Background: The coronavirus disease-2019 (COVID-19) pandemic significantly affected management of cardiovascular disease around the world. The effect of the pandemic on volume of cardiovascular diagnostic procedures is not known. Objectives: This study sought to evaluate the effects of the early phase of the COVID-19 pandemic on cardiovascular diagnostic procedures and safety practices in Asia. Methods: The International Atomic Energy Agency conducted a worldwide survey to assess changes in cardiovascular procedure volume and safety practices caused by COVID-19. Testing volumes were reported for March 2020 and April 2020 and were compared to those from March 2019. Data from 180 centers across 33 Asian countries were grouped into 4 subregions for comparison. Results: Procedure volumes decreased by 47% from March 2019 to March 2020, showing recovery from March 2020 to April 2020 in Eastern Asia, particularly in China. The majority of centers cancelled outpatient activities and increased time per study. Practice changes included implementing physical distancing and restricting visitors. Although COVID testing was not commonly performed, it was conducted in one-third of facilities in Eastern Asia. The most severe reductions in procedure volumes were observed in lower-income countries, where volumes decreased 81% from March 2019 to April 2020. Conclusions: The COVID-19 pandemic in Asia caused significant reductions in cardiovascular diagnostic procedures, particularly in low-income countries. Further studies on effects of COVID-19 on cardiovascular outcomes and changes in care delivery are warranted. more...

5. Supporting Volunteer Firefighter Well-Being: Lessons from the Australian 'Black Summer' Bushfires

Introduction:The 2019-2020 “Black Summer” bushfires in Australia focused the attention of the nation on the critical role that volunteer firefighters play in the response to such a disaster, spurring a national conversation about how to best support those on the frontline. The objective of this research was to explore the impact of the Black Summer bushfires on volunteer firefighter well-being and to investigate how to deliver effective well-being support.Methods:An explorative qualitative design underpinned by a phenomenological approach was applied. Participant recruitment followed a multi-modal sampling strategy and data were collected through semi-structured, in-depth interviews.Results:Qualitative data were collected from 58 participants aged from 23 to 61-years-of-age (average age of 46 years). All self-reported as volunteer firefighters who had responded to the Black Summer bushfires in Australia. Just over 80% of participants were male and the majority lived in the Australian states of New South Wales (65%) and Victoria (32%). All participants reported impact on their well-being, resulting from cumulative trauma exposure, responding to fires in local communities, intense work demands, minimal intervals between deployments, and disruption to primary employment. In regard to supporting well-being, four key themes emerged from data analysis: (1) Well-being support needs to be both proactive and reactive and empower local leaders to “reach in” while encouraging responders to “reach out;” (2) Employee Assistance Programs (EAPs) should not be the only well-being support option available; (3) The sharing of lived experience is important; and (4) Support programs need to address self-stigmatization.Conclusion:Participants in this research identified that effective well-being support needs to be both proactive and reactive and holistic in approach. more...

6. Governmental Logics in Commercialised Planning Practices. The Case of Local Authority Pre-Application Negotiations in the English Planning System

This paper provides an empirical review of a widely used tool in the English planning system - pre-application discussions (‘pre-apps’) and a theoretical exposition of governmental ‘logics’ that underpin neoliberal-informed planning reforms. We present five logic frames of growth,\ud efficiency, commercialisation, participation and quality, and apply these to pre-application negotiation practice, to highlight how Local Planning Authorities (LPAs) and public sector planners are faced with the challenge of reconciling a complex of multiple and often competing aims that appear irreconcilable in practice. We highlight that whilst ‘ordinary’ planning tools such as pre-apps may appear mundane, they can provide valuable instantiations where all the logics collide. The example of pre-application negotiations highlight how neoliberal logics of growth, efficiency and commercialisation often work to overshadow a range of more traditional planning concerns (including public participation and quality of development). Such framings also assist in evaluating why ongoing planning reforms create frustration when local outcomes do not line up with attempts to align planning to ideologically inspired logics set out nationally. We contend that such reform attempts, when based on ideological parameters alone, ignore\ud the trade-offs that LPAs and planners have to make regarding such different (competing) goals, audiences and interests that operate within the planning system. Until governments\ud accept the trade-offs that their political rationalities and reforms impose on planning systems, and the subsequent deficiencies of the specific policy tools that follow from them, these logics will continue to collide in practice; with the strongest for growth dominating others and local\ud governments and public planners unable to resolve the tensions. This theory and practice framing highlights how neoliberal thought pervades the planning system and tools in England; and further research could examine and reflect on how these logics are operationalised and sustained across different policy contexts and planning spaces in order to deepen knowledge on how neoliberal planning agendas are shaped and promoted or challenged internationally. more...

