Bürgerschaftliches Engagement hat einen festen Platz in Governancearrangements der kommunalen Daseinsvorsorge: Hier arbeiten Kommunen und zivilgesellschaftliche Organisationen häufig Hand in Hand. Allerdings unterscheidet sich Local Governance unter Einbeziehung bürgerschaftlichen Engagements in ländlichen Räumen deutlich von der im urbanen Kontext. Der konzeptionelle Aufsatz leistet einen Beitrag zum besseren Verständnis des Verhältnisses von Local Governance und bürgerschaftlichem Engagement in ländlichen Räumen und fokussiert dabei auf vier Besonderheiten: (1) begrenztere Pluralität, (2) engere Engagement-Netzwerke und tradiertere Akteurskonstellationen, (3) kleinere Kommunalverwaltungen und größere Aufgabenzuschnitte sowie (4) eine größere Bedeutung des Engagements bei der Erbringung der kommunalen Daseinsvorsorge. Der Beitrag schließt mit der Ableitung von Herausforderungen aus diesen Besonderheiten und identifiziert Handlungsempfehlungen für die Kommunalverwaltung.

The article examines from a comparative perspective how Sweden and Germany reacted to the unprecedented increase in unaccompanied asylum-seeking children (UASC) in 2015. Concretely, it analyses on the basis of Windrum’s taxonomy of public-sector innovation what kinds of generic and context-specific policy instruments have been developed for this particularly vulnerable group and discusses whether and to what extent prevailing welfare-service organizational arrangements have changed in the two countries since 2015. By illustrating the reactions of two countries, the study shows that an unprecedented wave of refugees/asylum seekers can trigger both more incremental, adaptive and drastic transformative policy changes. The policy systems of both countries indicate not only some resilience, but also overburdened government capacity and more drastic changes that led to reduction of the legal rights of UASC. For the widespread establishment of a circular economy, the acceptance of used products among consumers is a prerequisite. This paper investigates the customer experience of product–service systems related to used products (PSSuP), such as renting, remanufacturing, and second-hand models, and aims to point out the offering characteristics that effect customer response and customer engagement. This study was conducted by means of a content analysis-based literature review of 69 empirical PSSuP studies. A frequency analysis of the categories that determine customer experience creation was conducted, as well as a contingency analysis to reveal the interrelationship between these categories. On this basis, the different PSSuP types were compared, and four strategic orientations of customer experience creation in PSSuP are pointed out: price, confidence, convenience, and delight orientation. For each of these strategic orientations, supportive PSSuP offering characteristics are specified. Building on the findings of this study, theoretical and managerial implications for product–service systems marketing are pointed out, and the need for research on the role of information and communication technology as an enabler of customer experience creation in PSSuP is highlighted.

NGOs spielen eine wichtige Rolle in den politischen Aushandlungsprozessen der Europäischen Union. Darin übernehmen sie vor allem drei Funktionen: (1) Sie steuern Expertise und politische Legitimität bei, (2) betreiben ein Monitoring der komplexen Regelsetzung (3) und unterstützen die Kommission bei der Überwachung der Implementierung europäischen Rechts in den Mitgliedsstaaten. Entstanden ist so ein symbiotisches Verhältnis vieler NGOs zu den Institutionen der EU, das ihnen Einflusskanäle eröffnet, aber auch Widerstand gegen politische Entscheidungen der Union unterbindet.
