Based on cloud computing technology, this paper constructs a benefit-optimal enterprise resource scheduling model and an enterprise cost management prediction model to maximize the economic benefits of enterprise resources and optimize the management costs, respectively. Combining the improved greedy algorithm and the benefit function, a cloud resource scheduling algorithm based on benefit optimization is proposed, defining the benefit function about time and cost, and taking the highest user satisfaction as the optimal resource scheduling objective. A mathematical model for management cost prediction is constructed by using the fireworks algorithm to optimize the number of trees and the number of leaf nodes in the random forest, and the Informatica software is used to manage and integrate the enterprise source data. The performance of the company’s operating conditions after optimizing resource management and cost savings is explored as a case study of Company S. In 2023, the total asset turnover ratio of Company S increased to 21.45 from 0.48 in 2022, and the overall asset operating efficiency improved. Working capital rose to 262,852,200 yuan. The current ratio, quick ratio, and cash ratio improved, while the gearing ratio, equity ratio, and equity multiplier showed a downward trend. The net operating margin achieved the maximum profitability in the last three years, net total assets margin, and net equity margin, with an increase of 25.42%, 20.65%, and 31.49%, respectively.

The cost for the recovery/disposal of residues produced by wastewater treatment plants (WWTPs) represents a relevant aspect in the economics of WWTP management. We elaborated and applied a desk-based methodology to analyze tender processes and to investigate quantitatively and qualitatively the variability of unit costs for sewage sludge (EWC 190805) management in Northern Italy from 2015 to 2021. We conducted a qualitative survey for operators of the sector. Unit costs for sludge management increased over time. The unit cost was mostly affected by the type of sludge recovery/disposal being the cost for recovery in agriculture (direct or by composting) lower than incineration and landfilling. Other variables influencing the cost were the distance and discount offered by the contractor. Regulatory and judiciary events determined a sudden increase of sludge disposal costs in Italy between 2017 and 2019. Recovery in agriculture, when practicable, remains the preferable option. Results can orient and support the optimization of sludge management costs and be of interest for future studies at national or European level. This study aimed to estimate the lifetime cost of HIV management from the Australian healthcare perspective. Methods: A Markov cohort model, consisting of 21 health states based on CD4 count and line of ART, simulated disease progression over the lifetime of persons living with HIV. We reported costs using 2019 Australian dollars (A$) at a discount rate of 3.5% per annum. One-way sensitivity analysis was used to assess the impact of model inputs, and probabilistic sensitivity analyses were conducted to calculate the 95% confidence intervals for the lifetime cost estimate. Results: The average discounted lifetime cost of HIV management was A$282 093 (95% CI: $194 198–421 615). The largest proportion of lifetime cost was due to ART (92%). The lifetime cost was most sensitive to third- and second-line ART costs, followed by the probability of failing third-line therapy for those with a CD4 count of <200 cells/μL. A 20% or 50% reduction in patented ART costs would reduce the lifetime cost to A$243 638 and A$161 400, respectively. Replacing patented ART drugs with currently available generic equivalents reduced the lifetime cost to A$141 345. Conclusion: The relatively high lifetime costs for managing HIV mean that ongoing investment will be required to provide care and treatment to people living with HIV, and supports the urgent need to avert new infections. Reducing the price of ARTs (including consideration of generic drugs) would have the most significant impact on lifetime costs. It is one of the leading causes of hospital visits and hospitalization in pediatric wards for children under 5 years old. Interestingly however, the economic burden of this disease remains unknown in these endemic countries including Gabon. The purpose of this study is to assess the direct hospital cost for the management of malaria in children under 5 years old at the Libreville University Hospital Centre (CHUL, Centre Hospitalier Universitaire de Libreville) in Gabon. Methods This research work is a retrospective study using a comprehensive review of medical records of patients seen at the CHUL over a two-year period extending from January 2018 through December 2019. The study focused on children under 5 years old, admitted for malaria in the paediatric ward of the CHUL. The analysis targeted specifically direct hospital costs, which excluded salary and wages of health care workers. The monetary currency used in this study was the CFA francs, as that currency is the one used in Central Africa (as reference, 1 Euro = 656 CFA francs). Results For the set timeframe, 778 patient records matched the study criteria. Thus, out of 778 admitted patients, 58.4% were male while 41.5% were female. Overall, the average age was 13.2 months (± 13.8 months). The total cost incurred by the hospital for the management of these 778 malaria patients was 94,922,925 CFA francs (144,699.58 €), for an average expense per patient topping at 122,008 CFA francs (185.99 €). The highest expenditure items were hospitalizations (44,200,000 CFA francs, 67,378.1 €), followed by drugs (26,394,425 CFA francs, 40,235.4 €) and biomedical examinations (14,036,000 CFA francs, 21,396.34 €). Conclusion The financial burden for managing malaria in the paediatric ward seems to be very high, not only for the hospital, but also for families in spite of the government medical insurance coverage in some cases. These findings bring new insights as to the urgency to develop policies that foster preventive initiatives over curative approaches in the management of malaria in children in endemic countries.