BACKGROUND The coronavirus disease 2019 (COVID-19) pandemic has adversely affected diagnosis and treatment of noncommunicable diseases. Its effects on delivery of diagnostic care for cardiovascular disease, which remains the leading cause of death worldwide, have not been quantified. OBJECTIVES The study sought to assess COVID-19`s impact on global cardiovascular diagnostic procedural volumes and safety practices. METHODS The International Atomic Energy Agency conducted a worldwide survey assessing alterations in cardiovascular procedure volumes and safety practices resulting from COVID-19. Noninvasive and invasive cardiac testing volumes were obtained from participating sites for March and April 2020 and compared with those from March 2019. Availability of personal protective equipment and pandemic-related testing practice changes were ascertained. RESULTS Surveys were submitted from 909 inpatient and outpatient centers performing cardiac diagnostic procedures, in 108 countries. Procedure volumes decreased 42% from March 2019 to March 2020, and 64% from March 2019 to April 2020. Transthoradc echocardiography decreased by 59%, transesophageat echocardiography 76%, and stress tests 78%, which varied between stress modalities. Coronary angiography (invasive or computed tomography) decreased 55% (p < 0.001 for each procedure). hi multivariable regression, significantly greater reduction in procedures occurred for centers in countries with lower gross domestic product. Location in a low-income and lower-middle-income country was associated with an additional 22% reduction in cardiac procedures and less availability of personal protective equipment and teteheatth. CONCLUSIONS COVID-19 was associated with a significant and abrupt reduction in cardiovascular diagnostic testing across the globe, especially affecting the world's economically challenged. Further study of cardiovascular outcomes and COVID-19-related changes in care delivery is warranted. (C) 2021 The Authors. Objective To investigate the efficacy of a workplace mental health awareness training program on help-seeking and mental health outcomes. Methods A cluster randomized controlled trial was conducted comparing those who received standard training (N = 210) or standard training with a mental health awareness module (N = 208). Both groups were followed up for three years with the primary outcome being likelihood to seek help. Results Rates of likely help-seeking were slightly higher in the intervention group six months after the training, but this was not maintained over time. There was no significant difference between study conditions for mental health outcomes or actual help-seeking among those with probable mental disorder at any time point. Conclusions Workplace mental health awareness training has a limited short-term impact on likelihood of help-seeking and does not appear to improve mental health outcomes. more...

Neighbourhood planning was the first volunteer-led statutory planning tool to be created in the UK. Whilst it has provoked debate and critique covering numerous practical and theoretical aspects (Wargent and Parker, 2018), little attention has been paid to the actual experience and motives of the volunteers who spend their leisure time by volunteering to prepare a plan. Given the range of leisure activities that have been shaped in the context of a neo-liberalised policy environment we add to longstanding debates concerning the political nature of leisure and how neo-liberal policies require, and exploit, volunteer time and input while claiming to offer forms of empowerment. Qualitative data derived from neighbourhood plan volunteers is presented here to highlight the political work of neighbourhood planning, thus responding to calls to extend the analysis of the political in and through leisure (Rose et al, 2018). It is argued that neighbourhood planning pushes the boundaries of what can be legitimately asked of volunteers and expected in terms of delivering policy outcomes. more...

Background: In early 2020, COVID-19 massively hit Italy, earlier and harder than any other European country. This caused a series of strict containment measures, aimed at blocking the spread of the pandemic. Healthcare delivery was also affected when resources were diverted towards care of COVID-19 patients, including intensive care wards. Aim of the study: The aim is assessing the impact of COVID-19 on cardiac imaging in Italy, compare to the Rest of Europe (RoE) and the World (RoW). Methods: A global survey was conducted in May–June 2020 worldwide, through a questionnaire distributed online. The survey covered three periods: March and April 2020, and March 2019. Data from 52 Italian centres, a subset of the 909 participating centres from 108 countries, were analyzed. Results: In Italy, volumes decreased by 67% in March 2020, compared to March 2019, as opposed to a significantly lower decrease (p < 0.001) in RoE and RoW (41% and 40%, respectively). A further decrease from March 2020 to April 2020 summed up to 76% for the North, 77% for the Centre and 86% for the South. When compared to the RoE and RoW, this further decrease from March 2020 to April 2020 in Italy was significantly less (p = 0.005), most likely reflecting the earlier effects of the containment measures in Italy, taken earlier than anywhere else in the West. Conclusions: The COVID-19 pandemic massively hit Italy and caused a disruption of healthcare services, including cardiac imaging studies. This raises concern about the medium- and long-term consequences for the high number of patients who were denied timely diagnoses and the subsequent lifesaving therapies and procedures. more...

