In 2018, the Parties to the Convention on Biological Diversity (CBD) adopted a decision on protected areas and other effective area-based conservation measures (OECMs). It contains the definition of an OECM and related scientific and technical advice that has broadened the scope of governance authorities and areas that can be engaged and recognised in global conservation efforts. The voluntary guidance on OECMs and protected areas, also included in the decision, promotes the use of diverse, effective and equitable governance models, the integration of protected areas and OECMs into wider landscapes and seascapes, and mainstreaming of biodiversity conservation across sectors. Taken as a whole, the advice and voluntary guidance provides further clarity about the CBD Parties’ understanding of what constitutes equitable and effective area-based conservation measures within and beyond protected areas and provides standardised criteria with which to measure and report areas’ attributes and performance. This policy perspective suggests that this CBD decision represents further evidence of the evolution from the ‘new paradigm for protected areas’ to a broader ‘conserved areas paradigm’ that embodies good governance, equity and effective conservation outcomes and is inclusive of a diversity of contributions to conservation within and beyond protected areas.

Although protected areas represent a pivotal response to escalating anthropogenic threats, they face many pressures, inside and outside their boundaries. Amid these challenges, effective conservation is guided by evidence-based decision making supported by dynamic processes of learning and knowledge exchange. Although different models promote knowledge exchange, embedding research scientists within conservation agencies is best suited to supporting evidence-based conservation. Based on available literature and our experiences on several continents, we considered the benefits, challenges, and opportunities associated with embedding research scientists within conservation agencies and the research required to better understand the effectiveness of the embedding model for evidence-based conservation. Embedded researchers provide long-term commitment to building social capital among academic and nonacademic stakeholders; act as skilled gatekeepers who increase 2-way flow of knowledge between scientists and managers; attract, coordinate, and support management-relevant external research projects; drive the design and maintenance of long-term monitoring; and align their research with information needs. Notwithstanding the many benefits, research capacity of conservation agencies is declining worldwide. A significant challenge is that the values, structures, functions, and effectiveness of the embedding model of knowledge exchange remain poorly evaluated and documented. Also, embedded researchers have to balance their desire for creativity and flexibility with the standardization and quality control required by their public sector agencies; may be perceived as not credible because they are not truly independent of their agency; and have to couple scientific productivity with skills for transdisciplinary research, social facilitation, and stakeholder engagement. Systematic research on embedding and other models of knowledge exchange, across different world contexts, is required to better understand the benefits, costs, and institutional arrangements associated with different models.El Caso para la Incorporación de Investigadores en las Agencias de Conservación Resumen Aunque las áreas protegidas representan una respuesta crucial a las crecientes amenazas antropogénicas, estas enfrentan muchas presiones dentro y fuera de sus fronteras. The International Union for Conservation of Nature (IUCN) World Commission on Protected Areas (WCPA) has been helping to set global standards and best practice guidelines in protected area planning and management for 60 years. Following this guidance, many countries have made significant progress toward their Aichi Target 11 commitments under the Convention on Biological Diversity (CBD). The global community will be coming together at the 15th Conference of the Parties of the CBD to set new biodiversity conservation targets for the next decade, as milestones to 2050 and a vision of “a world living in harmony with nature.” This paper lays out the WCPA perspective on priorities for supporting effective protected and conserved areas for the post-2020 era.

Work has begun in earnest to formulate a post-2020 Global Biodiversity Framework which will outline the vision and targets for the next decade of biodiversity conservation and beyond. However, the performance of the 2011-2020 Strategic Plan for Biodiversity suggests that even a meaningful target can fail to deliver if not accompanied by fit-for-purpose indicators. Here we provide a review of how ‘protected area’ effectiveness was addressed in the 2011-2020 plan and based on this, provide recommendations for fit-for-purpose indicators that will measure how such efforts contribute to the conservation of biodiversity. Indicators need to be built on quantitative data from site-level biodiversity monitoring of species and ecosystems combined with measurements of the state of nature in near-time, informed by remote-sensed products and other technologies. Additionally, indicators need to capture whether the essential elements of good management are in place including the identification of ecological values, threats, and objectives, equitable governance, and sufficient management resources and capacity. These fit-for-purpose indicators will require multilateral collaboration to galvanize support for, and resources to develop, the necessary infrastructure to collate and store information from countries.

