1. Adapting to a New Education Era: Overcoming Challenges in Preschool Education during Pandemic Times

Abstract

The art of teaching consists in adapting the structures, contents, teaching strategies, classroom management issues, as well as managing the conditions imposed by the contemporary contexts of society, the constant adaptation of the strategies, used by the teacher, to the needs of the children, while trying to find a balance between the traditional training method and the use of technology. The challenges brought by the context of the last years, in terms of the protection and safety of our health due to the COVID 19 pandemic, have put the education system to the test from all points of view: from a technological point of view, the lack or poor training of teachers in terms of digital competences, the poor functionality of certain school platforms used, etc. However, teachers have implemented ideas that give value to the teaching act, by reinventing themselves, striving to find innovative solutions so that the teaching activities can continue to take place. The aim of this paper is to identify the biggest challenges faced by Romanian teachers in preschool education in the pandemic context, understanding how they managed to adapt and what solutions they found and applied for carrying out the teaching activity. In this respect a questionnaire was developed and distributed among pre-school teachers during November 2021--January 2022. The results of the research identified a series of difficulties faced by the participants, generated by a multitude of elements such as: lack of technological equipment, low digital skills, difficulties in organizing and supporting the learning activity. An essential aspect regarding the online teaching activity with kindergarten children was the reluctance and non-involvement of parents, many parents not agreeing with the use of the computer and the internet for a long time.

5. Understanding the Role, Expectations, and Challenges That Policy-Makers Face in Using Educational Research

Abstract

This study provides an insight into the challenges faced in establishing a closer collaboration between educational research and its use in the policy-making process. It aims to identify the factors influencing transfer from research to policy-making and the policy-makers' needs, expectations, and perception on the use of educational research. Thirteen semi-structured interviews were conducted with representatives of Romanian national and local institutions. Specific software was used to facilitate data management and coding. The results indicate that there is a disconnect between policy-makers' expectations and the input they receive from the research community, as well as a lack of an institutional framework to facilitate communication and interaction between them. There are systemic blockages on both sides: politics and the cost of opportunity for decision-making, a high level of bureaucracy, limited resources and accessibility of results, a lack of financing and of institutionalized communication, as well as a lack of consultation and cooperation between the two parties. The results indicate a willingness on the policy-makers' side to acknowledge the importance of using research to inform decisions and their role in facilitating this process. This implies that researchers have limited control over the subsequent stages and could indicate the early point in the research process when other actors should be involved in order to ensure the potential or actual impact of research on policy.

6. The Impact of Educational Policies Regarding the Social Dimension of Higher Education in Romania

Abstract

This present study has as a starting point the dual responsibility that universities have nowadays and this refers to the university as a promoter for economic growth, but also as propeller for fostering social cohesion. In this sense, we can bring into discussion the steps that have been made at a legislative level by mentioning the Bologna process and all papers derived such as the Prague communiqué 2001, which emphasizes the need to start working towards the development of a more inclusive higher education system. In order to understand how the inclusion vision was implemented across Romanian universities, this paper focuses on data collected through a qualitative methodological approach, that relies on a semi-structured in-depth interviews conducted with professionals from academia. The interview guide seeks to evaluate what was the impact of educational policies regarding the higher education social dimension in Romania and how do Romanian universities respond to the need to develop of more equitable and inclusive higher education system, with a focus on the support mechanisms developed by universities in order to grant students' access, retention and employability and on the opportunity of developing an Inclusion Index for higher education. Results show that progress in this view is constantly, but still the impact of educational policies is quite low and this is due to the absence of expertize in implementing the established indicators and to the absence of procedures related to the process of policy monitoring.

