1. Stakeholder engagement in the governance of marine migratory species: barriers and building blocks

Abstract

Meaningful stakeholder engagement is important to collaborative decision-making and to effective polycentric governance, particularly when managing cross-scale environmental issues like those involving marine migratory species. In this paper, we explore the barriers to, and opportunities for, stakeholder involvement in the governance of threats to marine migratory species in eastern Australia, using semi-structured qualitative interviews and a focus group, as an example of the generic problem of managing migratory species within a large range state with multiple jurisdictions. Respondents identified several barriers to, and opportunities for, improved stakeholder involvement in the governance of marine migratory species, corresponding to 4 main themes: decision-making processes, information sharing, institutional structures, and participation processes. Respondents indicated that the governance system protecting marine turtles, dugongs, humpback whales, and non-threatened migratory shorebirds in eastern Australia would benefit from the introduction of new information pathways, reformed institutional structures (including environmental legislation), and improved participatory pathways for non-government stakeholders. Such changes could help harmonise the process of managing these species, leading to more effective conservation management throughout their range.

2. Dugong (Dugong dugon) movements and habitat use in a coral reef lagoonal ecosystem

Abstract

Little is known about how the Vulnerable dugong Dugong dugon uses coral reef lagoons despite the importance of these habitats throughout much of its vast range. We used GPS satellite tracking systems to explore the space use of 12 dugongs at 3 locations in the coral reef lagoons of the main island of New Caledonia in the southwest Pacific: Cap Goulvain, Ouano and Nouméa. The movements of the tracked dugongs varied among individuals and all except one animal undertook large-scale movements (>15 km; mean [±SE] 37.7 ± 5.2 km) from their capture location (maximum waterway distance range: 13.8 to 72.9 km). The straight-line distances between the furthest GPS locations during each animal’s tracking period ranged from 21.3 to 74.5 km. We identified areas used intensively by dugongs in all 3 study areas, some of which were areas where seagrass presence has not been verified, or where dugongs have not been observed during past aerial surveys. Dugongs spent most of their tracking time within the lagoons, with 99.4% of GPS locations found inside the barrier reef. Nonetheless, where the lagoon was narrow and confined, 3 tracked dugongs used the fore reef shelf outside the barrier reef in the open ocean to commute between bays. Our findings can inform conservation and management initiatives in New Caledonia as well as other countries within the dugong’s range which have similar habitat geomorphology but where dugongs occur in numbers too low to be tracked and are considered Critically Endangered.

3. Quick Fix GPS technology highlights risk to dugongs moving between protected areas

Abstract

Incidental capture in fishing gear is the most serious threat to the survival of many species of marine mammals. Fisheries closures developed to protect marine mammals have tended to concentrate on areas of high marine mammal density. Movement corridors have generally been less protected because they are often unknown and difficult to detect. Seagrass meadows in Moreton and Hervey Bays in south-eastern Queensland support significant populations of dugongs Dugong dugon. Pedigree analysis based on genetic and ancillary biological data indicates that there is substantial movement of dugongs between these bays, which are separated by open surf coasts where dugongs are occasionally caught in inshore shark nets set for the protection of bathers. This bycatch suggests that the dugong movement corridor between Moreton and Hervey Bays is close to the coast, a hypothesis not confirmed by nearly 30 yr of dugong satellite tracking using platform transmitter terminal (PTT) technology. Twenty-nine dugongs were captured in seagrass habitats on the eastern banks of Moreton Bay in 2012-2014 and were fitted with Quick Fix GPS and acoustic transmitters. One animal was captured and tracked twice. Four dugongs were tracked moving from Moreton Bay to Hervey Bay covering distances of 278-338 km over 5-9 d; 1 dugong made the return journey. Three of the 4 animals travelled along and very close to the coast; the exact track of the fourth animal is uncertain. These results suggest that dugongs would benefit from netting closures that extend beyond seagrass meadows.

