This paper examines how Basel III capital reforms affected bank lending in Ger- many. We focus on the increase of minimum risk-based capital requirements and the introduction of the leverage ratio. The announcement of stricter risk-based capital regulation significantly affected low capitalized banks. The impact depends on a bank's credit risk model, i.e. whether a bank applies the standardized approach (SA) or an internal ratings-based approach (IRBA) to determine risk weights. Low capitalized SA banks significantly cut lending whereas IRBA banks did not ad- just lending volumes. By contrast, low capitalized IRBA banks significantly in- creased collateralization while low capitalized SA banks adjusted collateralization only marginally. Moreover, the impact on SMEs and large companies also differs. In terms of lending, SMEs were affected more strongly, whilst in terms of collateralization the impact on large companies was bigger. The announcement of the leverage ratio had, however, a rather limited impact. We find some evidence that low capitalized banks reduced lending. Furthermore, low capitalized banks somewhat tightened collateral requirements, especially for large companies.

The economic policy response to COVID-19 lockdowns included a variety of measures. Their effects on non-financial firms, however, remain unclear. To shed light on the effect of transfers, we investigate the effect of German emergency aid transfers (November-December aid), a program designed for small and medium sized firms. Using novel survey data, we exploit variation in application status to estimate its effects on the financial situation of firms. We distinguish between firms that had already used aid transfers and those firms with a pending application. Our results show that firms substantially benefited from the November-December aid program. The provision of transfers improved liquidity and access to credit for distressed firms, while decreasing credit demand. The estimates suggest that firms that had received an approval of their application for November-December aid faced a 5-percentage point lower probability of being confronted with a low liquidity buffer. We also find strong evidence, that firms substituted aid with credit, since firms with a pending application status faced an 8-percentage point higher likelihood of starting credit negotiations. Moreover, the provision of November-December aid improved the creditworthiness of firms. We can show that receiving these transfers increased the probability of obtaining a loan at the desired conditions by 14 to 18 percentage points.

We exploit staggered real estate transaction tax (RETT) hikes across German states to identify the effect of house price changes on mortgage credit supply. Based on approximately 33 million real estate online listings, we construct a quarterly hedonic house price index (HPI) between 2008:q1 and 2017:q4, which we instrument with state-specific RETT changes to isolate the effect on mortgage credit supply by all local German banks. First, a RETT hike by one percentage point reduces HPI by 1.2%. This effect is driven by listings in rural regions. Second, a 1% contraction of HPI induced by an increase in the RETT leads to a 1.4% decline in mortgage lending. This transmission of fiscal policy to mortgage credit supply is effective across almost the entire bank capitalization distribution.

More than 25 years after German reunification, key economic indicators for households living in eastern German regions are still below the western German levels. This particularly holds for private net wealth, which reaches only about 40% of the western German level. However, a more granular regional perspective may reveal a more diverse picture. Therefore, this study is designed to develop regional wealth indicators for the 16 federal states and for the 96 regional planning regions (Raumordnungsregionen) in Germany based on the second wave of the Panel on Household Finances (PHF) conducted by the Deutsche Bundesbank in 2014. These estimates are derived by means of a modified Fay-Herriot approach (Fay and Herriot, 1979) dealing with a) the skewness of the wealth distribution using a transformation, b) unit and item non-response, especially the multiple imputation used, and c) inconsistencies of the regional estimates with the national direct estimate. The results show that private wealth in all eastern German regions still remains far below the national average. However, the wealthiest planning regions in the east report higher private wealth figures than the western German regions with the lowest private wealth estimates. Although the paper is particularly focused on Germany, the approach proposed is applicable to surveys with a similar data structure.

