The Paris Agreement articulates a global goal on adaptation, which aims to ensure an ‘adequate adaptation response’ to the ‘global temperature goal’, and requires countries to report progress through periodic global stocktakes. However, there remain conceptual and methodological challenges in defining an adaptation goal and mixed evidence on what effective adaptation looks like and how it can be enabled. In this review, we demonstrate how different normative views on adaptation outcomes, arising from different epistemological and disciplinary entry points, can lead to very different interpretations of adaptation effectiveness. We argue that how effectiveness is framed will significantly impact adaptation implementation and outcomes. This, furthermore, represents a way of exercising influence in adaptation decision-making. Eleven principles of effective adaptation are distilled as a way to pluralize guidance in international processes such as the Global Stocktake as well as national and sub-national exercises on tracking and monitoring adaptation.

Ecological restoration efforts at scale have been shown to play an important role in reducing human impact on the environment, improving climate change adaptation and halting extinctions globally. Upscaling restoration efforts needs funding, and therefore evidence of the benefits of restoration is needed. The aims of this study are firstly to improve the evidence base of the water-related benefits of restoration using a fine-scale modelling approach (with field work and remote-sensing inputs, and well-validated models), and secondly to explicitly quantify uncertainties to understand the general applicability of the principles discovered. We model the impacts of restoration (in this study the clearing of alien trees) on streamflow in four strategic water providing catchments using the fully-distributed MIKE-SHE modelling tool. We find that the benefits of clearing mature infestations of alien trees, such as pines, from naturally tree-less ecosystems increases available water resources by 15.1-29.5%. Clearing riparian invasions has a 1.7 times greater impact compared to terrestrial (non-riparian) invasions. The largest impacts of passive restoration on streamflow are in the mid to low flows, and this impact is greater in dry years relative to wet years. The findings are novel in that they shed light on the spatial uncertainties in the modelled gains. These findings have implications for leveraging investment to upscale restoration efforts in water scarce regions, as they suggest improved water security during the dry season and droughts. Upscaling efforts is essential if the degradation of ecosystems globally is to be prevented, halted and reversed, as proposed by the United Nations Decade on Ecosystem Restoration.

Although climate information can aid farmers’ capacity to adapt to climate change, its accessibility and adoption by subsistence farmers hinge on the collaboration between farmers and climate information providers. This paper examines collaborations among actors in the process of climate information production and dissemination in the Namibian agricultural sector. The aim is to investigate the extent to which subsistence farmers are integrated into the collaboration process and the impact of the collaboration on the nature and accessibility of disseminated information. Key informant interviews and a questionnaire survey were used for data collection. Using network analysis, we estimated the networks’ density, clustering coefficient, and degree centrality. The study found that both the climate information production and dissemination networks have a high overall clustering coefficient (78% and 77%, respectively) suggesting a high rate of collaboration among the actors in the networks. However, the frequency of interactions between the actors in both the information production and dissemination networks and subsistence farmers remains very low. Nearly all surveyed farmers reported that they meet with information providers only once in a year. The effect of this poor interaction is reflected in the poor occurrence of feedback learning, which is needed to optimize channels of information dissemination to subsistence farmers and enhance the robustness of disseminated information. We recommend innovative communication means via mobile phone, promotion of peer-to-peer learning, flexible collaboration relations with more space for feedback from the users of climate information, and more attention to long-term forecasts and their implications for adaptive actions.