Local application of the biosphere reserve concept in Kien Giang, Vietnam was examined to see how it compared with other biosphere reserves both in Vietnam and internationally and from that to assess the level of adoption and what could be limiting processes. This was undertaken mainly through qualitative document analysis, field surveys, and extensive interviews of stakeholders. While the designation the Kien Giang Biosphere Reserve and establishment of the management regulation conformed with the conceptual model and criteria outlined by UNESCO, the practical implementation has been inadequate to achieve the desired outcomes of the biosphere reserve concept. There was limited public awareness and understanding of the biosphere reserve approach because of poorly developed communication channels. Top-down, state-control based on a strong sectoral approach to biosphere reserve planning and management hindered stakeholder and community participation. Weak engagement from the Province as the designated lead agency in biosphere reserve governance limited cross-sectoral collaboration in the delivery of the biosphere reserve mandated functions. External projects were perceived by community stakeholders to have only a temporary impact on biosphere reserve operation because of their small, short-term scale with the project maintaining control over funding and design of individual activities. Without proper investment in public awareness and improvement of Biosphere Reserve governance leadership, the desire for development of strategic public-private partnerships to support implementation remains unfulfilled and the Biosphere Reserve model will, as a consequence, contribute little to the long-term biodiversity conservation and socio-economic development in the region.

A hundred research priorities of critical importance to protected area management were identified by a targeted survey of conservation professionals; half researchers and half practitioners. Respondents were selected to represent a range of disciplines, every continent except Antarctica and roughly equal numbers of men and women. The results analysed thematically and grouped as potential research topics as by both practitioners and researchers. Priority research gaps reveal a high interest to demonstrate the role of protected areas within a broader discussion about sustainable futures and if and how protected areas can address a range of conservation and socio-economic challenges effectively. The paper lists the hundred priorities structured under broad headings of management, ecology, governance and social (including political and economic issues) and helps contribute to setting future research agendas.

Protected areas (PAs) represent a cornerstone of efforts to safeguard biodiversity, and if effective should reduce threats to biodiversity. We present the most comprehensive assessment of threats to terrestrial PAs, based on in situ data from 1,961 PAs across 149 countries, assessed by PA managers and local stakeholders. Unsustainable hunting was the most commonly reported threat and occurred in 61% of all PAs, followed by disturbance from recreational activities occurring in 55%, and natural system modifications from fire or its suppression in 49%. The number of reported threats was lower in PAs with greater remoteness, higher control of corruption, and lower human development scores. The main reported threats in developing countries were linked to overexploitation for resource extraction, while negative impacts from recreational activities dominated in developed countries. Our results show that many of the most serious threats to PAs are difficult to monitor with remote sensing, and highlight the importance of in situ threat data to inform the implementation of more effective biodiversity conservation in the global protected area estate.

Conflict over land use is endemic to natural resource management given the limited availability of resources and multiple stakeholders’ interests, but there has been limited research to examine conflict from an integrative social-ecological perspective. We sought to determine how the potential for land use conflict—a social construct—was related (or not) to ecological systems of landscapes. Using participatory mapping data from a regional case study in Australia, we identified the potential for land use conflict using a model that combines spatially-explicit place values with preferences for specific land uses related to development and conservation. Multiple proxies of biodiversity were used to evaluate the landscape’s ecological systems at ecosystems and species levels. Range maps were used to identify areas of high species diversity value using the conservation planning software Zonation. We spatially intersected conflict areas with landscape attributes and found the potential for conflict over conservation to be higher in coastal areas than inland areas, more likely to be located in areas with moderate vegetation cover, more concentrated in ecosystems classified as ‘No Concern’ with moderate to high native vegetation. Potential conflict over conservation was disproportionately higher in areas with higher species diversity derived from conservation modelling. The social-ecological associations in conflict analysis can inform impact assessment of land use plans on biodiversity, assist development of effective approaches to reconcile conservation and other land uses, support conservation planning by identifying priorities for conflict negotiation and understanding underlying factors for conflict.

