Abstract

Abstract The goal in this commentary is to share the development of the NASA Applied Science pre‐launch protocol called the Early Adopter Program (EAP) that is designed to build user‐readiness of planned satellite Earth observing missions proactively and before the launch. Here we focus in particular on the Surface Water and Ocean Topography satellite mission EAP as an illustration of benefits of such a program of proactive and sustained user community engagement. Such a commentary will be of value to other satellite Earth observation missions that are currently in service, scheduled for launch or prioritized for development in the near future.

2. Satellite Altimetry for Ocean and Coastal Applications: A Review

Abstract

More than 30 years of observations from an international suite of satellite altimeter missions continue to provide key data enabling research discoveries and a broad spectrum of operational and user-driven applications. These missions were designed to advance technologies and to answer scientific questions about ocean circulation, ocean heat content, and the impact of climate change on these Earth systems. They are also a valuable resource for the operational needs of oceanographic and weather forecasting agencies that provide information to shipping and fishing vessels and offshore operations for route optimization and safety, as well as for other decision makers in coastal, water resources, and disaster management fields. This time series of precise measurements of ocean surface topography (OST)—the “hills and valleys” of the ocean surface—reveals changes in ocean dynamic topography, tracks sea level variations at global to regional scales, and provides key information about ocean trends reflecting climate change in our warming world. Advancing technologies in new satellite systems allows measurements at higher spatial resolution ever closer to coastlines, where the impacts of storms, waves, and sea level rise on coastal communities and infrastructure are manifest. We review some collaborative efforts of international space agencies, including NASA, CNES, NOAA, ESA, and EUMETSAT, which have contributed to a collection of use cases of satellite altimetry in operational and decision-support contexts. The extended time series of ocean surface topography measurements obtained from these satellite altimeter missions, along with advances in satellite technology that have allowed for higher resolution measurements nearer to coasts, has enabled a range of such applications. The resulting body of knowledge and data enables better assessments of storms, waves, and sea level rise impacts on coastal communities and infrastructure amongst other key contributions for societal benefit. Although not exhaustive, this review provides a broad overview with specific examples of the important role of satellite altimetry in ocean and coastal applications, thus justifying the significant resource contributions made by international space agencies in the development of these missions.

Abstract

In 2018 we celebrated 25 years of development of radar altimetry, and the progress achieved by this methodology in the fields of global and coastal oceanography, hydrology, geodesy and cryospheric sciences. Many symbolic major events have celebrated these developments, e.g., in Venice, Italy, the 15th (2006) and 20th (2012) years of progress and more recently, in 2018, in Ponta Delgada, Portugal, 25 Years of Progress in Radar Altimetry. On this latter occasion it was decided to collect contributions of scientists, engineers and managers involved in the worldwide altimetry community to depict the state of altimetry and propose recommendations for the altimetry of the future. This paper summarizes contributions and recommendations that were collected and provides guidance for future mission design, research activities, and sustainable operational radar altimetry data exploitation. Recommendations provided are fundamental for optimizing further scientific and operational advances of oceanographic observations by altimetry, including requirements for spatial and temporal resolution of altimetric measurements, their accuracy and continuity. There are also new challenges and new openings mentioned in the paper that are particularly crucial for observations at higher latitudes, for coastal oceanography, for cryospheric studies and for hydrology. The paper starts with a general introduction followed by a section on Earth System Science including Ocean Dynamics, Sea Level, the Coastal Ocean, Hydrology, the Cryosphere and Polar Oceans and the ‘‘Green” Ocean, extending the frontier from biogeochemistry to marine ecology. Applications are described in a subsequent section, which covers Operational Oceanography, Weather, Hurricane Wave and Wind Forecasting, Climate projection. Instruments’ development and satellite missions’ evolutions are described in a fourth section. A fifth section covers the key observations that altimeters provide and their potential complements, from other Earth observation measurements to in situ data. Section 6 identifies the data and methods and provides some accuracy and resolution requirements for the wet tropospheric correction, the orbit and other geodetic requirements, the Mean Sea Surface, Geoid and Mean Dynamic Topography, Calibration and Validation, data accuracy, data access and handling (including the DUACS system). Section 7 brings a transversal view on scales, integration, artificial intelligence, and capacity building (education and training). Section 8 reviews the programmatic issues followed by a conclusion.

