2. Improving the Process of Managing Psychosocial Risks in Organizations.

Introduction: Psychosocial risks (PSRs) are identified as one of the main modern occupational safety issues, primarily related to occupational stress, and need to be reduced to safe levels in accordance with international requirements. The research purpose is to improve the process of managing the PSRs in the occupational safety and health management systems of employees, taking into account the impact of psychosocial dangers in accordance with the requirements of ISO 45001:2018 and ISO 45003:2021 standards. Methods: To develop the process of managing the PSRs, a system analysis method is applied, which allows determining the structural relationships between the variable elements of dangerous psychosocial factors described in the ISO 45003:2021 standard. Results: The bow-tie model has been improved to determine the relationship between psychosocial dangers and the dangerous event occurrence – experiencing stress by an employee, taking into account the influence of various dangerous psychosocial factors, which provides for an additional risk level assessment for restoring the health of an employee who has experienced stress. The process of psychosocial risk management consisting of ten steps is proposed, which involves identifying the relationship between psychosocial dangers and consequences for human health, taking into account the impact of various dangerous psychosocial factors based on questionnaires, followed by analysis and processing of the duration and intensity of experiencing stress. To reduce the impact of subjective assessments of the duration and intensity of experiencing stress on the psychosocial risk level, it is proposed to take into account the value of individual perception of experiencing stress (stress resistance) and the employees' health condition. Discussion: The scientific novelty is to determine the psychosocial risk level as the sum of the risk values from the impact of each dangerous psychosocial factor, which are characteristic of aspects of work organization, social conditions at work, working environment, equipment, dangerous tasks and the level of employee health. The practical value is the development of scales for assessing the impact of dangerous psychosocial factors and a form for documenting the process of managing psychosocial risks with the indication of precautionary measures to control them. This work strived to solve an important scientific problem of developing methodological recommendations on decision-making in the sphere of product quality management with the help of innovations. According to this, the paper generalised and supplemented the methodological provisions of the theory of managerial decision-making given the specifics of the processes of quality management and the use of innovations and characterised the influence and value of new ideas and solutions on the quality of products and the general effectiveness and competitiveness of the company. The paper also substantiated the important role of innovations from the position of their influence on the quality of products and considered the system of quality management based on innovations, which includes technical and social components, in particular, the cycle of innovations of quality, tools and methodology of ensuring quality, on the one hand, and the principles of quality management and culture of quality and learning, on the other hand. Special attention was paid to the necessity to take into account - when developing managerial decisions - the complex economic and market proportions through modelling of the appropriate strategies based on game theory methods. This allows considering not only the factual parameters of price, quality, and expenses but also modelling their influence on the general market situation, including the behaviour of rivals and consumers.

- Abstract
The article examines managerial decision types that can be made with the help of functional capabilities of information platforms for organizing the provision of logistics and transport services. The classification features of managerial decisions in the transport and logistics sphere have been singled out, including methods of justification and making decisions, areas of coverage and application, duration, hierarchy level, methods of regulation and resolution, decisions made by using IT-technologies and information and logistics platforms, tools. The types of managerial decisions have been characterized (including decisions based on subjective conclusions and judgments; rational; economically justified; individual; collective; collegial; general; partial; decisions in the organizational-administrative; organizational-coordinating; informational-analytical; and regulatory spheres; strategic decisions; operational decisions, decisions made by top, middle and lower management managers; contour; structured; algorithmic; typical; non-typical), including those made by using information and logistics platforms, tools and services («DELLA Truck Transport»; «Lardi Trans»; «MaponPro», electronic document management system «M.E.Doc.»; «BAS Accounting Prof» and «BAS Accounting Corp» software; information service of electronic reporting and document management «Liga: REPORT». The existing types of information and logistics platforms («DELLA Truck Transport», «Lardi Trans», «MaponPro») have been studied, and the possibilities and advantages of their use for decision-making in the organization of the provision of logistics and transport services have been determined. It has been established that the use of such information services is an effective tool in the process of making and implementing a wide range of managerial decisions regarding the optimization of logistics and transport processes and routes, improving the quality of services and safety during transportation, and reducing costs when organizing the provision of logistics and transport services. 5. Geo-environmental factors' influence on mining operation: an indirect effect of managerial factors.

The purpose of the paper is to identify factors associated with operational factor (OF), geo-environmental factor (GEF), and managerial factor (MF) from the literature. After identification, the study intended to assess the impact of geo-environmental factors and managerial factors on operational factors of the mining industry. The study also tests the indirect effect of managerial factors between GEF and OF in the Indian environment. The geographical boundary of the study was 06 large mines of Odisha, Jharkhand, and Chhattisgarh of India. Three hundred and twenty nine number of purposive samples were collected via email and filtered and processed through the SPSS package. To find out the complex role and inter-relationship of GEF and MF on OF, the study adopted the structural equation modelling technique. The finding reflects that MF plays a partial mediation among GEF and OF. This phenomenon is completely novel in its field when it comes to the geo-environmental and management difficulties confronting mining operations. This research can aid managers in identifying key geological and environmental concerns in mining operations, as well as providing data for regulatory compliance. Overall, this study's findings can help management create policies and manage the environmental concerns of the mining sector. 6. Managerial rationality, dysfunctional cognition and organizational decision comprehensiveness.

