Abstract

The authors reflect on the resiliency of disasters which has been debated since the early 21st century. The authors say that disaster resilience should be viewed as the "bounce forward" ability that encapsulates social engineering in change processes catalyzed by a disaster, and not the "bounce back" notion which does not signal change. They add that resilience is the "flip side" of disaster vulnerability, which is driven by poverty, and may be related to the degree of environmental justice.
