Legal sanctions are purported to play a role in cannabis use and related consequences. General models of deterrence suggest that increases in arrests should decrease consumption by heightening perceptions of the negative consequences of use as well as the likelihood and severity of penalties. The present study examined if arrests resulting from cannabis possession relate to cannabis consumption, perceptions of use, and likelihood and severity of related penalties. Combining data from the National Survey on Drug Use and Health with the FBI Uniform Crime Report (2002-2013) allowed for the estimation of a series of fixed-effects models that compare rates of arrests and perceived risks of aggregate rates of self-reported use at the state-level over time. Forty-nine states reported data (N = 592 state-years). Cannabis-related arrest rates (ratio of possession arrests for state/state population times 1,000) ranged from 0.04 - 5.63. Increases in cannabis-related arrests were associated with heightened perceptions of risk from use (b = .80 [-.16, 1.8], p < .05); but this association was non-significant in the model omitting states that legalized recreational cannabis in 2012. Arrests related to greater perceptions of the severity of potential penalties, including community service (b = .54 [.24, .85], p < .05), probation (b = .85 [.44, 1.3], p < .001), and prison sentences (b = .25 [.02, .5], p < .05). Arrest rates were not associated with cannabis use (b = -.25 [-.52, .05], p > .05) or the proportion of new initiates (b = -.02 [-.08, .05], p > .05). We conclude that increased arrests are associated with perceptions of negative consequences and penalty but appear unrelated to actual use. This study highlights the need to re-examine the utility of punitive approaches to reduce the public health burden posed by substance use.

An extensive body of research has documented the deleterious effects of community violence on adolescent development and behavior. Much of this research focuses on how exposure to violence structures social interaction, and, ultimately, how it motivates youth to engage in troublesome behavior. This study builds upon this body of research to demonstrate how exposure to community violence strains relationships between adolescents and their caregivers, resulting in higher levels of interpersonal conflict. Drawing on five waves of longitudinal panel data (n = 778; observations = 3458; 55 % female), combined with police records of violent crime in Utrecht, the Netherlands, a hybrid tobit regression documents how exposure to local and nearby violence affects child-parent conflict. The results indicate that youth who experience high levels of neighborhood violence report higher levels of conflict with parents than youth with low exposure to neighborhood violence. These results are consistent across different levels of neighborhood aggregation.

Building on research by Rosenfeld et al., citylevel random coefficients panel models reveal a significant association between inflation and homicide rates that is only partially mediated by acquisitive crime. Inflation is more strongly associated with homicide rates in more disadvantaged cities. The impact of inflation on public safety should be considered when setting and evaluating economic policy. Future research should address the mechanisms, in addition to acquisitive crime, that link homicide and inflation.

This study employs risk terrain modeling to identify the spatial correlates of aggravated assault and homicide in St. Louis, MO. We build upon the empirical literature by (1) replicating recent research examining the role of vacancy in the concentration of criminal violence and (2) examining whether the environmental correlates of violence vary between north and south St. Louis, a boundary that has long divided the city along racial and socioeconomic lines. Our results indicate that vacancy presents a strong, consistent risk for both homicide and aggravated assault and that this pattern emerges most clearly in the northern part of the city which is majority African American and has suffered chronic disinvestment. The concentration of criminal violence in South City is driven primarily by public hubs including housing, transportation, and schools. Our results underscore the importance of vacancy as a driver of the spatial concentration of violent crime and point to potential heterogeneity in risk terrain modeling results when applied to large metropolitan areas. Situational crime prevention strategies would be well served to consider such spatial contingencies as the risk factors driving violent crime are neither uniformly distributed across space nor uniform in their impact on criminal violence.

Research suggests that positive school environments contribute to lower levels of school disorder. Studies have also documented stark differences between how students and personnel perceive their schools. The current study examines such "perception discrepancies" as a meaningful dimension of the school environment, investigating the hypothesis that when students perceive their schools as less cohesive than their teachers, they are more likely to engage in delinquent conduct. The University of Missouri-St. Louis Comprehensive School Safety Initiative (UMSL CSSI) study allows comparisons between student and personnel perceptions of school climate among an analytic sample of 2741 students nested in 12 American middle schools (average age = 13.6; 54% female; 39% black; 39% white). The results of a series of hierarchical regression models demonstrate that students engage in higher levels of delinquency when they perceive their school environments as less cohesive, on average, than do school personnel. This suggests that discrepancies among students and personnel concerning aspects of the school climate represent a deficiency in the school's ability to protect against student delinquency.