4. Success Stories of Satellite Radar Altimeter Applications

Abstract

For nearly three decades, satellite nadir altimeters have provided essential information to understand primarily ocean but also inland water dynamics. A variety of parameters can be inferred via altimeter measurements, including sea surface height, sea surface wind speeds, significant wave heights, and topography of land, sea ice, and ice sheets. Taking advantage of these parameters with the long record of altimeter data spanning multiple decades has allowed a diverse range of societal applications. As the constellation of altimeter satellites grows, the proven value of the missions to a diverse user community can now be demonstrated by highlighting a selection of verifiable success stories. In this paper, we review selected altimeter success stories that incorporate altimetry data, alone or in conjunction with numerical models or other Earth observations, to solve a key societal problem. First, we define the problem or the key challenge of each use case, and then we articulate the uptake of the successful altimeter-based solution. Our review revealed steady progress by scientific and stakeholder communities in bridging the gap between data availability and their actual uptake to address a variety of applications. Highlighting these altimeter-based success stories can serve to further promote the widespread adoption of future satellite missions such as the Surface Water and Ocean Topography (SWOT) mission scheduled for launch in 2022. Knowledge of the breadth of current utility of altimeter observations can help the scientific community to demonstrate the value in continuing radar altimeter and similar missions, particularly those with expanded capabilities, such as SWOT.

6. A Review of the Community Assessment Report (CAR) from the Mass Change Decadal Observable Applications Team

Abstract

In support of the Mass Change (MC) satellite mission development, the NASA Mass MC Decadal Observables Study Team formed the MC Applications Team (MCAT) to assess user communities and their needs. Applications requirements were derived from the National Academy of Sciences’ 2017-2027 Decadal Survey for Earth Science and Applications from Space and from community engagement activities. A number of engagement mechanisms were employed to identify and reach out to both communities of practice (end-users and decision makers with experience using Earth observing satellite data such as GRACE) and communities of potential (stakeholders from select user communities who may have operational or practical uses for MC data and information products). A primary goal of the MCAT was the development of a Community Assessment Report (CAR) to identify user communities, particularly those underserved, that may offer an opportunity for expanding the user base for NASA Earth observations and research applications for the future MC mission. CAR activities included assessments of both communities of practice (comprised of existing users of EO gravity mission data), and communities of potential (those who may benefit from future MC mission data or information products). Mass change observations have the potential to support numerous practical applications across a wide range of Earth systems variables. The focus of MCAT user engagement in this analysis was principally on water resources applications, due to the great potential for assessment and management using these observations ((for example, groundwater conservation planning). With the CAR, we were able to identify and characterize select existing and potential user communities, describe specific use cases for these communities, suggest pathways for future sustained engagement, and provide recommendations for next steps.

Abstract

Radar altimetry is a remote sensing technique with a wide range of practical and scientific applications for observing the global ocean, land surface waters, and the Earth’s ice sheets. Understanding complex and technical satellite radar altimetry systems and using the data and information products derived from them can be immensely challenging. Nonexpert users, such as the general public and students in particular, may find that this complexity prevents them from reaping the benefits of the considerable information that satellites can provide. Over the past 28 years and more, experts and amateurs in altimetry outreach have developed programs, activities and information products using a variety of media, targeting a broad spectrum of users in order to demonstrate the significant value of satellite altimetry missions to society. The goal of outreach professionals and nonprofessionals is to convey complex scientific and technical concepts in an understandable and engaging way to a variety of audiences. Outreach people themselves also come from a wide variety of backgrounds: from employees of international space agencies building and launching satellites, through to Mission and Science Team members validating and using the data for research purposes, and science communicators —all with a wide range of motivations. This article reviews the challenges and achievements of altimetry outreach and is largely based on the records of the Outreach and Data Services splinter session of the Ocean Surface Topography Science Team meetings. It includes minutes of splinter sessions, agendas, posters, and collected showcase presentations.