Purpose: Our study aims to explore the interplay between dysfunctional cognitive schemas and rationality for decision comprehensiveness in organizational strategic decisions. Design/methodology/approach: We used a cross-sectional design in which we evaluated individual decision rationality using an objective decision competence test and dysfunctional cognitive schemas in a sample of 270 managers (145 women with an average age of 41 years old). In addition, we asked managers to rate the decision comprehensiveness of their organization's strategic decision processes. Findings: Our findings support the detrimental impact of dysfunctional cognition in strategic decision-making in such a way that the association between individual managerial rationality and the comprehensiveness of organizational strategic decisions was positive only when managers reported low dysfunctional cognition, while when managers reported high levels of dysfunctional cognitive schemas, the association between rationality and comprehensiveness was negative. Originality/value: Our study provides initial empirical evidence for the interplay between dysfunctional cognition and managerial rationality in strategic decision processes, and it opens venues for future research to explore the detrimental role of dysfunctional cognitive schemas in strategy processes. The article is devoted to the study of methods and techniques for making and managing effective managerial decisions. It is established that managerial decisions are multi-faceted and varied. Managerial decisions are classified depending on whether they require the development and/or modification of the methods and techniques for their implementation, based on the results of research by scholars. The conclusion is made about the necessity of conducting an in-depth analysis of management methods and techniques for companies to make effective decisions, considering diverse influencing factors on their activities under precedent conditions and circumstances, in the context of adapting to these and subsequently developing theoretical-methodological tools. Attention is focused on the fact that modern business faces constant challenges related to russia's full-scale war against Ukraine, deepening imbalances, and the continuation of negative trends as a result. It is concluded that, under such conditions, decision-making requires extensive application of modern methods and approaches at all levels of management, with appropriate modification and optimization of the decision-making process itself. The activities of LLC "Nova Poshta" are analyzed as a prominent representative of a business that successfully uses innovative approaches to management but must continuously improve and adapt methods and techniques to new challenges for successful market operation. It is determined that LLC "Nova Poshta" serves as an example of a successful combination of innovation and traditional approaches, which contributes and can have a significant impact on ensuring not only the company's viability during russia's full-scale war against Ukraine but also dynamic changes in the post-war market. The conclusion is drawn that effective managerial decision-making is the foundation of successful enterprise functioning.

8. Efforts to Restore the White Sea Fishing Fleet in the Initial Period of the NEP

The recovery period of the early 1920s in Soviet Russia coincided with the search for new forms of production management and was complicated not only by economic devastation, but also by the difficult international situation, political and economic blockade of the country. Under such conditions, the long overdue task of modernization of fishing and fur-trading was solved in the Arkhangelsk province, which first of all required providing the fishermen with the newest vessels. Lack of coal did not allow using steam vessels in full measure in the fishery; purchase and construction of vessels at foreign shipyards were also difficult. Therefore, it was decided to restore peasant shipyards as a temporary measure, centrally organizing the construction of small fishing vessels under the supervision of qualified technicians. The models used were Norwegian-built sailing, rowing and motor vessels, which were considered to be the most suitable for fishing in the White Sea and Arctic Ocean. The difficulties that the economic institutions had to face during the transition period (from war communism to the new economic policy) are considered in this article with the help of a large set of archival and published sources. The transition to the use of trawlers and icebreakers is explained not only by the tasks of modernization of the fishing economy, but also by the revolutionary ideology: to prevent conditions for the emergence of a prosperous layer of the Pomor population, which included shipbuilders and shipowners.

9. May the Intentional Candidate Win: The Effect of Global Performance Information on Intentionality Attributions and Managerial Hot‐Hand Predictions.

In organizational contexts, managers often have to judge and predict others' performance. Previous research has consistently shown that when predicting someone's performance, people expect that a local sequence of successful outcomes will continue—the hot‐hand. The present work proposes that hot‐hand predictions occur when local streaks are dispositionally attributed to the agents' intentionality and explores how the inclusion of global performance success rates may guide intentionality inferences and moderate predictions of success after a streak. Three studies, using within‐ and between‐subjects' designs, manipulate agent's global success rate and show that after a local streak, intentionality attributions and predictions of success are lower when success rates are low (vs. high or unknown); intentionality attributions mediate the effect of success rate on predictions; hot‐hand predictions are lower for low success rate agents (vs. high or unknown) as they are not perceived as more responsible for streaky than for alternated performances. The subject of the article is specific features of managerial processes arising in shaping, functioning and developing business-ecosystems. To understand specificity of management the author suggests studying business-ecosystem as a triad of views integrated by mandatory use of digital tools and technologies. By researching evolution of business-models the author identifies key characteristics of business-ecosystem, such as building by the module principle, self-regulation and coordination, customization, creating value at the expense of cooperation and co-competition, intensifying the role of intangible factors, network and ecosystem effect, etc., which substantiate certain specific features that should be taken into account in management. The author underlines the importance of soft nature of managerial impact in ecosystem, which is caused by the absence of hierarchy and dominance of partner-contractual relations and describes specific risks that ecosystem face. Apart from that, special attention is paid to the necessity to set up a specific body, i. e. the uniform coordination center, which can be a structural division, direction or a separate brand regulating the development of the ecosystem around other business-lines of the organization – owner of the ecosystem. The article also provides a model of managerial decision-making including 3 levels: managerial force, group (team) decision-making and professional opinion. In conclusion features and prospects of home business-ecosystems were studied.

