Von Marokko bis Bahrain: Die Jahre 2010 und 2011 markieren bis heute eine gesellschaftspolitische Zäsur in Nordafrika und im Nahen Osten. Mit unglaublichem Mut erhoben sich Millionen Menschen gegen Herrschende, deren Macht innenpolitisch auf brutaler Repression und außenpolitisch auf einer fatalen Mischung aus westlichen Interessen, Gleichgültigkeit und Kurzsichtigkeit beruhte. Das Besondere an diesen Aufständen aber ist, dass nicht sozioökonomische Forderungen im Mittelpunkt standen, sondern etwas, das geistiger scheint und existentieller ist: Würde. Vieles von dem, was die Protestierenden anstrebten, hat sich nicht erfüllt. Doch zeichnet sich in den Auseinandersetzungen der Beiträger*innen dieses Bandes mit dem, was sie erlebt und erreicht haben, ab, was trotz allem aus den Revolutionen gewachsen ist: Räume für Debatten, die vorher undenkbar waren, und die Möglichkeit, erstmals in einer Zukunft zu schwelgen, die sie repräsentiert.

The author examines how young adults of binational origin in Morocco and Switzerland repeatedly establish a subjective balance between national discourses of belonging, social processes of inclusion and exclusion, and their own adolescent individuation needs. By means of autobiographical narrative interviews with young adults in both countries and by recourse to Erving Goffman's stigma theory, it is shown that a binational origin is not so much an irritation for the young adults themselves, but rather problematized by society and becomes a challenge., Die Autorin untersucht, wie junge Erwachsene binationaler Herkunft in Marokko und der Schweiz immer wieder ein subjektives Gleichgewicht herstellen zwischen nationalen Zugehörigkeitsdiskursen, sozialen Ein- und Ausschlussprozessen und eigenen adoleszenten Individuationsbedürfnissen. Anhand autobiographisch-narrativer Interviews mit jungen Erwachsenen in den beiden Ländern und mit Rückgriff auf die Stigma-Theorie von Erving Goffman wird aufgezeigt, dass eine binationale Herkunft nicht so sehr für die jungen Erwachsenen selbst eine Irritation darstellt, sondern vielmehr durch die Gesellschaft problematisiert und zu einer Herausforderung wird.

Canetti did not publish The Voices of Marrakesh, based on notes written in London after a three-week trip made in March 1954, until 1968. Frequently discussed as a (post)colonial travelogue or as a disguised homage to the open-minded hippie city of the 1960s, it can be more plausibly understood as an exercise in authorial self-discovery. Canetti was looking for traces of his heritage and turns central poetical terms into narrative rather than theorising them. In detailed discussion of unpublished drafts and notes in the Nachlass the article shows that he could have produced a very different, perhaps more traditional and, at any rate on a personal level, more problematic book. Aus einer dreiwöchigen Reise im März 1954 und seinen nachträglich in London angefertigten Notizen hat Canetti erst 1968 ein Buch gemacht: Die Stimmen von Marrakesch, vielfach diskutiert als (post-)koloniales Reisebuch, als verdeckte Hommage an die liberale Hippie-Stadt der 1960er Jahre, plausibler wohl als Selbstverständigung des Autors, der nach Spuren seiner Herkunft sucht und zentrale poetologische Begriffe erzählt, anstatt sie zu theoretisieren. Der Vortrag zeigt durch ausführliches Hinzuziehen von gestrichenen Kapiteln und Aufzeichnungen im Nachlass, dass daraus ein ganz anderes, vielleicht traditionelleres und jedenfalls auf einer persönlichen Ebene weit problematischeres Buch hätte werden können. Russia's war against Ukraine has accelerated international competition for influence in Africa. Structural weaknesses and post-pandemic instabilities continue to threaten achievements in the fields of democratic governance, peace and security, as well as development. We present a select list and analysis of "ten things to watch" in Africa in 2023. Politics: Democratic quality will depend on the nature of polls, as the electoral calendar is heavily packed. Important general elections that could trigger social unrest are scheduled in the Democratic Republic of the Congo, Nigeria, and Zimbabwe. Peace and security: Against the backdrop of continued structural-conflict risks, Jihadism and related ethno-regional tensions pose a major security challenge that may spill over to neighbouring states, especially from the Sahel to West African coastal countries. The recent ceasefire in Ethiopia's Tigray Region could be a first positive step towards peace. International arena: Amid Russia's war against Ukraine, many African governments were reluctant to join the international coalition condemning the Putin regime. Continued Western pressure on African countries to isolate Russia fosters African agency. At the same time, we expect to see an intensifying "new scramble for Africa" that includes both China and Middle Eastern countries. Socio-economic development: African countries will slowly rebound from the COVID-19 pandemic's socio-economic effects, but high poverty, inequality, and government debt hamper economic growth. Progress on joint efforts to counter the climate crisis remains slow. Western support for African countries in their struggle for democracy, peace and security, as well as development requires a "new start" that focuses on prevention rather than ad hoc responses to current crises. The European Union and United States should avoid lapsing into Cold War habits of only assisting African governments if they "break away" from Russia. Germany needs to formulate a sound

