Abstract

In a time of environmental awareness, spurred on by the possibility that our world is threatened by climate change, it is important to remember that there are other anthropogenic pressures, which are also essential for addressing the protection of the marine and coastal environment. Pollution is a global, complex issue that contributes to biodiversity loss and poor environmental health and comes from the production and release of many of the synthetic chemicals that we use in our daily lives. Chemical contaminants are often underrepresented as a major contributor of environmental deterioration. The Joint Programming Initiative Healthy and Productive Seas and Oceans (JPI Oceans) established in 2018 the JPI Oceans Knowledge Hub on the integrated assessment of chemical contaminants and their effects on the marine environment. The purpose of the Knowledge Hub was to provide recommendations on how to improve the methodological basis for marine chemical status assessment. The work has resulted in the following policy paper which focuses on improving the efficiency and implementation of integrated assessment methodology of effects of chemicals of emerging concern. Substantial additional knowledge of biological effects is needed to achieve Good Environmental Status (GES) of our oceans and coastal areas. The Knowledge Hub is represented by highly skilled scientists and policy makers, appointed by the JPI Oceans Management Board, to ensure that the recommendations provided are useful for policy making.

Abstract

In the last decade, several initiatives have been taken at a European level to adopt the Marine Strategy Framework Directive (MSFD) by promoting coordination and stimulating integrated actions leading to consistent views on its final goal: the achievement of good environmental status (GES). In its holistic approach, the MSFD fully acknowledges the complexity and variability of marine ecosystems and demands constant scientific support for its actual implementation. Recently, the Joint Programming Initiative on “Healthy and Productive Seas and Oceans” (JPI Oceans) launched the joint action “Science for Good Environmental Status” (Science4GES), building on the contribution of different scientific disciplines and communities to better fulfill the scope of the MSFD. In this paper we illustrate and discuss a few crucial aspects of endeavors to implement the MSFD specifically implied in the definition of the metrics for the 11 descriptors and GES in its complexity, as well as improving the strategy governing its implementation. This presentation also describes the challenges, aims and implementation plan for the JPI-O joint action, where a transdisciplinary approach may help in progressing from the comprehensive and far-reaching vision of the MSFD to the achievement of a durable GES

Abstract

According to Commission Decision (EU) 2017/848 under the Marine Strategy Framework Directive (MSFD), EU Member States (MS) shall consider, in their Descriptor 8 primary criterion (D8C1) assessments, the WFD Priority Substances (PS) and River Basin Specific Pollutants (RBSP) within coastal and territorial waters and also beyond territorial waters if these still may give rise to pollution effects. Some WFD PS might not be relevant for the marine environment in the open sea and, consequently, might be excluded from MSFD monitoring beyond the territorial waters. MS have expressed the need for a framework for the deselection of WFD PS from monitoring under the MSFD, in order to save resources. The European Commission’s Joint Research Centre (JRC), collaborating within the MSFD Expert Network on Contaminants, has developed a pragmatic approach to identify the WFD PS that can be excluded from MSFD monitoring in the open sea beyond territorial waters without reducing protection of European Seas. This should preempt the need for individual MS to provide rationales for such exclusions, support comparable monitoring and assessments across national boundaries, and enable MS to focus their monitoring efforts on other (including emerging) substances that require attention.

Abstract

According to the Article 17(2) of the Marine Strategy Framework Directive (MSFD), Member States have to review and update their marine strategies every six years. This requires updates of the MSFD Articles 8, 9 and 10 by 2018. The current report provides an overview of the substances, matrices and threshold values that Member States intend to use for the assessment of the Descriptor 8 in this MSFD reporting cycle. This compilation aims at evaluating gaps and discrepancies between Member States and identifying aspects that need further harmonization. It also helps understand which issues should be addressed to achieve consistency with the new MSFD Commission Decision (EU 2017/848). The information has been gathered from the contributions of the MSFD Expert Network on Contaminants, an informal network established to support MSFD implementation. This work is part of a process to help regulators to assess relevant contaminants in their jurisdictional area, thus aiming at EU national authorities but also at Regional Sea Conventions in the shared marine basins., JRC.D.2-Water and Marine Resources

Abstract

This report represents the result of the scientific and technical review of Commission Decision 2010/477/EU in relation to Descriptor 9. The review has been carried out by the EC JRC together with experts nominated by EU Member States, and has considered contributions from the GES Working Group in accordance with the roadmap set out in the MSFD implementation strategy (agreed on at the 11th CIS MSCG meeting). The report is one of a series of reports (review manuals) including Descriptor 1, 2, 5, 7, 8, 9, 10 that conclude phase 1 of the review process and, as agreed within the MSFD Common Implementation Strategy, are the basis for review phase 2, towards an eventual revision of the Commission Decision 2010/477/EU. The report presents the state of the technical discussions as of 30 April 2015 (document version 8.0: ComDecRev_D9_V8), as some discussions are ongoing, it does not contain agreed conclusions on all issues.
