It has been found that the world flagship of financing innovation activities are TNCs, which, due to the high level of concentration of investment potential, have the opportunity to finance capital-intensive innovation projects related to the modernization of the most high-tech industries and basic information and telecommunication technologies. It is proved that the selection of sources and methods of financing the innovation activity of TNCs depends on the stage of the life cycle of an innovative product, which makes it possible to timely eliminate the deficit of financing by diversifying the sources of financial and investment support for research, development and approbation of prototypes of equipment and technologies. Studies have shown that the financing of innovation activities in American, European and Japanese TNCs is marked by their distinctive features based on the structure of sources of funding for research and development, in particular the participation of the State in this process. It is determined that Ukraine needs an innovative model of transformation of the post-war economy in order to eliminate at an accelerated pace the terrible consequences of the armed invasion of russian aggressors, to modernize energy-intensive segments of the national economy, to ensure the mass introduction of modern innovative technologies in all phases of the reproductive process and to use the existing production and technical potential of regional economic complexes to straighten territorial imbalances of the socioeconomic development. It has been found that the main catalyst for innovative transformation of regional economic complexes in Ukraine is the inclusion of TNC divisions in them, primarily in terms of financing the processes of production and introduction of innovative technologies. It is substantiated that in the context of the expediency of implementing the best practices of financing research and development into the domestic practice of innovative transformation of the regional economy, it is worth adopting the South Korean experience, which allowed this country to turn from an industrially backward agrarian country into an advanced country in Southeast Asia in a few decades.

The article substantiates the expediency of borrowing advanced foreign experience of investment support of innovation activity to accelerate the processes of innovative transformations in the regional economic complexes of Ukraine in order to ensure accelerated post-war recovery and formation of the sector of high-tech industries. The authors summarize the best foreign experience (the USA, Japan, Germany) in financing research and development (R&D) in the context of the main trends in the development of the global economy. It has been found that the models of investment provision of innovation activity in the United States, Japan and Germany differ both in terms of subject-object base and in terms of financing priorities regarding the development of the material and technical base and the formation of human resources for university science and the research industry of the corporate sector. It is determined that in the context of interweaving of national economies and formation of international network structures, the key actors in financing innovation activities are transnational corporations, which, due to the high level of concentration of investment potential, finance the most capital-intensive innovative projects, thus decisively affecting the modernization of the basic links of the economies of the advanced countries of the world and the pace and scale of development of the natural wealth of the world economy. It is substantiated that in the context of borrowing advanced foreign experience for the domestic practice of financing innovative developments at the regional level, it is worth adopting the experience of financial and investment support for innovation activities in the Federal lands of Germany. It is proved that the implementation of the experience of financing innovation activities in the German Federal lands, specializing in the development of the agricultural sector, processing and food production and woodworking, will allow the regions of Ukraine of agrarian specialization to form poles of economic growth and ensure the effective use of local labor, production, technical and natural resource potential. It is substantiated that in the context of the deficit of local public finances, the basis for stimulating innovative development at the regional level is the creation of cluster-type network structures, allowing to consolidate the efforts of local authorities, higher education institutions, research institutions, design organizations and financial and credit structures in the direction of producing innovative products and their implementation in the practice of production, economic and commercial activities.

It is substantiated that the cascade-circular model of innovative transformation of regional economic complexes should be based on a combination of the cascade principle of attracting material resources in the reproduction process and the principle of maximizing closed cycles in product chains. It is determined that the cascade principle is a sequential transition from one phase of production to another, based on the priority of formation of value chains and features of extracting the resource value of primary and secondary raw materials; the principle of maximizing closed cycles in product chains is a principle that provides for the minimization of unit costs and losses of the material substance of raw materials on the basis of the integrated use of primary raw materials through the use of waste-free and low-waste technologies and the most complete utilization of secondary raw materials in order to maximize the value added in food chains. It is identified that the key point in the formation of the cascade-circular model of innovative transformation of regional economic complexes is the formation of the structure-establishing innovation core (a complex of types of production and economic activity with appropriate supporting subsystems), which will be differentiated in the context of economic regions of Ukraine, based on: the existing production and technical base of material production; the level of infrastructural arrangement; available and projected reserves of natural raw materials; scientific and scientific-technical potential; opportunities for establishing inter-regional cooperative relations; participation of the region in the national division of labor and in ensuring national security. It is substantiated that the cascade-circular model of innovative transformation of the economy of the regions of Ukraine should be aimed at more effective use of secondary material resources in the reproduction process and at increasing the assimilation potential as a basic prerequisite for the transition to the rails of low-carbon development.

It is substantiated that the modernization of the military-industrial and security complex is the main link in the innovative transformation of the national and regional economy in both the wartime and the post-war periods. Studies have shown that in the system of academic and sectoral domestic science, a significant potential for fundamental and applied research in the field of armaments, military equipment and security technologies is formed, which implies the basic determinant of innovative transformation of the national economy and the economy of individual regions through the modernization of the military-industrial and security complex. It is determined that the favorable prerequisites for the modernization of the military-industrial and security complex of Ukraine are: an extensive network of research and production institutions that specialized in the design of new types of weapons and military equipment; powerful research and engineering human resources of the military-industrial complex; availability of industrial capacities for the production of military products; sufficient resource base to ensure a full cycle of production of certain types of weapons and military equipment (availability of production of ferrous and non-ferrous metals, various types of electronics and optics products). It is found that the restoration of the relationship between the sphere of research and development of defense and security direction and the development of the production of weapons, military equipment and security technologies will ensure the renewal of the military-industrial and security complex on a new technical and technological basis, and this will contribute to the growth of domestic demand for domestic metal products, the transfer of advanced foreign defense and security technologies, the accelerated development of domestic electronics and other industries related to the military-industrial complex, and the development of digital technologies. It is determined that Ukraine enjoys the broad support of the coalition of Western countries, which creates favorable conditions for the transfer of modern foreign defense and security technologies of the latest generations, which will allow to establish the production of modern weapons and military equipment at domestic enterprises of the defense-industrial sector in the short term.

