Der Autor beleuchtet die Frage nach der Lage der Demokratie in Deutschland anhand von drei Parametern: die Lage der Verfassungswirklichkeit vor 1990 und seit der Wiedervereinigung; die deutsche Demokratie im Lichte von kritischen Demokratietheorien und schlussendlich die Lage der Demokratie im Kontext internationaler Messungen zu Demokratisierungs- und Autokratisierungstendenzen nationaler Gesellschaften.

Die Corona-Pandemie trifft alle Länder – wenngleich mit großen Unterschieden. In manchen Staaten ist die Covid-19-Mortalität relativ zur Bevölkerungsgröße niedrig, wie in China, in anderen hoch, etwa in den USA. Gilt dieser Unterschied auch für Demokratien und Autokratien insgesamt? Diese Frage leitet den vorliegenden Beitrag. Er basiert vor allem auf Daten der Johns Hopkins University zu den Covid-19-Todesfällen per eine Million Einwohner in 173 Staaten von 1.1.2020 bis 31.12.2021. Diese Zahlen widersprechen der Lehre vom „Demokratie-Vorteil“. Vielmehr ist die Covid-19-Mortalität in den Autokratien insgesamt niedriger als in den Demokratien. Die Demokratien können allerdings mildernde Umstände geltend machen. Einige von ihnen konnten die Covid-19-Todesfälle niedrig halten. Ermittelt man die Todesfallzahlen anhand der Überschuss-Mortalität laut WHO und anderen Experten, gibt es keinerlei Zusammenhang zwischen der Covid-19-Mortalität und dem Demokratie-Autokratie-Indikator. Doch insgesamt wirft die Corona-Pandemie einen Schatten auf die Lehre vom generellen „Demokratie-Vorteil“ gegenüber den Autokratien.

ZusammenfassungWelche politischen Folgen hat die Alterung der Bevölkerung? Vergrößert sie die „latente Macht“ der Senioren? Beschreiten Staaten mit alternder Bevölkerung den Weg in eine neue Gerontokratie, eine Herrschaft von Senioren, durch Senioren und für Senioren? Entsteht daraus eine „Rentner-Demokratie“, so die Mahnung des Bundespräsidenten Herzog im Jahre 2008?

This chapter portrays the development of social policy managed by the European Union, focuses on principles of steering in the EU’s social policy, and explores the distribution of power between national social political action in the member states and European social policy since 1957. The data show that the EU has been able to gain influence through regulatory social policies and soft governance instruments. As pertaining to social services, social expenditure, and redistributive concepts, however, the EU only plays a marginal role. The predominance of national social policy and the limited role of European social policy have been largely due to socio-economic diversity of the EU’s member state, heterogeneous welfare states, institutional obstacles of policymaking in the EU, and powerful national constraints.

This chapter focuses attention on short-term and long-term impacts of political parties on social policy in advanced democracies. According to a wide variety of both comparative research and in-depth country studies, partisan effects have influenced the structure and expansion of the welfare state in the post-Second World War period to a large extent. Particularly strong have been these effects in the ‘Golden Age’ of the welfare state in the 1960s, 1970s, and in some countries also in the 1980s—mainly due to policy choices of leftist and Christian democratic parties. More mixed has been the explanatory power of partisan theory after the ‘Golden Age’. In view of critical circumstances, such as a major fiscal crisis of the state and the pressure generated by demographic ageing, but also due to massive changes in their social constituencies, a considerable number of pro-welfare state parties accepted recalibration and cutbacks in social policy in order to consolidate budgets.