In the Global South traditional hierarchical steering modes are still quite widespread. The significantly changing conditions of competition in recent decades have boosted the need for innovation in tourism. This article is an attempt to analyse the factors that might facilitate the diffusion of an innovationbased orientation. As a basic hypothesis, the article adopts the "counter-flow principle", with exchange between different spheres as stimuli for innovation. Taking the Souss-Massa region in Southern Morocco as a case study, the paper describes an analysis of the positions of public and private stakeholders as well as civil society organisations. The main question is what kind of relationship between the stakeholders would foster effective governance processes among local, regional and (inter-)national stakeholders. One of the major constraints seems to be that existing public governance conditions concerning the fostering of private activities limit the implementation of an innovation-oriented range of rural tourism options. The paper then examines such limitations and constraints of existing governance structures, which lead to the suboptimal performance and effectiveness of (mainly) top-down approaches. In den internationalen Bibliothekswissenschaften und den internationalen Sozialwissenschaften gibt es letztens eine verstärkte Aufmerksamkeit für die Bestände in den arabischen Bibliotheken. Der neue Arab Union Catalogue ARUC bietet teils bestürzende Einblicke in die Verteilung der arabischen Bibliotheksbestände des „tiefen Arabiens". Es gibt zwar 7.082 Titel zum Thema Zionismus und 249 Titel zum Thema Adolf Hitler, aber nur 9.858 Titel zum Thema Sozialwissenschaften. Wiewohl ein kleiner Kernbereich internationalisierter Bibliotheken besteht, ist die Katalogentwicklung insgesamt leider enttäuschend. Will die arabische Welt Zugang zu Demokratie und Marktwirtschaft finden, muss die Katalogentwicklung in den arabischen Bibliotheken entschieden verbessert werden. There is an increased focus on the collections of Arabic libraries in international Library Sciences and Social Sciences today. The new Arab Union Catalogue ARUC provides some startling and sobering insights in the distribution of topics in the library stocks of „deep Arabia". While there are 7,082 titles on the subject of Zionism and 249 titles on Adolf Hitler alone, there are only 9,858 titles in the social sciences altogether. There is a small core sector of internationalised libraries, but the catalogue development as a whole is, unfortunately, rather disappointing. If the Arab world wants better access to democracy and market economy, the catalogue development in Arabic libraries must be greatly improved as substantial part of this project. Current studies of deportation have, so far, mostly been developed independently from research on return and repatriation in Africa. This article links these literatures in order to analyse various practices of removal within the African continent as part of one complex, transnational repatriation regime. Using the International Organization for Migration's (IOM) Assisted Voluntary Return and Reintegration Program in Morocco and Tunisia as an example, the article shows how state-enforced deportations and non-state incentive-based "voluntary return" programs work together in order to persuade "undesirable" sub- Saharan migrants, still far away from the European external border, to return to their countries of origin. It is argued that the interplay of the various return instruments does not result in the actual repatriation of all migrants in transit, but that it does put them in a state of permanent returnability, which - in analogy to state-produced deportability - is intended to encourage them to return "voluntarily". At the same time, the article demonstrates that even under these complex conditions of return in transit, there remain different ways for migrants to escape repatriation, to appropriate the various instruments, or to actively and collectively resist them. Es handelt sich bei der vorliegenden Untersuchung zu den ausgewählten Reiseberichten von Gerhard Rohlfs, Oskar Lenz und Pierre Loti über deren Reisen nach Marokko im späten 19. Jahrhundert um eine literaturwissenschaftlich empirische Forschung. Es werden wesentliche Ergebnisse der Untersuchung entlang einer Reihe übergreifender Aspekte zusammengefasst und bewertet. Sie gruppieren sich um die drei Kulturthemen ‚Harem‘ ‚Fanatismus‘ und Gastfreundschaft, auf die sich die Analyse konzentriert hat. Diese Analyse bot die Möglichkeit, nicht nur historisch die gemeinsamen Verflechtungen zwischen der Geschichte Europas und Marokkos europäischer Vorstellungen über Marokko im 19. Jahrhundert in den Blick zu nehmen, sondern auch, auf die damaligen soziokulturellen Interaktionen und den Umgang mit Fremdheit, in diesem Fall zwischen den Marokkanern und den reisenden Autoren, einzugehen. Als Ergebnis legen die Darstellungen der Reiseautoren eine Grundlage dafür, wie aus Orientalismus angewandtes Wissen wird: Der Orientalismus der damaligen Zeit wollte den Orient nicht nur entdecken und theoretisch um des Forschungswillen erschließen, sondern zielte darauf ab, eine scheinbar sachliche Erzählung über den Orient zu schaffen, die für Europäer nutzbar war. Diese Erzählung lieferte in ihrem Charakter dem Kolonialismus eine rechtfertigende Grundlage lieferte, diesen als Projekt der Zivilisierung aufzufassen und es diesen als Vorhaben durch die Produktion geeigneten Wissens das Vorhabenzu fördernte, und im weiteren Kontext Europas Stabilität durch den Gewinn von Kolonien abzusichern.

