1. Navigating Tomorrow's Tide: Exploring the Future of Ocean Resources and Their Impact on Food and Feed Safety.

Abstract

In a context of global changes, a foresight study is helpful to look into the future, anticipate possible scenarios and take appropriate decisions to face emerging risks for food and feed safety. Considering that an increased use of the ocean is expected for the next decades, it is essential to explore its possible impact on the safety of food and feed from the oceans. A scoping study was carried out to analyse drivers of change that may impact/promote the future uses of the ocean and its resources. From bibliographic search, different ocean uses were identified: coastal and open‐sea mining, marine aquaculture, sea transport and trade, energy production and related infrastructures, fisheries, ocean crops, saline farming, desalination, extraction of bioresources, marine protected areas and conservation of the ocean. Through the information gathered in the scoping study and the input of several experts, three key ocean uses were prioritised to proceed to a participatory foresight exercise: (i) coastal and open‐sea mining; (ii) marine aquaculture; and (iii) sea transport and trade. The foresight exercise produced three possible scenarios for 2050 for each prioritised use of the ocean. On the basis of these scenarios, possible implications and potential emerging issues for the safety of food and feed from the oceans were identified and characterised through bibliographic data. This document also provides a description of the methodology followed in the scoping study and in the foresight exercise, and recommendations that could help EFSA to prepare to the challenges posed by the future exploitation of ocean resources. Abstract

Coastal upwelling has been extensively studied as it plays a critical role in the connectivity between offshore waters and coastal ecosystems, which has impacts on water quality, fisheries, and aquaculture production. Significant efforts have been devoted to the quantification of the intensity, duration, and variability of this phenomenon by means of coastal upwelling indexes (CUIs), derived from wind, sea level pressure, or sea surface temperature data. Although valuable, first-order descriptors, such classical indexes have been reported to present some limitations. As one of the major shortcomings is the omission of the direct influence of ocean circulation, this work introduces a novel CUI, generated from remotely sensed hourly surface current observations provided by a high-frequency radar (HFR). The consistency of the proposed index (CUI-HFR) is assessed in two different oceanographic areas during two distinct time periods: in the north-western Iberian (NWI) peninsula for 2021 and in the Bay of Biscay (BOB) for 2014. To this aim, CUI-HFR is compared against a traditional CUI based on hourly wind observations (CUI-WIND) provided by two buoys. Abstract

Improving coordination and management of coastal observatories is essential to create effective observing networks. To this aim, the High-Frequency Radar (HFR) Online Outage Reporting Tool (HOORT) has been created to support HFR stations’ operations and maintenance, and to provide useful performance metrics. This work presents the first results derived from the long-term monitorization (2012-2023) of the Ibiza Channel HFR network using HOORT. Results revealed that most outages are related to power failures, software-related issues and communication problems. This type of information can be used to effectively manage HFR networks, by focusing maintenance efforts on recurring issues. In addition, the information and metrics provided by HOORT allow to continuously assess and promote the readiness level of the European HFR network., Peer Reviewed

Abstract

The transformative influence of gliders on ocean exploration is already evident. Glider missions silently cover extensive distances and depths with a wide temporal coverage (from week to months of endurance). They employ a unique propulsion system with buoyancy adjustments and battery linear movement-based navigation to perform scientific observations and collect high-resolution multidisciplinary ocean data. The acquisition of a small fleet of gliders at AZTI strengthens the existing coastal observatory, promoting interdisciplinary studies. With the focus of promoting integrated science, several missions have been performed, involving traditional sensors for hydrography and environmental monitoring and some other innovative solutions like an Imagenex 853 echosouder and a SUNA sensor for real-time nitrates monitoring. Efficient and autonomous operations make gliders suitable for enduring research initiatives over long durations and they are expected to play an important role in the coming times in both science and society in the framework of the Pasaia Glider Port., Peer Reviewed

