Abstract

[Departement_IRSTEA]Territoires [TR1_IRSTEA]DTAM; International audience; Food concerns are reshaping the links between urban and agricultural dynamics. They are emerging as significant issues at the interface between public policies and local initiatives that are in turn establishing new approaches in urban planning and land use. Food occupies a concomitant position as an agricultural product of periurban areas, the principal commodity of a supply system, and a focus of community projects. But does this mean that it acts as an integrating element in an agricultural system? Drawing on data from the research project, ANR-DAUME, which focuses on the sustainability of urban agriculture in Mediterranean cities, we analyse the urban agricultural system of Pisa, Italy, in terms of a geo-agronomical model based on a triad of actors, activities, and spaces. This model highlights the diversity of agricultural food production, the hybridization of sales, distribution networks, and the multifunctionality of organizations involved in various related food projects. These aspects combine in a web of relationships that infuse Pisa's urban agricultural system with new abilities to transform and adapt to evolving dynamics, showing that food can play the role of a common denominator, integrating actors from these diverse worlds and transforming the dynamics that influence land use and development in the territory.

17. Understanding networks in local food systems: the meeting of farmers and commercial actors

Abstract

Recent literature has claimed for a better understanding of food networks, especially in the case of local food systems. Studies should consider the social and territorial dimension of local food networks, in order to understand how they are established and to assess their effective sustainability. The aim of this contribution is to develop a methodology to perform a spatial network analysis in order to include both the territorial and socio-economic dimensions of local food networks, starting from the point of view of farmers. The methods has been applied on 14 livestock producers and on the processors and different sellers and distributors they are related to. The case study is the periurban area of Pisa, in Italy. Seven Local Food Networks Types result from the first step of analysis, showing a high degree of initiatives organised by farmers to maintain the products locally. Especially while the production and the sale of the product is located at the local area, most of the processing is done outside the local area, demonstrating that different actors provide a different definition of what is “local”; moreover the spatialisation demonstrates the high degree of fragmentation of the local food supply from local farmers to local spaces of sale (groceries, restaurants, etc..). Finally the constraints analysis applied on farmers, processors, and sellers demonstrate a lack of coordination of individual initiatives which may undermine the future sustainability of local food system.

Abstract

[Departement_IRSTEA]Territoires [TR1_IRSTEA]DTAM [Axe_IRSTEA]DTAM3-ECOPRA; International audience; The association of natural and farmed areas is of primary importance for ecological networks in agricultural landscapes. The main goal of this work is to present a method to rapidly quantify and map the spatial configurations (SC) of the main landscape elements in farmed landscapes. Such land use patterns are relevant for agro-environmental policies since a better knowledge of main CS in landscapes is needed. The method we developed was in four steps: (1) to identify the main objectives of agro-environmental policies and of their relationship with local land uses; (2) to qualify the CS relevant for policies through field surveys, aerial photos observation, qualitative spatial representations, also in order to describe each CS by spatial indicators; (3) to test the relevance of the indicators describing CS using Pearson Chi-squared and Wilcoxon signed rank tests; (4) to map the spatial distribution of the identified CS in the analyzed agricultural landscape. We applied this method to a case study in Southern Tuscany, a Mediterranean inland hilly landscape of 1500 ha. Five CS were identified and described. Selected indicators were proper to distinguish CS. The mapping of the CS showed a total coverage of the analyzed landscape, with some overlapping among different CS. The method reliability has been tested on another grassland oriented landscape in Central France showing a higher predictive value of agro-environmental services for Mediterranean landscapes characterized by an higher land use diversity.

Abstract

[Departement_IRSTEA]Territoires [TR1_IRSTEA]DTAM; International audience; We present an initiative organised by researchers from different disciplines aimed at stimulating a discussion on agricultural management in periurban areas. It originated from crossing perspectives of landscape agronomy and regional planning. Analysing the changes in periurban areas, we both observed needs about taking into account agricultural issues in planning operations and lacks of knowledge about how to fulfil it. During the seminar we discussed the resulting challenges for action research initiatives. The paper describes scientific considerations that lead us to set up such a seminar, the synergies between different points of view and the methodological basis for a future educational programme.

Difficulties in considering multiple agro-environmental functions (AEF) and farming activities, along with lack of databases, hinder the implementation of such policies at regional scale. Hence we propose a method to qualify AEF fulfilment at landscape and regional scales. Starting from the relationships among farming systems, agro-environmental processes and land use patterns, we suppose a link between land use patterns and AEF fulfilment obtained from bio-physical conditions influencing such processes. The method was multiple functions oriented, because of the current agro-environmental policies; at multiple levels, because of the complex relationships between our research subjects; spatially-explicit, to be reproducible for different time spans; empirical, because partially based on assumed relationships between descriptors of AEF fulfilment. We have tested the method in two European NUTS3: Puy-de-Dome (France) and Grosseto Province (Italy), presenting similar agro-environmental heterogeneity (e.g. varying from arable crops plains to extensive livestock mountains) and different conditions (e.g. soil quality, land use, climate). Even though facing some different AEF, both areas presented a good correspondence between the AEF fulfilment at the farming region and landscape scales. In the French case, we found a higher composition variability of AEF fulfilment but a small spatial variability resulting in a quite homogeneous contribution of farms to AEF and in a poor added value of land use patterns. In the Italian case, we found a correspondence between land use patterns and AEF fulfilment resulting in an high predictive value of land use patterns, overcoming farm technical data. We conclude that land use patterns may be a promising tool to assess AEF only when there is a high AEF spatial variability, which is typical of Mediterranean areas.

The diversity of farming systems and geo-physical environment generated an important variability of the function fulfilment in relation to land use, land tenure and farming systems. Such factors should be taken into account to estimate the spatial variability of AEF fulfilment. Different AEF fulfilment were not random located in the landscape, therefore we can conclude that there are some spatial characteristics able to inform on AEF fulfilment at the landscape level.

Abstract

[Departement_IRSTEA]Territoires [TR1_IRSTEA]DTAM; International audience; In Europe it is evident how much the functions of landscapes are defined by complex and region-specific interactions of natural processes with human activities. In this research we aimed to identify the agro-environmental functions targeted by policy-makers through thematic statutory documents. Which functions do policy-makers consider? How do they link them to farming? Which are the targeted landscapes sustaining them? To answer to these questions we compared the local statutory plans in two European agricultural regions, Puy de Dome (Auvergne, France) and Grosseto Province (Tuscany, Italy), which differs both in agricultural systems and bio-physical environment. We developed a three steps method that aimed to identify: (i) a representative and comparable set of planning documents, (ii) the main agro-environmental demands expressed as well as their localisation, (iii) the way such agro-environmental demands are related with farming activities. We founded that policy-makers target common resources as water and biodiversity on a considered wider set, but resulting in different and not comparable objectives. Therefore the stated agro-environmental demands are difficult to assess and so to take into account. We distinguished two ways to link them to the landscape: by targeting its physical dimension or the agro-environmental process that may modify the state of resources. All the demands are differently localised within the regions and their links to farming activities are poorly expressed. In conclusion, our results gave an alternative way for reading the agricultural and environmental plans and documents produced by policy-makers as a preliminary step for landscape functions assessment.