The article indicates selected problems related to the effective transfer of real estate turnover in the form of a donation with regard to the necessity to pay the tax due on this activity. 13. Multi‐attribute decision‐making: Use of scoring methods to choose the best form of dietary fat supplement in pregnant Saanen goats

Abstract Background Nutritional manipulation with functional nutrients like polyunsaturated fatty acids can boost milk production efficiency in dairy farming. It is important to consider the animal's physiological periods, especially the second half of the first pregnancy for mammary gland development. Objectives By considering multiple factors and comparing them, multi‐attribute decision‐making (MADM) can be utilized to conduct further assessments and select the best diet for the animals. Methods Forty primiparous Saanen does, from the last 2 months of pregnancy up to 4 months of lactation, have been assigned to four iso‐energetic and iso‐nitrogenous diets. Four dietary groups included: no external sources of fat (negative control, CT), saturated palm oil (positive control), roasted soybeans (omega‐6, SB) and extruded flaxseed (omega‐3, FS). Twenty‐two performance criteria such as feed intake, milk yield and composition, body weight, blood metabolites and hormones, the milk fatty acid profile, as well as morphological and histological measurements of the mammary gland, in the form of least‐square means, were considered. Results A decision‐making tool was used to select the best form of fat supplements in late pregnancy and early lactation diets, to improve lactation performance in Saanen goats. For this purpose, a MADM method was applied to determine the order of preference similarity to the ideal solution. According to the score of this method, the FS group had the highest coefficients (0.689), and the CT group had the lowest coefficients (0.281). Conclusions Incorporating flaxseed into the diets of Saanen goats during late pregnancy and early lactation is a valuable strategy for enhancing milk performance. This supplement is recommended as a source of fat. Additionally, the implementation of decision‐making tools, such as the MADM method in animal science, can significantly improve management decision‐making processes by reducing both time and cost. This presents a new avenue for making well‐informed decisions.

Introduction. The relevance of studying the industrial enterprise digitalization processes and developing a methodology for implementing production process control systems is due to the fact that digital technologies introduced into the manufacturing sector are important drivers for improving production management processes, improving labor productivity indicators, reducing the labor intensity of manufacturing products, reducing the cost of products and increasing quality. Theoretical analysis. The information systems and products most commonly used in modern practice of industrial enterprises in aviation industries are analyzed. Empirical analysis. The analysis of options for making managerial decisions to create an ERP complex that automates the processes of production’s technological preparation was carried out using the methods of analyzing advantages and disadvantages, paired comparisons and Kepner – Trego. A mechanism for making informed management decisions on the analysis of alternatives is presented, as well as the evaluation and selection of options for digitalization of the technological preparation processes based on the use of the principles of developing a management decision. Results. The choice of the Global ERP system for managing production preparation processes at industrial enterprises in the aircraft industry is justified, since it most closely matches the selected evaluation criteria.

17. Managing Uncertainty: An Experiment on Delegation and Team Selection.

We study how organizations use team selection and delegation of authority jointly to navigate uncertain environments. To do so, we model a managerial decision environment in which a manager both determines the skill heterogeneity of the workers and determines whether to retain or delegate the ability to allocate tasks. Delegation enables better-informed workers to allocate tasks more efficiently when uncertainty is high relative to the incentive conflict between manager and worker. Our novel approach allows us to illustrate that this conflict is endogenously determined by the team selection decision. Experimental data support—although not globally—the direction of our theoretical hypotheses and offer insight into how and why choices deviate from expected behavior. Notably, we identify behavioral characteristics that aid decisions along each dimension. Deliberative thinking improves all decisions under low uncertainty and improves team selection regardless of the level of uncertainty. Risk tolerance improves all decisions in highly uncertain situations and helps managers optimally delegate decision rights in all settings. The results highlight potentially costly ways in which managers seek to simplify their decisions but show how deliberative thinking and risk tolerance can improve performance in a complementary manner. The article is aimed at developing a methodical approach to assessing the favorability of the business environment in the process of making managerial decisions under conditions of uncertainty. The necessity of making sound managerial decisions when an enterprise carries out international activities is proved. It is noted that from the point of view of studying the conditions of international business activity, the concept of uncertainty characterizes a situation in which there is no reliable information about the possible state and trends in the factors of the business environment of the host country. A thorough analysis of the current state and trends in the transformation of business environment factors in foreign markets contributes to minimizing uncertainty. It is underlined that the use of such common global analytical systems for rating economic processes as the Global Competitiveness Index, the Ease of Doing Business Index and the Index of Countries’ Involvement in International Trade to assess the business environment is currently impossible. The author proposes to use the KOF Globalization Index, the Index of Economic Freedom, the Global Innovation Index, and the Human Development Index, which are the result of global studies of the business environment of countries. The general characteristics of each of the indices are provided, development trends are determined, the five leading countries and Ukraine’s positions are presented according to the results of the published ratings for 2022–2023. To assess the country’s favorability in carrying out international activities in terms of uncertainty and instability of its business environment, an approach to calculating the aggregated indicator based on indicators of the KOF Globalisation Index, the Index of Economic Freedom, the Global Innovation Index, the Human Development Index, combined by the PEST analysis methodology, has been developed. The use of the proposed methodological approach will help to increase the thoroughness of managerial decision-making in the implementation of international activities by the enterprise.

Manufacturing and non-manufacturing companies are represented to varying degrees in the structure of advanced economies. Their business success in turbulent times depends on smart business decisions, including decisions concerning human resources (HR) that affect the companies’ ability to survive and compete. However, such judgments may differ in manufacturing and non-manufacturing companies. The paper aims to reveal potential differences in HR decisions between analyzed manufacturing and non-manufacturing companies and bring suggestions for challenging employment and compensation decisions that affect the companies’ economic and social position. The analysis uses the HR Analysis in Companies 2023 survey conducted by Gi Group/Grafton Recruitment Czech Republic at the end of 2022. The survey covered responses from 478 manufacturing and non-manufacturing companies in all fourteen regions of the Czech Republic regarding employment and compensation decisions in 2022 and plans for 2023. The analysis revealed tendencies of manufacturing companies to change the total number of employees and the offer of benefits more often than non-manufacturing companies to more flexibly change the labor demand and labor costs depending on the demand for final production. On the other hand, regardless of manufacturing or non-manufacturing companies, the overall findings revealed tendencies of surveyed companies to follow certain HR decisions from the past in the future and confirm the necessity to concentrate on effective HR decisions related to employment and compensation in turbulent times to manage the labor demand and labor costs efficiently. 22. When nudges promote neutral behavior: an experimental study of managerial decisions under risk and uncertainty.

