The article analyses the resilience of the population based on the results of a Selective observation of the health status of the Russian population in 2023. Based on the methodology of socio-economics and human social biology, we proposed to assess the resilience of the population through the experience of its health. The authors have identified socio-demographic groups of the population demonstrating different strength of resilience, as well as identified social risks contributing to its change. It is concluded that the most resilient are the younger, educated, who do not have financial difficulties and have a stable family status. Occupational (field of employment) and communication (social isolation) risks, as well as material (threat of poverty) and physiological (bad household habits) risks, have a significant impact on the resilience of the population, while reproductive risk and the risk of destructive behaviour are less significant. The results obtained can be used both at the individual level to form some effective behavioural strategies, and at the macro-levels in to create a social policy.

The purpose for the article is to substantiate the ways of developing the institution of inter-municipal cooperation in the context of strategic planning at the local level. Most municipal units do not have the necessary resources to develop and implement plans and programs for social and economic development aimed at the integrated solution of all local issues. At the same time, the analysis of projects on strategic socio-economic development of some municipal units in the Sverdlovsk Oblast demonstrates the territories’ disinterest in resource integration for implementing development projects to solve common problems on mutually beneficial terms. The present study is the result of the need to seek mechanisms to increase the efficiency of socio-economic development of municipal units amid limited resources. The authors propose a methodical basis of the multicomponent analysis of strategic development factors based on sectoral and territorial cooperation of municipal units. The assessment of the potential of inter-municipal cooperation is carried out on the example of a specific municipal unit in the Sverdlovsk Oblast taking into account the strategic projects of neighboring territories of both internal subordination and territories administratively subordinated to other constituent entities in Russia. The problems and possibilities of integrative interaction of municipal units in the context of socio-economic development strategy are shown. The presented results provide a systematic framework for theoretical and empirical studies of factors in socio-economic development of municipal units. According to the research results, the current level of socio-economic development determines the need for inter-municipal cooperation in priority areas such as territorial and strategic planning, implementation of joint infrastructures and investment projects

The article discusses the role of small towns in the spatial structure of the regional population. The purpose for the study is to assess the irregularity of spatial distribution of urban population in the Sverdlovsk Oblast and substantiate the prospects for regional distribution system dynamics by using the methods of mathematical modeling. The author analyzes various domestic and foreign theoretical and methodological approaches to analyzing spatial disparities in deployment of economic potential and human capital throughout regions and countries. The author’s approach is to apply the methodological tools of Zipf’s law, which proved its effectiveness during the study of urban population dynamics in the works of both foreign and domestic scholars, to study trends and prospects for demographic development in the Sverdlovsk Oblast. The research has helped reveal actual and ideal Zipf’s distribution for towns of the Sverdlovsk Oblast during 1989–2015. Based on the methodology the author calculates the values of optimal population in the towns of the Sverdlovsk Oblast in each period and concludes that over the past 25 years the deviation of actual distribution from Zipf’s distribution has decreased. It has been revealed that the largest city of the region – Yekaterinburg, has already exhausted the opportunities for increasing the number of its residents. It has also been proved that small towns are population donors for the growth of medium and large towns in the Sverdlovsk Oblast not only in the current period, but also in the future. The specified role of small towns in the spatial distribution of urban population in the region is one of the factors generating intense intraregional migration flows. The author concludes that the regional policy of attracting population to medium and large towns of the region and restraining of the expansion of Yekaterinburg considering continuous depopulation of small towns. The obtained results may be used by the experts for justifying measures on management of the region’s socio-demographic and spatial development

The socio-economic inequality of the Russian regions poses a significant threat both to the successful social and technological development of the country. Since employment is one of the crucial highlighters of such inequality, the paper is devoted to assessing regional inequality in terms of employment quality in the context of technological changes. The article presents a system of social and economic indicators to determine the place of each region in the interregional employment inequality. The novelty of the study includes the methodological approaches and methods to estimate regional employment inequality and its components. The authors reveal the employment quality and its main components keeping relatable with the technological development. Based on these points, we developed employment quality coefficient and carried out a typology of Russian regions in terms of the employment quality. The study uses data from the Rosstat on working conditions and economic activity of the population for 2005-2019. The results expand the scientific ideas about the interdependence of employment and technological development. In addition, the research results should be considered when developing the state technical policy, differentiating the employment policy and socio-economic development of the regions.

This paper proposes some results concerning the interaction of living matter of different organization levels (prokaryotes and eukaryotes) with the flux of thermal neutrons. The phenomenon of the virtual neutron trap was tested during the passage of thermalized neutrons from the Pu-Be couple through a flat layer of E. coli suspension. We have studied the metabolic characteristics of A. salina cysts before and after artificial neutron flux exposure. It has been demonstrated that the concentrations of some metals in samples of alive and dead cysts irradiated with an artificial flow of thermal neutrons are not equal. The content of Mn in alive A. salina samples has increased more than ten-fold after their interaction with neutron flux, while the amount of As decreased by a factor of two after exposure. Levels of other elements (Al, Cr, Ni, Cu, Cd, and Pb) did not show any significant difference.