Background: The coronavirus disease-2019 (COVID-19) pandemic significantly affected management of cardiovascular disease around the world. The effect of the pandemic on volume of cardiovascular diagnostic procedures is not known. Objectives: This study sought to evaluate the effects of the early phase of the COVID-19 pandemic on cardiovascular diagnostic procedures and safety practices in Asia. Methods: The International Atomic Energy Agency conducted a worldwide survey to assess changes in cardiovascular procedure volume and safety practices caused by COVID-19. Testing volumes were reported for March 2020 and April 2020 and were compared to those from March 2019. Data from 180 centers across 33 Asian countries were grouped into 4 subregions for comparison. Results: Procedure volumes decreased by 47% from March 2019 to March 2020, showing recovery from March 2020 to April 2020 in Eastern Asia, particularly in China. The majority of centers cancelled outpatient activities and increased time per study. Practice changes included implementing physical distancing and restricting visitors. Although COVID testing was not commonly performed, it was conducted in one-third of facilities in Eastern Asia. The most severe reductions in procedure volumes were observed in lower-income countries, where volumes decreased 81% from March 2019 to April 2020. Conclusions: The COVID-19 pandemic in Asia caused significant reductions in cardiovascular diagnostic procedures, particularly in low-income countries. OBJECTIVES: The INCAPS COVID Oceania study aimed to assess the impact caused by the COVID-19 pandemic on cardiac procedure volume provided in the Oceania region. METHODS: A retrospective survey was performed comparing procedure volumes within March 2019 (pre-COVID-19) with April 2020 (during first wave of COVID-19 pandemic). Sixty-three (63) health care facilities within Oceania that perform cardiac diagnostic procedures were surveyed, including a mixture of metropolitan and regional, hospital and outpatient, public and private sites, and 846 facilities outside of Oceania. The percentage change in procedure volume was measured between March 2019 and April 2020, compared by test type and by facility. Background Small intestinal bacterial overgrowth (SIBO) is a condition characterised by symptoms similar to pancreatic exocrine insufficiency (PEI) in chronic pancreatitis patients. SIBO is thought to complicate chronic pancreatitis in up to 92% of cases; however, studies are heterogeneous and protocols non-standardised. SIBO may be determined by measuring lung air-expiration of either hydrogen or methane which are by-products of small bowel bacterial fermentation of intraluminal substrates such as carbohydrates. We evaluated the prevalence of SIBO among a defined cohort of non-surgical chronic pancreatitics with mild to severe PEI compared with matched healthy controls. Methods Thirty-five patients and 31 age-, gender- and smoking status-matched healthy controls were evaluated for SIBO by means of a fasting glucose hydrogen breath test (GHBT). The relationship between SIBO and clinical symptoms in chronic pancreatitis was evaluated. Results SIBO was present in 15% of chronic pancreatitis patients, while no healthy controls tested positive (P = 0.029). SIBO was more prevalent in those taking pancreatic enzyme replacement therapy (PERT) (P = 0.016), with proton pump inhibitor use (PPI) (P = 0.022) and in those with alcohol aetiology (P = 0.023). Patients with concurrent diabetes were more often SIBO-positive and this was statistically significant (P = 0.009). There were no statistically significant differences in reported symptoms between patients with and without SIBO, with the exception of ‘weight loss’, with patients reporting weight loss more likely to have SIBO (P = 0.047). Conclusion The prevalence of SIBO in this study was almost 15% and consistent with other studies of SIBO in non-surgical chronic pancreatitis patients. These data support the testing of patients with clinically-relevant PEI unresolved by adequate doses of PERT, particularly in those patients with concurrent diabetes. Summary Background Mental illness is one of the most rapidly increasing causes of long-term sickness absence, despite improved rates of detection and development of more effective interventions. However, mental health training for managers might help improve occupational outcomes for people with mental health problems. We aimed to investigate the effect of mental health training on managers' knowledge, attitudes, confidence, and behaviour towards employees with mental health problems, and its effect on employee sickness absence. Methods We did a cluster randomised controlled trial of manager mental health training within a large Australian fire and rescue service, with a 6-month follow-up. Managers (clusters) at the level of duty commander or equivalent were randomly assigned (1:1) using an online random sequence generator to either a 4-h face-to-face RESPECT mental health training programme or a deferred training control group. Researchers, managers, and employees were not masked to the outcome of randomisation. Firefighters and station officers supervised by each manager were included in the study via their anonymised sickness absence records. The primary outcome measure was change in sickness absence among those supervised by each of the managers. We analysed rates of work-related sick leave and standard sick leave seperately, with rate being defined as sickness absence hours divided by the sum of hours of sickness absence and hours of attendance. This trial was registered with the Australian New Zealand Clinical Trials Registry (ACTRN12613001156774). Findings 128 managers were recruited between Feb 18, 2014, and May 17, 2014. 