8. Retrieving sinusoids from nonuniformly sampled data using recursive formulation

Abstract

A heuristic procedure based on novel recursive formulation of sinusoid (RFS) and on regression with predictive least-squares (LS) enables to decompose both uniformly and nonuniformly sampled 1-d signals into a sparse set of sinusoids (SSS). An optimal SSS is found by Levenberg-Marquardt (LM) optimization of RFS parameters of near-optimal sinusoids combined with common criteria for the estimation of the number of sinusoids embedded in noise. The procedure estimates both the cardinality and the parameters of SSS. The proposed algorithm enables to identify the RFS parameters of a sinusoid from a data sequence containing only a fraction of its cycle. In extreme cases when the frequency of a sinusoid approaches zero the algorithm is able to detect a linear trend in data. Also, an irregular sampling pattern enables the algorithm to correctly reconstruct the under-sampled sinusoid. Parsimonious nature of the obtaining models opens the possibilities of using the proposed method in machine learning and in expert and intelligent systems needing analysis and simple representation of 1-d signals. Abstract

The e-IRG Workshop, organised in the framework of the German EU Presidency, took place on 1.- 2. December 2020. The Workshop was implemented as three virtual sessions with the overall theme ofhow e-Infrastructures can support addressing societal challenges,including public health and climate change. Presentations ranged from institutional to national, EU and international levels, and from users to providers, and policy makers/funders perspectives. The presentations of the workshop were selected in order to reflect on the current developments in the e-Infrastructures domain, including the European Open Science Cloud (EOSC), High Performance Computing (PRACE and EuroHPC) and networking, and how these are linked with some of the societal challenges in different thematic areas. The three main topics addressed were i)Research Data Infrastructures, as data is the common denominator both within e-Infrastructures and across e-Infrastructures and thematic infrastructures, ii)The support of e-Infrastructures to the digital transformation in the health sector, where the COVID-19 pandemic has accelerated and amplified processes, and iii) one of the biggest challenges for mankind ahead, i.e. the climate change, and theimpact and benefits of e-Infrastructures in support of the EU Green deal policy,i.e. to become “climate neutral” by 2050 (without greenhouse gases).

Abstract

A study conducted in the Cleveland metropolitan area analyzes the capital gain provision in Sec 1034 of the IRS code, which resulted in increased emigration and virtually no movement into the city as it gives homesellers the advantage of deferring their tax liability on capital gains made by selling their home by purchasing another house of the same or greater value. The policy encouraged housing in suburban areas, resulting in a boom in the demand for high grade suburban housing, and decreased movement into the city. This encouraged low cost housing within the city, leading to dense concentrations of housing and disturbing the equilibrium of communities.

35. A Preliminary Assessment of the New Home Seller Capital Gains Law

The previous law was critiqued as detrimental to cities by promoting out-migration to higher-priced homes; it was asserted that the requirement that sellers buy a home equal to or greater than the value of the one they sold to defer tax liability obstructed movement down in price. This study asked whether movement down in price increased in four Ohio cities after the law was changed and whether movement out of the central cities decreased and movement in from the suburbs increased. Statistically significant change in movement down was found in only one city. Movement up in price and outward dominated all four areas. The study produced no direct evidence of the factors that influenced seller-buyer move decisions. The process of life-course change—younger households moving up to larger, move expensive homes and older households moving down to smaller, less expensive properties—was probably the driving force.

The topic of neighborhood redevelopment is central to residential appraisal and the lending process. We examine both the effect of neighborhood upgrading and decline, captured by subsidized new residential construction and sustained property tax delinquency respectively, on the sales price of one-to-two family homes. The research uses a two stage hedonic price model of 12,100 individual residential sales in Cleveland, Ohio during 1992-94. Results show a significant positive effect of $670 on the sales price of existing housing for each new unit built in a one-to-two block area. A decrease in sales price of $778 is associated with a 1% increase in the tax delinquency rate. The spatial variability of these effects is also explored.