Current protected area management is becoming more challenging with advancing climate change and current park management techniques may not be adequate to adapt for effective management into the future. The framework presented here provides an adaptive management decision making process to assist protected area managers with adapting on-park management to climate change. The framework sets out a 4 step process. One, a good understanding of the park's context within climate change. Secondly, a thorough understanding of the park management systems including governance, planning and management systems. Thirdly, a series of management options set out as an accept/prevent change style structure, including a systematic assessment of those options. The adaptive approaches are defined as acceptance of anthropogenic climate change impact and attempt to adapt to a new climatic environment or prevention of change and attempt to maintain current systems under new climatic variations. Last, implementation and monitoring of long term trends in response to ecological responses to management interventions and assessing management effectiveness. The framework addresses many issues currently with park management in dealing with climate change including the considerable amount of research focussing on 'off-reserve' strategies, and threats and stress focused in situ park management.

The new term ‘other effective area-based conservation measures’, or OECMs, was introduced into Aichi Biodiversity Target 11 of the Convention on Biological Diversity's (CBD) Strategic Plan by signatory Parties in 2010. In the intervening period much action has been taken on creating protected areas as the key route to delivering area-based conservation of biodiversity and ecosystem services. Rather less attention has been paid to OECMs due in part to a lack of guidance on what areas should or should not be included under this label. An IUCN World Conservation Congress Resolution in 2012 called on IUCN's World Commission on Protected Areas (WCPA) to assist the CBD by providing technical guidance on interpretation of the wording in Aichi Biodiversity Target 11. IUCN WCPA established a Task Force in 2015 to provide guidance on OECMs, in terrestrial, freshwater and marine habitats. This Task Force has already met several times and has a global membership of more than 100 experts. The official call made by the CBD in 2016 for guidance explicitly recognizes the role of the IUCN Task Force in fulfilling this guidance need. This paper provides the background to OECMs and an initial analysis on the type and nature of measures that may qualify as OECMs under Aichi Target 11. Successful implementation will be dependent on clear principles and guidance, but also on a far better awareness among conservationists and other sectors on the purpose and scope of all 20 Aichi Targets. The paper will also be of value to discussions and implementation of Sustainable Development Goal 14 on the ocean. Some generic examples of areas likely to qualify as OECMs in the ocean are identified, along with an analysis of how OECMs complement and supplement fisheries and other management measures to promote more sustainable use. Greater recognition and reporting is needed on fisheries measures under Aichi Target 6. All fishery management and exclusion zones will not qualify as OECMs, but they can form essential measures towards achieving delivery of greater sustainability within such extractive industries.

Conservation success is contingent on assessing social and environmental factors so that cost-effective implementation of strategies and actions can be placed in a broad social-ecological context. Until now, the focus has been on how to include spatially explicit social data in conservation planning, whereas the value of different kinds of social data has received limited attention. In a regional systematic conservation planning case study in Australia, we examined the spatial concurrence of a range of spatially explicit social values and land-use preferences collected using a public participation geographic information system and biological data. We used Zonation to integrate the social data with the biological data in a series of spatial-prioritization scenarios to determine the effect of the different types of social data on spatial prioritization compared with biological data alone. The type of social data (i.e., conservation opportunities or constraints) significantly affected spatial prioritization outcomes. The integration of social values and land-use preferences under different scenarios was highly variable and generated spatial prioritizations 1.2-51% different from those based on biological data alone. The inclusion of conservation-compatible values and preferences added relatively few new areas to conservation priorities, whereas including noncompatible economic values and development preferences as costs significantly changed conservation priority areas (48.2% and 47.4%, respectively). Based on our results, a multifaceted conservation prioritization approach that combines spatially explicit social data with biological data can help conservation planners identify the type of social data to collect for more effective and feasible conservation actions.