This paper discusses the use of (online) theatre as an ethnographic research tool in an existing collaborative study on (digital) media use and social transformation in a Moroccan village situated in the High Atlas Mountains of Morocco. Due to the challenges posed by the Covid-19 pandemic to the ongoing fieldwork there, the project team sought a way to re-establish a regular feedback loop with the village community in a non-physical way. As a solution, the project team, together with the local partners, decided to bring in a theatre maker to conduct online theatre workshops, with the aim to bring the project back to life in a meaningful way and to generate data for the overall goal of the project: to explore and develop socio-technical collabora- tion infrastructures in Morocco. This working paper describes the process, motivations, design, and outcomes of the project, as well as the controversies, opportunities, and struggles that arose during the theatre work. It also reflects on the added value and objections of such a collaboration between an academic and an artistic discipline and describes the process of ‘negotiating con- nection’ between researchers and research partners amidst the pandemic. I argue that, despite the necessary challenges, using theatre as a methodological tool for ethnographic research, can, through cooperation, allow researchers to better understand cultural practices, social relations, and power dynamics within a marginalized community., In diesem Beitrag wird der Einsatz von (Online-)Theater als ethnographisches Forschungsinstrument in einer laufenden kollaborativen Studie zum Zusammenspiel von (digitaler) Mediennutzung und sozialem Wandel in einem marokkanischen Dorf im Hohen Atlas in Marokko diskutiert. Aufgrund der Herausforderungen, die die COVID-19-Pandemie für die laufende Feldforschung in diesem Dorf darstellte, suchte das Projektteam nach einer Möglichkeit, eine regelmäßige Feedbackschleife mit der Dorfgemeinschaft auf nicht-physische Weise wiederherzustellen. Als Lösung entschied sich das Projekt gemeinsam mit den lokalen Partner:innen, eine Theaterregisseurin zu engagieren. Sie führte Theaterworkshops hauptsächlich online durch, um das Projekt auf sinnvolle Weise wiederzubeleben und Daten für das Gesamtziel des Projekts zu generieren: die Erforschung und Entwicklung sozio-technischer Kooperationsinfrastrukturen in Marokko. Dieses Working Paper beschreibt den Prozess, die Motivation, das Design und die Ergebnisse des Projekts sowie die Kontroversen, Chancen und Konflikte, die während der Theaterarbeit auftraten. Es reflektiert auch den Mehrwert und die Herausforderungen einer solchen Zusammenarbeit zwischen einer akademischen und einer künstlerischen Disziplin und beschreibt den Prozess des "Aushandelns der Verbindung" zwischen Forscher:innen und Forschungspartner:innen inmitten der Pandemie. Wir argumentieren, dass die Verwendung des Theaters als methodologisches Werkzeug für ethnographische Forschung, trotz der damit verbundenen Herausforderungen, den Forscher:innen durch die Zusammenarbeit mit allen beteiligten Akteuren ein besseres Verständnis der kulturellen Praktiken, sozialen Beziehungen und Machtdynamiken innerhalb einer marginalisierten Gemeinschaft ermöglichen kann.

Previous studies have shown that climate events have the potential to significantly impact hunter-gatherer land use patterns in the Western Mediterranean. Especially Heinrich Event 1 (18-15.6 ka calBP) affected the long-term stability of Magdalenian groups on the South of the Iberian Peninsula, while it did not impact the contemporaneous Iberomaurusian groups in Morocco to the same degree. It remains unclear which role the mass exploitation of land snails, beginning in Greenland Interstadial 1 (from ca. 15.6 ka calBP), played in the establishment of these land use patterns. To examine this further, studies on a regional scale are needed. Survey projects in the Eastern Rif of Morocco led to the discovery of multiple new Late Iberomaurusan sites, one of these being Hassi Berkane, discovered in 2013 and surveyed intensively in 2014. This paper presents the results of these works and ties Hassi Berkane into the Late Iberomaurusian landscape of the Eastern Rif. Together with other sites, such as Ifri el Baroud and Ifri n'Ammar, we were able to analyze settlement orientation and mobility patterns. These show that the Late Iberomaurusian groups chose site locations mainly based on fresh water sources and were mobile in daily activities, but not particularly mobile outside of ranges accessible in a day's walk. This impression of a fairly immobile society can be linked to previous land use models which point to considerable settlement stability for Moroccan hunter-gatherers during GI1 and the Younger Dryas (ca. 15-11.7 ka calBP). Serpulid-dominated shell beds from the Lower Bajocian (Middle Jurassic) of the Central High Atlas (Morocco) are primarily formed by quadrangular tubes of the serpulid polychaete Nogrobs moroccensis sp. nov. The transverse tube ornament consisting predominately of wrinkles, the lack of narrow spirals and the shortness or absence of attached posterior tube portion represent the diagnostic features of this new species. Tubes of Nogrobs moroccensis co-occur with gastropods and oyster-crinoidal debris. We suggest that these serpulids were free-lying in their adult stage and formed benthic meadows on soft-bottom habitats. They frequently show parallel alignment in plane views in both graded and non-graded, few-cm-thick shell beds, corresponding to distal tempestites deposited close to and below storm wave base in an outer-ramp environment. The excellent preservation of serpulids implies short residence time on the seafloor, and the lack of compositional mixing with other communities and their restriction to outer-ramp habitats indicate that they represent parautochthonous assemblages. Analyses of serpulid orientation on the bottom bedding planes of shell beds revealed weak unidirectional arrangement of tubes, whereas orientation on the top bedding planes revealed strong unidirectional arrangement of tubes, with significantly different orientation relative to the bottom planes. This change could suggest a shift from predominantly a current component of the combined storm flow (with uneven seafloor surface and adhesion of skeletal grains to muddy substrate) to significant oscillatory component of the waning storm, as also suggested by bidirectional orientation of gastropods. The Moroccan elections of September 2021 were unusual for various reasons. As electoral campaigning took place under pandemic circumstances, social media played a role previously unseen and contributed significantly to the unexpected victory of the National Rally of Independents (RNI), a liberal party, against the Justice and Development Party (PJD), an Islamist party. The use of social media for campaigning purposes is not a completely new phenomenon in Morocco, given its prominent use by numerous social movements in the past. However, social media became a game-changer during the last elections. Considering the COVID-19 measures imposed, political parties shifted much of their campaigning online. Today, online spaces are no longer exclusively used by grassroots activists but have become increasingly popular among Moroccan political parties. While political parties converged in resorting to online spaces to compensate for the restrictions on offline campaigns, they diverged in their approaches; additionally, not all parties have the same financial capacity to exploit the full potential of social media. The huge disproportion in resources invested in online platforms was a main contributor to the victory of the RNI and the unexpected electoral wipeout of the PJD. To ensure equal opportunities for all involved political actors, a more effective legal framework is needed to guarantee the transparency and fair funding of digital electoral campaigns. This can be achieved by strengthening those institutions already in place and developing new ways to monitor the use of online media during elections.