13. How Does the Context of Research Influence the Use of Educational Research in Policy-Making and Practice?

Abstract

This paper presents results from a survey of Romanian education researchers on their experience of research uptake and transfer to policy makers and practitioners. A range of variables are analysed in order to understand the factors they perceived to influence the use of educational research. The researchers' context was analysed, including factors such as conceptions of the academic role, funding, type of research and collaboration in research. An adaptation of the research utilisation scale (Knott and Wildavsky in Knowl Creat Diffus Util 1(4):537-578, 1980; Cherney et al. in Int J Educ Res 56:23-34, 2012) survey was administered to a sample of 115 academics from 17 public universities in Romania, representing 31% of the total number of academics in schools of education. The quantitative data were complemented with qualitative data derived from in depth interviews with 14 university managers from the main research-intensive universities. The results indicate that researchers' context is a determinant key of research mobilisation in practice. Despite the importance given to this aspect by the researchers, the lack of institutional coherent strategies to enhance the research transfer and use could represent constraints and challenges that are often faced when academics engage in research aimed at influencing policy and practice.

14. How Can Researchers Facilitate the Utilisation of Research by Policy-Makers and Practitioners in Education?

Abstract

Interest in research utilisation in policy and practice has grown in the last few years for both academics and users. This interest is partly due to changes in higher education institutions in many countries that emphasise a research-centred approach, which prioritises the dissemination and transfer of research results to end users. The process represents a paradigm shift and a challenge, especially for countries in which the transition from a university model based on teaching to one intensive in research is still ongoing. Our research analyses academics' perceptions in relation to the utilisation of their research in policy-making in Romania. One hundred and fifteen academics answered a survey based on an adapted research utilisation scale. Academics' perception is that educational research is generally only slightly used by policy-makers and practitioners. Academics have more influence on the transmission of knowledge and less on the rest of the research utilisation (RU) process, which involves end users. Furthermore, they generally see research as part of their professional growth and less as a way to respond to social problems.

27. Control Choices to Allow the Parallel Operation of Grid-Forming Type-III Wind Turbines

Abstract

Grid codes are now requesting grid forming capability to renewable energy sources. The provision of this service is being thoroughly investigated for type-IV wind turbines (full electronic interface) with the virtual synchronous machine (VSM) control technique. However, this issue has been barely addressed for type-III wind turbines. In this turbine topology, it is of special interest to keep the current controller of the rotor-side converter (RSC) unaltered since many functions that are required for the safe operation of the machine and to comply with grid codes depend on it. In this article, two control alternatives to implement a VSM without modifying the structure of the inner current controller of type-III wind turbines are proposed. The first one is based on a current controller plus a novel flux-based virtual inductance, while the second one has a more traditional structure based on a current controller, a voltage controller, and a virtual impedance. Results show that a vector voltage controller is not an essential requirement to provide grid-forming capability. In addition, the operation of a wind farm consisting of six parallel-connected type-III wind turbines is studied analytically for both alternatives. The parallel operation of the wind turbines is verified by using real-time simulations performed in OPAL-RT. Finally, the control alternatives were experimentally validated in a real doubly fed induction generator rated at 28 kVA.

Abstract

Background: The aim of this paper is to implement a system to facilitate the diagnosis of multiple sclerosis (MS) in its initial stages. It does so using a convolutional neural network (CNN) to classify images captured with swept-source optical coherence tomography (SS-OCT). Methods: SS-OCT images from 48 control subjects and 48 recently diagnosed MS patients have been used. These images show the thicknesses (45 × 60 points) of the following structures: complete retina, retinal nerve fiber layer, two ganglion cell layers (GCL+, GCL++) and choroid. The Cohen distance is used to identify the structures and the regions within them with greatest discriminant capacity. The original database of OCT images is augmented by a deep convolutional generative adversarial network to expand the CNN’s training set. Results: The retinal structures with greatest discriminant capacity are the GCL++ (44.99% of image points), complete retina (26.71%) and GCL+ (22.93%). Thresholding these images and using them as inputs to a CNN comprising two convolution modules and one classification module obtains sensitivity = specificity = 1.0. Conclusions: Feature pre-selection and the use of a convolutional neural network may be a promising, nonharmful, low-cost, easy-to-perform and effective means of assisting the early diagnosis of MS based on SS-OCT thickness data