Recovery planning is an important global conservation strategy for threatened species. Despite the existence of international standards for recovery planning, deficiencies and anomalies have been detected in several jurisdictions. This study evaluated the quality of recovery plans based on internal consistency as a measurement of coherent planning. We analyzed 236 plans developed by the Australian Government (1992–2006) using three criteria: (a) consistency of gaps in scientific information with prescribed research actions, (b) consistency of identified threats with prescribed threat abatement actions and (c) consistency of established plan objectives with performance evaluation criteria. These criteria were aggregated in order to calculate an index of plan consistency. We tested two hypotheses: (1) plans made for single-species would exhibit better consistency than those for multi-species; and (2) plans made under the amended legislation of the Environment Protection and Biodiversity Conservation Act (EPBCA) would exhibit better consistency than those under the rescinded Endangered Species Protection Act (ESPA). In total, over 85% of the plans consistently addressed the research needs. However, the plans addressed threats poorly (66% of all plans exhibited inconsistencies). Moreover, nearly 50% of all plans established inconsistent performance evaluation criteria. Under the ESPA, single- and multi-species plans exhibited equal consistency, but under the EPBCA, single-species plans clearly exhibited higher consistency. Our major contribution is the assessment of attributes of consistency that are paramount for effective recovery planning. Evaluation of these attributes may provide knowledge of universal utility and relevance to other biodiversity conservation efforts.

Biosphere reserves established under the UNESCO Man and the Biosphere Program aim to harmonise biodiversity conservation and sustainable development. Concerns over the extent to which the reserve network was living up to this ideal led to the development of a new strategy in 1995 (the Seville Strategy) to enhance the operation of the network of reserves. An evaluation of effectiveness of management of the biosphere reserve network was called for as part of this strategy. Expert opinion was assembled through a Delphi Process to identify successful and less successful reserves and investigate common factors influencing success or failure. Ninety biosphere reserves including sixty successful and thirty less successful reserves in 42 countries across all five Man and the Biosphere Program regions were identified. Most successful sites are the post-Seville generation while the majority of unsuccessful sites are pre-Seville that are managed as national parks and have not been amended to conform to the characteristics that are meant to define a biosphere reserve. Stakeholder participation and collaboration, governance, finance and resources, management, and awareness and communication are the most influential factors in the success or failure of the biosphere reserves. For success, the biosphere reserve concept needs to be clearly understood and applied through landscape zoning. Designated reserves then need a management system with inclusive good governance, strong participation and collaboration, adequate finance and human resource allocation and stable and responsible management and implementation. All rather obvious but it is difficult to achieve without commitment to the biosphere reserve concept by the governance authorities.

This chapter examines how the voices, interests and knowledge of Indigenous and local communities can be recognized and included in planning and decision-making in biosphere reserves. It offers a discussion of different types of knowledge, describes what is meant by knowledge integration, and identifies common challenges in knowledge integration. The chapter then considers how the biosphere reserve model can serve as a platform for knowledge integration, drawing on experiences in Australia, Croatia, Lebanon, and Vietnam. These experiences suggest that the challenges are significant, but also that biosphere reserves can serve as sites to co-develop strategies for knowledge integration that can improve the overall management of biosphere reserves and, by sharing these experiences, the global protected area estate more generally.