Managers often make decisions in situations involving risk and uncertainty. To ensure the prosperity of the company, neutral behavior is desirable in such situations. However, when evaluating future-oriented managerial actions, cognitive biases can arise that are manifested as aversions towards risky and uncertain situations, leading to non-optimal decisions. In an online experiment with a convenience sample of 298 US participants, we investigate deviations from risk- and uncertainty-neutral managerial decisions and apply neutrality-promoting behavioral interventions in a business venture setting. We find that using a recommendation nudge before as well as after making an initial decision improves individual performance to achieve higher neutrality levels. In sum, we show that in managerial decision-making processes, where experience, time, and information are often lacking, simple decision-making aids lead to better decisions. [ABSTRACT FROM AUTHOR]

The symmetrical approach combining theoretical and practical achievements properly fulfils the primary goal of education. In this context, a socioeconomic study was conducted in the Uttar Pradesh village of Jamwasi, Barabanki. Throughout the study, the surveyors took notes on a variety of subjects related to the villagers' vocations, home types, family structures, usage of electronics in the home, access to healthcare, education, and sanitation systems, as well as their financial outlook and family structure. This research article presents a comprehensive survey conducted in Jamwasi village to assess its socio-economic condition. The survey covered various aspects, including demographics, caste composition, land utilization, irrigation, water supply, sources of livelihood, infrastructure, healthcare, education, and more. The findings revealed several social issues and concerns that require attention and highlighted potential solutions for promoting the village's development. The findings reveal both strengths and challenges faced by the village community. The main purpose of the study is to examine various ethical decision-making models based on Dual Process Theory (DPT) and to determine the features of their application in business management. Systematization of the literary sources and approaches for solving the problem of managerial decision-making indicates that despite a significant number of data publications, the issue of the implementation and effectiveness of ethical models is poorly researched and requires a more detailed analysis. The object of research is secondary data contained in scientific articles published in journals. The paper examines the social-intuitive-emotional context of the ethical decision-making process, which can help understand the management context of these models. The results of the empirical analysis of the features of the use of the Social-Intuitionist (S-I), Cognitive-Intuitionist (C-I), and Cognitive-Affective models (C-A) models in the decision-making process proved the existence of significant differences between them. The methodological tools of the research were the theories of emotion and intuition, as they directly relate to the “Integrated Ethical Decision Making” (I-EDM) model, which is the most practiced in the actual business setting. The article proposes a conceptual integrated R-S-I-E Ethical Decision-Making model, which can be used in testing theoretical research questions and hypotheses related to business ethics. This model considers individual factors, personal moral philosophy (deontology, teleology), and the moral intensity managers feel during a moral dilemma. Based on the research results, the consequences of overcoming the gap between the existing theoretical developments on these issues and the peculiarities of the decision-making process in practice are summarized. The research results can be used in the empirical evaluation of ethical models in different cultural conditions (including India) and be helpful for the management of companies in making ethical decisions.

