Abstract

This work analyses the relation between social inequality and health by focusing on the social processes and individual mechanisms that construct it within the area of action of the economic sphere, the cultural sphere and the social and territorial sphere. Within this framework, the body is conceived as a link between the physical, biological and material dimensions and the social, relational and emotional dimensions. At the same time, the proposal is to go beyond the well-known relationship between economic resources/social position and levels of health/life expectation, concentrating on the specific social and psychological dynamics generated by the availability of socio-economic capital. The over-simplified perspective of the social gradient of health is overtaken by an analysis of the relational dimension of the individual and his/her reference groups, and finally by appraising both the individual and collective aspects that can be traced to the social and political context and to the different welfare systems.

Abstract

This thesis analyses tax revenue mobilisation in Ethiopia. The main research question motivating the thesis regards the existence of a crowding out effect of foreign aid on domestic public revenue. Throughout the research we are also able to identify other constraints and opportunities for tax revenue mobilisation in Ethiopia, to shed light on broader budget dynamics and to provide firm-level evidence on effective tax rates in the Ethiopian manufacturing sector. The thesis therefore contributes to the current debate on tax revenue mobilisation in Africa by providing comprehensive evidence from Ethiopia, using longer time series than most other studies in this literature. Moreover it provides a new theoretical framework to analyse the aid-tax relation. In addition it contributes to the very small evidence base on taxation at the firm level in Africa by virtually doubling the literature and by proposing a theoretical framework for further research. The thesis starts with a qualitative analysis of the Ethiopian fiscal history between 1960 and 2009. This chapter is based on a descriptive analysis of Ethiopian fiscal data, on the study of secondary sources and on in-depth qualitative interviews. On the basis of this deep understanding of the Ethiopian context, the thesis proceeds by developing a theoretical framework to explain the possible substitution effect between aid and tax. An empirical estimation of the model stemming from the theory shows that aid is positively associated with tax revenues. Other determinants of the tax ratio to GDP are found to be: trade openness, the manufacturing sector, the agricultural sector and governance. The following chapter takes a broader look at budget dynamics by using the cointegrated VAR methodology. The results confirm the positive relation between aid and tax. In addition we find evidence for the existence of a domestic budget equilibrium and for a positive association between aid and capital expenditure in particular. Finally the thesis takes a microeconomic look at taxation by analyzing effective tax rates amongst Ethiopian firms. I find that while tax incentives are widely used in Ethiopia, they do not seem to be affected by lobbying or political connections of the firm.

Abstract

The spread of the new Sars-CoV-2 coronavirus marked the start of a long phase of health emergency and quickly led to the adoption of an articulated strategy to contain the contagion. Starting from March 2020, this had important effects on the main areas of individual and collective life also in our country. Priorities of intervention and unprecedented challenges have therefore been imposed on organizations and institutions first of all in the health sector but no less in the economic and social sphere. The aim of the article is to outline an updated profile of the rhythms and professional strategies of social work in Tuscany. Taking advantage of some key concepts and giving voice to the operators through some recent research results, the article analyzes the paths of reorganization of the times and working methods of those who work with the most fragile and vulnerable and question the adequacy of spaces for individual planning and sustainability, with a dedicated attention to the intertwining of individual time and social time.

Abstract

People who are homeless represent -- today as a hundred years ago -- one of the most extreme forms of poverty. Too often, the lack of recognition of the social problem adds up to the personal drama of a condition of grave poverty. Following Nels Anderson's unsurpassed text The Hobo as a conceptual map, a reflection on some selected theoretical and analytical points related to homelessness is proposed. Retraced the genesis of Anderson's research, from a perspective of comparison and dialogue with the classic, we will focus on the defining aspects of the phenomenon; the themes of work/non-work and marginalization in the urban context will be investigated; finally, the most current reconfiguration of the processes of material and relational impoverishment and the dynamics of exclusion in the contemporary socioeconomic background will be analyzed. Abstract

In March 2020, the European Union decided to open accession negotiations with Albania, candidate country since 2014. In order to achieve this important goal in the long path of European integration, Albania had to pursue a set of requirements. Among them, the centrality of human rights affects the implementation of policies aiming at integrating minorities, as well as at granting social rights to unprivileged citizens (La Cava Nanetti 2000, Solidar 2016). In this scenario, the evolution of the professional expertise of Albanian Social workers plays a relevant role. In academic and professional terms, social work has a poor tradition in Albania, as in most of post-communist countries (Hoti 2015). In order to face the difficulties of the professional and academic evolution of social work and to facilitate a process of Europeanisation of the Social Services delivery in Albania, the European Commission has funded the project T@sk Towards Increased Awareness, Responsibility and Shared Quality in Social Work (2017-2020). The main aim of the project consists in strengthening the delivery of Social Services in Albania through the empowerment of the Higher Education system in social work. The consortium includes all public universities offering BA and MA courses in social work in Albania – University of Tirana, University of Shkoder and University of Elbasan-, and the University of Florence, the UCM of Madrid, the ISCTE of Lisbon and the Professional Order of Social workers of the Tuscany Region as Higher Education institutions of the program countries. The project operates at three levels: peer-to peer theoretical and empirical update amongst the project partners; triangulation of knowledge, transdisciplinary cooperation with the societal stakeholders and digital innovation; selection and dissemination of best practices. The project is in its final stage, and it is possible to elaborate on the main theoretical and empirical framework adopted, on the results achieved, and on, En marzo de 2020, la Unión Europea decidió iniciar las negociaciones de adhesión con Albania, país candidato desde 2014. Para alcanzar este importante objetivo, en el largo camino de la integración europea, Albania tenía que cumplir con una serie de requisitos. Entre ellos, la centralidad de los derechos humanos que afecta a la aplicación de las políticas destinadas a integrar a las minorías, así como a conceder derechos sociales a los ciudadanos desfavorecidos (La Cava Nanetti 2000, Solidar 2016). En este escenario, la evolución de los conocimientos profesionales de los trabajadores sociales albaneses desempeña un papel relevante. En términos académicos y profesionales, el Trabajo Social tiene una escasa tradición en Albania, como en la mayoría de los países postcomunistas (Hoti 2015). Para hacer frente a las dificultades de la evolución profesional y académica del Trabajo Social y facilitar un proceso de europeización de la prestación de servicios sociales en Albania, la Comisión Europea ha financiado el proyecto T@SK "Towards Increased Awareness, Responsibility and Shared Quality in Social Work" (2017-2020). Abstract

The pandemic is in many ways a crisis of governance. It has created a set of unique challenges that underscore the need for governments to collect revenue more efficiently and equitably; and to spend it more inclusively, transparently, and accountably, especially on the most vulnerable and marginalised populations. In this article, we suggest a set of governance interventions to help create conditions for building effective and inclusive institutions that can support efforts to build back better. We propose that the impact of the pandemic can be dealt with through a mix of some interventions that deal with the immediate impacts of the crisis, and other interventions that can transform development in the longer term.