The article reveals the content of innovation processes in the 1990s and early 2000s, which were characterized by a permanent deficit of financing the production and introduction of modern technologies; low efficiency of implementation of the government or regional scientific and technical programs; weakening the relationship between education, science, and production. It is found that in the regional context there is a significant gap between the largest and smallest number of innovation-active industrial enterprises, owing to the peculiarities of the inter-regional division of labor, the level of scientific and technical potential, the level of concentration of industrial and financial capital. It is identified that the negative impact on the dynamics of financing innovation activity in industry has led to the lack of a modern institutional environment for attracting funds from domestic and foreign investors in the development of innovative infrastructure of industrial enterprises, as well as in new types of product and process innovations. It is substantiated that the processes of innovative transformation of both the national economy and economy of regions of Ukraine are slow due to the lack at the regional level of a modern system of regulatory influence on innovation processes, which would stimulate the development of innovation infrastructure and comprehensive modernization and reconstruction of the fixed capital of the structure-forming units of regional economic complexes. It is proved that the formation of priorities for innovative transformation of regional economic complexes in the wartime and post-war conditions should be based on the need to strengthen the country’s defense capability by increasing the production of weapons and military equipment. Studies have shown that the post-war recovery of the national economy and the economy of Ukraine’s regions should also be accompanied by innovative transformations in the sphere of rational use of natural resources and environmental protection, which will allow attracting funds from global ecological funds and foreign governments for the purposes of modernization of the national economic complex.

The theoretical-methodological basis for the integration of education, science and production as a basic prerequisite for the innovative transformation of the post-war economy of the regions of Ukraine is formed, providing for the restoration of manufacturing, infrastructure and residential objects destroyed by the warfare, the formation of modern poles of growth of regional economic complexes and the creation of a favorable living environment (raising social standards and improving the quality of the environment) on innovative principles. Studies have shown that the recovery of the personnel and material-technical potential of educational institutions and scientific institutions, as well as the restoration of the pre-crisis interconnection of these institutions with enterprises of the real sector of the economy, is of paramount importance in developing promising directions for innovative transformation of the post-war economy. Programming of priorities of innovative transformation of the post-war economy of the regions should be based on the identification of territorial heterogeneity of the level of research and innovation component of the development of regional economic complexes through the calculation of the integral index of innovative transformation of the regional economy, which is determined on the basis of a number of individual indices of scientific research and innovation activity. The results of the calculation of the integral index of innovative transformation of the regional economy in 2017–2020 showed that a relatively high level of development of research and innovation components of the development of regional economic complexes is observed only in the Kharkiv region, where an extensive network of research institutions and educational institutions is concentrated, most of which have actively cooperated and continue to cooperate with industrial enterprises. Studies have shown that in most regions of Ukraine in 2017–2020 there was a relatively low level of development of research and innovation components of territorial socioeconomic systems. It is found that the positioning of the regions of Ukraine in the pre-war period (2017–2020) in terms of the level of development of research and innovation components of regional reproduction should be a prerequisite for differentiation of instruments and methods of innovative transformation of the post-war economy of the regions of Ukraine, which will ensure the restoration of residential, infrastructure and industrial facilities destroyed by the war and create new poles of economic growth on an innovative and technological basis.

The article formulates the author’s own conception of innovative transformation of the post-war economy of Ukraine for accelerated elimination of the consequences of the military invasion of the aggressor state on a global scale and modernization of the structural units of the national economy and regional economic complexes. It is substantiated that in the context of significant territorial heterogeneity of the sectoral structure of the economic complex, the choice of priorities for innovative transformation of the post-war economy should take into account the peculiarities of economic development of Ukraine’s regions. It is found that the determination of goal-setting for the innovative transformation of the post-war economy should include the identification of the main determinants (military, institutional-digital, resource-production and environmental, social, macro-cyclical and macro-fiscal, global), which currently determine the basic trends in the functioning of national and regional economic complexes. It is substantiated that the main principles of innovative transformation of the post-war economy of Ukraine and regional economic complexes are: 1) the principle of social responsibility; 2) the principle of dirigisme; 3) the principle of inclusiveness; 4) the principle of co-evolution; 5) the principle of convergence; 6) the principle of glocalization. It is proved that the defined set of basic principles for the implementation of transformation processes in the post-war period on an innovative basis determines the following main goals: 1) economic recovery and strengthening of economic self-sufficiency; 2) strengthening of the country’s defense capability and revival of the military-industrial complex; 3) building a welfare state; 4) clean environment. It is established that the main goals (goals of the first order) should be specified in the goals of the second order: territorial-sectoral, ecological-energetic, socio-demographic, and scientific-technical. It is substantiated that the determination of goal-setting for the innovative transformation of the post-war economy of Ukraine should fully take into account the regional specifics of production and infrastructure complex formation in order to ensure the most efficient use of the resource-production potential of territorial entities and the benefits and new opportunities resulting from the deepening of decentralization processes
