Cambodian waters historically supported significant nesting populations of marine turtles up to the early 20th century. However, although fishing and coastal development have intensified, marine turtle conservation has received little recent attention. We collate the available information on Cambodian marine turtles by summarizing NGO and government data from provincial consultations, fisheries surveys and nesting beach surveys, and synthesize our findings into recommendations for the conservation of marine turtles in Cambodia. The available data indicate that a small and highly threatened marine turtle population persists, despite significant declines driven by intense historical harvesting, widespread bycatch, loss of nesting habitat, marine wildlife trade and ongoing poor compliance with wildlife protection regulations. To improve the conservation status of Cambodian turtles, we recommend (1) revising relevant legislation to better protect marine turtle habitats whilst increasing compliance with gear restrictions and threatened species laws in priority sites, (2) trialling alternative fishing gear or gear modifications to reduce bycatch, (3) continuing capacity building for locally driven marine turtle conservation science, (4) identifying and mapping beaches with high nesting potential and protecting them from further coastal development, and (5) investing in transboundary collaborations to improve the monitoring and management of the turtle populations that range between Cambodia and neighbouring countries.

Globally, marine protected area (MPA) objectives have increasingly shifted from a primary focus on maintaining ecosystems through prohibiting extractive activities, to more equitable approaches that address the needs of both people and nature. This has led to MPAs with a diverse array of fisheries restrictions and recent debate on the type of restrictions that contribute to achieving biodiversity goals. Here we use a global dataset of 172 MPAs (representing 31 nations) alongside nine detailed case study MPAs (from Australia, Belize, Cambodia, Federated States of Micronesia, Fiji, Indonesia, Madagascar, Solomon Islands, and United States of America), including partially protected areas that allow regulated fishing, to illustrate the many diverse pathways that some MPAs have adopted to protect biodiversity and safeguard the rights and well-being of resource-dependent coastal communities. We group MPAs based on their restrictions and explore four key insights emerging from these groupings using our nine case studies: (i) MPAs use highly diverse approaches to regulate fisheries; (ii) partially protected areas can address gaps in regional fisheries management; (iii) devolving resource management rights to communities influences the chosen fisheries restrictions; and (iv) state-governed MPAs can use highly tailored fisheries restrictions to increase equity in access. We find that partially protected MPAs can offer effective and equitable pathways for biodiversity conservation if tailored to local context. Rather than focusing primarily on fully protected areas for achieving new global MPA targets, we recommend countries use a blend of locally-appropriate protection levels – from fully protected areas to partially protected MPAs to achieve positive biodiversity outcomes.

Mangroves are found throughout the tropics, providing critical ecosystem goods and services to coastal communities and supporting rich biodiversity. Globally, mangroves are being rapidly degraded and deforested at rates exceeding loss in many tropical inland forests. Madagascar contains around 2% of the global distribution, >20% of which has been deforested since 1990, primarily from over-harvest for forest products and conversion for agriculture and aquaculture. While historically not prominent, mangrove loss in Madagascar’s Mahajamba Bay is increasing. Here, we focus on Mahajamba Bay, presenting long-term dynamics calculated using United States Geological Survey (USGS) national-level mangrove maps contextualized with socio-economic research and ground observations, and the results of contemporary (circa 2011) mapping of dominant mangrove types. The analysis of the USGS data indicated 1050 hectares (3.8%) lost from 2000 to 2010, which socio-economic research suggests is increasingly driven by commercial timber extraction. Contemporary mapping results permitted stratified sampling based on spectrally distinct and ecologically meaningful mangrove types, allowing for the first-ever vegetation carbon stock estimates for Mahajamba Bay. The overall mean carbon stock across all mangrove classes was estimated to be 100.97 ± 10.49 Mg C ha−1. High stature closed-canopy mangroves had the highest average carbon stock estimate (i.e., 166.82 ± 15.28 Mg C ha−1). These estimates are comparable to other published values in Madagascar and elsewhere in the Western Indian Ocean and demonstrate the ecological variability of Mahajamba Bay’s mangroves and their value towards climate change mitigation.