Die Menschenrechte und die Genfer Flüchtlingskonvention garantieren einen Anspruch auf Zugang zu einem Verfahren, in dem das Schutzgesuch eines Menschen individuell und unvoreingenommen zu prüfen ist. Das Konzept sicherer Herkunftsstaaten ist daher grundsätzlich rechtstaatlich problematisch, da es einer individuellen und unvoreingenommenen Prüfung des Schutzgesuchs zuwider läuft: Danach wird per Gesetz generell vermutet, dass Menschen aus Herkunftsstaaten, die als sicher eingestuft werden, weder Verfolgung noch unmenschlicher Behandlung oder Bestrafung ausgesetzt sind. Nach der Rechtsprechung des Bundesverfassungsgerichts wie auch der EU-Richtlinie 2013/32/EU können Herkunftsstaaten zwar unter bestimmten (engen) Voraussetzungen als sicher eingestuft werden. Mit Blick auf die Situation in Algerien, Marokko, Tunesien und Georgien liegen die Voraussetzungen für keinen der vier Staaten vor.

When Israel signed the Abraham Accords in 2020 reactions were diverse. Experts were divided - some fearing a deepening of regional divisions, others hoping for a positive impact on the Middle East Peace Process (MEPP). Two years later normalisation has intensified, but differs in degree and scope. Israel's normalisation process has strengthened her acceptance in the region and reaches beyond security issues. While Bahrain and the United Arab Emirates lead these dynamics, eager to benefit from exchange in science and technology, in Morocco the United States' recognition of the latter's sovereignty over the Western Sahara has hardened Rabat's position on that issue. With Sudan, the process has not developed beyond contact between the Israeli government and the internationally contested military leadership. Normalisation is not a decisive factor for Israeli-Palestinian conflict resolution. On the contrary, it was not an incentive in the past for Israel to make concessions; clashes with the Palestinians in Gaza or recently on the Temple Mount could not derail the process either. The real test, however, would be another Palestinian intifada or a return to the annexation plans of early 2020. Iran remains an important uniting factor which has led to a shared threat perception. Nevertheless, the Gulf monarchies and Israel differ in approach towards Iran. While Arab-Israeli joint military exercises mark a historical shift, talks about a military alliance in the Middle East with Israeli (and US) involvement are premature. The European Union and its member states should build on these positive dynamics and look at developments in the region not merely through the lens of the MEPP. Trilateral projects with Israel and Arab partners are a good starting point here. Also, Europe should become more involved in the broader Middle East through strategic dialogue with partners in the region as well as the US on the new order in the making.

Ausgangspunkt der Analyse ist der 2015 erschienene Spielfilm 'Much Loved' von Nabil Ayouch, welcher als Repräsentation gesellschaftlicher Praxen und Diskurse verstanden und anhand einer intersektionalen Mehrebenenanalyse der marokkanischen Sexarbeit kontextualisiert wird. Die Analyse stellt vor allem den strukturellen und repräsentationalen Charakter der Intersektionalität heraus., The article focuses on the interdependencies of the forms of discrimination experienced by sex workers in Morocco. Our analysis is based on the 2015 feature film 'Much Loved' by Nabil Ayouch, which is understood as a processing of social practices and discourses and then contextualized in relation to Moroccan sex work using a multilevel analysis of intersectionality. Above all, the analysis highlights the structural and representational nature of intersectionality.