Urgent sustainability challenges require effective leadership for inter- and trans-disciplinary (ITD) institutions. Based on the diverse experiences of 20 ITD institutional leaders and specific case studies, this article distills key lessons learned from multiple pathways to building successful programs. The lessons reflect both the successes and failures our group has experienced, to suggest how to cultivate appropriate and effective leadership, and generate the resources necessary for leading ITD programs. We present two contrasting pathways toward ITD organizations: one is to establish a new organization and the other is to merge existing organizations. We illustrate how both benefit from a real-world focus, with multiple examples of trajectories of ITD organizations. Our diverse international experiences demonstrate ways to cultivate appropriate leadership qualities and skills, especially the ability to create and foster vision beyond the status quo; collaborative leadership and partnerships; shared culture; communications to multiple audiences; appropriate monitoring and evaluation; and perseverance. We identified five kinds of resources for success: (1) intellectual resources; (2) institutional policies; (3) financial resources; (4) physical infrastructure; and (5) governing boards. We provide illustrations based on our extensive experience in supporting success and learning from failure, and provide a framework that articulates the major facets of leadership in inter- and trans-disciplinary organizations: learning, supporting, sharing, and training.

In this Personal View, we explain the ways that climatic risks affect the transmission, perception, response, and lived experience of COVID-19. First, temperature, wind, and humidity influence the transmission of COVID-19 in ways not fully understood, although non-climatic factors appear more important than climatic factors in explaining disease transmission. Second, climatic extremes coinciding with COVID-19 have affected disease exposure, increased susceptibility of people to COVID-19, compromised emergency responses, and reduced health system resilience to multiple stresses. Third, long-term climate change and prepandemic vulnerabilities have increased COVID-19 risk for some populations (eg, marginalised communities). The ways climate and COVID-19 interact vary considerably between and within populations and regions, and are affected by dynamic and complex interactions with underlying socioeconomic, political, demographic, and cultural conditions. These conditions can lead to vulnerability, resilience, transformation, or collapse of health systems, communities, and livelihoods throughout varying timescales. It is important that COVID-19 response and recovery measures consider climatic risks, particularly in locations that are susceptible to climate extremes, through integrated planning that includes public health, disaster preparedness, emergency management, sustainable development, and humanitarian response.

Attributing the extent to which Nature-based Solutions (NbS) can offset emerging risk from anthropogenic climate change is a test of effectiveness for climate change adaptation, but has rarely, if ever, been done. Here we show that a widely applied NbS in South Africa – invasive alien tree clearing – can reduce the impact on hydrological drought severity due to human influence on climate, using the Cape Town “Day Zero” drought as an example. Using a multi-model “joint-attribution” framework of coupled climate and landscape states, we find that 12–29% of the hydrological drought severity can be attributed to anthropogenic climate change, compared to 7–15% for reduced rainfall and 1.6-2% for increased reference evapotranspiration. Attributable human influence on meteorological drought was amplified by 5–14% as it propagated through the hydrological system. Clearing invasive alien trees and preventing spread significantly reduced the attributable human influence on hydrological drought severity (2–15% for moderately and 10–27% for fully invaded catchments) but was not sufficient to remove the climate change impact completely. The relative contribution of NbS to drought severity reduction will decrease as climate change progresses. NbS will continue to be important but should be combined with other adaptation options to manage increasing hydro-climatic risk.

Arctic climate change has the potential to affect access to semi-permanent trails on land, water and sea ice, which are the main forms of transport for communities in many circumpolar regions. Focusing on Inuit Nunangat (the Inuit homeland in northern Canada), trail access models were developed drawing upon a participatory process that connects Indigenous knowledge and science. We identified general thresholds for weather and sea ice variables that define boundaries that determine trail access, then applied these thresholds to instrumental data on weather and sea ice conditions to model daily trail accessibility from 1985 to 2016 for 16 communities. We find that overall trail access has been minimally affected by >2 °C warming in the past three decades, increasing by 1.38–1.96 days, differing by trail type. Across models, the knowledge, equipment and risk tolerance of trail users were substantially more influential in determining trail access than changing climatic conditions.

