Der Biodiversitätsverlust schreitet in bedrohlichem Ausmaß voran. Mit dem Global Biodiversity Framework und voraussichtlich dem Nature Restoration Law bestehen nun auf internationaler und europäischer Ebene vielversprechende Ansätze, ihm Herr zu werden. Jetzt ist der Bundesgesetzgeber – nicht zuletzt aus verfassungsrechtlichen Erwägungen – aufgerufen, daran anzuknüpfen. Dazu bietet sich die Regelungsform eines Rahmen- und Politikplanungsgesetzes an, wie sie schon aus dem Klimaschutzgesetz und dem Klimaanpassungsgesetz bekannt ist. Der Aufsatz beleuchtet den internationalen, europa- und verfassungsrechtlichen Hintergrund eines solchen ‘Biodiversitätsschutzgesetzes’ und diskutiert – unter Zusammenarbeit sowohl rechts- als auch naturwissenschaftlicher Autor:innen – formale und materielle Ausgestaltungsmöglichkeiten.

Der gesundheitsbezogene Umweltschutz spielt in Städten eine besonders große Rolle. Dort leben nicht nur in Deutschland die meisten Menschen. Zugleich akkumulieren in Städten Umweltbelastungen wie Luftschadstoffe, Lärm und Hitze. Hinzu kommt, dass diese gesundheitlichen Belastungen sowie wichtige Umweltressourcen häufig sozial ungleich verteilt sind. In seinem neuen Sondergutachten „Umwelt und Gesundheit konsequent zusammendenken“ hat der Sachverständigenrat für Umweltfragen (SRU) eine Reihe von Empfehlungen gegeben, wie gesundheitsbezogener Umweltschutz im Sinne der Prävention, aber auch Gesundheitsförderung und Umweltgerechtigkeit in der Stadt verbessert werden können. Dazu gehört unter anderem eine integrierte Stadtplanung durchzuführen, Grün- und Blauräume zu erhalten und zu entwickeln, den Öffentlichen Gesundheitsdienst (ÖGD) besser in die Stadtplanung einzubinden, die Kommunen bei der Klimaanpassung zu unterstützen und die Öffentlichkeit besser an Planungsprozessen zu beteiligen.

Die drei großen Umweltkrisen, der Klimawandel, der Biodiversitätsverlust und die Verschmutzung der Umwelt, haben auch erheblichen Einfluss auf die Gesundheit und das Wohlbefinden der Menschen. Das verdeutlichen die jüngsten Erfahrungen mit Überflutungen sowie der Covid-19-Pandemie. Neben neuen Herausforderungen sind es auch altbekannte Umweltprobleme, die die Gesundheit beeinträchtigen können.

Die Gesundheit und das Wohlbefinden der Menschen sind abhängig von einer intakten, weitgehend unbelasteten Umwelt. Diese Erkenntnis wird angesichts der aktuellen Umweltkrisen immer bedeutender. In der Vergangenheit konnte eine Reihe von umweltbezogenen Gesundheitsrisiken für den Menschen reduziert werden. Trotzdem sind gesundheitsbezogene Umweltprobleme, wie zum Beispiel Belastungen mit (Ultra-)Feinstäuben und mit per- und polyfluorierten Alkylsubstanzen (PFAS) sowie die Ausbreitung von Antibiotikaresistenzen bis heute nicht gelöst. Hinzukommen neue Risiken, die insbesondere mit dem Klimawandel verbunden sind, wie zum Beispiel Hitze. Gesundheitsbezogene Umweltbelastungen sind häufig sozial ungleich verteilt. Die Natur kann die menschliche Gesundheit hingegen schützen und fördern, beispielsweise durch urbane Grünräume, die unter anderem als Schadstoffsenken und der Erholung dienen können. Der Sachverständigenrat für Umweltfragen (SRU) hat in seinem neuen Sondergutachten „Umwelt und Gesundheit konsequent zusammendenken“ eine Reihe von Empfehlungen gegeben, wie der umweltbezogene Gesundheitsschutz gestärkt werden kann. Hierfür hat er das Leitbild einer ökosaluten Politik entwickelt. Die Gesundheitsdimensionen des vorsorgenden Umweltschutzes müssen deutlicher als bisher in alle relevanten Politikfelder im Sinne des Health in All Policies-Ansatzes integriert werden. Hierfür bieten sich Chancen während der anstehenden Transformationen des Verkehrs-, Energie- und Agrarsektors. Diese gilt es zu nutzen, um gesunde Lebensbedingungen für alle zu schaffen.

