibliographic research, together with interviews with Rio de Janeiro public security managers and U.S. internal security professionals from tencities, were used to build the theoretical and empirical basis that guided this study. It is intended that this proposed categorization may contribute for the diverse social groups within the political arena to have their propositions identified as are directed to structures and/or principles that guide the Military Police and other institutions. Os debates sobre militarização e desmilitarização cada vez mais se inscrevem nas discussões de representantes dos mais variados segmentos sociais. A partir do movimento conhecido como "jornadas de junho" a "voz vinda das ruas" levantou com maior ênfase a necessidade de desmilitarizar a Polícia Militar. Com base no conceito bourdieusiano de campo e na análise da centralidade do uso da força legal, chegou-se a um possível consenso do que seja esta desmilitarização e à adequação em apresentá-lo por meio de categorias substantivamente construídas sobre o que seja militarização, segundo discursos que variam quanto à posição de quem os enuncia e por quem recebe os enunciados. Pesquisa documental, bibliográfica e entrevistas realizadas com gestores fluminenses de segurança pública e profissionais americanos de dez cidades ligados à segurança interna construíram a base teórica e empírica que orientaram este estudo. Pretende-se que a categorização proposta contribua para que os diversos grupos sociais inseridos na arena política tenham suas proposições identificadas conforme se voltem para estruturas e/ou os princípios que constituem e orientam a Polícia Militar e as demais instituições.