PurposeBetween 2006 and 2016, local communities in semi-arid Bobirwa sub-district in the Limpopo Basin part of Botswana had endured notable fluctuations in the delivery of critical ecosystem services. These changes have been coupled with adverse effects on local people’s livelihood options and well-being. However, a few such studies have focussed on the semi-arid to arid landscapes. This study therefore aims to provide recent knowledge and evidence of consequences of environmental change on semi-arid arid landscapes and communities.MethodologyTo examine these recent changes in key ecosystem services, the authors conducted six participatory mapping processes, eight key informant interviews and several rapid scoping appraisals in three study villages. The analyses were centred on changes in seasonal quantities, seasonality, condition of ecosystem service sites, distance to ecosystem service sites and total area providing these services. Drivers of change in the delivery of key ecosystem services and the associated adverse impacts on human well-being of these recent changes in bundles of ecosystem services delivered were also analyzed.FindingsResults show that adverse weather conditions, drought frequency, changes in land-use and/or land-cover together with unsustainable harvesting because of human influx on local resources have intensified in the past decade. There was circumstantial evidence that these drivers have resulted in adverse changes in quantities and seasonality of key ecosystem services such as edible Mopane caterpillars, natural pastures, wild fruits and cultivated crops. Similarly, distance to, condition and total area of sites providing some of the key ecosystem services such as firewood and natural pastures changed adversely. These adverse changes in the key ecosystem services were shown to increasingly threaten local livelihoods and human well-being.Research limitations/implicationsThis paper discusses the importance of engaging rural communities in semi-arid areas in a participatory manner and how such information can provide baseline information for further research. The paper also shows the utility of such processes and information toward integrating community values and knowledge into decisions regarding the management and utilization of local ecosystem services under a changing climate in data-poor regions such as the Bobirwa sub-district of Botswana. However, the extent to which this is possible depends on the decision makers’ willingness to support local initiatives through existing government structures and programmes.Originality/valueThis study shows the importance of engaging communities in a participatory manner to understand changes in local ecosystem services considering their unique connection with the natural environment. This is a critical step for decision makers toward integrating community values in the management and utilization of ecosystem services under a changing climate as well as informing more sustainable adaptive responses in semi-arid areas. However, the extent to which decision makers can integrate such findings to inform more sustainable responses to declining capacity of local ecosystems in semi-arid areas depends on how they value the bottom-up approach of gaining local knowledge as well as their willingness to support local initiatives through existing government structures and programmes.

Introduction: The intersection of health and climate change is often absent or under-represented in sub-national government strategies. This analysis of the literature, using a new methodological framework, highlights priority focus areas for a sub-national government response to health and climate change, using the Western Cape (WC) province of South Africa as a case study. Methods: A methodological framework was created to conduct a review of priority focus areas relevant for sub-national governments. The framework encompassed the establishment of a Project Steering Group consisting of relevant, sub-national stakeholders (e.g. provincial officials, public and environmental health specialists and academics); an analysis of local climatic projections as well as an analysis of global, national and sub-national health risk factors and impacts. Results: Globally, the discussion of health and climate change adaptation strategies in sub-national, or provincial government is often limited. For the case study presented, multiple health risk factors were identified. WC climatic projections include a warmer and potentially drier future with an increased frequency and intensity of extreme weather events. WC government priority focus areas requiring further research on health risk factors include: population migration and environmental refugees, land use change, violence and human conflict and vulnerable groups. WC government priority focus areas for further research on health impacts include: mental ill-health, non-communicable diseases, injuries, poisonings (e.g. pesticides), food and nutrition insecurity-related diseases, water- and food-borne diseases and reproductive health. These areas are currently under-addressed, or not addressed at all, in the current provincial climate change strategy. Conclusions: Sub-national government adaptation strategies often display limited discussion on the health and climate change intersect. The methodological framework presented in this case study can be globally utilized by other sub-national governments for decision-making and development of climate change and health adaptation strategies. Additionally, due to the broad range of sectoral issues identified, a primary recommendation from this study is that sub-national governments internationally should consider a “health and climate change in all policies” approach when developing adaptation and mitigation strategies to address climate change. Investments to promote sustainable land-use within critical river catchment areas are often undertaken to provide benefits to society. Investments generally aim to protect or restore ecological infrastructure—the underlying framework of ecosystems, functions and processes that supply ecosystem services—for multiple benefits to society. However, the empirical evidence base from studies across the world on both mechanisms and outcomes to support these assumptions is limited. We collate evidence on the benefits of ecological infrastructure interventions, in terms of ecosystem services provided to society, from three major South African water-providing catchments using a novel framework. In these catchments, millions of US Dollars' worth of investments have been made into ecological infrastructure since 1996. We ask the question: is there evidence that ecological infrastructure interventions are delivering the proposed benefits? Results show that even in catchments with substantial, long-term financial investment into ecological infrastructure, research has not empirically confirmed the benefits. Better baseline data collection is required, and monitoring during and after ecological infrastructure interventions, to quantify benefits to society. This evidence is needed to leverage investment into ecological infrastructure interventions at scale. Investment at scale is needed to transition to more sustainable land-use to unlock greater benefits to nature and people.