Purpose: The objective of any change in public administrations is to improve their management system to provide a better service to the citizen user. This is how policy makers defend their political agendas. However, the effectiveness of the digital transformation of public services is not limited to the promulgation of laws but to their impact on the satisfaction of users of public administration and its perception by the public agent and the citizen. The objective of this article is to analyze the impact of digital transformation on the satisfaction of users of public administration, and more particularly of tax administration. Design / Method / Approach: This is an empirical study with a quantitative approach using a questionnaire administered to 107 taxpayers. We analyzed data through the structural equation method with SmartPls software to study the relationship between five sub-variables of digital transformation and user satisfaction. Originality / Value: The results show a significantly positive relationship between three sub-variables of digital transformation and user satisfaction: perceived ease of use, perceived usefulness, and website design. Research Limitations / Future Research: In addition, public administrations need to stay abreast of current trends in service digitalization. The success of the digitization of the administration is conditioned by the commitment and involvement of all stakeholders. 27. Binationale Herkunft und Zugehörigkeit: Biographische Aushandlungsprozesse junger Erwachsener in Marokko und der Schweiz

Die Autorin untersucht, wie junge Erwachsene binationaler Herkunft in Marokko und der Schweiz immer wieder ein subjektives Gleichgewicht herstellen zwischen nationalen Zugehörigkeitsdiskursen, sozialen Ein- und Ausschlussprozessen und eigenen adoleszenten Individuationsbedürfnissen. Anhand autobiographisch-narrativer Interviews mit jungen Erwachsenen in den beiden Ländern und mit Rückgriff auf die Stigma-Theorie von Erving Goffman wird aufgezeigt, dass eine binationale Herkunft nicht so sehr für die jungen Erwachsenen selbst eine Irritation darstellt, sondern vielmehr durch die Gesellschaft problematisiert und zu einer Herausforderung wird. Dies führt zu einer intensiven biographischen Auseinandersetzung, in der die jungen Erwachsenen versuchen, die Fremdzuschreibungen mit der Selbstwahrnehmung in Einklang zu bringen. Ein Vorgang, der in der Studie als eine Suche nach einem subjektiven Gleichgewichten identifiziert wird. Die Autorin arbeitet vier subjektive Gleichgewichte heraus: (1) der Versuch zu Vereinen, (2) die Entwicklung einer Expert_innenhaltung, (3) die Suche nach alternativen Zugehörigkeitsräumen und (4) das Herstellen von Normalität. Dabei wird deutlich, dass Zugehörigkeit ein Prozess ist, in dem die Heranwachsenden nicht nur auf nationale Zugehörigkeitsdiskurse und soziale Ein- und Ausschlussprozesse, sondern auch familiäre Kontexte, Erfahrungen in der Schule und mit Peers, das Verhältnis zur Sprache, Herkunftswissen, transnationale Erfahrungen und eigene adoleszente Individuationsbedürfnisse einen entscheidenden Einfluss darauf, welche biographische Bedeutung die binationale Herkunft für die jungen Erwachsenen entfaltet. Die Studie zeigt, dass in Marokko sowie in der Schweiz Individuen mit Mehrfachzugehörigkeit die Grenzen von 'Wir' und den 'Anderen' in Frage stellen und immer wieder aufs Neue ihre Zugehörigkeit aushandeln müssen. Leseprobe ----- Abstract Morocco and Tunisia, two progressive Muslim-majority countries, took vastly different approaches to women’s sexual and reproductive health rights (SRHR). Sharing a French colonial past and Maliki Islamic tradition, Tunisia is an emerging democracy with a long history of top-down women’s rights advances and state-promoted SRHR. Tunisian women have benefitted from SRH education, access to contraception, emergency contraception, and state-funded first trimester abortion. Tunisia targets vulnerable populations, including unmarried, minor, rural, and poor women, with special clinics and subsidies. Finally, Tunisia holds men responsible for children they father outside of wedlock. In contrast, Morocco’s bottom-up feminist-driven approach to SRHR, including access to contraception, emergency contraception, and abortion, is circumscribed and exclusionary, targeting married couples. The criminalization of extramarital sexual relations and most abortions force single women with unwanted pregnancies to resort to unsafe abortion. Moroccan men who father children outside of marriage enjoy legal impunity from paternal responsibilities. Nevertheless, the recent rise of Islamic parties in both countries poses a potential threat to Tunisia’s proactive laws and policies governing SRHR, while adding another obstacle to adequate SRHR provision in Morocco. ----- Proaktive versus reaktive sexuelle und reproduktive Gesundheit und Rechte: Eine vergleichende Fallstudie zu Marokko und Tunesien Zusammenfassung Die beiden progressiven Lander Afrikas mit muslimischer Mehrheit, Tunesien und Marokko, zeichnen sich durch enorme Unterschiede in ihren reproduktiven Rechten und Masnahmen aus. Gepragt von sowohl einer franzosischen Kolonialherrschaft als auch von einer malikitisch ausgerichteten Tradition des Islams, ist Tunesien heute eine aufstrebende Demokratie mit einer langen Geschichte Top-Down gepragter Fortschritte bei Frauenrechten und staatlich geforderter Reproduktionspolitik. Tunesische Frauen erhalten Bildungsmasnahmen im Bereich reproduktiver Rechte, Zugang zu Verhutungsmitteln und Notfallverhutung sowie staatlich finanzierte Unterstutzung bei Abtreibung im ersten Trimester einer Schwangerschaft. Mit ihrem Angebot spezieller Kliniken und Zuschusse zielt Tunesien auf gefahrdete Gruppen wie unverheiratete, minderjahrige, landlich lebende und arme Frauen. Nicht zuletzt mussen Manner das Sorgerecht fur von ihnen auserehelich gezeugte Kinder ubernehmen. Im Gegensatz dazu zeichnet sich Marokko durch einen von feministischen Gruppen betriebenen Bottom-Up-Ansatz aus. Zugang zu Verhutungsmitteln, Notfallverhutung und Abtreibung ist begrenzt und nur fur verheiratete Frauen moglich. Ausereheliche sexuelle Beziehungen werden kriminalisiert und in den meisten Fallen mussen ungewollt schwangere Frauen auf unsachgemas vorgenommene Abtreibungen zuruckgreifen. Marokkanischen Mannern, die ausereheliche Kinder zeugen, wird hingegen Befreiung von rechtlicher Verantwortung und Straffreiheit zugestanden. Dieses wird in Zusammenarbeit der „Kommission für Archäologie Außereuropäischer Kulturen des Deutschen Archäologischen Instituts“ (KAAK / DAI, Bonn) und des „Institut National des Sciences de L’Archéologie et du Patrimoine“ (INSAP, Rabat) durchgeführt.Der jetzt vorliegende Band „La Grotte d’Ifri n’Ammar - Le Paléolithique Moyen“ ist in seinem Hauptteil der Untersuchung und chronologischen Einordnung der Steingerätetypen aus den unteren Schichtabfolgen der Ifri n’Ammar-Höhle gewidmet.Im nordafrikanischen Maghreb ist bis heute lithisches Material der mittleren Altsteinzeit noch immer stark mit den Kulturbezeichnungen Moustérien und Atérien behaftet.Eine typologische Verbindung dieses regionalen Mittelpaläolithikums zum europäischen Technokomplex des Moustérien wurde schon früh mit den ersten Entdeckungen entsprechender nordafrikanischer Steingerätinventare in den 60er Jahren des 19. Jahrhunderts hergestellt. Zunehmend werden in jüngerer Zeit in der Forschung Stimmen laut, die eine Belegung des nordafrikanischen Mittelpaläolithikums mit dem eurozentrischen Terminus „Moustérien“ kritisieren.In der Ifri n’Ammar gelingt es durch die Anwendung einer fortschrittlichen Ausgrabungstechnik und dank entwickelter Datierungsmethoden, die Sequenzen des Mittelpaläolithikums besser zu strukturieren und dessen Anfänge zu erfassen. Für die Ifri n’Ammar kann so der zeitliche Rahmen dieses Geschehens mittels Thermolumineszenz-Datierung mit verlässlichen Eckdaten von 171.000 bis 83.000 Jahren vor heute angegeben werden.Diskutiert wird in diesem Band auch die räumliche Verbreitung des Atérien, dessen Kernzone in den Maghrebstaaten Marokko, Tunesien und Algerien zu suchen ist. Beachtung wird auch vergleichbaren Artefaktinventaren außerhalb dieses Raumes geschenkt.Stärker ins Rampenlicht gerückt werden auch die aus den Atérien-Schichten der Ifri n’Ammar geborgenen durchbohrten Gehäuse mariner Schnecken, welche angesichts der neuen Datierungen zu den ältesten Schmuckäußerungen der Menschheitsgeschichte zählen. Sie sind somit auch ein Beleg für die Ankunft des anatomisch modernen Menschen in Nordafrika.Ausgehend vom umfangreichen Fundmaterial aus der Ifri n’Ammar widmet sich diese Abhandlung ferner dem Ziel, eine Neudefinition bestehender Kulturabfolgen zu skizzieren und eine Erschließung des regionalen Kulturablaufes und der Umweltbedingungen während des Paläolithikums im mediterranen Ostmarokko zu ermöglichen.Im Annex dieses Bandes liefert Rainer Hutterer (Forschungsmuseum Alexander Koenig, Bonn) ausführliche Informationen zur Fauna, Ludwig Reisch (Universität Erlangen) einen Überblick zur Sedimentgenese und Klimageschichte und Daniel Richter (Max Planck Institut für Evolutionäre Anthropologie, Leipzig) eine Zusammenfassung zu den neuen Thermolumineszenz-Datierungen der Fundstelle.

