3. Promoting Urban Net Zero Transitions Through Multi-Level Governance: The Intermediary Role of Systemic Collaborative Platforms.

Abstract

In the fields of partnership research and social innovation, there has been an increasing number of calls for evidence regarding the kind of collaborative multi-level governance structures that might support large-scale transformation processes, especially in regard to climate-neutral cities. This paper conceptualizes a new type of intermediary actor, the Systemic Collaborative Platform (SCP). Using the example of a multi-stakeholder arrangement set up to design and implement Madrid's Climate Neutrality Roadmap, the key features of an SCP include a focus on multi-stakeholder and cross-sectoral collaboration for public policy development, in this case operating at both a systemic level and a city scale, and a strong link to a key actor within this regime (a city council). Our study reveals how an SCP can contribute to articulation of a shared mandate among city actors and enhance the efficiency and effectiveness of a targeted transition by attracting, aligning and managing a wide and diverse organizational ecosystem through distributed facilitation, collaborative leadership, and continuous learning. 9. Private standards that promote supply chain sustainability: discussing their implementation in developing countries

Abstract

Private standards are a useful tool for companies to promote sustainability in their supply chains, particularly when competing in the global market. But these standards are usually fostered by consumers’ demands and they are rarely adapted to the real needs and challenges of developing countries, where most production takes place nowadays. This paper analyses how a private standard has been developed and implemented in a collaborative way by stakeholders of the cut-flower industry in Ethiopia. This standard has been so successful that it became a national law. It is an inspiring case that shows the advantages of considering suppliers’ perspectives when implementing sustainability standards and could be replicated in other contexts., Los estándares privados son una herramienta útil para las empresas a la hora de promover la sostenibilidad en sus cadenas de suministro, especialmente cuando operan en mercados globales. Pero estos estándares son normalmente generados para responder a las demandas de los consumidores, y en raras ocasiones se adaptan a las verdaderas necesidades y retos de los países en desarrollo, donde la mayoría de los procesos productivos tienen lugar a día de hoy. Este artículo analiza cómo un estándar privado ha sido desarrollado e implementado de manera colaborativa por distintos grupos de interés de la industria de la flor cortada en Etiopía. Este estándar ha sido tan exitoso que ha pasado a formar parte de la legislación de este país. Es un caso inspirador que muestra las ventajas de tener en cuenta la perspectiva de los proveedores a la hora de implementar estándares de sostenibilidad y podría ser replicado en otros contextos., Les normes privées sont très utiles pour les entreprises dans la promotion de la durabilité dans leurs chaînes d’approvisionnement, en particulier lors de l’utilisation sur les marchés mondiaux. Mais ces normes sont généralement produites pour répondre aux demandes des consommateurs et elles s’adaptent rarement aux besoins réels et les défis des pays en développement, où la plupart des processus de production ont lieu aujourd’hui. Cet article montre comment une norme privée a été développée et mis en oeuvre par la collaboration des différents acteurs de l’industrie des fleurs coupées en Ethiopie. Cette norme a été un tel succès qu’elle est devenue une loi à ce pays. Il est un cas inspirant qui montre les avantages de tenir compte du point de vue des fournisseurs dans la mise en oeuvre des normes de durabilité et pourrait être répliqué dans d’autres contextes.