11. Applications Program Status for the Mass Change Decadal Observable Mission Study

Abstract

NASA has identified a Mass Change Designated Observable (MCDO) Study Team to develop the next NASA Mass Change satellite mission, as recommended by the National Academy of Sciences’ 2017-2027 Decadal Survey for Earth Science and Applications from Space (DS). A key requisite of the MCDO mission is that, in addition to optimizing science objectives and programmatic factors (i.e., as cost and risk), it must support a range of operational and applied science uses and user communities beyond the research communities. Continued measurement of changes in the Earth’s dynamic gravity field over time, as accomplished by the GRACE and GRACE Follow-On missions, is the primary science objective of the MCDO. The DS also emphasizes applications-oriented science and data products that are more responsive to evolving societal needs. Consequently, the MC Applications Team (MCAT) was assembled from among NASA Earth and gravimetry science and applications specialists to identify existing and potential operational uses of these new satellite gravity observations. A key component of this work is focused on optimizing outcomes of and return on NASA’s investment in the new MCDO mission by developing a formal program to engage with user communities beyond the traditional research community and to reach new users and audiences, especially private sector and non-profits. In order to provide value to a broader audience, user community needs (i.e., data types and format, latency and spatial resolution requirements, and others) are being assessed to inform mission design and data processing decisions through incorporation into a science and applications traceability matrix (SATM) developed by the MCDO Study Team. In addition, a value framework is utilized to analyze the value of each mission architecture as defined by its provided benefits relative to its associated cost and risk. The value framework enables the evaluation of the science and programmatic benefits of the concepts using a transparent and objective process. MCAT planning elements for user engagement includes; Leveraging existing work and resources, based on the GRACE Missions Applications Plan, provides an initial framework for identification and engagement of existing and potential uses and users of gravity mission data. MCDO ‘Mass Change Mission Applications Survey' (tinyurl.com/MassChangeSurvey); This activity has provided important insights into who the current user communities are and their priority needs. The survey queries resolution and accuracy requirements, data use, and demographic information to help characterize user communities. Analyses of results have been used to ensure that the MC data products are optimized for a broad user community. Direct non-research user community outreach and engagement to identify new users who would find value in new satellite gravity data and observations. Focus groups and workshops will be conducted to gage data needs and to better understand the impact of gravimetric data for new users. NASA is developing a Community Assessment Report (CAR) that will include information on existing and potential new users of MC data products and how to maximize benefits for those users. Training The presentation will highlight progress and how members of the broader applications community can provide inputs to the MCAT.

Planning is underway for development of the next NASA Mass Change satellite mission, as identified in the National Science Foundation’s 2017-2027 Decadal Survey for Earth Science and Applications from Space (Decadal Survey). NASA has identified a Mass Change Designated Observable (MCDO) Study Team to evaluate satellite mission architectures that could optimally support a range of science and applications needs of user communities (both research and operational) of future mass change missions (i.e., successors to the GRACE and GRACE Follow On missions). The primary science objective of the MCDO, as identified in the Decadal Survey, is the continued measurement of changes in the Earth’s dynamic gravity field over time. The Decadal Survey also emphasizes applications of the mission data products as a major focus, in addition to science outcomes. Operational use and societal benefit derived from the GRACE and GRACE FO data and information products demonstrate the value of these missions. Applications include drought monitoring, quantification of groundwater depletion, flood prediction, and thermal expansion of the ocean, which contributes to sea level rise, to name a few. In order to effectively identify the observational product requirements of future gravity mission applications data users and to develop actionable objectives for mission design, a Mass Change Mission Applications survey was developed. Information on user needs, current uses, and capabilities derived from the survey have provided insights as to desired or required spatial scales, data latency, data formats, and technical capabilities of the users, as well as how to prioritize tradeoffs. The survey focused on evaluating the needs of a broad range of existing and potential user communities in order to incorporate these needs into mission design and architecture studies that are underway.The survey comprises general questions about requirements for a given application, and data use and demographic information to help characterize aspects of the user community. Analyses of the survey results are now being used to inform potential mission architecture designs, evaluate tradeoffs, and ensure that the data products are optimized for a broad user community.

Abstract

Capacity building using Earth observing (EO) systems and data (i.e., from orbital and nonorbital platforms) to enable societal applications includes the network of human, nonhuman, technical, nontechnical, hardware, and software dimensions that are necessary to successfully cross the valley [of death; see NRC (2001)] between science and research (port of departure) and societal application (port of arrival). In many parts of the world (especially where ground-based measurements are scarce or insufficient), applications of EO data still struggle for longevity or continuity for a variety of reasons, foremost among them being the lack of resilient capacity. An organization is said to have resilient capacity when it can retain and continue to build capacity in the face of unexpected shocks or stresses. Stresses can include intermittent power and limited Internet bandwidth, constant need for education on ever-increasing complexity of EO systems and data, communication challenges between the ports of departure and arrival (especially across time zones), and financial limitations and instability. Shocks may also include extreme events such as disasters and losing key staff with technical and institutional knowledge.

Abstract

NASA and the French space agency, CNES, with contributions from the Canadian Space Agency (CSA) and United Kingdom Space Agency (UKSA) are developing new wide swath altimetry technology that will cover most of the world’s ocean and surface freshwater bodies. The proposed Surface Water and Ocean Topography (SWOT) mission will have the capability to make observations of surface water (lakes, rivers, wetland) heights and measurements of ocean surface topography with unprecedented spatial coverage, temporal sampling, and spatial resolution compared to existing technologies. These data will be useful for monitoring the hydrologic cycle, flooding, and characterizing human impacts on a changing environment. The applied science community is a key element in the success of the SWOT mission, demonstrating the high value of the science and data products in addressing societal issues and needs. The SWOT applications framework includes a working group made up of applications specialists, SWOT science team members, academics and SWOT Project members to promote applications research and engage a broad community of potential SWOT data users. A defined plan and a guide describing a program to engage early adopters in using proxies for SWOT data, including sophisticated ocean and hydrology simulators, an airborne analogue for SWOT (AirSWOT), and existing satellite datasets, are cornerstones for the program. A user survey is in development and the first user workshop was held in 2015, with annual workshops planned. The anticipated science and engineering advances that SWOT will provide can be transformed into valuable services to decision makers and civic organizations focused on addressing global disaster risk reduction initiatives and potential science-based mitigation activities for water resources challenges of the future. With the surface water measurements anticipated from SWOT, a broad range of applications can inform inland and coastal managers and marine operators of terrestrial and oceanic phenomena relevant to their work.