Abstract

This deliverable presents the Final Assessment of the observation and thematic networks as those represented in work package 3 of EuroSea, taking as a reference the information on Deliverable 3.2 Observing Network Initial Assessment. Following the same approach with D3.2 the original questionnaire was modified accordingly in order to depict the progress made on the same Network Attributes, Commitments and Benefits following the GOOS, OCG guidelines. The unforeseen COVID-19 pandemic had significant effects upon WP3 activities since the main mechanism foreseen to advance progress within the different networks was the organization of in person workshops. Moreover, adequate funds were allocated towards this in order to promote inclusivity and participation. Adapting to the new situation the first series of workshops had to be changed into online only events which despite the inherent difficulty, proved to have significant advantages as well. In particular they gave the opportunity for a significant number of people to join from all around the globe and participate in the events (for example the Sea Level WS). Another challenge proved to be the variability within some networks with sub-components or sub-groups having significantly different characteristics. In particular Eulerian platforms comprise a wide range of platforms - fixed moorings, surface buoys, cable bottom platforms - with some of them being part of mature and well-developed networks (OceanSITES, EMSO etc) while other are loose partners of on-going programs and projects (JERICO RI, coastal buoys). EuroSea activities had a significant positive impact on all the observing and thematic networks, actively promoting synergies and collaboration, with most of them successfully reaching Framework Processes Readiness Criteria Level 7 and above. Abstract

The ocean observing system needs to be ensured by high-level integration and coordination to guarantee its longterm sustainability, efficient accessibility and usability by a wide range of users. Enormous advancements and efforts toward these objectives have been already conducted in Europe, partly through the activities of the IOC-UNESCO's International Oceanographic Data and Information Exchange (IODE) and EuroGOOS DATAMEQ working group, although there is still room for additional progress and gaps to be addressed. During the past two decades, a series of standards for data and metadata formats as well as exchange protocols have been established within the marine community where projects, organizations and data integrators like JCOMM, RDA (Research Data Alliance), EuroGOOS, EMODnet, SeaDataNet and Copernicus played a significant role. Taking into consideration that harmonized data are a key element in maintaining a usable and interoperable ocean observing system, this paper aims to provide some recommendations for the harmonization of the marine in situ networks involved in EuroSEA, which would be a useful product for the European data integrators, particularly EMODnet, SeaDataNet and Copernicus Marine service. This document proposes recommendations to enhance the in situ networks based on the assessment of what has been previously done.