Marine protected areas (MPAs) are an important marine conservation strategy; however, managing MPAs is challenging due to threats such as coastal development, non-compliance and recreational pressures. We conducted semi-structured interviews with MPA managers and rangers in Queensland, New South Wales and Victoria to discuss the opportunity to apply models to support management decision-making in MPAs. The utilisation of models for risk analyses, social learning and forecasting was considered of high relevance for decision makers. However, the utility of a tool depends on the nature of the management problem at hand. For instance, conceptual models can bring a systems perspective to management whereas probabilistic models may indicate the likelihood of a management outcome. The way biosphere reserve principles are applied in Vietnam was assessed through analysis of legal documents and an online survey with 41 managers and staff members of the Biosphere Reserve Management Boards and National Man and the Biosphere Committee. The significant growth of the biosphere reserve network in Vietnam since 2000 is indicative of strong support from the National MAB Committee and the local provincial authorities in particular. Although all biosphere reserves conform to the Biosphere Reserve conceptual model, the operation and management effectiveness of sites is hindered by the predominant practice of sectoral and top-down control that is at odds with the intent of biosphere reserve management. The relatively weak legal status of biosphere reserves within the national framework is counter balanced by their more direct management by, and support from the autonomous provincial and city authorities. Recent administrative decentralisation in Vietnam allows the local authority flexibility in interpreting the central policies and regulations so as to benefit biosphere reserve management. Future sustainability and effectiveness of the biosphere reserves will depend on the implementation of appropriate, locally-based management solutions. This will require stronger support and commitment of the provincial leaders, relevant sectoral actors and communities to ensure cross-sectoral participation and collaboration, and secure adequate resourcing of biosphere reserve management activities.

Conservation relies heavily on protected areas (PAs) maintaining their key biodiversity features to meet global biodiversity conservation goals. However, PAs have had variable success, with many failing to fully maintain their biodiversity features. The current literature concerning what drives variability in PA performance is rapidly expanding but unclear, sometimes contradictory, and spread across multiple disciplines. A clear understanding of the drivers of successful biodiversity conservation in PAs is necessary to make them fully effective. Here, we conduct a comprehensive assessment of the current state of knowledge concerning the drivers of biological outcomes within PAs, focusing on those that can be addressed at local scales. We evaluate evidence in support of potential drivers to identify those that enable more successful outcomes and those that impede success and provide a synthetic review. Interactions are discussed where they are known, and we highlight gaps in understanding. We find that elements of PA design, management, and local and national governance challenges, species and system ecology, and sociopolitical context can all influence outcomes. Adjusting PA management to focus on actions and policies that influence the key drivers identified here could improve global biodiversity outcomes.

Understanding the successes and failures of management of protected areas is vital for the conservation of global biodiversity. The Management Effectiveness Tracking Tool (METT) is a simple, questionnaire-based approach for assessing protected area management effectiveness (PAME). Since it was developed in 1999, it has become the most widely applied PAME tool, used in at least 127 countries worldwide. This paper reviews the development of the METT and how it has been implemented and adapted. A combination of literature review on implementation and implementation experience from the original authors and key users of the METT confirms that the METT is a relatively quick and simple way of collecting information about the status and trends of management in protected areas, and provides information to help drive management improvements. As such it is suitable for protected area managers, national protected area agencies, donors, and NGOs aiming to improve area management, and as a component of national reporting to the Convention on Biological Diversity. The paper examines issues related to METT implementation and concludes with 12 recommendations, from using the METT to verification of results, which together help ensure the tool is implemented in the most effective way and improves the credibility of PAME assessments.