This study extends research on cohort effects and crime by considering how bifurcated population dynamics and institutional constraints explain variation in homicide rates across racial groups in the United States. Drawing upon the extensive research on racial residential segregation and institutional segmentation, we theorize how the criminogenic influences of cohort characteristics elucidated in prior work will be greater for Black cohorts than for White cohorts. We assess our hypothesis by estimating Age-Period-Cohort Characteristic models with data for the total population and separately for the Black and White populations over the 1975–2014 period. The results reveal persistent effects of relative cohort size and nonmarital births on Black cohort-specific homicide rates but null effects among the White population. These effects follow Black birth cohorts across the life course, leading to higher rates of both homicide arrest and homicide victimization.

This study extends recent research on the spatial dynamics of neighbourhood disadvantage and youth offending. Data include self-reported offences from 794 Dutch adolescents and the socio-economic status in their residential neighbourhood and the surrounding community. The findings reveal that youth engage in the highest levels of offending when they reside in disadvantaged neighbourhoods surrounded by neighbourhoods characterized by relative affluence. This spatial pattern is attributable to greater temptations to offend, reduced parental monitoring, and more frequent involvement in unstructured activities among youths who live in close proximity to neighbourhoods more affluent than their own. This study highlights the importance of criminogenic opportunities and parental monitoring for understanding the spatial dynamics of neighbourhood disadvantage on offending.

Scholars have become increasingly interested in how social environments condition the relationships between individual risk-factors and adolescent behavior. An appreciable portion of this literature is concerned with the relationship between impulsivity and delinquency across neighborhood settings. The present article builds upon this growing body of research by considering the more nuanced pathways through which neighborhood disadvantage shapes the development of impulsivity and provides a situational context for impulsive tendencies to manifest in violent and aggressive behaviors. Using a sample of 12,935 adolescent from the National Longitudinal Study of Adolescent to Adult Health (Add Health) (mean age = 15.3, 51% female; 20% Black, 17% Hispanic), we demonstrate the extent to which variation in the association between impulsivity and delinquency across neighborhoods can be attributed to (1) differences in mean-levels of impulsivity and violence and (2) differences in coefficients across neighborhoods. The results of a series of multivariate regression models indicate that impulsivity is positively associated with self-reported violence, and that this relationship is strongest among youth living in disadvantaged neighborhoods. The moderating effect of neighborhood disadvantage can be attributed primarily to the stronger effect of impulsivity on violence in these areas, while differences in average levels of violence and impulsivity account for a smaller, yet nontrivial portion of the observed relationship. These results indicate that the differential effect of impulsivity on violence can be attributed to both developmental processes that lead to the greater concentration of violent and impulsive adolescents in economically deprived neighborhoods as well as the greater likelihood of impulsive adolescents engaging in violence when they reside in economically disadvantaged communities. Urban areas in popular imagination are characterized by crime and challenges to safety. And yet this is often far from the truth. However, crime remains a real issue in some cities and is often a feature of social disorder in rapidly growing cities worldwide. Complicating how crime shapes the health of urban populations has been the role of criminal justice systems that have, time and again, overreacted to the threat of crime and implemented harsh punishment that disproportionately penalizes minority and marginalized populations. This chapter provides a framework that can help us think about crime and criminal justice in cities, discussing how we may improve criminal justice systems to ensure public safety while minimizing unwarranted harms while moving toward improving the health of urban populations.

ObjectivesThe current study replicates prior national-level research on the relationship between crimes committed for monetary gain and inflation in a sample of 17 U. S. cities between 1960 and 2013. Methods A random coefficients model is used to estimate the effects of inflation on the change in acquisitive crime over time, controlling for other influences. Results The estimates yield significant effects of inflation on acquisitive crime rates in the 17 cities. City-specific coefficients reveal nontrivial variation across the cities in the significance, size, and impact of inflation on acquisitive crime.Conclusions Continued low inflation rates should restrain future crime increases in many US cities. U. S. monetary policy should be evaluated with respect to its effect on crime.