Abstract

HF radar (HFR) is recognized as a cost-effective solution to provide high spatiotemporal resolution maps of ocean surface currents over wide coastal areas, suitable for many applications for coastal management. While the value of Near Real Time (NRT) data has been highlighted on many occasions for monitoring and predicting the surface drift of floating objects, long-term data series are key for the study of coastal ocean processes, their interplay, air sea interactions and connectivity between marine areas. To enhance the data use for these applications, the availability of reliable and standardized data sets of surface currents is crucial. Here we present the recent efforts made by the HFR community, in the framework of different projects and under the umbrella of the EuroGOOS HFR Task Team, to build the first historical European standardized HFR data set.The data quality control and processing methodology consists in five steps: (i) harvesting standardized data from the European HFR Node NRT catalogue and complementary non standardized (raw) data from HFR data providers; (ii) standardizing raw data through the European HFR Node software tools; (iii) applying Advanced Quality Control (AQC) by producing and analysing plots of time-series and maps of the current velocity, reporting number of valid data, basic QC flags and the spatiotemporal coverage 80/80 metric; (iv) disseminating the advanced QC outcomes through an open access repository and (v) reprocessing data in collaboration with each HFR data provider. Following this protocol, data from 11 European networks (comprising 32 radial stations, representing almost 29% of the total) and additional networks from 5 regional nodes from US, have been processed. Long-term HFR surface current data sets from Europe and US HFRs are already available in the Copernicus Marine Service portfolio as ‘radar_total’ dataset in the INSITU_GLO_UV_L2_REP_OBSERVATIONS_013_044 product. Future work will consolidate these efforts by optimizing the tools for AQC and data processing, expanding the available data series, and adding new systems., Le radar HF (HFR) est reconnu comme une solution rentable pour fournir des cartes à haute résolution spatio-temporelle des courants de surface océaniques sur de larges zones côtières, adaptées à de nombreuses applications pour la gestion des côtes. Nous présentons ici les efforts récents réalisés par la communauté HFR, dans le cadre de différents projets et sous l'égide de l'équipe de travail HFR d'EuroGOOS, pour construire le premier ensemble de données HFR normalisé européen historique.La méthodologie de traitement et de contrôle de la qualité des données consiste en cinq étapes : (i) récolte des données normalisées du catalogue NRT du nœud européen HFR et des données complémentaires non normalisées (brutes) des fournisseurs de données HFR ; (ii) normalisation des données brutes par le biais des outils logiciels du nœud européen HFR ; (iii) l'application d'un contrôle de qualité avancé (CQA) en produisant et en analysant des graphiques de séries temporelles et des cartes de la vitesse actuelle, en signalant le nombre de données valides, les indicateurs de CQ de base et la métrique de couverture spatio-temporelle 80/80 ; (iv) la diffusion des résultats du CQA avancé par le biais d'un dépôt en libre accès et (v) le retraitement des données en collaboration avec chaque fournisseur de données HFR. Suivant ce protocole, les données de 11 réseaux européens (comprenant 32 stations radiales, représentant près de 29% du total) et des réseaux supplémentaires de 5 nœuds régionaux des États-Unis, ont été traitées. Les ensembles de données de courant de surface HFR à long terme provenant des HFR européens et américains sont déjà disponibles dans le portefeuille Copernicus Marine Service en tant qu'ensemble de données "radar_total" dans le produit INSITU_GLO_UV_L2_REP_OBSERVATIONS_013_044. Les travaux futurs consolideront ces efforts en optimisant les outils de CQA et de traitement des données, en élargissant les séries de données disponibles et en ajoutant de nouveaux systèmes.

Abstract

This contribution describes the KOSTASystem technology. This line of work started in 2007 and is currently implemented in 20 operational stations distributed along the 100 km of the Basque Coast (Spain). The monitored areas include urban beaches, port protection structures as well as natural coastal stretches. The aim of this technology is to generate basic information for coastal management applications, covering different time scales. The main hardware-related breakthrough is the development of standalone photovoltaic stations. Concerning the software, several image processing tools have been developed for the calibration and restoration of the images and for the extraction of the information used in the different applications.For long-term applications and climate change studies, KOSTASystem is essentially used for the monitoring of beach morphology. The network also works in operational mode to detect extreme wave emergency situations by monitoring wave overtopping and flooding. It is eventually used for daily beach management during the summer season, for safety purpose through a rip current prediction tool, and providing information about beach users density. For this last application, KOSTASystem has shown its benefit in the COVID19 context to coastal managers and beach users and helped in ensuring and implementing the social distancing recommendations. Finally, this good practice of videometry implementation opens up perspectives for European collaboration, harmonisation, and integration in the coastal observing network., Cette contribution décrit la technologie du système KOSTAS. Cette ligne de travail a débuté en 2007 et est actuellement mise en œuvre dans 20 stations opérationnelles réparties le long des 100 km de la côte basque (Espagne). Les zones surveillées comprennent des plages urbaines, des structures de protection portuaire ainsi que des étendues côtières naturelles. L'objectif de cette technologie est de générer des informations de base pour les applications de gestion côtière, couvrant différentes échelles de temps. La principale avancée en matière de matériel est le développement de stations photovoltaïques autonomes. En ce qui concerne le logiciel, plusieurs outils de traitement d'images ont été développés pour le calibrage et la restauration des images et pour l'extraction des informations utilisées dans les différentes applications.Pour les applications à long terme et les études sur le changement climatique, KOSTASystem est essentiellement utilisé pour le suivi de la morphologie des plages. Le réseau fonctionne également en mode opérationnel pour détecter les situations d'urgence liées aux vagues extrêmes en surveillant le débordement des vagues et les inondations. Il est enfin utilisé pour la gestion quotidienne des plages pendant la saison estivale, à des fins de sécurité grâce à un outil de prévision des courants de retour, et pour fournir des informations sur la densité des utilisateurs des plages. Pour cette dernière application, le système KOSTAS a montré ses avantages dans le contexte de COVID19 aux gestionnaires côtiers et aux utilisateurs des plages et a aidé à assurer et à mettre en œuvre les recommandations de distanciation sociale. Enfin, cette bonne pratique de mise en œuvre de la vidéométrie ouvre des perspectives de collaboration, d'harmonisation et d'intégration européenne dans le réseau d'observation côtière.