The focus of this article is the empirical identification of factors influencing Foreign Direct Investment (FDI) in the knowledge-intensive business service (KIBS) sector on the regional level of «Raumordnungsregionen» in East Germany. The analysis focuses on the impact of regional agglomeration and technological capability on the location decision of foreign investors and West German MNEs. It shows that localisation, patent activity and the share of employees with an R&D occupation affect significantly the location decision of FDI. This result provides an explanation for the strong concentration of KIBS in urban areas in a post-transition economy.

Innovationen in Form neuer Produkte und Produktionsprozesse sind in fortgeschrittenen Volkswirtschaften der entscheidende Treiber der wirtschaftlichen Entwicklung. Nach Abschluss der massiven technologischen Erneuerung in Ostdeutschland, die sich bis Ende der 1990er Jahre in deutlich höheren Quoten innovierender Betriebe als in Westdeutschland niederschlug, müssen sich die Betriebe in den Neuen Ländern im Innovationswettbewerb behaupten. Der Beitrag skizziert die Innovationstätigkeit der Betriebe in Ost- und Westdeutschland und geht im Rahmen einer multivariaten Analyse den Bestimmungsfaktoren von Produkt- und Prozessinnovationen nach. Die empirischen Untersuchungen unter Verwendung des IAB-Betriebspanels zeigen, dass sich die Betriebe des Verarbeitenden Gewerbes in Ostdeutschland im Jahr 2008 durch eine rege Innovationsbeteiligung auszeichnen. Gemessen am Anteil der Betriebe mit Innovationen bestehen zwischen Ost- und Westdeutschland keine wesentlichen Unterschiede. Die regressionsanalytische Untersuchung zeigt, dass eigene betriebliche Forschung und Entwicklung (FuE) eine wichtige Einflussgröße für Innovationen in Ost- und Westdeutschland darstellt. Auch den betrieblichen Weiterbildungsaktivitäten kann ein positiver Einfluss bescheinigt werden. Ein wesentlicher Unterschied zwischen Ost- und Westdeutschland besteht darin, dass eine zunehmende Betriebsgröße in Ostdeutschland – anders als in Westdeutschland – keinen Einfluss auf die Innovationsneigung ausübt. In Ostdeutschland zeigen die kleinen Betriebe (10 bis 49 Beschäftigte) eine starke Innovationsneigung bei den besonders wichtigen Produktinnovationen im Sinne von Marktneuheiten.

This paper focuses on the effect of foreign presence in the services sector on the productivity growth of downstream customers in the manufacturing sector in six EU new member countries in the course of their accession to the European Union. For this purpose, the analysis combines firm-level information, data on economic structures and annual national input-output tables. The findings suggest that services FDI may enhance productivity of manufacturing firms in Central and Eastern European (CEE) countries through vertical forward spillovers, and thereby contribute to their competitiveness. The consideration of firm characteristics shows that the magnitude of spillover effects depends on size, ownership structure, and initial productivity level of downstream firms as well as on the diverging technological intensity across sector on the supply and demand side. The results suggest that services FDI foster productivity of domestic rather than foreign controlled firms in the host economy. For the period between 2003 and 2008, the findings suggest that the increasing share of services provided by foreign affiliates enhanced the productivity growth of domestic firms in manufacturing by 0.16%. Furthermore, the firms' absorptive capability and the size reduce the spillover effect of services FDI on the productivity of manufacturing firms. A sectoral distinction shows that firms at the end of the value chain experience a larger productivity growth through services FDI, whereas the aggregate positive effect seems to be driven by FDI in energy supply. This does not hold for science-based industries, which are spurred by foreign presence in knowledge-intensive business services.

This paper relates an individual's social capital and the length of unemployment spells of the very same individual. For this purpose, we analyze several facets of an agent's social activities as determinants of her social capital. Social activities lead to social interactions within organizational settings, which build up social capital at the group level. Via social interactions an exchange of knowledge emerges, including information on opportunities to get a job. An econometric duration model based on German data is applied to empirically research the relationship between social capital and the duration of unemployment. Our results show that an individual's social capital positively affects an agent's probability to take up employment in the next time period. This implies social capital shortens the length of an unemployment spell significantly.