46 (71%) of 65 managers allocated to the intervention group received the intervention, and 42 (67%) of 63 managers allocated to the control group were entered in the deferred training group. Managers and their employees were followed up and reassessed at 6 months after randomisation. 25 managers (1233 employees) in the intervention group and 19 managers (733 employees) in the control group provided data for the primary analysis. During the 6-month follow-up, the mean rate of work-related sick leave decreased by 0·28 percentage points (pp) from a pre-training mean of 1·56% (SE 0·23) in the intervention group and increased by 0·28 pp from 0·95% (0·20) in the control group (p=0·049), corresponding to a reduction of 6·45 h per employee per 6 months. The mean percentage of standard sick leave increased by 0·48 pp from 4·97% (0·22) in the intervention group and by 0·31 pp from 5·27% (0·21) in the control group (p=0·169). Interpretation A 4-h manager mental health training programme could lead to a significant reduction in work-related sickness absence, with an associated return on investment of £9.98 for each pound spent on such training. Posttraumatic stress disorder (PTSD) in emergency service personnel and other trauma-exposed populations is known to be associated with a variety of physical health problems. However, little attention has been paid to the health of ageing emergency service personnel, who may be forced into early medical retirement because of a combination of these issues. Currently employed (N = 274) Australian firefighters completed a cross-sectional survey using validated, self-report measures of PTSD and somatic symptoms. Analyses examined the association between probable PTSD and a range of common somatic symptoms, and whether any association differed depending on the age of the firefighters. Firefighters with PTSD reported greater levels of neurological (p = .024), gastrointestinal (p = .015), and cardiorespiratory (p = .027) symptoms compared to those without PTSD. After adjusting for sex, age, and rank, linear regression analysis demonstrated that PTSD was significantly associated with increased total somatic symptom severity (p = .024), with PTSD accounting for 9.8% of the variance in levels of somatic symptoms. There was no interaction between age and the association between PTSD and somatic symptom severity. These results suggest that PTSD is associated with a significant increase in a wide range of somatic symptoms among firefighters, regardless of age. Objective: Emergency workers, such as fire-fighters, are routinely exposed to potentially traumatic events. While a number of studies have examined the occurrence of post-traumatic stress disorder, the role of multiple traumas on other mental health sequelae, such as depression and alcohol misuse, among emergency workers remains unclear. This study aimed to assess the prevalence of post-traumatic stress disorder, depression and alcohol misuse in a sample of current and retired fire-fighters and examine their relationship with cumulative trauma exposure. Method: A cross-sectional survey was completed by current ( n = 488) and retired ( n = 265) fire-fighters from Fire and Rescue New South Wales, Australia. Demographic and occupational information was collected, including the number of fatal incidents fire-fighters reported attending across years of service. Validated, self-report measures were used to determine probable caseness for post-traumatic stress disorder, depression and heavy drinking. Results: Among current fire-fighters, rates of post-traumatic stress disorder and depression were 8% and 5%, respectively, while 4% reported consumption of more than 42 alcoholic drinks per week. Retired fire-fighters reported significantly greater levels of symptomatology, with the prevalence estimates of post-traumatic stress disorder at 18% ( p = 0.001), depression at 18% ( p Conclusion: Fire-fighters suffer from high rates of mental disorders, with rates of post-traumatic stress disorder, depression and heavy drinking continuing to rise in a linear manner with each additional trauma exposure. The level of psychiatric morbidity among retired fire-fighters appears to be particularly high. Our findings have important implications for the ongoing debates surrounding the detection of mental disorders in high-risk occupations and for policy considerations around the welfare of current and retired emergency workers. more...