Excessive “land take” is unsustainable because it causes detrimental and partly irreversible changes to ecosystems as well as adverse social and economic impacts. Here, we showcase three policy instruments for reducing land take, namely quantitative targets, tradable planning permits and infrastructure cost calculators and give an overview of their current application in selected European countries. We conclude that proven and field-tested instruments are available and that it is important to tap their full potential for further reducing land take in Europe.

Ziel dieser Studie war es, Ideen für die Weiterentwicklung der Nationalen Strategie zur biologischen Vielfalt (NBS) zu entwickeln. Hintergrund ist die Notwendigkeit, die 2007 von der Bundesregierung beschlossene Strategie zu aktualisieren, da der zeitliche Rahmen der meisten Ziele ausgelaufen ist. Zudem sollte eine „NBS Post 2020“ an neue Herausforderungen und veränderte Rahmenbedingungen nach 2020 angepasst werden. Als eine dieser Rahmenbedingungen soll im Jahr 2021 der neue strategische Plan (Global Biodiversity Framework – GBF) des Übereinkommens über die biologische Vielfalt (CBD) erstellt und anschließend in aktualisierten nationalen Strategien der einzelnen Vertragsstaaten umgesetzt werden.     Als Vorbereitung für den Aktualisierungsprozess hat das Projektteam aus Wissenschaftler*innen des Helmholtz-Zentrums für Umweltforschung (UFZ) und des Instituts für Biodiversität - Netzwerk (ibn) eine strukturelle Analyse der NBS, qualitative Interviews und einen Stakeholder*innen-Workshop durchgeführt. Strukturell wurde die NBS hinsichtlich ihrer Gesamtstruktur und der SMARTness1 ausgewählter Ziele untersucht. Im Rahmen von qualitativen Interviews befragte das Projektteam 33 Expert*innen aus Behörden, Interessenverbänden und Unternehmen, sowie Visionär*innen und Wissenschaftler*innen zu ihren Erkenntnissen im Umgang mit der Strategie. Zusätzlich wurden neue Ideen für eine zukünftige nationale Biodiversitätspolitik gesammelt. Aufbauend auf den Ergebnissen der strukturellen Analyse entwickelte das Projektteam eine erste Fassung der Hypothesen, die auf einem Stakeholder*innen-Workshop diskutiert und erweitert wurden. Insgesamt 91 Teilnehmer*innen trugen während des Stakeholder*innen-Workshops in Plenums- und Fokusgruppendiskussionen Ideen zur Weiterentwicklung der NBS bei. Flächeninanspruchnahme für Siedlung und Verkehr ist ein europaweites Problem. Um erfolgversprechende Ansatzpunkte zu identifizieren, werden im Projekt SURFACE des Umweltbundesamtes Strategien und instrumentelle Lösungsansätze in Europa vergleichend betrachtet. Im vorliegenden Beitrag werden Erfolgsfaktoren für eine gute Flächenhaushaltspolitik und daran anknüpfend ausgewählte national implementierte Instrumente des Flächenmanagements vorgestellt.

While approximate understandings may suffice for general communication and dissemination objectives, accurate and consistent interpretations of the discussed concepts seem indispensable for monitoring and reporting purposes. International biodiversity policies have evolved with different contexts and motivations. Moving from a strictly biodiversity-centred focus, with the creation of early national parks, they now include people and their needs in the conservation policy perspective. Here we provide a brief history over the last 50 years of the development of global United Nations conventions. Focusing on the Convention of Biological Diversity (CBD), the recent establishment of the Intergovernmental Science–Policy Platform on Biodiversity and Ecosystem Services (IPBES) and the 2030 Agenda of the Sustainable Development Goals (SDG), we explore how these three institutions function and align. We discuss the role of science and evidence in decision-making and review current developments. Finally, we provide an outlook of how scientists can actively engage to provide science impact in advancing conservation policy-making.

