RIVM rapport:Het simulatiemodel PESTLA wordt in Nederland gebruikt in zowel het milieukwaliteitsbeleid als bij de beoordeling van de toelating van bestrijdingsmiddelen. Het is dan ook van groot belang dat er een breed vertrouwen in het model bestaat. Omdat het vertrouwen als niet breed genoeg werd ervaren is het project 'Validatie van het PESTLA model' gestart. Als onderdeel van dit project is gekeken naar de mogelijkheid de validatie-status van PESTLA te verhogen door vergelijking met andere modellen. Het rapport beschrijft de resultaten van berekeningen die met de modellen LEACHP, PELMO, PESTLA en PRZM-1 zijn gemaakt voor het Nederlandse standaardscenario voor de berekening van uitspoeling en accumulatie van bestrijdingsmiddelen in de bouwvoor. Er zijn grote verschillen tussen de vier modellen ; zowel wat betreft de modelconcepten als de uitkomsten voor het standaardscenario. Op grond hiervan moet geconcludeerd worden dat het niet mogelijk is de validatie status van PESTLA te verhogen op grond van de validatie status van de andere modellen. Ook het omgekeerde is niet mogelijk., The validation status of a model is of extreme importance when a model is used to evaluate the quality of the environment or the possible registration of a pesticide. This report tries to find out whether the validation statuses of other models can be used to enlarge the validation status of the PESTLA model. To this end, the results of PESTLA model predictions are compared to predictions of PRZM-1, PELMO and LEACHP, using the input data set for the Dutch standard scenario. This comparison is carried out for a wide range of pesticides by varying the half-lifetime and the sorption constant of the pesticides. Differences in model concepts as well as in model results have been found. At the critical level of 0.1 mug/L differences in model outputs up to a factor of 10 have been encountered. The main conclusion of the report, therefore, is that it is not possible to extrapolate the validation status of one model to any of the other models.

RIVM rapport:Resultaten worden gepresenteerd van twee methoden ter berekening van emissieplafonds voor ammoniak uitgaande van kritische depositiewaarden voor natuur. De 'optimalisatiemethode' gebruikt een optimalisatieprogramma om een emissieverdeling in Nederland te bepalen, waarbij de totale emissie maximaal is. De 'opvulmethode' bepaalt de verdeling iteratief uitgaande van de bijdrage van Nederlandse emissies aan de depositie op de natuur. De rekenresolutie voor beide methoden is 5 x 5 km. Eindresultaten zijn per gemeente gegeven. De grootte en de verdeling van de kritische waarden bepaalt direct de maximale emissie in Nederland: hoe hoger de kritische waarde en hoe kleiner het areaal met natuur, des te hoger mag de emissie van ammoniak in Nederland zijn, afgezien van het transport naar het buitenland. Op dit moment zijn uit onderzoek en de literatuur ranges van kritische waarden bekend voor een zevental natuurtypen die veel voorkomen in Nederland. Wanneer uitgegaan wordt van de huidige natuur en de laagste kritische grens (lees: volledige bescherming tegen de depositie van NH3), dan kan in Nederland maximaal 46 tot 66 kton NH3 ge-emitteerd worden (bepaald met respectievelijk de opvul- en optimalisatiemethode). De hoogste emissie mag plaats vinden in Noord-Groningen en Noord-Friesland, Noord-Holland, westelijk Zuid-Holland en Zeeland. Indien ook rekening gehouden wordt met de realisatie van de ecologische hoofdstructuur (EHS) op de grotere EHS-gebieden een maximale depositie van 600 mol ha-1 a-1 toe te laten, mag de emissie nog maar 40 - 52 kton zijn. Dit is ongeveer eenderde van de huidige emissie. De verdeling van de emissie is dan echter geheel anders dan de huidige: omdat nu de hoogste emissie dicht bij de natuurgebieden plaats vindt, moeten hier de grootste reducties doorgevoerd worden, terwijl er ruimte is voor emissies die ver van deze natuurgebieden plaatsvinden. Het instrumentarium dat voor deze studie is ontwikkeld heeft grote waarde voor het zichtbaar maken van de, Two methods have been developed to determine the maximum ammonia emissions and ammonia distribution across the country, provided the critical loads for ammonia for natural areas are not exceeded. Using critical nitrogen loads for seven types of natural areas from the literature, we derived the relative contribution of current nitrogen deposition to total nitrogen deposition, and 'corrected' for this, to obtain ranges of critical ammonia loads for natural areas. The first method uses an optimisation program to determine the optimal maximum emission distribution, while the second method uses source- receptor matrices and receptor-source matrices to iteratively determine the emission distribution. The second method leads to lower emission values because the distribution is not 'optimal'. If complete protection from NH3 deposition (i.e. the lowest critical ammonia loads for the existing natural areas) is offered, the maximum emission is 46 (method 2) to 66 kton (method 1). The highest emissions can be found in areas remote from natural areas, i.e. north of the provinces of Groningen and Friesland, and in Noord-Holland, the west of Zuid-Holland and Zeeland. If the national ecological network of protected areas (EHS), where nature areas will be developed in the future, is also taken into account, the maximum emission drops to 40 - 52 kton NH3. These methods are valuable in illustrating the effects of making possible choices in nature development or protection. If, for example, a limited exceedance of maximally 20% is tolerated, the maximum emission will increase by 10 - 45 kton.

