Abstract

The edited volume Critical ICT4D highlights the need for a paradigm change in theorising, designing, and researching Information and Communication Technologies for Development (ICT4D). Engaging authors from the Majority World and entering a process of restoring epistemic justice in knowledge production and ownership, the text: Reflects on the histories and narratives around development programmes, their deep-rooted socio-political background, and the power relations integrated into or induced by such measures Problematises the current scholarship and practices through decolonial and pluralistic approaches built with an explicit perspective of resisting epistemic violence Constructs justice-enacting engagements of technologies with society. Offering thematic discussions in many development sectors with up-to-date case studies informed by recent research in the field, it sheds light on constructive contributions of critical ICT4D research. Written in accessible language, the book will appeal to postgraduate students, fellow researchers, policymakers in the fields of sociology, development studies, STS, critical data studies, surveillance studies, international relations, public administration, and information systems.

5. Data Justice in Digital Social Welfare: A Study of the Rythu Bharosa Scheme

Abstract

While digital social protection systems have been claimed to bring efficacy in user identification and entitlement assignation, their data justice implications have been questioned. In particular, the delivery of subsidies based on biometric identification has been found to magnify exclusions, imply informational asymmetries, and reproduce policy structures that negatively affect recipients. In this paper, we use a data justice lens to study Rythu Bharosa, a social welfare scheme targeting farmers in the Andhra Pradesh state of India. While coverage of the scheme in terms of number of recipients is reportedly high, our fieldwork revealed three forms of data justice to be monitored for intended recipients. A first form is design-related, as mismatches of recipients with their registered biometric credentials and bank account details are associated to denial of subsidies. A second form is informational, as users who do not receive subsidies are often not informed of the reason why it is so, or of the grievance redressal processes available to them. To these dimensions our data add a structural one, centred on the conditionality of subsidy to approval by landowners, which forces tenant farmers to request a type of landowner consent that reproduces existing patterns of class and caste subordination. Abstract

This article reports from an ongoing 'evaluation for improvement' action research and participatory design project in Rwanda, where the aim is to improve data use practices and the capabilities of the District Health Information Software 2 (DHIS2), an open source health information management platform, to support data use. The study of data use at health facility and district level showed that while data was used routinely at, for example, monthly coordination meetings, the DHIS2 dashboards and other analytical tools were in limited use because users preferred to use Microsoft Excel for data analysis and use. Given such findings, a major focus of the project has been directed towards identifying shortcomings in data use practices and in the software platform and to suggest, design and eventually implement changes. While the practical work on implementing improvements have been slow due to the COVID-19 pandemic, the suggested design improvements involve many levels of system design and participation, from the global core DHIS2 software team, the country DHIS2 team and local app development, the Rwanda Ministry of Health, and health workers at local level., Comment: In proceedings of the 1st Virtual Conference on Implications of Information and Digital Technologies for Development, 2021

The impacts of the COVID-19 pandemic, disproportionally affecting vulnerable people and deepening pre-existing inequalities (Dreze, 2020; Qureshi, 2021), have interested the very same "development" processes that the IFIP Working Group 9.4 on the Implications of Information and Digital Technologies for Development has dealt with over time. A global development paradigm (Oldekop et al., 2020) has emerged in response to the global nature of the crisis, infusing new meaning in the spirit of "making a better world" with ICTs (Walsham, 2012) that always have characterised ICT4D research. 8. Assessing Gender Bias in the Information Systems Field: An Analysis of the Impact on Citations

Abstract

Gender bias, a systemic and unfair difference in how men and women are treated in a given domain, is widely studied across different academic fields. Yet, there are barely any studies of the phenomenon in the field of academic information systems (IS), which is surprising especially in the light of the proliferation of such studies in the Science, Technology, Mathematics and Technology (STEM) disciplines. To assess potential gender bias in the IS field, this paper outlines a study to estimate the impact of scholarly citations that female IS academics accumulate vis-\`a-vis their male colleagues. Drawing on a scientometric study of the 7,260 papers published in the most prestigious IS journals (known as the AIS Basket of Eight), our analysis aims to unveil potential bias in the accumulation of citations between genders in the field. We use panel regression to estimate the gendered citations accumulation in the field. In this editorial, I advance the point that a design justice perspective constitutes an important addition to the conceptual armory of ICT for Development (ICT4D) research. This perspective illuminates how injustice, rather than arising as an unintended consequence of inclusion into digital systems, can be directly embedded in the design of sociotechnical artifacts. At the same time, it enables us to imagine routes to infuse justice into artifacts' architecture, as illustrated by recent works in and beyond the ICT4D discipline. Abstract

The study of e-governance in developing nations is informed by the idea that new technologies, reshaping the very nature of public services, can generate better outcomes in their provision. Beyond objective changes in governance infrastructures, the subjective perception of the state, as it is constructed by service recipients, is exposed to a parallel process of change, whose study has generated a novel research domain in the field of egovernance for development. With a view of contributing to this domain, this thesis studies the role of ICTs in processes of image formation on the state, as experienced by citizens in a developing country context. The theory on which the thesis is developed views technology as embedded in its sociopolitical context, and conceives e-governance as implicated in the reconstruction of images of the state. This vision is applied to the computerization of the main food security programme in India, the Public Distribution System (PDS), as it has been devised and implemented in the state of Kerala. Through an interpretive case study of the object at the core of computerization, known as the Electronic Public Distribution System or e-PDS, the thesis investigates the ICT-led processes of image construction by the state, and the ways in which citizens, confronted with new images, structure their perception of these. Through inclusion of front-end PDS services in existing infrastructure, and through the inscription of a clear problem-solution nexus in e-PDS, the state is found, as expected, to be using e-governance as a means to reconstruct its own image. At the same time, though, the loci of image formation that are found in citizens (direct experience, social networks, and political circuits) systematically escape control by governmental action, and seem to be, in fact, only marginally touched by the ICT-induced reinvention of governance. The thesis results, therefore, in an extension of existing theory in this respect: the capability of the state to reconstruct its image, through the usage of new technologies, is limited by the spaces of image formation which citizens experience in their daily lives.

