The 2015 Maryland Commission on Climate Change (MCCC) Act required the MCCC and its participating agencies, including the Maryland Department of Transportation (MDOT), to maintain a comprehensive action plan with 5-year benchmarks to achieve science-based reductions in Maryland’s Greenhouse Gas (GHG) emissions. This 2022 Status Report meets the requirements of the MCCC Act (§2-1305) by sharing MDOT’s progress towards achieving emission reduction targets and highlights recent and planned actions to continue to mitigate the impacts of climate change and reduce transportation sector GHG emissions.

The Maryland Zero Emission Electric Vehicle Infrastructure Council (ZEEVIC) was originally established as the Electric Vehicle Infrastructure Council (EVIC) in 2011. In 2015 the Maryland General Assembly extended EVIC through 2020 and established requirements for EVIC.

Suicide prevention has been, and continues to be, a priority focus for the MDOT. Prior to the 2022 legislative session the MDOT began discussions and review of bridges and roadways. In the Spring of 2022, the MDOT SHA, in consultation with the firm AECOM, commenced a study to investigate possible deterrents to death by suicide along the Thomas Johnson Bridge.

The Fiscal Year 2022 to 2025 Maryland Statewide Transportation Improvement Program (STIP) is a four-year, fiscally constrained, and prioritized set of transportation projects, compiled from statewide, local, and regional plans. The STIP is guided by the 2040 Maryland Transportation Plan (MTP), which establishes a long-term vision for Maryland’s transportation network.

As a member of the Maryland Commission on Climate Change (MCCC), MDOT and other state agencies, elected officials, and experts are charged with advising the Governor and General Assembly “on ways to mitigate the causes of, prepare for, and adapt to the consequences of climate change.”

The federal REAL ID Act, signed into federal law in 2005, establishes minimum security standards for license issuance and production and prohibits Federal agencies from accepting for certain purposes driver’s licenses and identification cards from states not meeting the Act’s minimum standards.