When Israel signed the Abraham Accords in 2020 reactions were diverse. Experts were divided - some fearing a deepening of regional divisions, others hoping for a positive impact on the Middle East Peace Process (MEPP). Two years later normalisation has intensified, but differs in degree and scope. Israel's normalisation process has strengthened her acceptance in the region and reaches beyond security issues. While Bahrain and the United Arab Emirates lead these dynamics, eager to benefit from exchange in science and technology, in Morocco the United States' recognition of the latter's sovereignty over the Western Sahara has hardened Rabat's position on that issue. With Sudan, the process has not developed beyond contact between the Israeli government and the internationally contested military leadership. Normalisation is not a decisive factor for Israeli-Palestinian conflict resolution. On the contrary, it was not an incentive in the past for Israel to make concessions; clashes with the Palestinians in Gaza or recently on the Temple Mount could not derail the process either. The real test, however, would be another Palestinian intifada or a return to the annexation plans of early 2020. Iran remains an important uniting factor which has led to a shared threat perception. Nevertheless, the Gulf monarchies and Israel differ in approach towards Iran. While Arab-Israeli joint military exercises mark a historical shift, talks about a military alliance in the Middle East with Israeli (and US) involvement are premature. The European Union and its member states should build on these positive dynamics and look at developments in the region not merely through the lens of the MEPP. Trilateral projects with Israel and Arab partners are a good starting point here. Also, Europe should become more involved in the broader Middle East through strategic dialogue with partners in the region as well as the US on the new order in the making.