A large body of literature suggests that neighborhood socioeconomic disadvantage is positively associated with out-mobility. However, prior research has been limited by (1) the inability to account for endogenous factors that both funnel families into deprived neighborhoods and increase their likelihood of moving out, and (2) the failure to consider how the spatial distribution of socioeconomic deprivation in the broader community conditions the effect of local deprivation on mobility. This paper attends to this gap in the literature by examining how changes in socioeconomic disadvantage between sending and receiving neighborhoods and the spatial patterning of deprivation in the areas surrounding destination neighborhoods influence future mobility among a representative sample of American adolescents. We employ a modeling strategy that allows us to examine the unique and separable effects of local and extralocal neighborhood disadvantage while simultaneously holding constant time-invariant factors that place some youth at a greater likelihood of experiencing a residential move. We find that moves to more impoverished neighborhoods decrease the likelihood of subsequent mobility and that this effect is most pronounced among respondents who move to neighborhoods surrounded by other similarly deprived neighborhoods. In this sense, geographical pockets of disadvantage strengthen the mobility-hampering effect of neighborhood deprivation on future mobility.

Studies of neighborhood effects often attempt to identify causal effects of neighborhood characteristics on individual outcomes, such as income, education, employment, and health. However, selection looms large in this line of research, and it has been argued that estimates of neighborhood effects are biased because people nonrandomly select into neighborhoods based on their preferences, income, and the availability of alternative housing. We propose a two-step framework to disentangle selection processes in the relationship between neighborhood deprivation and earnings. We model neighborhood selection using a conditional logit model, from which we derive correction terms. Driven by the recognition that most households prefer certain types of neighborhoods rather than specific areas, we employ a principle components analysis to reduce these terms into eight correction components. We use these to adjust parameter estimates from a model of subsequent neighborhood effects on individual income for the unequal probability that a household chooses to live in a particular type of neighborhood. We apply this technique to administrative data from the Netherlands. After we adjust for the differential sorting of households into certain types of neighborhoods, the effect of neighborhood income on individual income diminishes but remains significant. These results further emphasize that researchers need to be attuned to the role of selection bias when assessing the role of neighborhood effects on individual outcomes. Perhaps more importantly, the persistent effect of neighborhood deprivation on subsequent earnings suggests that neighborhood effects reflect more than the shared characteristics of neighborhood residents: place of residence partially determines economic well-being. Objectives:To examine whether the modifiable areal unit problem (MAUP) observed in studies of aggregate crime rates poses a threat to studies examining the moderating effect of neighborhood processes on the association between individual risk factors and self-reported violence.Methods:A series of negative binomial regression models were estimated on a sample of 11,288 youth participating in the Add Health study to assess the moderating influence of neighborhood disadvantage on the association between impulsivity and violence aggregated to the census block group and the census tract.Results:One-unit increases in neighborhood disadvantage and impulsivity were associated with 5.1 percent and 4.9 percent increases in the expected count of self-reported violent behaviors, respectively. Neighborhood disadvantage exacerbated the association between impulsivity and self-reported violence when measured at the tract level but had no moderating effect when measured at the block group.Conclusions:The findings reported here suggest that the MAUP poses a unique concern for person–context research. The geographic aggregation of neighborhood effects warrants careful consideration in theoretical and empirical models linking individual behavior with broader social ecologies.

This study examines how the victimization of a close friend, or vicarious peer victimization, affects adolescent violence. Competing processes linking vicarious peer victimization and violence are empirically evaluated including social learning theory, general stain theory, and peer group selection models. The analyses use peer-network data from three waves of the National Longitudinal Study of Adolescent Health (Add Health). Regression models demonstrate that the association between vicarious peer victimization and violence is attributed primarily to peer-group selection and social learning mechanisms. These findings indicate that victimization affects not only the immediate victims of violence, but permeates throughout adolescent social networks.

Purpose An emerging body of literature suggests online social networks (SNS) have the capacity to influence individual criminal behavior. However, there are fundamental differences between SNS and traditional peer groups. It is therefore likely that peer influence operates differently in SNS. The present study examines the role of network size and functional form of the relationship between individual and peer deviance in online networks. Methods Data for these analyses come from a survey of 583 undergraduates at a mid-southern university. Empirical analyses rely on a series of multivariate negative binomial regression models. Results Findings indicate there is a nonlinear relationship between exposure to criminal behavior online and self-reported offending. Network size moderates this relationship. Respondents embedded in the smallest networks exhibit a linear association between peer and individual behavior, while those in the largest networks display a saturation point, after which exposure to additional deviance becomes redundant. Conclusions The current study expands upon the emerging body of criminological research exploring the implications of online environments as venues for social learning. We showcase how processes of peer influence operate in online social networks and potentially affect criminal behavior.