This paper contributes to the discussion on the importance of physical distance in the emergence of cross-region collaborative Research and Development (R&D) interactions. The proximity theory, and its extensions, is used as a theoretical framework. A spatial interaction model for count data was implemented for the empirical analysis of German data from the period from 2005 to 2010. The results show that all tested proximity measurements (geographical, cognitive, social and institutional proximity) have a significant positive influence on collaboration intensity. The proximity paradox, however, cannot be confirmed for geographical, social and institutional proximity, but for cognitive proximity. Das Papier leistet einen Beitrag zur Diskussion über die Bedeutung physischer Distanz für die Herausbildung von Zusammenarbeit in der Forschung und Entwicklung (FuE) über Regionsgrenzen hinweg. Den theoretischen Rahmen bilden die Proximity-Theorie und ihre Erweiterungen. Mit Hilfe eines räumlichen Interaktionsmodells für Zähldaten werden deutsche Daten des Zeitraums von 2005 bis 2010 empirisch analysiert. Die Ergebnisse zeigen, dass alle getesteten Maße für Nähe (geographische, kognitive, soziale und institutionelle) einen signifikant positiven Einfluss auf die Intensität der Zusammenarbeit haben. Das 'Paradox der Nähe' kann hingegen nur für kognitive Nähe bestätigt werden, nicht aber für geographische, soziale und institutionelle Nähe.

In dieser Schwerpunktstudie wird die Internationalisierung von Forschung und Entwicklung (FuE) aus deutscher Perspektive untersucht. Aktuelle Trends wurden auf Basis der internationalen FuE-Statistik identifiziert. Darüber hinaus werden patentbasierte Indikatoren berechnet, die vor allen Dingen zu den Technologiefeldern der erfinderischen Aktivitäten deutscher Unternehmen im Ausland neue Erkenntnisse liefern. Eine mikro-ökonometrische Analyse gibt Aufschluss über die relevanten Standortfaktoren für ausländische FuE in Deutschland und der EU27. Zusätzlich wurden neue Befragungsdaten zu FuE deutscher Unternehmen an "neuen Standorten" in Ost- und Mitteleuropa analysiert. Abschließend wurden an Hand eines Datensatzes europäischer multinationaler Unternehmen sowie der Fallstudie eines deutschen Konzerns strategische Faktoren und Managementpraktiken identifiziert, welche den Wissenstransfer in multinationalen Unternehmen beeinflussen. Die Ergebnisse der Schwerpunktstudie bieten somit eine belastbare Basis, um wirtschaftspolitische Handlungsempfehlungen abzuleiten.

Insbesondere befasst sich die Studie dabei mit den Regionen, die mit naturlichen Ressourcen und umfassenden Markten ausgestattet sind. In unserer Analyse kombinieren wir umfangreiche Regionaldaten mit Firmendaten russischer Unternehmen, in die mindestens ein auslandischer Investor im Zeitraum zwischen 2000 und 2009 investiert hat. Die Analyse nach den Standortfaktoren wird in einem Conditional Logit Modell untersucht. Die grundlegenden Ergebnisse der Studie sind dreifach zu differenzieren. Erstens kann festgestellt werden, dass eine Theorie alleine nicht ausreicht, um das geographische Muster von FDI in Russland zu erklaren. Vielmehr kann eine Kombination der Determinanten festgestellt werden; marktbedingte Faktoren und die Zuganglichkeit von naturlichen Ressourcen stellen sich als wichtige Komponenten fur die Ansiedlung auslandischer Investoren dar. Der Einfluss naturlicher Ressourcen ist dabei stetig uber die Zeit gewachsen, ungeachtet von exogenen Schocks wie beispielsweise dem Yukos-Prozess. Zweitens wirken Agglomerationseffekte auf die Standwortwahl auslandischer Investoren sowohl durch sektorspezifische als auch durch intersektorale Externalitaten. Drittens zeigen die Ergebnisse, dass der Zugang zu naturlichen Ressourcen FDI in Dienstleistungssektoren nach sich zieht. Auch wenn Investitionen in Moskau ausgegrenzt bzw. M&A (Mergers & Acquistions) Investitionen hinzugenommen werden, bleiben die Regressionsergebnisse stabil.