High-quality managerial decision-making is crucial for improving the resource efficiency of production companies in the context of digitalization. Currently, the use of modern methods and tools to manage the consumption and supply of resources of companies should consider the principles of a circular economy. This study focused on the development of a mechanism to manage resource efficiency in the fuel and energy sector. It used the methodological tools developed by the authors, including a comprehensive integral assessment of resource efficiency and a practice-oriented research methodology adapted for fuel and energy enterprises. Having analyzed the existing state of resource consumption, the authors discovered a disparity of indicators, methods and means in the applied assessment of the accounting, control and expenditure of energy resources. Using the analytic hierarchy process as a foundation, the authors applied a technique for identifying inefficient production processes at the fuel and energy enterprises level as a case study. With the proposed technique, the main areas of the inefficient use of resources were identified. They include the organization of accounting, control and rationing of resource consumption, supplying the resources to production, and measures to improve resource conservation. These areas were ranked by importance and priority. The calculations determined the most resource-intensive process—"Operation of equipment and technologies". On this basis, the authors developed a methodology for resource efficiency management, including a number of digital technologies and tools. As a result of testing the developed mechanism in an oil and gas company based on the principles of a circular economy, the authors found reserves of the inefficient use of energy resources and searched for the best option for the development of an oil and gas company. Moreover, the proposed approach enabled the authors to determine the balanced growth of the company's resource efficiency, develop managerial decisions for the its long-term development, and conduct its environmental and economic assessment. The study explains the flow of knowledge in the circular economy model enterprises. We analyze the impact of managerial decisions on the absorptive capacity, which is new product development, considering the role of critical elements of strategic orientation (innovation and costs) in the textile industry. Based on the verification of hypotheses by employing the SEM method, innovation orientation is a mediator between adaptability-oriented decisions and transformation, and between adaptability-oriented decisions and exploitation. Ambidexterity-oriented decisions affect absorptive capacity. These findings semanticize and extend previous research, indicating that strategic activities focused on eco-innovations are transformed into the process of creating a new product. The article defines the specific features of the principles and methods for evaluating the efficiency of managerial decisions at industrial enterprises of Ukraine. It is noted that the improvement of the economic situation in Ukraine under martial law and hostilities on its territory today is possible only on the basis of the integrated use of principles and methods for assessing the efficiency of managerial decisions, the quality of which determines the viability of domestic industrial enterprises and the preservation of the national economy as a whole. It is noted that the efficiency and effectiveness of managerial decisions is determined by many factors of a technical, organizational, economic and socio-psychological nature, the impact of which is manifested at different stages of the process of developing and implementing solutions. The influence of external and internal factors on the activities of managers of industrial enterprises is defined. It is determined that industrial enterprises in order to adapt as effectively as possible to changes in the factors of the external and internal environment, should develop programs to evolve the potential of managers, its improvement, which include the effect of a complex, long-term and costly research along with the implementation programs. The implementation of these measures should be based on the use of formal and informal management methods based on processes of constant change and improvement. It is concluded that one of the important conditions for the quality and efficiency of managerial decision-making for industrial enterprises of Ukraine is the creation of a high-quality information base and the selection of highly qualified personnel in the field of management, since the level of education and experience of a modern manager is an important factor in the development of an economic entity. The article analyzes the problem related to the formation of managerial competence of future directors of preschool education. The content of the concepts "competence", "managerial competence of the director of the preschool institution" is analyzed. Theoretical analysis of research of scientists who studied the problems of managerial competence in the theory and practice of management of educational institutions. It is noted that the modernization of the education system requires changes in management, as the current head of preschool education must be well versed in the field of management, competently manage the educational process in a preschool education institution, identify promising vectors of development that will affect the effectiveness of preschool education, implement effective methods of working with staff. The managerial competence of the director of preschool education institutions is defined as an integral property that includes a set of professional knowledge and skills that demonstrate a high level of professional competence in management, personally significant qualities that contribute to the implementation and performance of functional responsibilities, high motivation, efficiency and perseverance, self-development and self-improvement in the profession. It is noted that the director of a preschool education institution is primarily a manager who organizes and manages a preschool education institution and its functioning; the development of prestige and image depend on his / her professional skills and leadership qualities. The professional skills that the future director of preschool education institutions must master in the learning process include the ability to objectively assess his / her own knowledge (general, special), to effectively organize professional activities, to make decisions independently and be responsible for their results, to establish positive and effective subject-subject relationships with employees, to introduce innovations in the educational process, to strive for self-improvement and self-development. A questionnaire was developed, examples of exercises and tasks were given, which were considered with students of the second (master's) level of higher education in the process of studying the discipline "Theory and practice of work organization in preschool education". The obtained quantitative results showed that the developed set of practical tasks, which were considered with students, helped to increase the level of managerial competence of students, future heads of preschool education institutions.

The article describes a methodology which has been developed for managing the selection ofpriority areas for processing organic wastes. Within the scope ofprocessing, a choice of technologies for the production of organic fertilizers has been made. The methodology includes a set of actions aimed at developing managerial decisions on the optimal use of available resources to achieve the set goals and which consists of three stages of implementation. The incoming and outgoing information of the implementation stages, as well as additional and clarifying criteria for each stage have been determined. The proposed methodology of managing the choice of priority areas for processing organic waste and fertilizer production technologies has been tested on the basis of the data from agricultural organizations in the Rostov Region. The indicators of economic efficiency, pointing at the prospects for implementing the direction of processing of organic waste by accelerated microbiological composting and its fertilizer production technologies have been determined. This direction of waste processing allows to reduce the cost of manufactured organic fertilizers, to increase the profitability of cultivation of crops when using fertilizers.

The article shows that functioning of big companies is usually connected with accomplishing a great deal of various projects, whose management requires such tools that give an opportunity to organize project work. It is recommended to integrate systems of decision-making support with systems operating at the enterprise, which can increase the speed of data processing, search for alternative decisions and their impact on project management. It is possible to improve the process of project management at the enterprise by introducing new technologies and tools providing objective analysis of data with plotting a model of moving events and resolving problems dealing with the quality of estimating project solutions. Therefore, the information system should be used as a tool supporting decision-making aimed at collecting, optimizing, analyzing data, finding errors at present and forecasting further steps in project development. The system of decision-making support is an interactive automated system, whose goal is to help the user apply data and mechanisms for identification and settlement of problems in the adequate way. The efficient and wide use of software has become one of key factors of development and success of companies in conditions of fierce competition.

During the economic evolution, the functionality of accounting ranks it among the main information and decision support systems, being a presentation and modeling reference for an economic entity. Starting from the idea that accounting information represents one of the most important products that the accounting specialist offers, the way in which it is understood in the assessment of performance allows the adoption of appropriate managerial decisions by current and potential investors. The use of the questionnaire-type research method allowed obtaining relevant data regarding the role of accounting information in foundation of the company's strategic decisions, and by using the SPSS statistical computer program I was able to process the data obtained, in order to analyze the problematic of this research. The obtained results provide an overview of the management's perception regarding the role of the accounting system in the preparation of budgets, the cost analysis and the formulation of medium and long-term strategies. In the future, this research will continue with an analysis of how the financial statements of other economic agents influence the implementation of the company's investment strategy, following the existing correlation between them and the investment decision on the capital market. 32. Modeling of critical success factors for adoption of smart manufacturing system in Indian SMEs: an integrated approach.