Substance use has been closely linked with the structural characteristics of adolescent social networks. Those who drink, smoke, and use drugs typically enjoy an elevated status among their peers. Rates of substance use vary substantially across schools, and indicators of school structure and climate account for at least part of this variation. Emerging research suggests peer-group processes are contingent on school context, but questions remain regarding the school-level mechanisms which condition the influence of network characteristics on substance use. The present study uses multilevel logistic regression models to examine the moderating influence of school connectedness, school drug culture, and global network density on the association between peer network status and marijuana use. The analyses draw on self, peer, and parental data from a sample of 7,548 high-school aged youth nested within 106 schools participating in the National Longitudinal Study of Adolescent to Adult Health (mean age = 15.2; % white = 59 %; male = 45 %). The results indicate that school connectedness significantly reduces the effect of social status on marijuana use. This provides evidence that school-level mechanisms can reduce the instrumentality of marijuana consumption in the status attainment process in adolescence.

The study of peer-group processes has a rich history in criminology. The dramatic growth in online social network websites has fundamentally changed peer-group interaction; however, relatively little research has considered how socialization processes observed in traditional interaction translate to online interaction. Using a sample of 583 undergraduate students from a mid-southern university, this study explores the concurrency between self-reported offending and exposure to criminal behavior in social network websites. Results demonstrate a strong, positive association between individual behavior and exposure to criminal behavior in online networks, suggesting that the processes underlying traditional social interaction also characterize online interaction. These results underscore the importance of online networks for understanding the etiology of criminal behavior.

This is the second essay in a two-part series exploring the relationships between mental illness, criminal behavior, and the criminal justice system. The number of mentally ill persons in prisons and jails has increased substantially over the last several decades, and there are currently more people with mental illness behind bars than there are in mental hospitals. In this essay, we place these trends within a broader historical context of the social control of mental illness in the United States. We identify how and why mentally ill persons have come to be overrepresented in the criminal justice system and highlight the unique challenges this population poses for police, courts, and correctional facilities. Finally, we review several recent innovations in policy and practice that may help alleviate that burden of criminal justice involvement on mentally ill offenders, as well as the burden of mentally ill offenders on the criminal justice system.

The tragic events in Aurora, CO and Newtown, CT have renewed public perception of mentally persons as ‘dangerous’ and ‘criminal.’ Unfortunately, this perception is based more on conjecture and fear than research. The following essay takes stock of the empirical research on mental illness and criminal behavior. Three noteworthy trends emerge from this literature. First, the prevalence of mental illness is substantially higher among individuals who have come in contact with the criminal justice system relative to the general population. Second, individuals with psychotic and externalizing behavioral disorders, particularly those who also abuse drugs and alcohol, tend to engage in higher levels of violence than individuals with other forms of mental illness. Third, mental illness does not determine whether someone will break the law; rather, it is but one of many criminogenic risk factors that interact in complex ways to influence individual behavior.

To assess the role of selection in the observed association between residential mobility and delinquency among adolescents. This study draws on a sample of adolescents from the National Longitudinal Study of Adolescent Health (Add Health). We first examine whether adjusting regression models for several well-established determinants of moving attenuates the association between mobility and delinquency. We then employ propensity score methods to estimate the effect of residential mobility on delinquency among a sub-sample of movers and non-movers who had similar likelihoods of moving. The association between mobility and delinquency is significant and positive in regression models, although it is somewhat attenuated by additional control variables that are rarely considered in prior work. However, the distribution of mobility determinants differs substantially across movers and non-movers, potentially biasing these estimates. After covariate balance is achieved using a propensity score approach, we observe no differences in delinquency between groups. Results suggest that certain adolescents are more likely to move than others, explaining the observed association between mobility and delinquency. Future research should therefore be mindful of selection when trying to account for differential outcomes between mobile and non-mobile adolescents.

Residential mobility is often implicated as a risk factor for delinquency. While many scholars attribute this to causal processes spurred by moving, recent research suggests that much of the relationship is due to differences between mobile and non-mobile adolescents. However, studies in this area often operationalize mobility as a single move, limiting researchers to comparing outcomes between mobile and non-mobile adolescents. This approach is rather broad, considering heterogeneity in mobility frequency as well as variation in sending and receiving neighborhood characteristics. We propose a more nuanced framework to help anticipate how characteristics of mobility experiences may mitigate, exacerbate, or fail to influence adolescent behavior. Drawing on data from the National Longitudinal Study of Adolescent to Adult Health (Add Health) and the National Longitudinal Study of Youth 1997 (NLSY97), we demonstrate that “hypermobility” has detrimental behavioral consequences, increases in neighborhood disadvantage between sending and receiving neighborhoods are associated with reductions in self-reported offending, and long-distance moves reduce delinquency, but only among adolescents with prior behavioral problems. These results underscore the complex association between residential mobility and delinquency during adolescence.