International audience; The ocean is an important pathway to a low-carbon and climate resilient society, e.g. in areas of blue carbon, green shipping, offshore renewable energy, aquaculture, fishery and coastal adaptation. Currently, 26 EU member states have made their National Adaptation Strategy (NAS) and/or National Strategy Plan (NAP) which needs a strong climate information service. European Global Ocean Observing System (EuroGOOS) has a strategy to expand existing operational marine service to climate change in 2020-2030. As focal points of national marine, climate and/or weather services, ROOS (Regional Sea Operational Oceanographic System) members have extensive experiences in working with citizens, stakeholders and decision-makers at national, regional and municipality levels. This paper will review current marine climate service capacity in ROOS members, identify gaps in modelling, products and service, and propose a seamless earth system approach for developing EuroGOOS and ROOS marine climate service capacities.; L'océan est une voie importante vers une société à faible émission de carbone et résiliente au changement climatique, par exemple dans les domaines du carbone bleu, du transport maritime vert, des énergies renouvelables en mer, de l'aquaculture, de la pêche et de l'adaptation côtière. Actuellement, 26 États membres de l'UE ont élaboré leur stratégie nationale d'adaptation (NAS) et/ou leur plan stratégique national (NAP), ce qui nécessite un service d'information climatique solide. Le système européen d'observation des océans (EuroGOOS) a une stratégie pour étendre le service marin opérationnel existant au changement climatique en 2020-2030. En tant que points focaux des services marins, climatiques et/ou météorologiques nationaux, les membres du ROOS (Regional Sea Operational Oceanographic System) ont une grande expérience de la collaboration avec les citoyens, les parties prenantes et les décideurs aux niveaux national, régional et municipal. Ce document passe en revue les capacités actuelles des services de climatologie marine des membres du ROOS, identifie les lacunes en matière de modélisation, de produits et de services, et propose une approche de système terrestre homogène pour développer les capacités des services de climatologie marine d'EuroGOOS et du ROOS.