The Moroccan elections of September 2021 were unusual for various reasons. As electoral campaigning took place under pandemic circumstances, social media played a role previously unseen and contributed significantly to the unexpected victory of the National Rally of Independents (RNI), a liberal party, against the Justice and Development Party (PJD), an Islamist party. The use of social media for campaigning purposes is not a completely new phenomenon in Morocco, given its prominent use by numerous social movements in the past. However, social media became a game-changer during the last elections. Considering the COVID-19 measures imposed, political parties shifted much of their campaigning online. Today, online spaces are no longer exclusively used by grassroots activists but have become increasingly popular among Moroccan political parties. While political parties converged in resorting to online spaces to compensate for the restrictions on offline campaigns, they diverged in their approaches; additionally, not all parties have the same financial capacity to exploit the full potential of social media. The huge disproportion in resources invested in online platforms was a main contributor to the victory of the RNI and the unexpected electoral wipeout of the PJD. To ensure equal opportunities for all involved political actors, a more effective legal framework is needed to guarantee the transparency and fair funding of digital electoral campaigns. This can be achieved by strengthening those institutions already in place and developing new ways to monitor the use of online media during elections.

Purpose: The objective of any change in public administrations is to improve their management system to provide a better service to the citizen user. This is how policy makers defend their political agendas. However, the effectiveness of the digital transformation of public services is not limited to the promulgation of laws but to their impact on the satisfaction of users of public administration and its perception by the public agent and the citizen. The objective of this article is to analyze the impact of digital transformation on the satisfaction of users of public administration, and more particularly of tax administration. Design / Method / Approach: This is an empirical study with a quantitative approach using a questionnaire administered to 107 taxpayers. We analyzed data through the structural equation method with SmartPls software to study the relationship between five sub-variables of digital transformation and user satisfaction. Originality / Value: The results show a significantly positive relationship between three sub-variables of digital transformation and user satisfaction: perceived ease of use, perceived usefulness, and website design. Research Limitations / Future Research: In addition, public administrations need to stay abreast of current trends in service digitalization. The success of the digitization of the administration is conditioned by the commitment and involvement of all stakeholders. 43. Bilateral social security agreements and pensions portability: A study of four migrant corridors between EU and non-EU countries.

The article summarizes four corridor studies on bilateral social security agreements (BSSAs) between four European Union (EU) members that were undertaken to assess their working and the establishment of benefit portability. BSSAs between migrant-sending and migrant-receiving countries are seen as the most important instrument to establish portability of social security benefits for internationally mobile workers. Yet, only about 23 per cent of international migrants profit from BSSAs and their functioning has been little analyzed and even less assessed. The four corridors studied (Austria-Turkey, Germany-Turkey, Belgium-Morocco, and France-Morocco) were selected to allow for comparison of both similarities and differences in experiences. The evaluation of these corridors' BSSAs was undertaken against a methodological framework and three selected criteria: fairness for individuals, fiscal fairness for countries, and bureaucratic effectiveness for countries and migrant workers. The results for pension portability suggest that the investigated BSSAs work and overall deliver reasonably well on individual fairness. The results on fiscal fairness are clouded by conceptual and empirical gaps. Bureaucratic effectiveness would profit from information and communication technology-based exchanges on both corridors once available. [ABSTRACT FROM AUTHOR]

Der Artikel verknüpft aktuelle Ansätze der deportation studies mit Forschungen zu Rückkehr und Rückführungen in Afrika, welche bislang weitestgehend unabhängig voneinander betrachtet wurden, um verschiedene Rückführungspraktiken innerhalb des afrikanischen Kontinents als Teil eines komplexen, transnationalen Rückführungsregimes zu analysieren. Anhand des Programmes zur Unterstützung Freiwilliger Rückkehr und Reintegration der Internationalen Organisation für Migration (IOM) in Marokko und Tunesien zeige ich, wie staatlich erzwungene Abschiebungen und nicht-staatliche, auf Anreizen basierende Programme zur "freiwillige Rückkehr" zusammenwirken, um unerwünschte sub-saharische Migrant*innen zur Rückkehr in weiter von den europäischen Außengrenzen entfernte Herkunftsländer zu bewegen. Ich argumentiere, dass durch das Zusammenspiel der unterschiedlichen Rückführungsinstrumente zwar nicht die tatsächliche Rückführung aller Migrant*innen im Transit bewirkt wird, diese jedoch in einen Zustand permanenter Rückführbarkeit bzw. returnability versetzt werden, welche - in Analogie zur staatlich produzierten Abschiebbarkeit bzw. deportability - sie zur vermehrten "freiwilligen" Rückkehr bewegen soll. Gleichzeitig verdeutlicht der Artikel, dass auch unter diesen unübersichtlichen Rückführungsbedingungen im Transit unterschiedliche Möglichkeiten bestehen, den Rückführungen zu entkommen, die diversen Instrumente eigensinnig zu nutzen oder ihnen aktiv und kollektiv Widerstand zu leisten. Current studies of deportation have, so far, mostly been developed independently from research on return and repatriation in Africa. This article links these literatures in order to analyse various practices of removal within the African continent as part of one complex, transnational repatriation regime. Using the International Organization for Migration's (IOM) Assisted Voluntary Return and Reintegration Program in Morocco and Tunisia as an example, the article shows how state-enforced deportations and non-state incentive-based "voluntary return" programs work together in order to persuade “undesirable” sub- Saharan migrants, still far away from the European external border, to return to their countries of origin. It is argued that the interplay of the various return instruments does not result in the actual repatriation of all migrants in transit, but that it does put them in a state of permanent returnability, which - in analogy to state-produced deportability - is intended to encourage them to return "voluntarily". At the same time, the article demonstrates that even under these complex conditions of return in transit, there remain different ways for migrants to escape repatriation, to appropriate the various instruments, or to actively and collectively resist them.