Abstract

This thesis aims to examine the outlook of writers of contemporary history in England between 1377 and 1422. The chroniclers have traditionally been characterised as writers who, despite some individuality, were spokesmen for establishment views and lesser successors to the chroniclers of the eleventh to thirteenth centuries. In contention with this perception, the thesis approaches the chroniclers through a comparative analysis of their treatment of the Crown and the Church, their construction of communities, their reports of martiality, and their engagement with contemporaneous comment, criticism, and debate to show that their intellectual journeys belie superficially communal attitudes. The premise of this thesis is that the late medieval regular and secular clerks who wrote Latin chronicles in England were engaging in multiple discourses and were responding to contemporary pressures rather than simply continuing existing traditions. The thesis aims to re-examine these texts to offer a new perspective on the intellectual complexities of historical writing during this period. It argues that the chroniclers, despite some superficial similarities in their backgrounds and probable experiences, were highly idiosyncratic. This thesis problematizes terms such as ‘regular chronicler’ or ‘secular chronicler’ which obscure the complex web of experiences that connected various regular and secular chroniclers whilst dividing them from their fellows through their professional and intellectual experiences. It explores key issues such as the chronicler’s social backgrounds, educations, and their engagement with forms of narrative and discourse. The thesis suggests instead that whilst many of the chroniclers were thoroughly involved in their intellectual and textual milieu this produced a plethora of responses from them rather than a single one. The thesis concludes that the chroniclers were far from being the uninspired commentators they have been described as by V. H. Galbraith, John Taylor and Charles Kingsford, and neither were they an elite set of voices as Steven Justice suggested. Instead, it argues, the chroniclers were a set of authors who were in fact actively reflecting on political, social, and intellectual issues. It suggests that first, they were deeply immersed in the culture of the universities, and the Oxford schools in particular. Second, that they did not have a united perspective on the establishment, and that this is demonstrably the case from the study of their depiction of the Crown and Church, how they constructed communities, and how they reported warfare. Third, they were not only engaged in the surrounding textual culture and the debating practices, such as scholastic sermons, which were becoming ever more important, but that they also often shifted their own position and adopted different forms of discourse. This thesis is an addition to the work that has already been done on monastic and clerical intellectual life and culture in the late fourteenth and early fifteenth centuries. It aims to go beyond the existing historiography in presenting a new examination of the chroniclers’s outlooks which demonstrates the complexity and many distinctions that individuated them.

Abstract

AIM: Comprehensive, global information on species' occurrences is an essential biodiversity variable and central to a range of applications in ecology, evolution, biogeography and conservation. Expert range maps often represent a species' only available distributional information and play an increasing role in conservation assessments and macroecology. We provide global range maps for the native ranges of all extant mammal species harmonised to the taxonomy of the Mammal Diversity Database (MDD) mobilised from two sources, the Handbook of the Mammals of the World (HMW) and the Illustrated Checklist of the Mammals of the World (CMW). LOCATION: Global. TAXON: All extant mammal species. METHODS: Range maps were digitally interpreted, georeferenced, error-checked and subsequently taxonomically aligned between the HMW (6253 species), the CMW (6431 species) and the MDD taxonomies (6362 species). RESULTS: Range maps can be evaluated and visualised in an online map browser at Map of Life (mol.org) and accessed for individual or batch download for non-commercial use. MAIN CONCLUSION: Expert maps of species' global distributions are limited in their spatial detail and temporal specificity, but form a useful basis for broad-scale characterizations and model-based integration with other data. We provide georeferenced range maps for the native ranges of all extant mammal species as shapefiles, with species-level metadata and source information packaged together in geodatabase format. Across the three taxonomic sources our maps entail, there are 1784 taxonomic name differences compared to the maps currently available on the IUCN Red List website. The expert maps provided here are harmonised to the MDD taxonomic authority and linked to a community of online tools that will enable transparent future updates and version control.

Abstract

There is a positive revolution sweeping psychology that emphasises how individuals get the most out of life and manage to stay healthy and happy in the face of adversity. Simultaneously, in Australia and throughout the world, there is an increasing emphasis on how to cultivate police wellbeing and resilience to stress and trauma. Fresh solutions are urgently needed to address complex issues underpinning unsustainable rates of police medical leave, retirement, and psychological stress that adversely impact wellbeing and capacity to safeguard civilians. In this chapter, we capitalise on Self-Determination Theory to report on the results of three mixed-methods studies to identify the nature and correlates of police wellbeing, and present the implications of the findings for enabling police wellbeing.

49. Development and content validation of the percutaneous nephrolithotomy assessment score

Abstract

Objectives: To develop and content validate a percutaneous nephrolithotomy assessment score, taking into consideration the procedure-specific risks. Methods: This prospective international study utilized the Healthcare Failure Mode and Effect Analysis to systematically outline percutaneous nephrolithotomy and failure modes for each step. A total of 25 h was spent observing percutaneous nephrolithotomy carried out by six expert surgeons. Hazard analysis scoring was carried out by 11 experts. It was determined if the steps were single point weaknesses. Single point weaknesses and those assigned a hazard score ≥4 were included in the percutaneous nephrolithotomy assessment score. The tool was then content validated by 16 experts from 10 countries. Results: Application of the Healthcare Failure Mode and Effect Analysis identified 64 failure modes; 37 failure modes had a hazard score ≥4. After adaptations based on expert feedback the final percutaneous nephrolithotomy assessment score was developed containing 10 phases, 21 processes and 47 subprocesses. All participants agreed that the tool contained pertinent procedural steps. Conclusions: This study has developed and shown the international content validity of a novel percutaneous nephrolithotomy assessment score. The tool can be utilized in modular operating room training to quantify operator progress, and can be used in conjunction with other modules as part of a complete percutaneous nephrolithotomy curriculum for trainees. © 2020 The Authors.