Abstract

Delivering the Sustainable Development Goals (SDGs) requires leaders to navigate different fields and work across public, private, and plural sectors. Higher education (HE) is positioned uniquely to bring disciplines together and convene leaders from business, government, and civil society by designing customized learning encounters. Here we explore the creation and delivery of a change program for leaders concerned with the SDGs based on a framework for understanding and shifting underlying relationships – termed here, agreement structures. Informed by meta-analysis of cases integrating social and technical innovations, an immersive personalized sustainability learning program was designed and offered in a university setting in summer 2019 in Spain. Drawing from academia (students and faculty), business and local government, learning experiences were co-created to help shift the paradigm for creating change among people, place, and planet. Making explicit agreement structures influenced learning design and enabled the co-creation of a customized cross-disciplinary, cross-sectoral program for leaders concerned with fulfilment of the SDGs. Exploiting the unique convening and integrating power of HE, the SDGs provided a shared narrative around which the faculty could communicate and bring their unique perspectives to co-create the program. Focused on accelerating multi-actor partnerships for delivery of the SDGs, the program focused on enabling a shift in underlying agreement structures necessary for local-global collaboration and transformation. The study describes a program that made conscious the relationships that need shifting to fulfil the SDGs and offers new insights to leverage the convening power of HE to contribute towards fulfilment of the SDGs. 19. Assessment of the Results and Methodology of the Sustainable Development Index for Spanish Cities

Abstract

In 2017, the United Nations adopted a global Sustainable Development Goals (SDG) indicator framework, calling on member countries to collect complementary national and regional indicators. Cities are crucial to channelling efforts towards sustainability through the use of these indicators. They provide an integrated approach to the city situation monitoring sustainability. However, more research is needed to understand how to adapt the goals, targets and indicators to specific municipal contexts. In 2020, the Spanish Sustainable Development Solutions Network launched the 2nd edition of the Spanish Cities Index. A set of 106 indicators allows for monitoring the implementation of the SDGs at the local level for Spanish cities. The objective is to perform a statistical audit to evaluate the consistency of the indicators and the impact of modelling assumptions on the result. The methodology used is an adaptation of the Handbook on Constructing Composite Indicator prepared by the European Commission. The indicator system is well balanced and covers the essential areas of the Sustainable Development Goals. The Spanish ranking is robust enough among the alternatives evaluated. However, some improvements are possible in the selection of indicators, e.g., removing redundant indicators and regional data. Finally, it is recommended to weigh goals based on municipal responsibility to adjust the results to the Spanish municipal context.

22. Quantitative Analysis of the Impact of Public Policies on the Sustainable Development Goals through Budget Allocation and Indicators

Abstract

Measuring the advances performed in the 2030 Agenda and the contribution of public policies remains a key issue. Budgets are acknowledged as one of the most powerful tools made available to administrations to push forward this contribution, and so several initiatives have risen to align budget items and Sustainable Development Goal (SDG) performance at all levels. The aim of this paper is to go beyond simple alignment and statistically analyze the interlinkages between budget and SDG achievement data. We have used the Spanish local administrations budget, together with indicators used to measure the 2030 Agenda goals at the same level, and computed a correlation test in order to find where budget allocation has an impact. We have then looked further into the relevant impacts to split them into direct and indirect. The research found ca. 25% of the budget items with relevant statistical links to the SDGs, with the SDGs 11 and 15 being the least impacted and SDGs 1, 4, 7, 8 and 16 the most connected ones. This research aims to set the bases of an evidence-based decision-support tool for a more efficient and sustainable policy design.

26. Driving Transformational Sustainability in a University Through Structural and Academic Innovation: A Case Study of A Public University in Spain.