International agreements commit nations to control or eradicate invasive alien species. The scale of this challenge exceeds available resources and so it is essential to prioritise the management of invasive alien species. Species prioritisation for management typically involves a hierarchy of processes that consider the likelihood and scale of impact (risk assessment) and the feasibility, costs and effectiveness of management (risk management). Risk assessment processes are widely used, risk management less so, but are a crucial component of resource decision making. To assess the cost-effectiveness of prioritisation, we considered 26 high-risk species considered for eradication from Great Britain (GB) with pre-existing risk assessment and risk management outputs. We extracted scores to reflect the overall risk to GB posed by the species, together with the estimated cost and the overall feasibility of eradication. We used these to consider the relative reduction in risk per unit cost when managing prioritised species based on different criteria. We showed that the cost-effectiveness of prioritisation within our sample using risk assessment scores alone, performed no better than a random ranking of the species. In contrast, prioritisation including management feasibility produced nearly two orders of magnitude improvement compared to random. We conclude that basing management actions on priorities based solely on risk assessment without considering management feasibility risks the inefficient use of limited resources. In this study, the cost-effectiveness of species prioritisation for action was greatly increased by the inclusion of risk management assessment.

The western Amazon needs to expand its protected-area system to ensure the conservation of its immense and threatened biodiversity. However, potential expansions often meet with resistance because of scarce government resources and competing social priorities. Here, we proposed an expansion of the protected-area system for the western Amazon that increases biodiversity conservation at minimum costs. We started by evaluating biological data to establish conservation targets for enhancing protection of 2419 species of plants and vertebrates. We then built a map that shows the variation in costs of effectively managing lands as protected areas. We also adapted an opportunity cost layer for agriculture and livestock to approximate realistic foregone incomes when a particular extent of land is protected. These cost estimates were used in a decision-support tool to find the most inexpensive places to achieve the conservation targets. We found that this cost-optimized expansion would reduce annual costs by 22% in comparison to an expansion planned without cost data. Moreover, without collaboration with indigenous peoples and without cooperation among the western Amazon countries costs would be 39% and 49% higher, respectively. The cost of the proposed expansion, estimated at US$ 100 million annually, is only a fraction of the regional Gross Domestic Product (0.018%). Thus, this study may help governments and conservation agencies to improve financial planning of the region's reserve network by maximizing species protection at more affordable costs. • We cost-optimized the identification of priority areas in one of the most biodiverse regions on Earth. • Management costs for protected areas, which are rarely included in prioritization exercises, were analyzed here. • Cost-effective priority areas depend on the cooperation between countries and indigenous peoples. • These results may help governments and NGOs to improve the financial and conservation planning of the region. In-situ conservation is an important measure to protect biodiversity. By the end of 2017, China had established 2750 nature reserves, accounting for 14.9% of China's land area, which exceeds the world average. However, management failure is still serious. The effective management of nature reserves requires adequate funding. Based on a thorough study of the cost estimation methods for nature reserves and relevant management standards, this paper develops a conservation cost model of nature reserves, and estimates the management cost and opportunity cost of nature reserves in China. The results show that: (1) The conservation cost of all nature reserves in China is 504.9 billion yuan in 2014, accounting for 0.78% of the national GDP of the year, far lower than the cost of environmental damage and the economic value of the products and services of the nature reserve ecosystem, so the nature reserve system is economically justified. (2) In order to meet the management standards, the nature reserves in China require approximately 8.59 billion yuan annually. But the actual total investment is much lower than the fund request, reflecting overall funding gaps, and the inequality of fund allocation among nature reserves. (3) The management costs show obvious geographical differences. The nature reserves in the western and northeastern regions have high ecological value and large demand for management funds, while the economy is relatively undeveloped and the local financial pressure is relatively high. The national government should give more support to the nature reserves in the western and northeastern regions. (4) The annual opportunity cost of nature reserves in China is approximately 496.3 billion yuan, reflecting the huge economic pressure on the local society. However, the ecological compensation for nature reserves is in short supply. Governments need to improve ecological compensation mechanism for nature reserves to solve the dilemma between nature conservation and the development of surrounding communities. Purpose – The purpose of this paper is to develop a novel model of a call center that must treat calls with distinctly different service depending on whether they orginate from VIP or regular customers. VIP calls must be responded to immediately but regular calls can be routed to a retrial queue if the operators are busy. Design/methodology/approach – This study’s proposed model can easily reveal the optimal arrangement of operators while minimizing computational time and without losing any precision of the performance