Real-world experience underscores the complexity of interactions among multiple drivers of climate change risk and of how multiple risks compound or cascade. However, a holistic framework for assessing such complex climate change risks has not yet been achieved. Clarity is needed regarding the interactions that generate risk, including the role of adaptation and mitigation responses. In this perspective, we present a framework for three categories of increasingly complex climate change risk that focus on interactions among the multiple drivers of risk, as well as among multiple risks. A significant innovation is recognizing that risks can arise both from potential impacts due to climate change and from responses to climate change. This approach encourages thinking that traverses sectoral and regional boundaries and links physical and socio-economic drivers of risk. Advancing climate change risk assessment in these ways is essential for more informed decision making that reduces negative climate change impacts. © 2021 The Authors

A key milestone in global climate governance is to assess progress on adaptation. To-date, however, there has been negligible robust, systematic synthesis of progress on adaptation or adaptation-relevant responses globally. Aim: The purpose of this review protocol is to outline the methods used by the Global Adaptation Mapping Initiative (GAMI) to systematically review human adaptation responses to climate-related changes that have been documented globally since 2013 in the scientific literature. The broad question underpinning this review is: Are we adapting to climate change? More specifically, we ask ‘what is the evidence relating to human adaptation-related responses that can (or are) directly reducing risk, exposure, and/or vulnerability to climate change?’ Methods: We review scientific literature 2013-2019 to identify documents empirically reporting on observed adaptation-related responses to climate change in human systems that can directly reduce risk. We exclude non-empirical (theoretical & conceptual) literature and adaptation in natural systems that occurs without human intervention. Included documents were coded across a set of questions focused on: Who is responding? What responses are documented? What is the extent of the adaptation-related response? What is the evidence that adaptation-related responses reduce risk, exposure and/or vulnerability? Once articles are coded, we conduct a quality appraisal of the coding and develop ‘evidence packages’ for regions and sectors. We supplement this systematic mapping with an expert elicitation exercise, undertaken to assess bias and validity of insights from included/coded literature vis a vis perceptions of real-world adaptation for global regions and sectors, with associated confidence assessments. We present the first systematic, global stocktake of the academic literature on human adaptation. We screen 48,316 documents and identify 1,682 articles that present empirical research documenting human efforts to reduce risk from climate change and associated hazards. Coding and synthesizing this literature highlights that the overall extent of adaptation across global regions and sectors is low. Adaptations are largely local and incremental rather than transformative. Behavioural adjustments by individuals and households are more prevalent than any other type of response, largely motivated by drought and precipitation variability. Local governments and civil society are engaging in risk reduction across all sectors and regions, particularly in response to flooding. Urban technological and infrastructural adaptations to flood risk are prevalent in Europe, while shifts in farming practices dominate reporting from Africa and Asia. Despite increasing evidence of adaptation responses, evidence that these responses are reducing risks (observed and projected) remains limited.