Abstract

This editorial introduces the core message and contributions of the Special Issue on Feminist and Queer Approaches to ICT4D. We contextualize our Call for Papers and the published works against the backdrop of the COVID-19 pandemic and the #MeToo and women's marches movements. We also place this Special Issue in the context of adverse digital incorporation, which characterizes present-day ICT4D research and further highlights the importance of a feminist and queer lens within its landscape. We develop a conceptual apparatus to articulate such a lens, integrating feminist and queer theory with views of data justice, algorithmic resistance, decolonial theorization, and the digital technologies in solidarity-making. Using this framework, we present the seven papers from this Special Issue, highlighting their synergies, but also their unique contributions to a feminist and queer view of ICT4D. Abstract

Research on the "dark side" of information technology (IT) is becoming diffused in the information systems (IS) field. Focused on the negative consequences of IT on individuals, organizations and the society, such a literature has, however, neglected the contribution of ICT4D research to the debate. This paper draws on two streams of research—respectively, on digital identity systems for social protection and biometric humanitarianism—to highlight the limits of the notion of a "dark side" of IT. Using a design justice lens, it illuminates how adverse features can be purposefully designed into technology, directly producing the detrimental outcomes that cause harm on its users. Through this perspective, the notion of a "dark side" of IT is contrasted with that of a "dark matter" pointing to the substantial, rather than accidental, nature of harm generated through IT. The world faces wicked inequalities in global digital access, with nearly half of the world population (3,6 billion people) outside the connected world. The digital public goods (DPG) agenda envisions the rapid scaling and reach of information systems which can be easily implemented in a range of new contexts, to solve problems facing the most vulnerable in society. However, there is limited empirical data and theoretical knowledge to support how DPGs may facilitate or inhibit development outcomes. Abstract

This study investigates the impact of digital exclusion among vulnerable groups in social protection programs. It argues that digital identity systems are capable of exarcerbating inequalities in societies characterised by poverty and vulnerability. We use the lens of adverse digital incorporation to draw on two social protection programs, Bolsa Familia in Brazil and the Public Distribution System in India, both of which have been augmented with digital identity systems. Our qualitative data reveal that digital identity systems can generate justice only if existing processes of adverse digital incorporation are acknowledged and digital systems are framed to tackle design, resource, relational, and institutional inequalities. Drawing from development studies and data justice literatures, we show the importance of infusing justice in digital identity systems to build fair and effective social protection programs. Abstract

Born as a multilingual blog in May 2020, 'COVID-19 from the Margins' has offered a space for authors to voice the silenced narratives of the COVID-19 pandemic in any language chosen and representing multiple South(s) of the world (Milan & Treré, 2019). The blog became an open-access book in February 2021, and since then it has travelled across the globe to bring to light narratives of devoiced groups during COVID-19, generating debate on stories narrated by, amongst others, forced migrants, gig workers, ethnic minorities, people in economic poverty, and survivors of domestic violence. The project is divided into five sections - "Human Invisibilities and the Politics of Counting," "Perpetuated Vulnerabilities and Inequalities," "Datafied Social Policies," "Technological Reconfigurations in the Datafied Pandemic," and "Pandemic Solidarities and Resistance from Below" - which together contribute to the decolonial, multilingual project of narrating the COVID-19 pandemic through the voices of the systematically silenced. In this short paper, we reflect on the 'COVID-19 from the Margins' experience and on its meaning towards a decolonial, multilingual narration of the COVID-19 pandemic.

Abstract

Theories used in the Information Systems (IS) field come in large majority from authors based in Western countries, a bias that holds for critical theories as well. Such a bias is made more problematic by the mandate of critical theory, which is meant exactly to illuminate the oppressive conditions of the status quo. Against this backdrop, this paper explores the subalternity theory approach – developed by the Subaltern Studies collective from the early 1980s – as an indigenous theory that, proposing a socially and geographically connotated narration of 'history from below', can play a major role in the effort to decolonise critical IS research. By positioning subaltern theory in the IS field, the paper offers an alternative to the Western hegemony of critical theories, exploring the potential of such an alternative to voice systematically silenced and marginalised perspectives. Abstract

Voicing systematically marginalised communities is a problem historically posed in the media and communications field, in terms of de-Westernisation and, more radically, cosmopolitan-ism. Such a problem has been magnified in the COVID-19 pandemic, with narratives from systemat-ically devoiced communities – ranging from migrants to informal workers, ethnic minorities, eco-nomically poor people, and survivors of domestic violence – remaining untold. Recognising the need for a conceptual apparatus to voice the silenced narratives of the pandemic, this paper conducts two tasks: first, it crafts a theoretical apparatus of three devices (data at the margins; data poverty; and the datafication of anti-poverty programmes) to conceptualise COVID-19 stories from the margins. Second, it applies such a theoretical apparatus to a map of five problems (counting in the pandemic; new inequalities and vulnerabilities; datafied social protection; data injustices; solidarity and re-sistance from below) opened by discussion on COVID-19 from the margins.
