Abstract

To meet its Kyoto requirements, the EU will establish an internal market for carbon dioxideallowances from 2005, the EU Emissions Trading Scheme (ETS). National governments are to allocate most of these allowances for free. The analysis shows that as a result the net value of both a typical pulverised coal-fired (PC) power station and a more modern gas-fired combined cycle gas turbine (CCGT) will increase. We show that in future allocation rounds a greater proportion of allowances can and should be auctioned. The paper also analyses the interactions with the Large Combustion Plant Directive, which limits SO2 and NOx emissions

23. Cultural Movement(s) and Counternarratives: The Rhetorics of Native Womxn Runners

Abstract

This analysis demonstrates the complex ways that Native womxn runners mobilize the rhetoric they create around and through their running activity to challenge settler colonial, heteropatriarchal ideologies in favor of Indigenous lifeways; build upon cultural practices that include running and a wider spectrum of gender roles to enact more inclusive, modern Native identities; and lead intersectional advocacy efforts that center Native communities. Utilizing a Cultural Rhetorics, Indigenous Feminist, and Decolonial framework that recognizes Native womxn as experts in their own lived experiences, I have gathered Native womxn runners' counternarratives from virtual spaces/social media to learn from their cultural, rhetorical (oral, written, digital, visual, embodied, and kinesthetic) practices via a process I call story gathering. Because I am non-Native, I sought to center Indigenous womxn's voices by consulting Native womxn runners' Instagram accounts or organizational websites; print and web-based articles that either quote or were written by these runners; and podcasts, televised interviews, or recorded workshops/panels for which they served as guests. As these sources highlight, Native womxn runners create their own coalitional counterpublics that continually enact cultural knowledge in context via discursive strategies that recognize Indigenous culture as diverse, inclusive, modern, living, vibrant, and embodied. As such, the runners' social media presence and on/offline activism serve as rhetorical, cultural, and political acts. That is, they mobilize multiple modalities and rhetorics in culturally specific ways that have the potential to lead the mainstream (white) running industry toward greater inclusion and effect changes on a larger scale. I argue for a similar shift within Rhetoric and Composition, which still regards work by womxn of color as niche scholarship. To remedy this, the field must acknowledge Native womxn as not just knowledge keepers, but knowledge makers who should be better recognized and valued within our discipline regardless of their relation to the academy.

Abstract

The allowance allocation under the European emission trading schemes differs fundamentally from earlier cap-and-trade programmes, such as SO2 and NOx in the USA. Because of the sequential nature of negotiations of the overall budget, the allocation also has to follow a sequential process. If power generators anticipate that their current behaviour will affect future allowance allocation, then this can distort today's decisions. Furthermore, the national allocation plans (NAPs) contain multiple provisions dealing with existing installations, what happens to their allocation when they close, and allocations to new entrants. We provide a framework to assess the economic incentives and distortions that provisions in NAPs can have on market prices, operation and investment decisions. To this end, we use both analytic models to illustrate the effects of the incentives, and results from numerical simulation runs that estimate the magnitude of impacts from different allocation rules. 27. Trajectories of the Postcolony in The Color Purple

Abstract

Achille Mbembe’s theory from On the Postcolony uses structuralism to define Africa in terms of its differences: that is, what the continent lacks, or what is absent when compared to Europe. Mbembe, however, introduces a new definition of Africa to refute Western culture’s dependence on social constructs of race that enforce Eurocentric power to marginalize individuals as “other.” An analysis of stereotypes in Alice Walker’s The Color Purple pairs well with Mbembe’s theories, because Walker’s character portrayals in the sections devoted to Africa serve to complicate these constructs of race, and introduce fetishism, objectification, and postcolonialism as well. Instead of accepting Africa’s “sense of self,” with its own customs, traditions and identities, Walker introduces British and African American missionaries who seek to reinvent the Olinka tribe with Western clothing, religion, and traditions. The consequences then result in forfeiting a long-term culture in favor of Western capitalistic ventures. Mbembe laments Africa’s undervalued identity, so he offers examples of its distinctive characteristics that intersect boldly with Walker’s traditional and outdated stereotypes. Mbembe’s theories contradict Walker’s depiction of Africa in an attempt to finally allow Africa to develop an authentic representation of itself in the global environment.
