Extreme inequalities, uneven planning, and unruly environments have long shaped individual and collective subjectivities at Latin America's urban margins. Yet these same margins have frequently given rise to new forms of community organization, cultural practice, and social mobilization. This volumeframes the urban margins as complex and multi-layered sites where ongoing translocal histories of exploitation and marginalization meet distinctly local and interpersonal forms of sociability, subjective belonging, and political agency. In this book, renowned Latin American intellectuals, Pablo Alabarces and Néstor García Canclini, bring us up to date on the changes in the status and role of the popular classes in Latin American democracies over the past two decades. Building on decades-long research and experience in the field of cultural studies, the authors ask how the digitalization and economization of society are changing the reality of political participation and social inequality in Latin America and beyond, leading to new forms of economic and cultural marginalization. For most of the 20th century, Latin American literature and art have contested political and cultural projects of homogenization of a manifestly diverse continent. This book discusses in an accessible way how emerging globalizing processes are setting the stage for new forms of social and political struggle in Latin America, with increased involvement of multilateral and foreign actors, and impacts of global political populism and populist social media. Using an arts-based inquiry, Precarious Spaces addresses current concerns around the instrumentality and agency of art in the context of the precarity of daily life. This collection of essays challenges long-entrenched ideas about the history, nature, and significance of the informal neighborhoods that house the vast majority of Latin America's urban poor. Until recently, scholars have mainly viewed these settlements through the prisms of crime and drug-related violence, modernization and development theories, populist or revolutionary politics, or debates about the cultures of poverty. Deux axes directeurs ont guidé les travaux : la gouvernance et la globalisation. La gouvernance est appréciée dans sa qualité de processus et mode de régulation et d'expression des rapports entre acteurs sociaux, mais aussi entre eux et les pouvoirs publics. Cette démarche permet de l'appréhender de manière novatrice, à l'opposé de la vision normative des best practices développée par les organisations internationales. D'un enjeu à l'autre, les modes de gouvernance révèlent le poids des contextes nationaux et mondiaux, ce qui conforte l'idée d'une globalisation productrice de deux processus indissociables, l'uniformisation et la différenciation. Nous l'avons vérifié dans le domaine de l'habitat, mais aussi dans celui du travail, de la consommation ou des illégalismes. Residential segregation is a key issue for good governance in Latin American cities. The isolation of people of different social classes or ethnicities has potential political and social consequences, including differential access to and quality of education, health and other services. This volume uses the recent availability of geo-coded census data and techniques of spatial analysis to conduct the first detailed comparative examination of residential segregation in six major Latin American metropolises, with Austin, Texas, as a US comparison. It demonstrates the high degree of residential segregation of contemporary Latin American cities and discusses implications for the welfare of urban residents.

This book presents the results of studies conducted between 2001 and 2003 in six countries of the Region - the Dominican Republic, Ecuador, Guatemala, Honduras, Paraguay, and Peru - with the objective of characterizing and measuring exclusion in health. The study forms part of a joint initiative between the Pan American Health Organization and the Swedish International Development Cooperation Agency, and its findings will be of great use to decision- and policymakers at all levels throughout the regional public health community.