Abstract

High Frequency Radar (HFR) is the unique land-based remote sensing technology capable to map ocean surface currents and waves over wide coverages with high spatial and temporal resolution. HFR gained relevance in the integrated management of coastal zones and thus rapidly expanded in Europe (7 new systems per year since 2016), with over 68 sites currently running and 15 in the planning stage. In 2015, EuroGOOS launched the HFR Task Team (HFR-TT) with the aim of promoting HFR in Europe. This was the cornerstone of a fruitful and still ongoing path towards the coordinated development of HFR technology and the full exploitation of its potential.In fact, many initiatives in Europe followed up, aiming at building an operational HFR European network based on coordinated data management. The HFR-TT actions played an important role in the growth of operational installations in Europe, which were up to then managed in research-specifi c contexts and without a strong identity in the marine observation landscape. The achievements are promising: (i) the European HFR community took shape, (ii) a European operational HFR Node, best practices and operational tools were created for the production and distribution of standardized and quality-controlled data, and (iii) HFR data have been included in the main marine data portals (CMEMS-In situ TAC, SeaDataNet and EMODnet Physics). The European HFR Node was established in 2018 by AZTI, CNR-ISMAR and SOCIB, coordinated by the EuroGOOS HFR-TT, as the focal point in Europe for HFR data management and distribution, also ensuring the connection with the Global HFR network. The Node is fully operational since December 2018 and is now managing data from 15 European HFR networks and integrates and delivers US HFR network data, Le radar à haute fréquence (HFR) est la seule technologie de télédétection terrestre capable de cartographier les courants et les vagues à la surface des océans sur de larges couvertures avec une haute résolution spatiale et temporelle. Le HFR a gagné en pertinence dans la gestion intégrée des zones côtières et s'est donc rapidement développé en Europe (7 nouveaux systèmes par an depuis 2016), avec plus de 68 sites actuellement en fonctionnement et 15 en phase de planification. En 2015, EuroGOOS a lancé l'équipe de travail HFR (HFR-TT) dans le but de promouvoir le HFR en Europe. Ce fut la pierre angulaire d'un chemin fructueux et toujours en cours vers le développement coordonné de la technologie HFR et la pleine exploitation de son potentiel.En effet, de nombreuses initiatives en Europe ont suivi, visant à construire un réseau européen HFR opérationnel basé sur une gestion coordonnée des données. Les actions HFR-TT ont joué un rôle important dans la croissance des installations opérationnelles en Europe, qui étaient jusqu'alors gérées dans des contextes spécifiques à la recherche et sans identité forte dans le paysage de l'observation marine. Les résultats sont prometteurs : (i) la communauté HFR européenne a pris forme, (ii) un nœud HFR opérationnel européen, des meilleures pratiques et des outils opérationnels ont été créés pour la production et la distribution de données standardisées et de qualité contrôlée, et (iii) les données HFR ont été incluses dans les principaux portails de données marines (CMEMS-In situ TAC, SeaDataNet et EMODnet Physics). Le nœud européen HFR a été établi en 2018 par AZTI, CNR-ISMAR et SOCIB, coordonné par l'EuroGOOS HFR-TT, comme point focal en Europe pour la gestion et la distribution des données HFR, assurant également la connexion avec le réseau mondial HFR. Abstract

The document describes the Quality of the Near Real Time (NRT) WAVES product delivered by the Copenicus Marine In Situ TAC. It applies to the INSITU_GLO_UV_NRT_OBSERVATIONS_013_048 product. It consists of four datasets each dedicated to near-surface currents measurements: - drifter: near-surface zonal and meridional raw velocities measured by drifting buoys, wind & wind stress components, surface temperature if available (see Table 1). These surface observations are part of the DBCP’s Global Drifter Program. - drifter_filt: near-surface zonal and meridional velocities and 3-days filtered velocities measured by drifting buoys. All the platforms are gathered together and concatenated in concatenated daily files. - radar_total: near-surface zonal and meridional raw velocities measured by High Frequency radars (HF radars, as acronym HFR), standard deviation of near-surface zonal and meridional raw velocities, Geometrical Dilution of Precision (GDOP), quality flags and metadata. These surface observations are part of the European HF radar Network (see Mader et al., 2017 and Corgnati et al., 2018) - radar_radial: near-surface zonal and meridional components of raw radial velocities measured by High Frequency radars (HF radars, as acronym HFR), magnitude and direction of near-surface zonal and meridional components of raw radial velocities, standard deviation of near-surface zonal and meridional components of raw radial velocities, quality flags and metadata. La principale innovation et originalité du projet réside dans la mise en œuvre d'outils transférables capables d'améliorer les systèmes de gestion des risques exploités dans l'Espace Atlantique. L'identification d'outils matures existants et la sélection de ceux qui pourraient être développés par les partenaires pendant la durée du projet ont permis d'atteindre un résultat positif. La démonstration des outils dans des actions pilotes a montré qu'ils sont efficaces pour soutenir les utilisateurs finaux et qu'ils peuvent être transférés dans différentes régions de l'Espace Atlantique.