The emerging needs to boost manufacturing sector have made developing nations to adopt smart system in their conventional manufacturing system. To achieve this, Smart Manufacturing Systems (SMS) are proving its potential in every way and especially in "Small and Medium Enterprises (SMEs)", which are highly responsible for economic growth the country. To this effect, this paper aims to investigate "Critical Success Factors (CSFs)" for adoption of SMS in Indian SMEs. The factors are identified on four managerial aspects namely Strategic, Tactical, Operational and Performance. Further, these factors are modelled using an integrated ISM-DEMATEL ("Interpretive Structural Modelling—Decision Making Trial and Evaluation Laboratory") approach, which not only provides the hierarchy but also reveals the intensity of relationship among the factors. The result shows that strategic level factors like Government initiatives, Future vision of the organization and Technological factors are most crucial for SMS adoption in Indian SMEs. The hierarchy obtained is also in line with importance of managerial decisions, which validate the proposed model. The findings of the study would help government, concerned agencies, organizations and policy makers to make suitable strategy formulation for successful adoption of SMS in Indian SMEs. 35. CEOs with international experience under weak institutions

In the context of the globalization of human capital, this thesis examines the role of CEOs with international experience, known as returnee CEOs. The first essay argues that that CEOs’ international expertise is acquired at the opportunity cost of local social capital, such as political and business ties, which is more critical than expertise in transition economies with weak legal institutions. Based on the sample of 2847 CEOs appointments in China, I find that returnee CEOs are associated with inferior performance, lower market reactions to appointment announcements and an adverse regulatory environment. The negative relation disappears when social capital is acquired, regional legal institutions are strong or returnees’ international expertise is in demand. Exploiting an exogenous increase in the supply of returnee talent as a result of new provincial policies, I find the results consistent. The second essay examines the returnee CEOs in newly public entrepreneurial firms that are in transition period. I propose that returnee CEOs possess the tacit knowledge of foreign advanced legal institutions, which can help entrepreneurial firms overcome the formalization challenges they face in getting listed. The results based on 355 newly public Chinese entrepreneurial firms indicate that returnee CEOs, especially those who have returned from countries with advanced legal institutions are associated with superior post-IPO performance. In addition, foreign venture capitals (VCs) are found to strengthen the positive impact of returnee CEOs, especially when both VCs and CEOs are from countries with advanced institutions. In the third essay, I examine returnee CEOs’ managerial decision of listing location. Based on the sample of IPOs of Chinese entrepreneurial firms, I find that returnee CEOs are more likely to undertake foreign IPOs, especially for entrepreneurial firms operating in high-tech industries, until the credibility crisis of US-listed Chinese firms was triggered by Muddy Water Research in 2011. Overall, this thesis provides original evidence on the impact of international experience of CEOs and makes important implication on the benefits realization of brain gains in countries with weak legal institutions.

While human behavior is known to be one of the key causes of industrial accidents, existing approaches to personality assessment of blue-collar workers could not efficiently differentiate behavioral patterns associated with increased probability of an accident. Analysis of the largest man-made disasters, which occurred at the major petrochemical company in Russia throughout the last 2 years, revealed that risk appetite had led to the most severe disasters in terms of loss of human life, environmental impact, and financial losses. In order to identify risky individuals among the company workers, a multimethod approach with behavioral, cognitive, psychometric, and implicit measures has been utilized. Over hundred volunteers reported on life facts associated with risk propensity and underwent multimethod assessment. Results indicated that measures from all four groups of methods were able to reliably identify risky individuals. This study provides an example of efficient online multimethod assessment system introduced at a major petrochemical company in order to assist managers in personnel assessment and selection. The development of innovative technologies in production against the background of the globalization of commodity markets and increased competition has led to a reduction in the life cycle of most products of industrial companies, while increasing the requirements for the validity of management decisions regarding the release of new types of products and product range planning. The purpose of this research is to study the problem of information support for the strategic management of large manufacturing companies in the context of the need to make effective management decisions on the planning of the product range, the implementation of capital investment, the launch of new products based on the implementation and use of the full life cycle calculation system. The paper analyses the prerequisites for the emergence of a system of calculating the full life cycle of a product, considers the key features and advantages of using this system. The study formulates the requirements for the organization of cost accounting in the context of the application of the calculation of the full life cycle, gives recommendations for planning and controlling costs in the context of the stages of the “life” of the product. The author made a conclusion about the expediency of implementing the system under consideration for Russian manufacturing companies, revealed the sequence of applying the calculation method in the conditions of its use. The article shows the possibilities of using Japanese cost management systems and cost calculation in relation to individual stages of the life cycle. The paper gives the characteristic features of companies for which the use of this system is most appropriate.

The article is aimed at studying the behavioral approach to ensuring economic security during the development of the economy in the pandemic. The role and meaning of managerial decisions is defined, their ability to cause extraordinary reactions in the economic sphere is proved. A critical analysis of the essence of economic security of the State, region, enterprise is carried out. The subjects and objects of economic security of the State, region, enterprise are provided. The authors determine the factors of destabilization generated by the pandemic, which is the cause of emergence and development of crisis situations caused by threats to the economic security of the State, region, and enterprise. The scientific approach to ensuring economic security is presented in the statement that in the complex of measures that form the system of economic security of the State, region, enterprise, the system of prevention of emerging threats, taking into account the conditions of the pandemic, is of greatest importance. From the positions of economic security, it is important to assess and predict the impact of all expected threats, as well as economic and non-economic impacts on their course. It is noted that the strategic management of economic development processes in the pandemic causes an objective need on the part of the State authorities to have a concept of national security, the level of which depends on how effective managerial decisions are both at the enterprise level and at the State level; to what extent experts are able to avoid possible threats and eliminate the negative consequences of certain components of the external and internal environment in the pandemic. It is proved that a relatively insignificant influence of the behavioral approach in management is able to initiate a chain of profound changes in the economic system, and quite often with unpredictable consequences, which causes the need to expertise approved decisions for their economic security, while the powers of management bodies during the pandemic should be a continuation of their functional duties.