RIVM rapport:Ten behoeve van beleidsondersteuning in het kader van de Milieu-Verkenningen is het model METRAS ontwikkeld. Dit model beschrijft het transport en de accumulatie van zware metalen in de bodem en het bovenste grondwater. Het model heeft de volgende eigenschappen: 1. modulaire opbouw, waardoor ontwikkeling en onderhoud van het model eenvoudig is. Het model deelt een aantal modules met andere LBG modellen ; 2. het model is dynamisch en procesgeorienteerd. Hierdoor kan het model zowel in lokale als regionale studies voor scenario-analyses gebruikt worden ; 3. het model is een meer-lagen model. Dit is nodig, omdat numerieke een-laag modellen niet geschikt zijn voor de berekening van uitspoeling naar het grondwater ; 4. het model beschrijft een beperkt aantal bodemchemische interacties. Hierdoor wordt het model sneller, maar is vooral geschikt tot diffuse belastingen van zware metalen. 5. alle model parameters kunnen worden afgeleid uit standaardgegevens m.b.v. vertaalfuncties, of kunnen direct worden afgeleid uit laboratorium experimenten. Dit rapport beschrijft de versie van het model voor cadmium. Het beschrijft de theorie en achtergronden, de ontwikkeling en structuur van het computerprogramma, de verificatie van het model aan de hand van schud- en kolomexperimenten en het gebruik van het model. Verder wordt een toepassing van het model in de Kempen beschreven. Hoewel deze toepassing geen validatiestudie was, is het vertrouwen in het modelconcept door deze toepassing toegenomen. Er werd geconcludeerd dat het model geschikt is voor scenario-analyse op zowel een lokale schaal als op een landelijke schaal. Verdere validatie van het model, vergelijking van de resultaten van het model met andere modellen en een analyse van het effect van variaties van o.a. het weer, zijn noodzakelijk. De toepassing van het model in de Kempen heeft aangetoond dat uitspoeling van zware metalen naar het grondwater een probleem is dat in de komende jaren groter wordt., For evaluation of the Dutch environmental policy there is a need for a general model to estimate the accumulation and transport of trace metals in the soil and uppermost groundwater. For this reason, the Metal Transport Assessment (METRAS) model has been developed, which has the following properties: 1. modular set-up to facilitate model development and maintenance. The model shares many modules with other models developed at LBG ; 2. dynamic and process oriented making the model suitable as a tool for scenario analysis both at the local scale, and the regional scale ; 3. multi-layer, as single-layer models cannot predict breakthrough of pollutants ; 4. simplified description of the soil chemical system. Application of the model is limited to non-point source pollutants ; and 5. all parameters can be derived from either standard soil surveys using pedo-transfer functions, or can be derived from standard experiments. This report describes the model implementation for cadmium. It summarizes the theoretical background for the model, the development and structure of the computer program, the verification of the model using batch and column experiments, and it gives guidelines for model use. Moreover, an application of the model to a forest site in 'De Kempen' is described. Although this application of METRAS can by no means be considered a validation study, the application has improved the confidence in the model concept, and has improved our understanding of the behaviour of cadmium in the soil system. Although there is a need for further model validation, and comparison of model results with those of other models, it was concluded that the model currently is a useful tool to predict metal accumulation and leaching, both on a local scale and on a national scale. This particular model application also showed that the problem of leaching of heavy metals to the groundwater may become more serious in the coming decades, in spite of reduced soil loading.

RIVM rapport:Abstract niet beschikbaar, Environmental simulation models usually require weather data as boundary conditions. Observed time series of weather data sometimes are absent or too short for long term model runs. In cases of predictions, future weather data are needed. For both purposes an automated procedure for generation of daily weather data, with realistic statistical properties, is useful. In this report a description is given of a method to generate time series of daily weather data: temperature, evaporative demand and precipitation. Statistical characteristics for these weather variables are derived from measured data series in the Netherlands. Using these statistical properties, artificial data series can be generated by the computer program METEOGEN. In order to generate weather data for a specific location in the Netherlands, annual means of temperature, evaporation demand and precipitation are required. The generated time series are tested against observed data, and prove to be compatible in most respects. Where discrepancies are detected, recommendations are made to improve METEOGEN. User guidelines and a program description are given of METEOGEN version 1.0. METEOGEN is written in portable code: ANSI standard FORTRAN77, and can be used on a variety of systems.

RIVM rapport:Dit rapport bevat een integrale beschrijving van de rol van stikstof in het milieu. Emissies van verschillende stikstofverbindingen worden gegeven en het transport van stikstof door het milieu (lucht, bodem, grond- en oppervlaktewater) wordt beschreven. Ook worden de ecologische effecten op zowel terrestrische als aquatische ecosystemen besproken, alsmede de risico's voor de volksgezondheid. De consequenties voor de drinkwatervoorziening worden eveneens behandeld., This report contains an integrated survey of the role of nitrogen in the environment. Emissions of several nitrogen components are given, and the fate and transport of nitrogen through the environment (air, soil, groundwater and surface water) is described. The ecological effects in both terrestric and aquatic ecosystems as well as risks for the public health are evaluated. The implications for the public water supply are discussed.

RIVM rapport:Abstract niet beschikbaar, Dynamic simulation models are required to predict the future nitrate pollution of groundwater and surface water by agriculture, to derive maximum permissable nitrogen loadings and for evaluation of various nitrogen emission scenarios. A suitable dynamic simulation model should be applicable to all major combinations of soil type, land use and management scenarios. For this purpose the dynamic process oriented N-cycling model SOILN was implemented at the RIVM for evaluation of the nitrogen surplus problem in the Netherlands on agricultural soils. The model was originally developed and provided to us by the Department of Soil Science of the Swedish University of Agricultural Sciences. At the RIVM the model was adapted for soils under grassland and grazing. This report summarizes model principles, provides guidelines for model use and gives examples of model output for a case study on a farm in Laren, Gelderland.