measure when dealing with a call center with more operators. Findings – Based on the results of the comparison between the exact method and the proposed approximation method, the approach shows that the larger the number of operators or inbound calls, the smaller the error between the two methods. Originality/value – This investigation presents a computational method and management cost function intended to identify the optimal number of operators for a call center. Because of computational limitations, many operators could not be easily analyzed using the exact method. For the manager of a call center, the sooner the optimal solution is found, the faster business strategies are deployed. This paper is related with rerouting strategies in telecommunication networks and particularly in MPLS Networks. Network restoration has been and still remains a key research issue in network optimization area. This work is concerned with network survivability, and more precisely with a cost-effective hybrid rerouting scheme. In this study we provide some work related to a rerouting strategy called Shared Robust Rerouting strategy (SHRR). We pursue our study with a variant of the proposed strategy and a discussion on their implementation. In particular we present distributed versions and report numerical results in terms of cost-effectiveness comparing to their "centralized" versions. Trophic relationships between invasive species in multiply invaded ecosystems may reduce food limitation relative to more pristine ecosystems and increase resilience to control. Here, we consider whether invasive predatory American mink Neovison vison are trophically subsidized by invasive crayfish. We collated data from the literature on density and home range size of mink populations in relation to the prevalence of crayfish in the diet of mink. We then tested the hypothesis that populations of an invasive predator reach higher densities and are more resilient to lethal control when they have access to super-abundant non-native prey, even in the absence of changes in density dependence, hence compensatory capacity. We found a strong positive relationship between the proportion of crayfish in mink diet and mink population density, and a negative relationship between the proportion of crayfish in mink diet and mink home range size, with crayfish contribution to mink diet reflecting their abundance in the ecosystem. We then explored the consequence of elevated mink density by simulating a hypothetical eradication program with a constant harvest in a Ricker model. We found that mink populations were more resilient to harvest in the presence of crayfish. As a result, the simulated number of mink harvested to achieve eradication increased by 500 % in the presence of abundant crayfish if carrying capacity increased by 630 %. This led to a threefold increase in time to eradication under a constant harvest and an approximately 20-fold increase in the cumulative management cost. Abstract: In this paper, we propose a churn management model based on a partial least square (PLS) optimization method that explicitly considers the management costs of controllable marketing variables for a successful churn management program. A PLS prediction model is first calibrated to estimate the churn probabilities of customers. Then this PLS prediction model is transformed into a control model after relative management costs of controllable marketing variables are estimated through a triangulation method. Finally, a PLS optimization model with marketing objectives and constraints are specified and solved via a sequential quadratic programming method. In our experiments, we observe that while the training and test data sets are dramatically different in terms of churner distributions (50% vs. 1.8%), four controllable variables in three marketing strategies significantly changed through optimization process while other variables only marginally changed. We also observe that the most significant variable in a PLS prediction model does not necessarily change most significantly in our PLS optimization model due to the highest management cost associated, implying differences between a prediction and an optimization model. Crop production must continuously be adjusted according to economic return and fluctuating prices on inputs versus harvested plant products and calls for continuous revision of the crop rotation and flexible management systems. This study describes grass seed production of three different types, respectively, of perennial ryegrass (Lolium perenneL.) and red fescue (Festuca rubraL.) and their optimum number of growing seasons in terms of yield, selected yield components and economic gain. Three harvest years gave the maximum yield in the red fescue type with long stolons (cv. Pernille) and the highest number of fertile tillers in all three red fescue cultivars. Four harvest years gave the maximum yield for types with short stolons (cv. Suzette) and without stolons (cv. Tamara). The fifth year significantly reduced the yield compared to the highest obtained yield within each cultivar. The diploid amenity cv. Allegro and forage type cv. Borvi of perennial ryegrass can be harvested in five consecutive years without a significant yield reduction. The tetraploid type cv. Tivoli had the highest thousand seed weight and a significant yield decrease from the first to the second year of seed harvest and a continuous decline in seed yield is observed from the first to the fifth harvest year in this cultivar. Yet, when the economic incentive was calculated it was found that optimum harvest years cannot be determined by yield considerations alone. A combination of high grass seed price and low cereal price shows that red fescue can be grown up to four years and perennial ryegrass up to five years with high economic returns. Preventing the establishment of invading pest species can be beneficial with respect to averting future environmental and economic impacts and also in preventing the accumulation of control costs. Allee effects play an important role in the dynamics of newly established, low-density populations by driving small populations into self-extinction, making Allee effects critical in