Abstract

Scheduled for launch in 2021, the Surface Water and Ocean Topography (SWOT) mission will be a truly unique mission that will provide high-temporal-frequency maps of surface water extents and elevation variations of global water bodies (lakes/reservoirs, rivers, estuaries, oceans, and sea ice) at higher spatial resolution than is available with current technologies (Biancamaria et al. 2016; Alsdorf et al. 2007). The primary instrument on SWOT is based on a Ka-band radar interferometer (KaRIN), which uses radar interferometery technology. The satellite will fly two radar antennas at either end of a 10-m (33 ft) mast, allowing it to measure the elevation of the surface along a 120-km (75 mi)-wide swath below. The availability of high-frequency and high-resolution maps of elevations and extents for surface water bodies and oceans will present unique opportunities to address numerous societally relevant challenges around the globe (Srinivasan et al. 2015). These opportunities may include such diverse and far-ranging applications as fisheries management, flood inundation mapping/risk mitigation/forecasting, wildlife conservation, global data assimilation for improving forecast of ocean tides and weather, reservoir management, climate change impacts and adaptation, and river discharge estimation, among others.

Abstract

This chapter provides an overview of the NASA Early Adopter Program from the perspective of three new and planned satellite earth observing missions—SMAP, ICESat-2 and SWOT. The level of activity and engagement of the mission’s applications is directly related to the maturity of the mission products and algorithms. Early Adopters were introduced to NASA through the SMAP Mission Applications Program in 2010 and it quickly became adopted by other missions (ICESat-2 2013 and SWOT in 2014). Early Adopters work with the mission scientists to test the thematic uses and applications of mission products, while providing feedback on the accomplishments and challenges of the data.

Abstract

International Altimetry Team., In 2018 we celebrated 25 years of development of radar altimetry, and the progress achieved by this methodology in the fields of global and coastal oceanography, hydrology, geodesy and cryospheric sciences. Many symbolic major events have celebrated these developments, e.g., in Venice, Italy, the 15th (2006) and 20th (2012) years of progress and more recently, in 2018, in Ponta Delgada, Portugal, 25 Years of Progress in Radar Altimetry. On this latter occasion it was decided to collect contributions of scientists, engineers and managers involved in the worldwide altimetry community to depict the state of altimetry and propose recommendations for the altimetry of the future. This paper summarizes contributions and recommendations that were collected and provides guidance for future mission design, research activities, and sustainable operational radar altimetry data exploitation. Recommendations provided are fundamental for optimizing further scientific and operational advances of oceanographic observations by altimetry, including requirements for spatial and temporal resolution of altimetric measurements, their accuracy and continuity. There are also new challenges and new openings mentioned in the paper that are particularly crucial for observations at higher latitudes, for coastal oceanography, for cryospheric studies and for hydrology. The paper starts with a general introduction followed by a section on Earth System Science including Ocean Dynamics, Sea Level, the Coastal Ocean, Hydrology, the Cryosphere and Polar Oceans and the “Green” Ocean, extending the frontier from biogeochemistry to marine ecology. Applications are described in a subsequent section, which covers Operational Oceanography, Weather, Hurricane Wave and Wind Forecasting, Climate projection. Instruments’ development and satellite missions’ evolutions are described in a fourth section. A fifth section covers the key observations that altimeters provide and their potential complements, from other Earth observation measurements to in situ data. Section 6 identifies the data and methods and provides some accuracy and resolution requirements for the wet tropospheric correction, the orbit and other geodetic requirements, the Mean Sea Surface, Geoid and Mean Dynamic Topography, Calibration and Validation, data accuracy, data access and handling (including the DUACS system). Section 7 brings a transversal view on scales, integration, artificial intelligence, and capacity building (education and training). Section 8 reviews the programmatic issues followed by a conclusion., At the forefront of this support, we must obviously mention the space agencies CNES, ESA and NASA which have played and still play a decisive role in the development and launch of several prominent altimetry missions from the outset. Other agencies such as DLR, EUMETSAT, ISRO, NOAA, NSOAS and organizations such as CMEMS, also contribute significantly to developments in all forms of altimetry.