35. A new Lagrangian-based short-term prediction methodology for high-frequency (HF) radar currents

Abstract

The use of high-frequency radar (HFR) data is increasing worldwide for different applications in the field of operational oceanography and data assimilation, as it provides real-time coastal surface currents at high temporal and spatial resolution. In this work, a Lagrangian-based, empirical, real-time, short-term prediction (L-STP) system is presented in order to provide short-term forecasts of up to 48 h of ocean currents. The method is based on finding historical analogs of Lagrangian trajectories obtained from HFR surface currents. Then, assuming that the present state will follow the same temporal evolution as the historical analog, we perform the forecast. The method is applied to two HFR systems covering two areas with different dynamical characteristics: the southeast Bay of Biscay and the central Red Sea. A comparison of the L-STP methodology with predictions based on persistence and reference fields is performed in order to quantify the error introduced by this approach. Furthermore, a sensitivity analysis has been conducted to determine the limit of applicability of the methodology regarding the temporal horizon of Lagrangian prediction. A real-time skill score has been developed using the results of this analysis, which allows for the identification of periods when the short-term prediction performance is more likely to be low, and persistence can be used as a better predictor for the future currents.

Abstract

Search and rescue (SAR) modeling applications, mostly based on Lagrangian tracking particle algorithms, rely on the accuracy of met-ocean forecast models. Skill assessment methods are therefore required to evaluate the performance of ocean models in predicting particle trajectories. The Skill Score (SS), based on the Normalized Cumulative Lagrangian Separation (NCLS) distance between simulated and satellite-tracked drifter trajectories, is a commonly used metric. However, its applicability in coastal areas, where most of the SAR incidents occur, is difficult and sometimes unfeasible, because of the high variability that characterizes the coastal dynamics and the lack of drifter observations. In this study, we assess the performance of four models available in the Ibiza Channel (Western Mediterranean Sea) and evaluate the applicability of the SS in such coastal risk-prone regions seeking for a functional implementation in the context of SAR operations. We analyze the SS sensitivity to different forecast horizons and examine the best way to quantify the average model performance, to avoid biased conclusions. Our results show that the SS increases with forecast time in most cases. At short forecast times (i.e., 6 h), the SS exhibits a much higher variability due to the short trajectory lengths observed compared to the separation distance obtained at timescales not properly resolved by the models. However, longer forecast times lead to the overestimation of the SS due to the high variability of the surface currents. Findings also show that the averaged SS, as originally defined, can be misleading because of the imposition of a lower limit value of zero. To properly evaluate the averaged skill of the models, a revision of its definition, the so-called SS∗, is recommended. Abstract

This document is the Copernicus Marine Environment Monitoring Service for In Situ observations Quality Information Document (QUID) on the global currents product. This product consists of 3 datasets each dedicated to near-surface currents measurements: drifters: the NOAA Atlantic Oceanographic and Meteorological Laboratory (AOML) Surface Velocity Program (SVP) Drifter's retreatment from 1990 to August 2019. It provides the drifter's position, velocity and includes temperature measurements. In addition a wind slippage correction from 1993 to August 2019 is provided by the INS TAC (CLS). radar_total: near-surface zonal and meridional velocities measured by High Frequency radars (HF radars, as acronym HFR), standard deviation of near-surface zonal and meridional velocities, Geometrical Dilution of Precision (GDOP), quality flags and metadata. These surface observations are part of the European HF radar Network (see Mader et al, 2017 and Corgnati et al., 2018). adcp: three-dimensional water current velocities over a depth range along a vessel underway trajectory. The initial REP product contains current velocities measured on research vessels in the global ocean. Additional ADCP platforms will be considered in next versions: moorings in deep water, coastal stations that are affected by local bathymetry and coastal processes.