45. Spousal Choice among the Children of Turkish and Moroccan Immigrants in Six European Countries: Transnational Spouse or Co-ethnic Migrant?

Transnational marriages of migrants in Western Europe tend to be seen as hampering integration. In response, policies have been tightened, despite little knowledge on transnational marriages and the effects of such measures. This paper investigates the role of individual preferences and contextual factors such as family reunification policies, group size and development levels of the regions of origin in partner choice of the children of Turkish and Moroccan immigrants. We draw on a novel dataset collected in Austria, Belgium, France, Germany, the Netherlands, and Sweden. Our findings suggest that transnational marriages are partly associated with contextual factors such as a rural origin and family reunification policies. The analysis indicates higher rates of transnational marriages under open family reunification policies, providing tentative evidence of policy effects. On the individual level, the choice of a partner from the parents' origin country is associated with religiosity.

46. Filtering or Blocking Mobility? Inequalities, Marginalization, and Power Relations at Fortified Borders

This paper investigates four fortified borders: those between Hungary and Serbia, the USA and Mexico, Algeria and Morocco, and Pakistan and India. Starting from current border research, it asks how fortified borders control mobility, who is affected by fortifications, and how. Based on qualitative interviews, the paper finds that although all four borders are similarly fortified, they control mobility in different ways; while the Hungarian and the US border fences filter mobility, the two other borders instead block all forms of circulation. The paper conceptualizes these different types as filter borders and deadlock borders. It then examines their effects and analyzes not only how they are related to inequalities and power relations, but also how they can be used as resources. The filter borders reinforce the global gap in mobility rights by blocking migrants, whereas the deadlock borders also lead to increasing inequality within a country - between the capital and the border population - by cutting economic, social, and familial ties across the borderline. The two border types also indicate different relations between neighboring states; filter borders are related to a clear gap in wealth and power, with one state exploiting the fortification to its advantage. By contrast, at the deadlock borders, the power balance is more ambiguous and contested.

Between 2020 and 2021, Israel concluded normalisation agreements with four Arab states. They were celebrated internationally as a breakthrough. Meanwhile, since 2018, and largely unnoticed by the public, Arab states have started repairing their relations with Syria. Finally, in January 2021, Egypt, Bahrain, Saudi Arabia and the United Arab Emirates (UAE) ended their boycott of Qatar during the meeting of the Gulf Cooperation Council (GCC) in Al-Ula, Saudi Arabia. Changing assessments of the regional security situation and converging interests have enabled these rapprochements. However, these developments do not mean that the region is moving towards peace and stability; on the contrary, long-lasting conflicts remain unresolved and the threat perceptions of third actors are being exacerbated. Germany and its partners in the EU should avoid being co-opted by local and regional conflicting parties and should instead focus on supporting regional conflict management. (author's abstract)

Thus, Morocco has opted for a new strategy allowing the adoption of sustainable technologies on a large scale. The objective is to diversify the electricity mix to improve the security of supply. In this sense, the Moroccan state has launched numerous projects to support the growth of renewable energy in the country. This article aims to show the changes in the national electricity sector since the adoption of the national energy strategy.

International rankings and indexes, such as the World Press Freedom Index published in mid-April 2021, are increasingly influential in the Maghreb. The region's governments promote improvements in their own performance, protest where they score poorly, and celebrate outranking their rivals. Rankings also allow opposition groups and activists to spotlight grievances in their own country. External cooperation partners, above all the European Union (EU) and its member states, use them as a basis for decision making and policies towards Algeria, Morocco and Tunisia. While rankings and indexes insinuate objectivity and comparability, their sources, validity and utilisation are frequently problematic. Only if they are embedded in qualitative research on the Maghreb and their downsides reflected can they make a meaningful contribution to identifying reform needs and addressing deficits. The global pandemic crisis has highlighted the inherent weaknesses of governance in countries of the Maghreb. It has underscored Morocco’s lagging human development and infrastructure amid growing authoritarianism. In Algeria, where the government is struggling with an ongoing legitimacy crisis, the pandemic has exposed the state's weak public services. In Tunisia, the pandemic has emphasised the disarray of the country's political elites and the effects of the protracted transition on state output. Yet, the pandemic crisis has pushed some of these governments to seize opportunities, including speeding up digitalisation, allowing for citizen engagement, and even seeking some self-sufficiency in terms of medical production. As these countries pursue economic relief and support to overcome the growing economic impacts from the crisis, European partners have the opportunity to use their leverage to promote policies that reduce inequality, prioritise investment in critical infrastructure, and encourage transparent and responsive citizen-government relations.