Abstract

Higher education institutions (HEIs) are increasingly engaged in the urgent and important work involved in the global transition towards sustainable development. They are potentially well suited to address key challenges, being as they are knowledge and talent 'factories'. Beyond their educational mission, HEIs are particularly well placed to convene other actors as well as enable the conscious collision of disciplines in pursuit of solutions. However, academic programs that ostensibly focus on sustainability are in fact too narrow in scope and can stand isolated. The academic custom disciplinary and organizational silos can also exacerbate the intellectual and structural difficulties to fuller immersion in sustainability by the academy. Using a case-study approach, we examine an academic innovation (Master's Program in Strategies and Technologies for Development), and a structural innovation (Innovation and Technology for Development Centre, itdUPM), two discrete change agency initiatives at Universidad Politécnica de Madrid. Going on to explore the interactions between the Master's and itdUPM, the case identifies how the latter structural innovation as a supporting structure enables the development of transformational sustainability at the university-level, generating longterm societal impacts through a transformative learning. Our findings suggest that pan-institutional inter-disciplinary sustainability-oriented programs may serve as a powerful lever for HEIs to contribute to sustainability challenges, representing vehicles for effecting change within an institutional context. Nevertheless, academic innovation is considered a necessary condition, but is not sufficient alone. The case shows that the innovation processes must go beyond the borders of educational programs to promote changes in the internal structure of universities and new multi-stakeholder ecosystems. They may furnish learning and research opportunities for students and staff, and income generating activities for universities. However, to keep this "virtuous loop" active at HEIs, innovative intermediate structures such as itdUPM are required to cultivate trust capital and foster value creation. [ABSTRACT FROM AUTHOR]

Abstract

La promoción de sistemas de cooperativas que permitan la integración y la coordinación de pequeños productores puede ser una estrategia adecuada para mejorar las condiciones de vida en el mundo rural. Tras una breve exposición de las características del entorno productivo agrario centroamericano y de la noción de cadena productiva, los autores muestran cómo diferentes modelos cooperativos pueden, a su vez, cumplir diferentes funciones en la consolidación e integración de cadenas productivas agrarias. Finalmente se presenta el caso de Nicaraocoop como ejemplo práctico y actual de coordinación y colaboración de cooperativas. La promoció de sistemes de cooperatives que permetin la integració i la coordinació de petits productors pot ser una estratègia adient per millorar les condicions de vida en el món rural. Després d'una breu exposició de les característiques de l'entorn productiu agrari centreamericà i de la noció de cadena productiva, els autors mostren com diferents models cooperatius poden, a la vegada, complir diferents funcions en la consolidació i integració de cadenes productives agràries. Finalment es presenta el cas de Nicaracoop com a exemple pràctic i actual de coordinació i col·laboració de cooperatives.

Abstract

Se define un modelo de Proyecto Educativo de un centro de Educación Especial. Se compone de 24 sujetos de tres clases diferentes con edades comprendidas entre los 9 y los 15 años. El modelo de Proyecto Educativo se define a partir de la pedagogía ambiental y la socialización del alumnado con necesidades educativas especiales. A partir de él se desarrolla una investigación descriptiva sobre la mejora de las condiciones de integración social del alumnado con necesidades educativas especiales. Se utilizan cuestionarios, escalas de estimación y el test BOEHM. Investigación descriptiva y longitudinal desarrollada en los cursos escolares 1990-91 y 1991-92. Las variables o indicadores estudiados son: destrezas de supervivencia, hábitos de trabajo, dinámica social, desarrollo y comportamiento psicosocial, participación de los estudiantes, conceptos básicos e inventario de recursos ambientales. La investigación favorece el establecimiento de una organización del grupo-clase que pemite laparticipación del alumnado, el establecimiento de cauces de comunicación entre los estudiantes y los adultos, el reconocimiento de las iniciativas del alumnado y el establecimiento de un modelo de orientación. Abstract

Under the auspices of the Spanish Royal Academy of Engineering, a large group of academics, civil servants and industry professionals have thoroughly examined the sustainability of the current transportation model and the implications that Information and Communication Technologies (ICT) could have on increasing transportation sustainability. Based on this work, the authors have developed a model to integrate this subject in engineering education. The research found out the need for additional layers of complexity in the education of engineers. Specifically, engineers need to acquire the corresponding technical competences, the ability to apply them in transportation systems, the transversal integrated competences, and how all this relates to sustainability values. Truthful to their role in society, engineering schools should be centres of debate for theelaboration of technical solutions to current sustainability problems. In this paper the interplay between ICT, transportation and sustainability, has been analysed showing the role that engineering schools should play as scouts of the future and facilitators of social debate.