Most socio-economic activities in Africa depend on the continent’s river basins, but effectively managing drought risks over the basins in response to climate change remains a big challenge. While studies have shown that the stratospheric aerosol injection (SAI) intervention could mitigate temperature-related climate change impacts over Africa, there is a dearth of information on how the SAI intervention could influence drought characteristics and drought risk managements over the river basins. The present study thus examines the potential impacts of climate change and the SAI intervention on droughts and drought management over the major river basins in Africa. Multi-ensemble climate simulation datasets from the Stratospheric Aerosol Geoengineering Large Ensemble (GLENS) Project were analysed for the study. The Standardized Precipitation Evapotranspiration Index (SPEI) and the Standardized Precipitation Index (SPI) were used to characterize the upper and lower limits of future drought severity, respectively, over the basins. The SPEI is a function of rainfall and potential evapotranspiration, whereas the SPI is only a function of rainfall, so the difference between the two indices is influenced by atmospheric evaporative demand. The results of the study show that, while the SAI intervention, as simulated in GLENS, may offset the impacts of climate change on temperature and atmospheric evaporative demand, the level of SAI that compensates for temperature change would overcompensate for the impacts on precipitation and therefore impose a climate water balance deficit in the tropics. SAI would narrow the gaps between SPEI and SPI projections over the basins by reducing SPEI drought frequency through reduced temperature and atmospheric evaporative demand while increasing SPI drought frequency through reduced rainfall. The narrowing of this gap lowers the level of uncertainty regarding future changes in drought frequency, but nonetheless has implications for future drought management in the basins, because while SAI lowers the upper limit of the future drought stress, it also raises the lower limit of the drought stress.

The multi-year (2015–2017) drought in the South West of the Western Cape (SWC) caused a severe water shortage in the summer of 2017–2018, with damaging impacts on the local and regional economy, and Cape Town being in the news one of the first major cities to potentially run out of water. Here, we assess the links between the rainfall deficits during the drought and (a) large scale circulation patterns, (b) moisture transport, and (c) convective available potential energy (CAPE). We used self-organising maps (SOM) analysis to classify daily ERA-interim 850 hPa geopotential height for the period 1979–2017 (March–October) into synoptic types. This allowed us to identify the dominant synoptic states over Southern Africa that influence the local climate in the area affected by the drought. The results show that (a) the frequency of nodes with rain-bearing circulation types decreased during the drought; (b) the amount of rain falling on days that did have rain-bearing circulation types was reduced, especially in the shoulder seasons (March–May and August–October); (c) the rainfall reduction was also associated with anomalously low moisture transport, and convective energy (CAPE), over SWC. These results add to the existing knowledge of drivers of the Cape Town drought, providing an understanding of underlying synoptic processes.

Assessing global progress on human adaptation to climate change is an urgent priority. Although the literature on adaptation to climate change is rapidly expanding, little is known about the actual extent of implementation. We systematically screened >48,000 articles using machine learning methods and a global network of 126 researchers. Our synthesis of the resulting 1,682 articles presents a systematic and comprehensive global stocktake of implemented human adaptation to climate change. Documented adaptations were largely fragmented, local and incremental, with limited evidence of transformational adaptation and negligible evidence of risk reduction outcomes. We identify eight priorities for global adaptation research: assess the effectiveness of adaptation responses, enhance the understanding of limits to adaptation, enable individuals and civil society to adapt, include missing places, scholars and scholarship, understand private sector responses, improve methods for synthesizing different forms of evidence, assess the adaptation at different temperature thresholds, and improve the inclusion of timescale and the dynamics of responses. Determining progress in adaptation to climate change is challenging, yet critical as climate change impacts increase. A stocktake of the scientific literature on implemented adaptation now shows that adaptation is mostly fragmented and incremental, with evidence lacking for its impact on reducing risk.