The article carries out a critical analysis of management information needs for information generation for operational and strategic management decisions. The problem of correct assessment of existing and future costs to substantiate the feasibility of the decisions is disclosed. The stages of formation of information on the value of variable and fixed costs associated with making managerial decisions are highlighted. The expediency of dividing fixed costs, depending on the duration of the period of validity of the decision, with which their occurrence is connected, has been substantiated. Recommendations for estimating costs in relation to specific products are given. Special attention is paid to the classification of costs into irreparable and avoidable costs, as well as to the division of the latter into risk categories based on the possible consequences of reducing or completely eliminating various costs. Time, the study analyzes the difficulties that arise in predicting future costs.

The article is aimed at researching the behavioral approach in management, studying the psychological regularities of management activities. The article proves that the behavioral approach in management is aimed at the joint interaction of economic processes and economic thinking of the subject who makes managerial decisions, or groups of subjects, taking into account the factors influencing managerial decisions of both economic and psychological nature. A study of economic thinking of the subject making managerial decisions, or groups of subjects as a structural component of economic consciousness, is presented. The essence of economic consciousness as a higher level of reflection by the subject of economic relations of economic phenomena is analyzed. It is identified that economic consciousness is closely related to economic behavior, acting as a rational basis for subjective mechanisms of such behavior. The perceptive sphere of economic behavior of the decision-making entity or groups of subjects, which is based on his or their professional experience obtained in the a posterior period, is distinguished, which becomes the basis for ensuring a higher level of efficiency of managerial decisions, a new form of economic thinking, unconscious perception in the economy. It is determined that the correct economic thinking ensures rational management of economic activity on the scale of the national economy. It is proved that the behavioral approach in management encourages to abandon the fundamental abstraction of any factors of economic relations of a non-economic nature and thereby attributing all the effect achieved by the economic system to economic relations only.

Today digital economic environment penetrates deeply in different spheres and industries of economy. Now doubt that digital transformations deal not only with outer environment of company functioning but also with their internal business-processes. The outer elements of digital transformation include such business-spaces, which in their essence were born as global, i. e. they are not connected with geographical location or specific segment of buying audience. We mean the development of the so-called digital platforms – ecosystems of digital business, where participants of different profiles or lines of commercial activity can be present, such as logistics, production, finance, marketing, sales, etc. Due to active emergence of outer aspects of digital transformation internal businessprocesses in such digital spaces are also subjected to transformations. These transformations in some cases are inevitable because of rising competition among companies inside one industry on the level of product range being sold and among related industries on the level of services that determine the company value for customers. In the digital business environment classical process approach undergoes serious changes due to transformation of business-models of business running, altered information opportunities, emergence of new digital competences of experts and technological breakthrough. The goal of the research is to develop a competence model of manager for decision-making in conditions of digital environment with regard to factors influencing the process of decisionmaking and advanced methodologies of management, such as Agile. The article shows conditions of digital transformation penetration in the business environment of present day companies, identifies factors of digital transformation impact on decision-making in management within the frames of the process approach, substantiates opportunities and threats of business-process digitalization in managerial decision-making and demonstrates new competences necessary for efficient functioning of business-processes. The authors put forward a complex model of decision-making in digital business environment, which gives an opportunity for companies to make the most effective managerial decisions.

The article is aimed at studying the essence of risk in the process of making managerial decisions, taking into account the behavioral approach and identifying the causes of risk occurrence. The article carries out a risk study structured in accordance with two dichotomies: risk/reliability and risk/danger. At this, the concept of managerial decision risk means a complex set of alternatives, during the analysis of which there is a need to make a decision. The opposite side in each case acts only as a concept of reflection, whose function is to clarify what in a particular case is emphasized in the risk per se: the problem of measuring accuracy in the first case or the degree of responsibility for the damage itself — in the second. As for both differences, it is identified that there is no risk-free managerial decision. It is proved that the concept of risk in the process of making managerial decisions, taking into account the behavioral approach, should be contrasted with the concept of reliability. The scientific approach to determining reliability is presented in the statement that absolute reliability is unattainable. The phenomenon of reasonable risk in the process of making managerial decisions is provided, taking into account the behavioral approach, which is part of the general problem studied by economists and is terminologically recorded as «justified economic activity». An element of such activity is the managerial decision-making. The risks that are likely to arise in the process of managerial decisions taking into account behavioral approach, at both the qualitative and the quantitative levels are studied. It is proved that quantitative study of risks identified at the qualitative level is the main purpose of risk analysis in accordance with the theory of decision-making in the presence of risk.

The article carries out a critical analysis of the traditional approach to costing. The paper reveals the problem of distortion of the cost of manufactured products from the point of view of making management decisions. The authors justify the expediency of using the ABC system for accounting and distribution of overhead costs. The study gives the interpretation of the concepts used in the functional distribution of costs. The article highlights and discloses a step-by-step algorithm for the distribution of indirect costs when using the ABC system. The paper gives the advantages of using this approach in order to generate management information about the products and activities of the company. Along with that, the authors analysed the difficulties associated with the practical implementation of the functional approach in the accounting and distribution of overhead costs, in particular with the detailed information in the context of operations and cost pools.

Globalization and development of socio-economic systems raise new challenges for managers, from fierce competition, to increased productivity and implicitly managerial performance. Thus, the managers of economic entities are determined to develop a good long-term vision regarding the global positioning on the market and to fully value the skills of human resources, in conditions of cultural diversity and to manage production costs as efficiently as possible. The basic tool that serves the management activity and implicitly to obtain a maximum economic efficiency is the knowledge of production costs. Applying rigor to costs and the entire activity, managers can analyse the possibilities of reducing costs and increasing performance, by applying a relevant method of calculating costs, respectively budgeting costs through the ABC/ABB method. For example, the company S.C. Adarco Invest S.R.L. from Petroșani. The study concludes with the author’s conclusion on the benefits of applying this method by economic entities with an industrial profile.