This investigation presents data which indicate that the plasminogen activator inhibitor (PAI) activity secreted from U138 cells is composed of three separate PAIs: PAI-1, PAI-2, and PN-1. It was demonstrated that the U138 PAI-1-like protein had an apparent molecular mass of 50 kilodaltons (kDa) and was purified to apparent homogeneity by elution from an anti-PAI-1 immunoaffinity column. These fractions were also reactive with a second anti-PAI-1 monoclonal antibody using immunoblotting techniques. Northern blot analysis of RNA isolated from unstimulated U138 cells demonstrated positive hybridization with the cDNA specific for human PAI-1. The U138 PAI-2-like protein was adherent to an anti-PAI-2 immunoaffinity column and was demonstrated to be nonadherent to concanavalin A – agarose, heparin–Sepharose, and the anti-PAI-1 immunoaffinity column. The eluted U138 PAI-2-like protein was demonstrated to have an apparent molecular mass of 60 kDa and was also reactive with a second anti-PAI-2 monoclonal antibody using immunoblotting techniques. Further, the cDNA specific for PAI-2 was demonstrated to hybridize to a 2.5-kilobase message from RNA isolated from U138 cells. A third PAI was detected that was nonadherent to concanavalin A – agarose and both of the anti-PAI columns. This 50-kDa PAI was adherent to heparin–Sepharose and thrombin–agarose columns, and was not reactive with any antibodies for either PAI-1 or PAI-2. Northern blot analysis of U138 RNA demonstrated positive hybridization with an oligodeoxynucleotide specific for PN-1. The four novels - The Floating Opera, The End of the Road, White Noise, and Vineland - are representative of the cultural shift away from traditional moral concepts after World War II. Popular culture has increasingly become the guiding force for the continuation of American society, and in Don DeLillo�s White Noise, popular culture and its creation of myth (according to the author�s representation of America) has become embedded in the system and life of contemporary America. John Barth�s novel The End of the Road and its predecessor The Floating Opera are important in any discussion of the role of popular culture and popular mythology in post-war America. They both appear to signal an end to sincere intellectual thought or debate, and the notion of imposing a rational moral world upon the social landscape surrounding the individual. The Floating Opera explores the common tendency of society to avoid difficult intellectual struggles, and the central character and first-person narrator ultimately realises that questions about the nature of existence are of no objective value. In The End of the Road the character Jacob Horner adopts a superficial reflection of pre-existing rules and social conventions. Together these novels reflect much of what is at present understood as the postmodern aesthetic, and are indicative of many of the changes in America that were about to occur. The Floating Opera was published in 1956 and The End of the Road was published in 1958, but they are still highly relevant beyond the period in which they were written. White Noise (1984) portrays a system founded on the Hollywood mythology, and the superficial reflection of pre-existing rules and social conventions found in The End of the Road. The novel revolves around the experiences of the narrator, Jack Gladney, a university lecturer who teaches Hitler studies at Blacksmith College, and his wife Babette. The course which he teaches on Hitler is influenced by Hollywood myth, and the novel portrays a consumer-based society that has lost much of the firm moral basis which traditional religious concepts formerly supplied. The role of television, Hollywood, and the idea of simulation are all explored throughout the novel and are important forces in any examination of post-war American society. Finally, in Vineland (1990) the social upheavals which occurred during the late �60s and early �70s are explored from the perspective of the 1980s. The novel refers to a vast array of images and icons from popular culture, and the brief youth rebellion, in the late �60s, which failed to inspire any final social revolution. The result of this failed social revolution is a landscape of popular culture in modern America, where Godzilla leaves footprints in Japan and popular mythology from television or pulp novels coincides with everyday life. There are references in typical Pynchonesque fashion to those who must necessarily be orchestrating these social and cultural alterations, but they, as specific individuals, remain anonymous or hidden from the scope of the author (although, as in White Noise, there are deliberate references to the CIA and other agencies or departments within the U.S. Federal Government). Vineland is important, therefore, both as an account of the social changes which occurred in America between the late �60s and �80s, and the increasing role of popular culture in America. These four novels form the basis of an exploration of the role of popular mythology and popular culture in post-war America. They form a clear progression, and allow a detailed analysis of the social and cultural changes which contemporary America has undergone since the end of World War II. more...

