Abstract

The research indicated the relationship between the formal criteria of Health Technology Assessment (HTA) availability and the economic development of countries considering HTA to be an indicator for the effectiveness of the healthcare management process. HTA is at the very end of the evidence data generation. It makes possible forecasting medical, economic and social outcomes of healthcare management decisions and is the base for rational use of healthcare resources. Effective allocation of healthcare funds leads to an increase in human capital and economic development opportunities followed by the overall healthcare expenditures growth. The number of countries using HTA increases with the growth of per capita GDP, reaching a maximum in the countries with 40-50 thousand USD GDP per capita value range and decreases with further growth of this indicator. The low level of economic development, characterized by a low per capita GDP, makes it difficult to implement HTA due to strict regulations aimed at expenditures decrease and preventing using effectiveness criteria for health management assessment. Nevertheless, a significant number of low-income countries (below 10 thousand USD) per capita GDP are striving to improve the efficiency of health management and are at different stages of the HTA creation and implementation into healthcare systems. The opposite countries with high (above 50 thousand USD) per capita GDP are mostly tax haven countries (offshore zones) and as a rule these indicators are not linked with the real economic and industrial development. These countries do not use HTA for expert support of healthcare management decisions. 26. The Disease Centered Multimorbidity Model at the Example of Type 2 Diabetes Mellitus

Abstract

Multimorbidity is a condition when few diseases (multimorbidity pattern) are diagnosed in same patient. According to the disease centered model the pattern is formed around one “marker” disease at the expense of other diseases which have non-random relationships with the “marker” disease and between each other. The totality and probabilistic connections between pairs of diseases determine the specifics of the pattern and indicate the possibilities for managing individual and population health as a result of interactions of all components of the the pattern. Algorithms have been developed assessing the degree of non-random connections between pairs of diseases in the pattern and establishing a hierarchical relationship between both “marker” and other diseases as well as between pairs of non-marker diseases. The calculation of non-random statistical relationships between pairs of diseases included in the T2DM (Type 2 Diabetes Mellitus) multimorbidity pattern proved the consistency of the data obtained with the current clinical description of T2DM pathogenesis and complications., Advances in Systems Science and Applications, Выпуск 1 2023, Pages 22-34

Abstract

The aim of this study was to find out whether upgrading university teachers’ qualifications would enhance their professional advancement and success. To address these issues, this paper presents a research held in Samara State Technical University for three years. The participants of the study were 15 university teachers who were staff members of the Department of Linguistics, Intercultural Communication and Russian as a Foreign Language. These teachers were given an opportunity to obtain new competencies aimed at implementing the university strategy by taking additional training programmes and upgrading qualifications courses. This paper aims explores these teachers experiences and outcomes and demonstrates that professional development is not always connected with mastering teaching skills but can serve as a means of promoting university strategy and achieving personal goals.

Abstract

This paper outlines theoretical background of high-rise housing and discusses its design experience. It particularly focuses on environmental, social and economic aspects which are among crucial sustainable development issues. The authors dwell upon the implementation of innovative solutions that meet principles and goals of sustainable development and take construction objects built in Samara (which is one of the largest metropolises in Russia) as an example. The research also investigates the quality of project designs and reveals techniques corresponding to the "green standards". It considers the issues of practicing high-rise building construction in specific urban conditions and identifies unresolved architectural problems.

Abstract

In 2020 the coronavirus pandemic reached almost every country in the world and challenged their educational systems. This situation forced educators to shift to an online mode of teaching overnight. Many academic institutions that were earlier reluctant to change their traditional pedagogical approaches had no other option but to shift entirely to online teaching and learning. Thus, the role of ICTs in education, and email communication, in particular, has increased dramatically during the pandemic. A significant part of the educational process has turned to correspondence of students and teachers by corporate mail, to communication in chats and during online conferences. At the same time, students' lack of knowledge of electronic etiquette was revealed. They do not realise that writing status-congruent emails is a skill that requires high pragmatic competence and awareness of politeness conventions and email etiquette (also known as 'netiquette'). It turned out that most students had no ideas of electronic communication rules and did not observe even basic rules of electronic communication. So, students of two universities (teacher training and technical) were given a questionnaire on electronic etiquette. Then the authors analysed and compared students' answers and came up with recommendations on teaching electronic etiquette to students based on the test results. Abstract

The internationalization of University teacher education is very important today since teachers have to prepare students for living and working in the new global world. To prepare students for the globalization of the society, university teachers should have the opportunity to gain international experience – from traditional studies and internships to summer schools and degree theses abroad, blended learning formats, buddy programmes, international field trips to preparing English-language degree programmes together with international colleagues. In this paper the authors describe the IDUTE programme (International Dimension of University Teacher Education) designed to enhance the international dimensions of various components of University teacher education programmes, to transform courses in order to facilitate change and improvement in reaching the internationalization goals of their work and to help provide University teachers with greater global competence. This paper details the nature and specifics of the IDUTE programme and provides details of the programme’s outcomes and results. The authors have done extensive research to determine both the existing international content and programme practices for University teacher education and perceived needs for improvement. The IDUTE programme promotes internationalisation among technical teachers and students and expands intercultural competence into their studies and career through creation and development of separate 16/36/72-hour modules on international activities of University Teachers.

49. Adaptation of International Students: Challenges and Solutions.

This study presents research on ways and means of adapting international students to higher education in a Russian university. These international students are mostly from CIS countries (former Soviet republics). As a background, the article outlines the role and place of the Russian language in these countries. It goes on to describe how Samara (a large industrial city with 1,200,000 population, formerly Kuibyshev, in the valley of the Volga river) and its environment are presented to newcomers from Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, Kirgizstan and Armenia and analyzes the respondents' answers to the questions in an online anonymous questionnaire that shows the degree of adaptation of foreign students to education in the Samara State University of Social Sciences and Education (SSUSSE). The paper gives an overview of the activities held at SSUSSE aimed at international students' efficient integration into Russian everyday life and culture. The paper ends with some conclusions.