This paper conducts an empirical study of the factors that affect the spatial distribution of foreign direct investment (FDI) across regions in Russia; in particular, this paper is concerned with those regions that are endowed with natural resources and marketrelated benefits. Our analysis employs data on Russian firms with a foreign investor during the 2000-2009 period and linked regional statistics in the conditional logit model. The main findings are threefold. First, we conclude that one theory alone is not able to explain the geographical pattern of foreign investments in Russia. A combination of determinants is at work; market-related factors and the availability of natural resources are important factors in attracting FDI. The relative importance of natural resources seems to grow over time, despite shocks associated with events such as the Yukos trial. Second, existing agglomeration economies encourage foreign investors by means of forces generated simultaneously by sector-specific and inter-sectoral externalities. Third, the findings imply that service-oriented FDI co-locates with extraction industries in resource-endowed regions. The results are robust when Moscow is excluded and for subsamples including only Greenfield investments or both Greenfield investments and mergers and acquisitions (M&A). This paper analyses the impact of agglomeration effects, labour market conditions and other determinants on the location choice of MNEs in transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a conditional logit model on a sample of 4,343 subsidiaries for the time period 2000-2010. The results show that agglomeration advantages, such as sectoral specialisation, a certain economic diversity as well as a region's economic and technological performance prove to be some of the most important pull factors for FDI in transition regions. In addition, the labour market factors prove to play an important role in the location of FDI.

The focus of this article is the empirical identification of factors influencing Foreign Direct Investment (FDI) in transition economies on a regional level (NUTS 2). The analysis is designed as benchmark between three neighboring post-communist regions, i.e. East Germany, the Czech Republic and Poland. Their different transition paths have not only resulted in economic differences. We can also observe today that the importance of pull factors for FDI varies significantly across the regions. This analysis shows that in comparison with Poland and the Czech Republic, East Germany's major benefit is its purchasing power, its geographical proximity to West European markets, and its modern infrastructure. Furthermore, the analysis suggests that intra-industry linkages such as specialization and agglomeration economies are relevant factors for the location decision of foreign investors. This result can help to explain the regional divergence of FDI streams in transition economies. Der Fokus dieses Artikels liegt auf der empirischen Identifikation von Faktoren, die ausländische Direktinvestitionen (FDI) in Transformationsökonomien auf regionaler Ebene (NUTS 2) beeinflussen. Die Untersuchung ist als Vergleich zwischen drei benachbarten post-kommunistischen Transformationsregionen (Ostdeutschland, der Tschechischen Republik und Polen) konzipiert. Wie sich zeigt, resultieren die Besonderheiten der länderspezifischen Transformationspfade nicht nur in unterschiedlichen gesamtwirtschaftlichen Strukturen. Stattdessen unterscheiden sich auch die Einflussfaktoren für die Anziehung von FDI zwischen den betrachteten Regionen. So belegt diese Analyse, dass Ostdeutschland im Vergleich zur Tschechischen Republik und Polen vor allem von seiner Kaufkraft, seiner geographischen Nähe zu den westeuropäischen Märkten und seiner modernen Infrastruktur profitiert. Außerdem zeigt die Analyse, dass sektorale Verflechtungen wie regionale Spezialisierung und Agglomerationseffekte relevante Einflussgrößen für die Ansiedlungsentscheidung ausländischer Unternehmen sind. Dieses Ergebnis trägt somit zur Erklärung der Divergenz von FDI-Strömen zwischen Transformationsregionen bei.