A system interaction analysis of the relationship between expansive soil damage to slab-on-grade foundations and the surrounding environmental parameters (soil properties, topography, vegetation, climate, etc.) shows that the systems interact in a complex manner. Variation of any environmental parameter can completely change the interactions. The system interaction determination was based on a statistical analysis of the damage-environmental parameter relationships of over 400 brick veneer, single family homes located in 3 cities in Texas. Study sites were selected for variable environments in an established neighborhood. In Beaumont (humid) the system interaction model related damage to the antecedent rainfall ratio, average distance of trees from the home, effective plasticity index, quality of lot drainage, post-construction vegetation, and the age of the structure. In San Antonio (semi-arid) a complex system interaction model related damage to the depth of the active zone, yard maintenance, topography, and the antecedent rainfall ratio. The most significant environmental parameters were the depth of the active zone and yard maintenance. In Waco (dry subhumid) the system interaction model related topography, average plasticity index, age, number of trees, post-construction vegetation, and average distance of the trees from the house to the severity of damage. The Waco results showed that variations in vegetation play a significant role in the damage process. The topographic variation in Waco (up to 30% slope) suggest an optimum slope to minimize damage. Too flat a slope limits lot drainage while too steep a slope results in downhill creep deformation of the soil. This is because geologic conditions on the continental slope can be complex, and evidence for seafloor instability is far more common than on the continental shelf. Deep-water site investigations are operationally difficult, require special techniques and equipment, and are technically complex. As a result, these Investigations take longer and cost more than similar investigations done on the continental shelf. The phases of a deep-water site investigation and the sequence of execution are:review of existing data and planning;geophysical survey Inga to give an overview of site conditions;geophysical data interpretation and selection of boring locations;soil sampling and In-situ testing;laboratory testing and data analysis; andIntegration of geological, geophysical, and geotechnical data and engineering assessment of site conditions. Comprehensive deep-water site Investigations require careful planning and coordinate Ion and can take 6 to 12 months or more to complete. Introduction The Cognac, Cerveza, and Hondo platforms are among the few major offshore production structures which have been installed at deep-water sits. Other deep-water structures are being planned and the number of Installations Is expected to Increase rapidly during the next few years. Deep-water sites are generally def Inked as sites where the water depth is greater than 600 feet. The 600-foot water depth contour often marks the seaward edge of the gently sloping continental shelf and the top of the steeper continental slope. As nearly all production structures have been installed at sites where the water depth is less than 600 feet, techniques of site investigation and methods of geotechnical analyses for sites on the continental shelf have been refined and are more-or-less routine. In contrast, techniques and methods of analyses for investigating deep-water sites on the continental slope are still in their early stages of development. Generally, geotechnical site investigations for deep-water sites are more comprehensive and techsIca11y more camp1ex than for sites on the continental shelf. There are two primary reasons for this. First, to protect the extraordinarily high Investments in deep-water structures, a thorough understanding of the site?s engineering geologic and geotechnical conditions Is necessary. Thus, comprehensive site investigations are warranted. Second, engineering geologic conditions in deep-water areas are generally more diverse and less well understood than in shallow-water areas. For example, the evidence for seafloor Instability is widespread in deep-water areas compared to most shall own-water cease. Large mass I?ve failures have been documented Including one 500-foot thick slide which covers an area of about 18 standard lease blocks in the northern Gulf of Mexico2. Many of these slope failures occurred thousands of years ago and are now stable. However, our knowledge of deep-water environments is still too limited for us to readily predict which areas may be unstable. A survey of 446 brick-veneer, single-family homes in College Station, Beaumont, San Antonio, and Waco, Texas shows that the geology of the home site greatly influences the expansive potential of a soil profile. Effective plasticity index is used as a measure of a soil's shrink-swell potential; however, the assumptions upon which the effective plasticity index is based represent a simplistic approach to the problem. In College Station, the geological conditions provided subsurface wetting fronts which greatly enhanced the shrink-swell activity at low values of effective plasticity index. In Beaumont, San Antonio, and Waco, the depth of the active zone is important in controlling the expansive potential of the soil profile. The water table fixes the active zone at about 3 ft in Beaumont. Soils below this depth do not experience changes in moisture content and thus do not contribute to soil expansion. In the San Antonio study area, the active zone corresponds to the thickness of an expansive clay soil overlying a non-expansive limestone. At the Waco site, a relationship between expansive potential and plasticity index shows a positive but nonlinear relationship. It is suggested that effective plasticity index alone does not adequately define the expansive potential of a soil profile and that a thorough consideration of soil stratigraphy and depth of the active zone is necessary to predict the expansive potential of a soil profile.
