PFI方式による廃棄物処理施設の建設計画において、AHPを用いた総合的な評価手法を提案するため、わが国における廃棄物処理施設のPFIの現状について検討した。廃棄物処理施設に対するPFI方式の適用は大きな有用性を持つが、廃棄物処理の公共性等を考えると、従来のVFMによる評価では十分とはいえないと考えられる。そこで本論文では、AHPを適用することによって、様々な評価項目を用いた評価方法を提案し、4つの大項目とその下位に9つの中項目を持つ階層構造を設定した。これらの項目に対して、定量的な評価と実務経験者を含めた専門家を対象としたアンケート調査による定性的な評価を統合し、従来の方式よりも多角的な評価を行うことを可能とした。また、モデル都市とモデル施設を設定し、今回提案した手法の適用を試みた。廃棄物関連の施設として、焼却処理施設、最終処分施設、RDF化施設、PETボトル選別・圧縮施設、余熱利用施設を想定したケーススタデイを行った。まず、標準ケースとして4つの大項目が等ウエイトであるケースについて分析した。このケースでは、焼却処理施設と余熱利用施設がPFI方式の適用に関して、他の廃棄物処理施設よりも選好度が高いという結果になった。つぎに、大項目に対する感度分析を行い、評価項目に対する選好度の変化を分析した。この感度分析により、施設の持つ特徴をより明確に示すことができ、PFIの適用における阻害要因を把握可能となった。最後に、有識者に対して大項目に関するアンケートを行い、大項目の最終的なウエイト付けを行った。得られたウエイトを用いて評価を行ったところ、PFI方式の適用における有用性とリスクを総合的に判断して、焼却処理施設の選好度が高いことが明らかとなった。, Public sectors have many incentives to introduce PFI approaches into the solid waste treatment and recycling in Japan. They usually discuss only the VFM for convention, without examining from various points of view. However, considering the public responsibility, the advantages and risks in PFI approaches have to be examined with a comprehensive evaluation. In this paper we propose an evaluation method using AHP for the PFI projects of solid waste facility construction. Our evaluation method has a hierarchy structure with four large items and nine middle items. Both quantitative and qualitative evaluations are performed on these items. In order to obtain qualitative Evaluation, we make a questionnaire survey to the experts in planning of solid waste facilities. For a case study, setting up a model city, our proposed method evaluate the preference of five Facilities, including an incineration plant, a final disposal site, a RDF manufactured facility, a sort and compression facility of PET bottle, and a facility of waste heat utilization. First, as a standard case, the four large items are given even weight and it turns out that an incineration plant project and a waste heat utilization project have the high degree of preference in application of PFI. Next, changing the weight of each large item, the sensitivity analyses are performed and the degrees of preference to evaluation criteria are analyzed. This sensitivity analysis can help us to see some of characteristics of the risks involved and identify critical factors for PFI approaches. Last, the questionnaire survey about large items is conducted to the well-informed persons and the u1timate weight of large items is obtained. When we evaluate the five PFI projects using this weight, it is revealed that the incineration plant project has a high preference potential of PFI counting the advantages and risks comprehensively.