Im Anschluss an Schafer wird ein erweiterter Handlungsbegriff beschrieben: Handlungen sind intentionale und zweckgerichtete Tatigkeiten des Menschen – aber auch Denken, Erinnern, Sprechen tragen handlungsorientierte Zuge. Entlang von sieben psychoanalytischen Konzepten wird dann beschrieben, wie dabei Handlungsaspekte direkt aufgegriffen werden: 1. im Kontext der intersubjektiven Wende; 2. bei den Begriffen der Szene, des Handlungsdialogs und des „enactment“; 3. Handlungen und Sprache, „action language“; 4. Handlungen und der Korper, „Zwischenleiblichkeit“, „embodiment“; 5. Handlungen mit intensiven Verdichtungen, „now moments“ und Prasenzphanomene; 6. Handlungen in spezifischen Verflechtungen, Kontext, Ereignis, Emergenz; 7. Handlungen in der fruhen Entwicklung, die Ebenen des Urheber-Selbst, „self agency“. Hierbei zeigen sich zwei Dimensionen, die in all den erwahnten Kontexten Relevanz haben: Handlungen zwischen Subjekt und Objekt im Raum des „Dazwischen“ und Handlungen im Raum des Ubergangs von vorsprachlichen – also nichtreprasentierten Phanomenen – zu diskursiv-symbolischen Erscheinungen. Im Zusammenhang der Theorie der Entwicklung des Urheber-Selbst von Fonagy wird dann auf die doppelte Wirksamkeit von Handlungen hingewiesen: Zum einen wird durch Handlungen die ausere Wirklichkeit gegenwartig – was man Wirklichkeitswirksamkeit nennen konnte; zum anderen wird durch Handlungen das Selbst gestarkt – was man Selbstwirksamkeit nennen konnte.

Regulatory CD4+ T cells (Treg) prevent tumor clearance by conventional T cells (Tconv) comprising a major obstacle of cancer immune-surveillance. Hitherto, the mechanisms of Treg repertoire formation in human cancers remain largely unclear. Here, we analyze Treg clonal origin in breast cancer patients using T-Cell Receptor and single-cell transcriptome sequencing. While Treg in peripheral blood and breast tumors are clonally distinct, Tconv clones, including tumor-antigen reactive effectors (Teff), are detected in both compartments. Tumor-infiltrating CD4+ cells accumulate into distinct transcriptome clusters, including early activated Tconv, uncommitted Teff, Th1 Teff, suppressive Treg and pro-tumorigenic Treg. Trajectory analysis suggests early activated Tconv differentiation either into Th1 Teff or into suppressive and pro-tumorigenic Treg. Importantly, Tconv, activated Tconv and Treg share highly-expanded clones contributing up to 65% of intratumoral Treg. Here we show that Treg in human breast cancer may considerably stem from antigen-experienced Tconv converting into secondary induced Treg through intratumoral activation., The mechanisms that shape the regulatory T cell repertoire in patients with cancer are not completely understood. Here, the authors observe that, in breast cancer patients, tumor-resident regulatory T cells do not show clonal relationship with their circulating counterpart, but share a common origin with intratumoral antigen-experienced conventional T cells.

International audience; In 2009, cerebral adrenoleukodystrophy (c-ALD) became the first brain disease to be treated with lentiviral (LV)-based hematopoietic stem cell gene therapy with the ABCD1 gene in four boys (P1-P4) who had demyelinating lesions expected to be lethal in the short term and no bone marrow donor. We report the clinical and magnetic resonance imaging (MRI) follow-up over a mean of 8.8 years posttransplant. In parallel, vector genome copies, expression of transgenic ALD protein (ALDP), and viral integration sites were determined in peripheral blood cells. Prior to transplant, the four patients had a normal or near normal neurocognitive status but gadolinium-enhanced demyelination in various brain regions. Gadolinium diffusion disappeared during the first year posttransplant. P3 kept a near normal status until 8.3 years of follow-up, but P1, P2, and P4 showed major cognitive degradation around 9, 28, and 60 months posttransplant. Neurological status and demyelination stabilized until last evaluation in P2, but deteriorated in both P1 at 10 years and P4 at 3 years posttransplant. The proportion of myeloid and lymphoid cells expressing transgenic ALDP decreased by half within 5 years then stabilized around 5% to 10%. Integration site analysis revealed a durable polyclonal distribution of genetically corrected hematopoietic cells. No adverse effects were observed. The long-term arrest of demyelination at MRI and persistence of transduced hematopoietic progenitors support that LV gene therapy may be a safe and durable treatment of c-ALD. However, the neurological degradation observed in three out of four patients mitigates the benefit of this therapy, calling for an earlier intervention, more potent vectors, and additional therapeutic strategies.