Making agriculture sustainable is a global challenge. In the European Union (EU), the Common Agricultural Policy (CAP) is failing with respect to biodiversity, climate, soil, land degradation as well as socio‐economic challenges. The European Commission's proposal for a CAP post‐2020 provides a scope for enhanced sustainability. However, it also allows Member States to choose low‐ambition implementation pathways. It therefore remains essential to address citizens' demands for sustainable agriculture and rectify systemic weaknesses in the CAP, using the full breadth of available scientific evidence and knowledge. Concerned about current attempts to dilute the environmental ambition of the future CAP, and the lack of concrete proposals for improving the CAP in the draft of the European Green Deal, we call on the European Parliament, Council and Commission to adopt 10 urgent action points for delivering sustainable food production, biodiversity conservation and climate mitigation. Knowledge is available to help moving towards evidence‐based, sustainable European agriculture that can benefit people, nature and their joint futures. Global change has complex eco-evolutionary consequences for organisms and ecosystems, but related concepts (e.g., novel ecosystems) do not cover their full range. Here we propose an umbrella concept of “ecological novelty” comprising (1) a site-specific and (2) an organism-centered, eco-evolutionary perspective. Under this umbrella, complementary options for studying and communicating effects of global change on organisms, ecosystems, and landscapes can be included in a toolbox. This allows researchers to address ecological novelty from different perspectives, e.g., by defining it based on (a) categorical or continuous measures, (b) reference conditions related to sites or organisms, and (c) types of human activities. We suggest striving for a descriptive, non-normative usage of the term “ecological novelty” in science. Normative evaluations and decisions about conservation policies or management are important, but require additional societal processes and engagement with multiple stakeholders.

The Intergovernmental Platform for Biodiversity and Ecosystem Services (IPBES), established in 2012 to counter the biodiversity crisis, requires the best scientific input available to function as a successful science-policy interface that addresses the knowledge needs of governments for safeguarding nature and its services. For the macroecological research community, IPBES presents a great opportunity to contribute knowledge, data and methods, and to help identify and address knowledge gaps and methodological impediments. Here, we outline our perspectives on how macroecology may contribute to IPBES. We focus on three essential topics for the IPBES process, where contributions by macroecologists will be invaluable: biodiversity data, biodiversity modelling, and modelling of ecosystem services. For each topic, we discuss the potential for contributions from the macroecological community, as well as limitations, challenges, and knowledge gaps. Overall, engagement of the macroecological community with IPBES should lead to mutual benefits. Macroecologists may profit as their contributions to IPBES may strengthen and inspire them as a community to design and conduct research that provides society-relevant results. Furthermore, macroecological contributions will help IPBES become a successful instrument of knowledge exchange and uncover the linkages between biodiversity and human well-being.

Credibility, relevance and legitimacy are often cited as determinants of the effectiveness of interfaces between science and environmental policy and serve as criteria for their evaluation. However, these concepts are hazy and have a variety of meanings. In practice, the systematic evaluation of science–policy interfaces according to credibility, relevance and legitimacy is subject to a number of difficulties and is rarely done. In this paper we offer some clarification of these concepts and show how they influence the perception and evaluation of science–policy interfaces. Our findings reveal that, while the attributes of credibility, relevance and legitimacy are helpful when reflecting on the effectiveness of science–policy interfaces, they are difficult to apply as criteria when evaluating these interfaces. To apply these concepts in a meaningful way to the task of evaluation they need to be defined specifically for the particular context of the science–policy interface concerned.

The role and design of global expert organizations such as the Intergovernmental Panel on Climate Change (IPCC) or the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) needs rethinking. Acknowledging that a one-size-fits-all model does not exist, we suggest a reflexive turn that implies treating the governance of expertise as a matter of political contestation.

Numerous studies have reported positive effects of species richness on plant community productivity. Such biodiversity effects are usually quantified by comparing the performance of plant mixtures with reference monocultures. However, several mechanisms, such as the lack of resource complementarity and facilitation or the accumulation of detrimental agents, suggest that monocultures are more likely than mixtures to deteriorate over time. Increasing biodiversity effects over time could therefore result from declining monocultures instead of reflecting increases in the functioning of mixtures. Commonly, the latter is assumed when positive trends in biodiversity effects occur. Here, we analysed the performance of 60 grassland species growing in monocultures and mixtures over 9 years in a biodiversity experiment to clarify whether their temporal biomass dynamics differed and whether a potential decline of monocultures contributed significantly to the positive net biodiversity effect observed. Surprisingly, individual species’ populations produced, on average, significantly more biomass per unit area when growing in monoculture than when growing in mixture. Over time, productivity of species decreased at a rate that was, on average, slightly more negative in monocultures than in mixtures. The mean net biodiversity effect across all mixtures was continuously positive and ranged between 64–217 g per m2. Short-term increases in the mean net biodiversity effect were only partly due to deteriorating monocultures and were strongly affected by particular species gaining dominance in mixtures in the respective years. We conclude that our species performed, on average, comparably in monocultures and mixtures; monoculture populations being slightly more productive than mixture populations but this trend decreased over time.