Anthropogenic forcing of the climate is estimated to have increased the likelihood of the 2015–2017 Western Cape drought, also called 'Day Zero' drought, by a factor of three, with a projected additional threefold increase of risk in a world with 2 °C warming. Here, we assess the potential for geoengineering using stratospheric aerosols injection (SAI) to offset the risk of 'Day Zero' level droughts in a high emission future climate using climate model simulations from the Stratospheric Aerosol Geoengineering Large Ensemble Project. Our findings suggest that keeping the global mean temperature at 2020 levels through SAI would offset the projected end century risk of 'Day Zero' level droughts by approximately 90%, keeping the risk of such droughts similar to today's level. Precipitation is maintained at present-day levels in the simulations analysed here, because SAI (i) keeps westerlies near the South Western Cape in the future, as in the present-day, and (ii) induces the reduction or reversal of the upward trend in southern annular mode. These results are, however, specific to the SAI design considered here because using different model, different SAI deployment experiments, or analysing a different location might lead to different conclusions. Adaptation to climate change is challenging in terms of managing knowledge flow among diverse actors. This paper examines the roles of key actors in Namibia in the production and dissemination of climate adaptation knowledge. The intention was to identify opportunities for enhancing collaboration among actors to facilitate knowledge flow and uptake in adaptation action. The Omusati Region was used as a case study in understanding the chain of interactions among actors from local/district to the national level vis-a-vis the production and dissemination of adaptation knowledge in Namibia. The researchers conducted key informant interviews with representatives of key organizations in the Namibian adaptation network operating in the Omusati Region. The selection of the organizations of interviewed respondents was based on a previous climate change adaptation stakeholder and influence network mapping exercise in the region. Results indicate that adaptation knowledge generation by organizations happens mainly in the context of other developmental services. Furthermore, most organizations generate their adaptation knowledge internally through their directorates of research and also through cooperation with other organizations. However, there is little or no collaboration between organizations with respect to dissemination of adaptation knowledge to intended targets. The study, therefore, recommends a more concerted effort towards improving collaboration between organizations, and with local communities in the dissemination of adaptation knowledge as a way of enhancing knowledge uptake. This will have practical implications for the improvement in the rate of knowledge uptake in adaptation actions, particularly at the local level. In this regard, the use of workshop and field day meetings show the best prospect for improving collaboration between organizations in knowledge dissemination.

Leaders of sustainability research organizations need to provide an environment where interdisciplinary and transdisciplinary science flourish. Developing the necessary leadership skills and attributes requires new, targeted training programmes.

New major road infrastructure projects are planned or underway across sub-Saharan Africa (SSA) and are expected to have complex, and often deleterious, impacts on natural ecosystems across the region. For this reason, it is necessary to review evidence of how and through which mechanisms, roads might affect these landscapes. We reviewed 137 peer reviewed articles and documented 271 reported effects of roads and their underlying mechanisms inside and outside protected areas across SSA. Our findings show that (a) the study of the effects of roads on ecosystems in SSA is growing and not limited to the field of road ecology; (b) the negative effects of roads on species were reported at a similar frequency within and outside of protected areas; (c) the road-effect zone varied with effect but typically is between 1 and 7 km for larger mammals; (d) access to surrounding ecosystems through roads was the main mechanism driving effects; studies found accessibility influenced land use patterns and illegal hunting and harvesting; (e) other mechanisms by which roads affect (animal) species include, through functioning as a foraging site, and a habitat, and by acting as barriers to and corridors for movement; and (f) there was far more evidence on how roads can negatively impact ecosystems; in contrast, there was less certainty around mechanisms by which roads had no significant or a positive impact, since many of these were either speculated or unknown. An understanding of the underlying mechanisms can assist researchers and environmental assessment practitioners to predict how and where future road development might drive changes in biodiversity and land cover. Moving forward, we suggest that future research build a better understanding of the cumulative effects on different mammal and non-mammal communities and ecosystems more broadly and examine the socioeconomic contexts that characterize different road impacts in SSA.
