Abstract

Factors such as human activity and climate change are contributing to an increase in the frequency and intensity of wildfires. This problem has challenged society’s knowledge, response capacity, and resilience, revealing its inadequacy to cope with the new wildfire regime characterized by extreme wildfire events (EWE). Policies on wildfire management mainly focus on suppression and managing emergencies, which may be insufficient to reduce EWE’s incidence and cope with its impact. Consequently, there is a lack of tools to support decision-making in wildfire management in other important aspects, such as prevention and protection. This study examines global wildfire policies specifically in the Iberian Peninsula (Portugal and Spain), including crossborder policies. A GIS-based tool to evaluate different normal and extreme wildfire management policies is applied to a cross-border case study, paying attention to the impact on critical landbased transport systems. A relevant outcome of the tool application is that suppression must be complemented with other wildfire management strategies in the analyzed area. Abstract

Earthquakes and floods in Albania are devastating, but combining these two different hazards in terms of action on bridge structures may lead the bridge to collapse. This article presents a seismic risk assessment of a code-conforming precast reinforced concrete bridge located in a region prone to earthquakes and where local scour induced by floods is a significant concern. The seismic action is considered using a group of ground motion accelerograms generated by matching the accelerogram of the 29 November 2019 earthquake in Durres (M = 6.4), Albania, to the target response spectrum. The scouring effects on the bents of the bridge are characterized by the scour depths. A set of non-linear time-history analyses of the bridge are performed to assess the bridge's performance. The bridge fragility curves are generated and analyzed for multi-hazard scenarios at both element and system levels for different flow discharge values and PGA levels. The result shows a low seismic risk of the bridge with bearings when considering the local scour induced by flood events in the seismic analysis due to their flexibility to adapt to changes in structure geometry and significant foundation stiffness. Abstract

There is a growing tendency to assess resilience and sustainability of critical infrastructures (CI), given the significant increment in high-impact natural hazard events affecting socio-economic welfare. Historically, these assessments have been conducted separately due to the independent evolution of each concept. However, recent contributions tend to integrate them. This paper provides a state-of-the-art review of integrated assessments for resilience and sustainability in CI, examining concepts, indicators, frameworks, and methodologies. Additionally, a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis was performed to gain further insights into the prospects of integrated assessments. Following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology, eligibility criteria were established, leading to the selection of twelve studies. These works were compared based on five dimensions (economic, environmental, social, technical, and governance) to highlight the differences in the indicators used. While all studies considered the social, environmental, and economic dimensions, some did not further analyze sufficient indicators to evaluate environmental and social effects, with governance often neglected. This study emphasizes the relevance of establishing common metrics for a convergent frame for the resilience and sustainability assessment. Abstract

Seismic vibrations naturally induce significant horizontal displacements, resulting in collisions between neighboring buildings when there is insufficient spacing. Pounding, which occurs primarily in tall buildings, leads to severe damage due to these impacts. To mitigate structure collisions and reduce the risk of pounding, several approaches have been proposed. These include maintaining adequate separation distances, enhancing structural stiffness, employing supplementary elements, incorporating different dampers, and implementing bumpers. These measures aim to regulate lateral displacement and dissipate energy within the contact zones during impacts. This research paper aims to examine the impact of rubber bumpers in enhancing energy dissipation during collisions. Through experimental testing and numerical simulations, an impact scenario is recreated, and the damping ratio is calculated based on energy dissipation. The study proposes a novel formula for determining the damping ratio specifically tailored for bumpers attached at the base level of structures. This study focuses on defining a new equation to determine the damping ratio of bumpers used in impact scenarios. An iterative procedure is employed, considering parameters such as bumper dimensions, stiffness, and coefficient of restitution. The equation is solved to calculate impact force and energy dissipation. Numerical analysis results are validated against experimental data. Parametric studies are conducted to evaluate the formula's accuracy by analyzing hysteresis loops obtained from impact tests. The research aims to provide a reliable and effective equation for accurately determining the damping ratio of bumpers in real-world impact situations. The study concludes by selecting the best calibration of hysteresis loops from numerical analyses and experimental tests as the optimal parameter values for demonstrating the equation. To investigate the equation's impact, two 5-story buildings are modeled, with one of them equipped with a base isolation system and rubber bumpers to assess the influence of the bumpers during earthquakes. The research findings indicated that reducing the number of bumpers and increasing their thickness leads to decreased energy dissipation.