Recognizing that protected areas (PAs) are essential for effective biodiversity conservation action, the Convention on Biological Diversity established ambitious PA targets as part of the 2020 Strategic Plan for Biodiversity. Under the strategic goal to "improve the status of biodiversity by safeguarding ecosystems, species, and genetic diversity," Target 11 aims to put 17% of terrestrial and 10% of marine regions under PA status by 2020. Additionally and crucially, these areas are required to be of particular importance for biodiversity and ecosystem services, effectively and equitably managed, ecologically representative, and well-connected and to include "other effective area-based conservation measures" (OECMs). Whereas the area-based targets are explicit and measurable, the lack of guidance for what constitutes important and representative; effective; and OECMs is affecting how nations are implementing the target. There is a real risk that Target 11 may be achieved in terms of area while failing the overall strategic goal for which it is established because the areas are poorly located, inadequately managed, or based on unjustifiable inclusion of OECMs. We argue that the conservation science community can help establish ecologically sensible PA targets to help prioritize important biodiversity areas and achieve ecological representation; identify clear, comparable performance metrics of ecological effectiveness so progress toward these targets can be assessed; and identify metrics and report on the contribution OECMs make toward the target. By providing ecologically sensible targets and new performance metrics for measuring the effectiveness of both PAs and OECMs, the science community can actively ensure that the achievement of the required area in Target 11 is not simply an end in itself but generates genuine benefits for biodiversity.

Protected area coverage has reached over 15% of the global land area. However, the quality of management of the vast majority of reserves remains unknown, and many are suspected to be “paper parks”. Moreover, the degree to which management can be enhanced through targeted conservation projects remains broadly speculative. Proven links between improved reserve management and the delivery of conservation outcomes are even more elusive. In this paper we present results on how management effectiveness scores change in protected areas receiving conservation investment, using a globally expanded database of protected area management effectiveness, focusing on the “management effectiveness tracking tool” (METT). Of 1934 protected areas with METT data, 722 sites have at least two assessments. Mean METT scores increased in 69.5% of sites while 25.1% experienced decreases and 5.4% experienced no change over project periods (median 4 years). Low initial METT scores and longer implementation time were both found to positively correlate with larger increases in management effectiveness. Performance metrics related to planning and context as well as monitoring and enforcement systems increased the most while protected area outcomes showed least improvement. Using a general linear mixed model we tested the correlation between change in METT scores and matrices of 1) landscape and protected area properties (i.e. topography and size), 2) human threats (i.e. road and human population density), and 3) socio-economics (i.e. infant mortality rate). Protected areas under greater threat and larger protected areas showed greatest improvements in METT. Our results suggest that when funding and resources are targeted at protected areas under greater threat they have a greater impact, potentially including slowing the loss of biodiversity.

Understanding the relationship between humans and their environment is essential for the planning and management of social-ecological systems but integration of social values with biophysical landscape information remains challenging. Identifying areas that are likely to be pivotal in land use planning decisions from both social and ecological perspectives provides one means of integration. Social-ecological “hotspots” represent valuable areas from both human and environmental perspectives but appropriate and valid methods for identifying such areas are under-developed. We applied an inductive research approach using empirical spatial data from a regional study in Australia to evaluate alternative methods for identifying social-ecological hotspots. Social data measuring the importance of the landscape was collected using public participation geographic information systems (PPGIS) while ecologically valuable areas were identified from species distributions and Zonation conservation prioritization software. We applied multiple importance thresholds (cut-offs) to separately identify and measure social and ecological hotspots, and then quantified the degree of spatial concurrence (overlap) when combining the layers to generate social-ecological hotspots. Based on the findings, we developed guidelines for identifying social-ecological hotspots under variable data conditions. We describe the practical implications of our findings by showing how the selected method for SES hotspot identification can enhance or limit the utility of hotspot analysis for decision support in regional conservation planning.

Human–elephant conflict is one of the main threats to the long-term survival of the Asian elephant Elephas maximus. We studied the nature and extent of human–elephant interactions in the buffer zones of Chitwan National Park and Parsa Wildlife Reserve in Nepal, through household questionnaire surveys, key informant interviews, site observations, and analysis of the reported cases of damage during January 2008–December 2012. During this 5-year period 290 incidents of damage by elephants were reported, with a high concentration of incidents in a few locations. Property damage (53%) was the most common type of damage reported. Crop damage was reported less often but household surveys revealed it to be the most frequent form of conflict. There were also human casualties, including 21 deaths and four serious injuries. More than 90% of the human casualties occurred during 2010–2012. More than two thirds of the respondents (70%) perceived that human–elephant conflict had increased substantially during the previous 5 years. Despite the increase in incidents of human–elephant conflict in the area, 37% of respondents had positive attitudes towards elephant conservation. Our findings suggest that public awareness and compensation for losses could reduce conflict and contribute to ensuring coexistence of people and elephants in this human-dominated landscape.

