WGIPS met in January 2023 to combine and review the results of the annual pelagic ecosystem surveys and provide indices for the stocks of herring, sprat, mackerel, boarfish, and blue whiting in the Northeast Atlantic, Norwegian Sea, North Sea, and Western Baltic. Timing, coverage and methodologies were assessed and coordinated for the upcoming 2023 surveys. Progression on the update of the WGIPS survey manual (SISP 9) in the TIMES format continued, with an expected first draft to be submitted in spring 2023 and the completion planned within the present WGIPS reporting cycle. The group discussed the future and development of databases used by the group (the ICES DB and the PGNAPES database). The use of StoX and progress on TAF were reviewed during a joint session with the ICES Data Centre and the StoX development team. The biological sampling strategies in WGIPS surveys continue to be discussed and progress is being made on documenting the sampling strategies used in all WGIPS surveys in the new format of the sampling manual. The planned workshop on sampling strategies in the HERAS survey has been postponed until further progress is made on data availability for analysis. WGIPS reviewed progress in using genetic stock separation methods for splitting survey results to component herring stocks and assessed ways forward for the development of these methods whilst maintaining the integrity of the survey indices. The group encourages continued close collaboration of the ICES survey and assessment groups and institutes carrying out the genetic analysis work. WGIPS continues to follow progress on mesopelagic fish sampling in the International Blue Whiting Spawning Survey (IBWSS) through updates from the Ecologically and Economically Sustainable Mesopelagic Fisheries EU project (MEESO) and other developments within this area of relevance to the WGIPS surveys.

The Workshop on Raising Data using the RDBES and TAF (WKRDBES-Raise&TAF) met online (26–30 of September 2022) to evaluate the use of the Regional Database and Estimation System (RDBES) format to reproduce the 2022 InterCatch input and output, identifying a Transparent Assessment Framework (TAF) structure to organize the intermediate steps and to propose standardized output formats. The main outcomes of WKRDBES-Raise&TAF were: · RDBES provides sufficient support for current national estimation protocols. However, some minor issues were reported that hampered an exact reproduction of the estimates. Therefore, adaptations of the data model should not be excluded completely. · All the input to stock assessment that InterCatch currently provides, could be reproduced. The participants started from the current stock extracts that can be downloaded from InterCatch. · A workflow was proposed with a national TAF repository for each country, a stock estimation repository and a stock assessment repository. The intermediate output of those repositories will be stored in an ‘intermediate output database’ and depending on the user role, you will get access to the relevant stages in this workflow. · The following requirements for the standard output formats were defined: they cannot be more restrictive than the InterCatch input and output format; they should present measures of uncertainty and sample sizes (for national estimates) and should have a configurable domain definition (for national estimates). Despite those successful outcomes, the current plan for transition to an operational system was concluded to be too optimistic. WKRDBES-Raise&TAF therefore recommends to the Working Group on Governance of the Regional Database and Estimation System (WGRDBESGOV) to revise the roadmap and allow RDBES to be in a test phase also for 2023. WKRDBES-Raise&TAF felt the need to test the proposed workflow on a small scale and therefore recommends to the WGRDBESGOV to arrange a workshop where

The objective of the Workshop on accounting for fishers and other stakeholders’ perceptions of the dynamics of fish stocks in ICES advice (WKAFPA) was to identify where and how stakeholder information could be incorporated in the ICES fisheries advice process. It adopted an operational definition of the concept of perception, where perceptions result from observations, interpreted in light of experience, that can be supported by data, information and knowledge to generate evidence about them. Stakeholder information can be either structured (e.g. routinely collected information in a standardized format) or unstructured (e.g. experiential information) and either of those can inform decisions made during the production of ICES advice.Most notably, the group identified there was a need to engage with stakeholders earlier in the process, i.e. before benchmarks meetings take place and before preliminary assessment results are used as the basis to predict total allowable catches for upcoming advice (Figure 4.2). It was therefore recommended to include in the ICES process the organisation of pre-benchmark/roadmap workshops where science and data needs of upcoming benchmarks can be identified, followed by making arrangements how scientists and stakeholders can collaborate to access, prepare for use (where relevant) and document the structured and unstructured information well ahead of the benchmark meetings.It was also recommended to organise ‘sense-checking’ sessions with stakeholders when preliminary assessments are available but not yet used as the basis for advisory production. This would allow stakeholders and assessment scientists to verify available knowledge and data against stock perceptions and provide additional considerations relevant for the production of TAC advice. Next to these two additional activities, it is recommended that communication on differences in stakeholder perception or data derived perceptions are communicated within the ICES assessment report