influencing outcomes of eradication efforts. We consider interactions between management tactics in the presence of Allee effects to determine cost-effective and time-efficient combinations to achieve eradication by developing a model that considers pesticide application, predator augmentation and mating disruption as control tactics, using the gypsy moth as a case study. Our findings indicate that given a range of constant expenditure levels, applying moderate levels of pesticides in conjunction with mating disruption increases the Allee threshold which simultaneously substantially decreases the time to eradication relative to either tactic alone. In contrast, increasing predation in conjunction with other tactics requires larger economic expenditures to achieve similar outcomes for the use of pesticide application or mating disruption alone. These results demonstrate the beneficial synergy that may arise from nonlinearities associated with the simultaneous application of multiple eradication tactics and offer new prospects for preventing the establishment of damaging non-native species. The successful management and eradication of invasive species is often constrained by insufficient or inconsistent funding. Consequently, managers are usually forced to select a subset of infested areas to manage. Further, managers may be unaware of the most effective methods for identifying priority areas and so are unable to maximize the effectiveness of their limited resources. To address these issues, we present a spatially explicit decision method that can be used to identify actions to manage invasive species while minimizing costs and the likelihood of reinvasion. We apply the method to a real-world management scenario, aimed at managing an invasive aquatic macrophyte, olive hymenachne ( Hymenachne amplexicaulis), which is one of the most threatening invasives in tropical Australia, affecting water quality, freshwater biodiversity, and fisheries. Abstract: Protected area management must be resourced adequately to achieve its conservation objectives. The variability in management costs across candidate sites for protection therefore should inform conservation planning. For example, when considering whether to accept a donation of a property, a conservation organisation must determine whether an adequate endowment is available to fund future management activities. We examine variation in management costs across 78 small protected areas in the UK that are managed by a conservation NGO, the Yorkshire Wildlife Trust. Management costs exceed acquisition costs when funded on an endowment basis and are not correlated with acquisition costs or with proxy measures for conservation costs commonly relied upon in conservation planning studies. A combination of geographic, ecological and socioeconomic characteristics of sites explains 50% of the variation in management costs. Site area is the most important determinant of management costs, which demonstrate economies of scale; implementing conservation management on an additional hectare adjacent to a larger protected area would incur a lower cost than doing the same adjacent to a smaller site. In evidencing this effect of site area, we avoid problems of spurious correlation that confound previous studies. Protected areas that encompass a greater richness of priority habitats for conservation also require more expensive management. Conservation organisations may have little option but to create small protected areas to conserve biodiversity in highly fragmented landscapes, but the decision to do so should take account of the greater cost burden that small protected areas incur. Funding from official development assistance (ODA) and private foundations account for key contributions to marine conservation funding worldwide. Total funding from these two sources increased from approximately USD 700 million per year during 2010–2014 to USD 769 million in 2015. During this time period, private foundation contributions with a marine conservation purpose eclipsed corresponding ODA contributions for the first time in 2015. However, previous analyses have overlooked two other important funding sources: individual contributions to non-governmental organizations (NGOs) and funding through public expenditures (including management costs for fisheries and marine protected areas). The purpose of this study is to better understand the flow of funding to marine conservation globally by tracking trends in ODA and foundation funding and by incorporating approximations for individual contributions to NGOs and public expenditures. Given the difficulty of measuring the latter two sources, proxies are provided here for practical, rather than precise, purposes to illustrate that funding levels are higher than current estimates suggest. This paper reports on the results of an investigation of management costs in the fisheries of Iceland, Newfoundland and Norway and discusses them in a more general framework. Management costs are defined ascosts necessary to overcome the problems associated with common property. The question of whether management costs should be paid by industry is discussed, as is the likely effect of user pay on the efficiency with which management is provided. Since management has public goods characteristics, it is likely that there is an unavoidable role for government in providing these services. The question of who pays for it is separate, and recovering costs from industry has both efficiency and optimal taxation aspects. A greater involvement in management by industry further raises the question of compatibility between the industry's interests and the public interest. Measured as percent of gross value of fish landings the management costs are by far highest in Newfoundland (15/25%), lowest in Iceland (about 3%), with Norwayin the middle (about 10%). Management costs thus appear to be substantial and quite variable. This gives rise to three conclusions. First, when calculating optimal harvesting and investment paths one must take the management costs of implementing these paths explicitly into account. Second, what is the economic efficiency of management? Couldthe same level of benefits be produced at lower costs?