While both traditional criminological inquiry and mental health research have identified internal and external constellations of risk factors associated with juvenile offending, interdisciplinary discourse has been limited. This paper takes a step in bridging the gap between criminological literature and work in the field of children’s mental health by evaluating the combined effects of social and mental health predictors on juvenile delinquency in a sample of youth with diagnosed clinical disorders. Results of multivariate analyses indicate that both traditional social risk factors as well as indicators of the nature and severity of youths’ mental health disorders contribute to delinquency. Moreover, the influence of one well-established risk factor, self-control, on delinquency is moderated by the presence of oppositional defiant disorder. Impulsivity holds a central place in the explanations of adolescent delinquency. Recent research suggests that neighborhood characteristics, particularly SES (socioeconomic status), perceived supervision, and collective efficacy, moderate the association between impulsivity and delinquency. However, findings to date have been equivocal, and the relationships between social context, impulsivity, and delinquency remain an open question. This study builds on the current literature by examining the moderating influence of a second context, the high school, on the relationship between impulsivity and delinquency. The authors focus explicitly on self-reported delinquency that has occurred on school grounds, referred to here as school misconduct. Results of hierarchical logistic regression models using the National Longitudinal Study of Adolescent Health suggest that the relationship between impulsivity and two measures of misconduct vary significantly across schools. Moreover, the relationship between impulsivity and weapon carrying is stronger in schools characterized by a limited sense of connectedness among students.

esearch examining the relationship between neighborhood socioeconomic disadvantage and adolescent offending typically examines only the influence of residential neighborhoods. This strategy may be problematic as 1) neighborhoods are rarely spatially independent of each other and 2) adolescents spend an appreciable portion of their time engaged in activities outside of their immediate neighborhood. Therefore, characteristics of neighborhoods outside of, but geographically proximate to, residential neighborhoods may affect adolescents’ propensity to engage in delinquent behavior. We append a spatially lagged, distance-weighted measure of socioeconomic disadvantage in “extralocal” neighborhoods to the individual records of respondents participating in the first two waves of the National Longitudinal Survey of Youth, 1997 Cohort (N = 6,491). Results from negative binomial regression analyses indicate that the level of socioeconomic disadvantage in extralocal neighborhoods is inversely associated with youth offending, as theories of relative deprivation, structured opportunity, and routine activities would predict, and that the magnitude of this effect rivals that of the level of disadvantage in youths’ own residential neighborhoods. Moreover, socioeconomic disadvantage in extralocal neighborhoods suppresses the criminogenic influence of socioeconomic disadvantage in youths’ own neighborhoods, revealing stronger effects of local neighborhood disadvantage than would otherwise be observed.

Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being "filtered out" or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses.

For future lunar extra-vehicular activities (EVA), one method under consideration for rejecting crew and electronics heat involves evaporating water through a hydrophobic, porous Teflon membrane. A Spacesuit Water Membrane Evaporator (SWME) prototype using the Teflon membrane was tested successfully by Ungar and Thomas (2001) with predicted performance matching test data well. The above referenced work laid the foundation for the design of the SWME development unit, which is being considered for service in the Constellation System Spacesuit Element (CSSE) Portable Life Support System (PLSS). Multiple PLSS SWME configurations were considered on the basis of thermal performance, mass, volume, and performance and manufacturing risk. All configurations were a variation of an alternating concentric water and vapor channel configuration or a stack of alternating rectangular water and vapor channels. Supporting thermal performance trades mapped maximum SWME heat rejection as a function of water channel thickness, vapor channel thickness, channel length, number of water channels, porosity of the membrane structural support, and backpressure valve throat area. Preliminary designs of each configuration were developed to determine total mass and volume as well as to understand manufacturing issues. Review of configurations led to the selection of a concentric annulus configuration that meets the requirements of 800 watts (W) of heat rejection. Detailed design of the SWME development unit will be followed by fabrication of a prototype test unit, with thermal testing expected to start in 2008.