Protecting important sites is a key strategy for halting the loss of biodiversity. However, our understanding of the relationship between management inputs and biodiversity outcomes in protected areas (PAs) remains weak. Here, we examine biodiversity outcomes using species population trends in PAs derived from the Living Planet Database in relation to management data derived from the Management Effectiveness Tracking Tool (METT) database for 217 population time-series from 73 PAs. We found a positive relationship between our METT-based scores for Capacity and Resources and changes in vertebrate abundance, consistent with the hypothesis that PAs require adequate resourcing to halt biodiversity loss. Additionally, PA age was negatively correlated with trends for the mammal subsets and PA size negatively correlated with population trends in the global subset. Our study highlights the paucity of appropriate data for rigorous testing of the role of management in maintaining species populations across multiple sites, and describes ways to improve our understanding of PA performance.

Cape Town is a fast-growing cityscape in the Cape Floristic Region in South Africa with 24 formally protected conservation areas including the World Heritage Table Mountain National Park. These sites have been protected and managed as critical sites for local biodiversity, representing potentially one-third of all Cape Floristic Region flora species and 18% of South Africa’s plant diversity. Cape Town is also inhabited by a rapidly growing culturally and economically diverse citizenry with distinct and potentially conflicting perspectives on access to, and management of, local natural resources. In a qualitative study of 58 locally resident traditional healers of distinct cultural groups, we examined motivations underlying the generally illicit activity of harvesting of wild resources from Cape Town protected areas. Resource harvester motivations primarily link to local economic survival, health care and cultural links to particular resources and practices, ‘access for all’ outlooks, and wholesale profit-seeking perspectives. We describe these motivations, contrast them with the current formal, legal and institutional perspectives for biodiversity protection in the city, and propose managerial interventions that may improve sustainability of ongoing harvest activities. Significance: The study reveals, for the first time in the Cape Floristic Region, informal economy viewpoints on terrestrial nature and how its direct use has important economic and cultural roles – specifically in wild medicine harvesting and trade. We contrast the formal and informal approaches to nature conservation in the city and propose new considerations for conservation managers.

Social considerations in conservation are increasingly recognized as important for successful environmental outcomes. However, social measures lack consistency and may underreport key issues. This article analyzes social indicators and well-being dimensions used in protected area effectiveness tools, with specific attention to local communities and Indigenous peoples’ contexts. Using the Global Protected Area Management Effectiveness database, we reviewed 2,736 indicators from 38 methodologies applied in over 180 countries. We analyzed: (1) representation of human well-being dimensions, (2) direction of impacts, and (3) level of neutrality in indicators. We found limited diversity and representation of important well-being dimensions such as health and governance. While impacts on communities and nature are similarly measured, positive wording is used three times more often than negative, which may unintentionally bias evaluations. We recommend using and developing indicators with greater diversity, increased clarity, and reduced bias to enhance management and policy responses for biodiversity and human well-being.

Originally conceived to conserve iconic landscapes and wildlife, protected areas are now expected to achieve an increasingly diverse set of conservation, social and economic objectives. The amount of land and sea designated as formally protected has markedly increased over the past century, but there is still a major shortfall in political commitments to enhance the coverage and effectiveness of protected areas. Financial support for protected areas is dwarfed by the benefits that they provide, but these returns depend on effective management. A step change involving increased recognition, funding, planning and enforcement is urgently needed if protected areas are going to fulfil their potential.