The article is aimed at examining and summarizing the worldwide experience of the effective strategic changes in staff management with the application of stakeholder-oriented approaches and developing practical proposals on the use of this experience in the activities of domestic business and entrepreneurship. In this context, it can be stated that for the development and implementation of positive strategic changes in staff management, it is important to take into account both the interests and contradictions of a number of stakeholders. In practical activity, the interests of almost all groups of staff are most often in contradiction with the interests of management and owners. Hence the elaboration of problematic issues concerning the increase of interest and leveling contradictions becomes significant aspects of cooperation of all stakeholders, despite the different conditions or the countries of operation of a business. Modern world scientific and practical skills in the sphere of human resources management often focus on determining the points of interaction and coincidence of interests of all participants in both the management and the development processes. The proposed algorithm for determining and adopting effective strategic changes in staff management can be used in the realities of domestic business. The topical direction of further research is the definition for all stakeholders of optimally balanced decisions on the basis of minimum costs and maximum profits in the formation and implementation of strategic changes in staff management.

48. Participation of the Population of a Region in the Implementation of the National Projects: Retrospect and Prospect

Introduction. Russia’s National Projects focus on integrated interagency interactions between state and public participants. They accumulate various areas of social and political development of the territory. Mainstreaming the participation of the population in achieving the goals set consolidates and adjusts the vectors of change set by the National Projects. The purpose of the paper is to present a comprehensive analysis of the participation of the population in the implementation of the National Projects in a region on the basis of the study conducted, taking into account the characteristic features of the territory and the relevant forms of participation of local communities in accomplishing the stated tasks. Materials and Methods. The results of the “Kuzbass-Politics” monitoring initiative studies conducted in 2006 and 2018 were used as the materials for the analysis of this topic as well as the data of sociological surveys and reports on the implementation of the National Projects in Russia in 2019. To substantiate the implementation of the National Projects in the region, the method of systemic, structural and functional analysis was used. Results. The participation of the population in the implementation of the National Projects in a region has been analyzed using the example of the Kemerovo Region. The authors have studied the existing experience of implementation of the National Projects in 2005–2007 and compared it with that of the current stage (2019–2024). The materials of the secondary analysis have shown that the content of the new National Projects is in line with the needs of the population in matters of improving their living arrangements; however, many people are distanced from the National Projects, which is expressed in the lack of awareness and limited participation. The authors point out that the implementation of the National Projects in a region can be carried out in a consolidated manner or have multidirectional vectors of application of the activity and resource potentials of the population. Discussion and Conclusion. The interaction between the authorities and the population is a dialogue in which the interests of the parties are reconciled in order to achieve a common goal. The lack of taking into account the active role of the population in the implementation of socially significant results affects the quality of the development and the conditions for the implementation of the National Projects. The results of the study can contribute to the development of regional programs and activities aimed at increasing people’s participation in the implementation of the National Projects.

The article is aimed at studying the peculiarities of application of the computerized information systems of accountance and reporting in the institutions of physical culture and health recreation. It is proved that the adoption by the managers of different levels at institutions of physical culture and health recreation of effective managerial decisions, especially in the conditions of world pandemic COVID-19, is possible only when receiving timely, complete, accurate, objective information on economic activities of the enterprises provided by the system of accountance and reporting. It is substantiated that, in the conditions of globalization and world pandemic COVID-19, a modification of the existing and emergence of new accounting tasks is going on, which is caused by the reorientation to the online services, change of motives and requests of all interested in accounting information of the participants of economic relations. The tasks of accountance at the institutions of physical culture and health recreation are formed and systematized. To make efficient managerial decisions in the accounting and analytical system of an institution of physical culture and health recreation, it is proposed to allocate four sections of information: accounting, analytical, forecasting, and management. It is proved that the main task of information systems and technologies of accountance at the institutions of physical culture and health recreation of Ukraine is achievement of a more qualitative level of cooperation, coordination and communication of the information relations between the departments and consumers of the services for making efficient managerial decisions. The algorithm of the automated process of taking account of any economic management operations at the institutions of physical culture and health recreation by means of accounting modeling is suggested.

The article is aimed at forming a system of risk assessment and neutralization and analyzing their impact on the process of intellectualization of management of the holistic development of industrial enterprises of the railway transport machine-building. The results of the research show that the scale of the economic crisis negatively affects the activities of industrial enterprises of railway transport machine-building, reduces their efficiency of production and increases the level of influence of risks of different etymology of origin under the influence of both the internal and the external factors. The usage of traditional methods and instruments to avoid and neutralize risks in the new economic environment does not produce the desired results. Analysis and assessment of the risk impact do force the industrial enterprises of railway transport machine-building to introduce provisions of modern riskology, which need an active position directed towards comprehensively limiting the risk in their activities. It is possible to assess the optimal level of risk and develop an effective management model through the formation of intellectual-innovative theoretical and practical risk management issues. The proposed scientific-practical approach to reducing and neutralizing risks in the process of intellectualization of management of the holistic development of industrial enterprises of the railway transport machine-building includes the identification of the causes of risks and their types with the aim of constantly monitoring, assessing, analyzing and forming efficient managerial solutions for their maximum neutralization. Risks can be both potential sources of additional profit and carry losses for industrial enterprises of the railway transport machine-building.
