Abstract

The aim of the work is to develop a mechanism for cross-border carbon regulation for countries importing products to the EU, which will equally allow importing countries to fulfill the conditions of the Carbon Border Adjustment Mechanism (CBAM), encourage manufacturers to reduce CO2 emissions, and also provide importing countries with opportunities to replenish their budget by introducing paid emission quotas greenhouse gases. The work makes a significant contribution to stimulating the reduction of CO2 emissions by producers due to the proposed tax mechanism and preventing the leakage of greenhouse gases on the territory of third countries according to the CBAM policy. The EU evaluates double taxation, so if a carbon tax has been withdrawn in the territory of the exporting country, then such a tax will not be levied again in the EU. All this involves stimulating exporting countries by creating their own taxation systems, which will have international qualifications and be recognized by countries around the world. When choosing a taxation mechanism, it is important to choose the specifics for visiting group gases. The study was conducted on the basis of methods of comparison, modeling, analysis and deduction. Abstract

Traditional approaches to human capital management do not work practically at all nowadays, since they are based mainly on the hypothesis that employees are conscientious. An enterprise would act as a provider of a social and scientific stereotype of an employee's labor behavior. At that, the focus of individual self-conscience, which grew up during the third industrial revolution, has shifted considerably towards closeness, social deprivation, and economic alienation of a personality from an enterprise, society, and family. Even though present-day CEOs are well aware of the logics of the motivation process, their awareness does not provide comparative advantages in human capital management, since motives are not obvious. Traditional need-based and process-based theories (by F. Taylor, A. Maslow, D. McClelland, F. Herzberg, V. Vroom, J. S. Adams, etc.) make it possible only to guess which particular motives prevail, but it is difficult to "identify" them. Even application of the Total Performance Scorecard (TPS) by H. Rampersad is limited considerably. The main drawback of all those theories is the axiom of progressive development of a company, which does not consider with mentalities of working generations. Owing to strong turbulence of the world economy, one should change approaches of human motivation by emphasizing conscious development of individual human capital; the paradigm of management of those processes at an enterprise has to be altered actively. This paper analyzes employees' motivation to labor and conscious development of their personal human capital by applying J. Collins's developments related to continuous self-improvement of companies; our analysis is based on reasons for bankruptcy of the world's largest companies. Special attention is paid to changes in mentality of employees related to Generation X, Generation Y (the Millennials), and Generation Z. This article presents a complex sociological survey that has concerned Russian and Azerbaijani employees and their employers; this survey has confirmed efficiency of the suggested approach to productive management of human capital. Abstract

Here we present our new developed method for prediction/prevention of the large natural and man-induced catastrophes and eliminate their consequences with increasing of safety in natural and industrial aspects. Some most dangerous regions at the territories of above mentioned countries are under consideration and they are characterized: the mountain lands with the high seismic level; the largest rivers with the powerful hydroelectric stations, sizeable reservoirs and huge high dams; the man-induced high industrial activity, that increases probabilities for occurrence man-induced and natural catastrophes with irreversible huge radioactive, toxic and other hazard pollutions of large territories, Black, Caspian and Kara Seas and their water river's basins; high opportunity to perform deliberate attacks of terrorists with the using of explosives, that are able to cause man-induced catastrophes and stimulate natural calamities. 48. [Clinical effectiveness of magnetolaser therapy of vasomotor rhinitis].

Abstract

Magnet-laser therapy was used to treat vasomotor rhinitis in 90 patients. A constant magnet of 50 mT was applied to the exterior of the nose, and an infrared laser beam was applied via a light-guide to the reflexogenic zones of concha inferior. The radiation power density was 5 mW/cm2. The magnetic exposure time was 6-10 min and the laser exposure time was 3-5 min for each half of the nose. The therapeutic course was 8-12 sessions. The therapeutic results depended on the type of vasomotor rhinitis, clinical disorders, and duration of the disease. Good results were seen in 84 (93.3%) patients out of 90 cases. Stable remission was recorded in 61.1% patients, significant improvement of clinical manifestations of vasomotor rhinitis was observed in 32.2% cases. Best results were reported in patients with autonomic forms of vasomotor rhinitis who suffered from short-term disease and vasodilation disorders.