Protected areas face a suite of impacts from anthropogenic climate change and land use change, and current management approaches may not conserve these areas adequately as these changes occur. Most protected areas require the cooperation and support of local communities and an understanding of stakeholder values and perspectives. Collaborative approaches to management are most likely when there are shared perspectives on key issues. A survey and series of interviews were conducted in the Scenic Rim region in southeast Queensland, Australia, to gain an understanding of the public's and natural resource managers' perceptions of climate change, likely impacts on the local natural environment and management of protected areas. Evaluating the effectiveness of protected area management to help improve management outcomes is becoming an increasingly common practice. The evaluation tools developed and implemented in over 100 countries generally rely on the expert judgements of protected area managers. Despite the growing collection and use of management effectiveness evaluation data, there have been no previous attempts to measure the accuracy of these data. We measured the accuracy of managers' judgements about the conditions in their reserves by collecting independent field data. We also assessed how accurately the evaluation tool reflected managers' views by conducting semi-structured interviews with 23 protected area managers from New South Wales, Australia. We found that managers made highly accurate judgements of the extent of a common weed species, Rubus fruticosus (blackberry), but often misinterpreted the scope, scale and timeframe of the evaluation. These framing effects can lead to error being introduced into the evaluation dataset, affecting the precision of evaluations such that they cannot be reliably compared among reserves. We suggest that the wording of evaluation questions needs to be explicit about the assessment frame to minimize the influence of framing effects on management effectiveness evaluations.

Despite a highly visible presence, policy-maker knowledge of the drivers and participants in the informal economy of wild-harvested medicinal plants in Cape Town remains limited. To illuminate the workings of this local cultural business activity, the researchers adopted value chain analysis (VCA) for dissecting harvesting, trading and consumer demand in the trade. The study included qualitative, open-ended interviews with 58 traditional healers and a quantitative consumer study of 235 township households. Cape Town's traditional healers are numerous and potentially more uniquely culturally diverse than elsewhere, serving various community health needs. Healer groups enhance their healing reputation by utilising wild-sourced medicines – much of which is harvested locally. The IUCN World Parks Congress is a once in a decade event that has traditionally been a major forum for advancing global protected area policy and practice. The Congress this November in Sydney Australia will be run along eight streams; addressing biodiversity, climate change, health, ecosystem services, development, governance, indigenous peoples issues and youth; cross-cutting themes address marine issues, capacity building, World Heritage and a New Social Compact. In the following extended editorial, the organisers of the various streams lay out their aims and hopes for the 2014 Congress.

South Africa's organically emerged cultural business of traditional healing is almost exclusively reliant on wild-harvested resources extracted from wilderness areas or open-access commons. The wild medicine business has been described for much of South Africa, although is little understood in Cape Town, the urban centerpiece of the Cape Floristic Region (CFR). A census of different traditional healer typologies in five typical working-class residential areas (representing ∼71,500 residents) was conducted to assess the nature and extent of traditional medicine harvesting and trade. Extrapolating these findings for the city reveals a local industry of more than 15,000 practitioners collectively conducting trade worth US $15.6 million per year. Up until 2009, 2541 nature reserves had been established in China. However, the process of developing this system of nature reserves was not quite smooth. Various kinds of information related to nature reserves, such as annual growth, the type of nature reserves established, motives behind building a nature reserve, legal instructions and the constitution of government sectors, were collected and analyzed in order to highlight the characteristics of the development of our nature reserve system. As a result, we identify three phases and their characteristics, i.e., the initial phase from 1956 to 1978, the establishment phase from 1979 to 1996 and the management standardization phase from 1997 to 2009, could be clearly identified. It is suggested that since the establishment of this comprehensive structural framework in China, the system should be entering a new developing phase. We recommend that more attentions should be paid on how to guarantee effective management and how nature reserves are able to maintain their value and fulfill their objectives in the future.