Atlantic herring in International Council for Exploration of the Sea (ICES) Divisions 6.a, 7.b-c comprises at least three populations, distinguished by temporal and spatial differences in spawning, which have until recently been managed as two stocks defined by geographical delineators. Outside of spawning the populations form mixed aggregations, which are the subject of acoustic surveys. The inability to distinguish the populations has prevented the development of separate survey indices and separate stock assessments. A panel of 45 single-nucleotide polymorphisms, derived from whole-genome sequencing, were used to genotype 3480 baseline spawning samples (2014-2021). A temporally stable baseline comprising 2316 herring from populations known to inhabit Division 6.a was used to develop a genetic assignment method, with a self-assignment accuracy greater than 90%. The long-term temporal stability of the assignment model was validated by assigning archive (2003-2004) baseline samples (270 individuals) with a high level of accuracy. Assignment of non-baseline samples (1514 individuals) from Divisions 6.a, 7.b-c indicated previously unrecognized levels of mixing of populations outside of the spawning season. The genetic markers and assignment models presented constitute a 'toolbox' that can be used for the assignment of herring caught in mixed survey and commercial catches in Division 6.a into their population of origin with a high level of accuracy.

The core objectives of the Working Group on International Pelagic Surveys (WGIPS) are to combine and review the results of annual pelagic ecosystem surveys to provide indices for the stocks of herring, sprat, mackerel, boarfish, and blue whiting in the Northeast Atlantic, Norwegian Sea, North Sea, and Western Baltic; and to coordinate timing, coverage and methodologies for the upcoming 2022 surveys. To support this work, the group is drafting an update to the Series of ICES Survey Protocols 9 - Manual for International Pelagic Surveys (SISP9-IPS). This past year, WGIPS held a number of focal sessions including: (1) a session for presenting auxiliary monitoring of ecosystem components beyond the standard fishery survey results for the target species. This session has been held annually since 2019, with presentations this year on tests with an in-trawl stereo camera system during part of the 2021 International Ecosystem Summer Survey in the Nordic Seas (IESSNS), (2) a session on the future and development of databases used to store data from surveys in WGIPS (ICES Acoustic Database and the “PGNAPES” database), developments and use of the acoustic survey analysis software “StoX” and progress on adopting the ICES Transparent Assessment Framework (TAF) for archiving and documenting acoustic index calculations, and (3) a session on biological sampling strategies in WGIPS surveys. The group is documenting the sampling strategies used in all WGIPS surveys (on request from ICES Working group on Acoustic Trawl Data Portal Governance (WGAcousticGov) and is planning a workshop on sampling strategies in the ICES Coordinated Acoustic Survey in the Skagerrak and Kattegat, the North Sea, West of Scotland and the Malin Shelf area (HERAS). For future sustainable management of fisheries, we anticipate deeper and more diverse information will be needed. Future needs include not only biological data, but also information that can only come from fishers, such as real-time ‘early warning’ indicators of changes at sea, socio-economic data and fishing strategies. The fishing industry, in our experience, shows clear willingness to voluntarily contribute data and experiential knowledge, but there is little evidence that current institutional frameworks for science and management are receptive and equipped to accommodate such contributions. Current approaches to producing knowledge in support of fisheries management need critical re-evaluation, including the contributions that industry can make. Using examples from well-developed advisory systems in Europe, United States, Canada, Australia and New Zealand, we investigate evidence for three interrelated issues inhibiting systematic integration of voluntary industry contributions to science: (1) concerns about data quality; (2) beliefs about limitations in useability of unique fishers’ knowledge; and (3) perceptions about the impact of industry contributions on the integrity of science. We show that whilst these issues are real, they can be addressed. Entrenching effective science-industry research collaboration (SIRC) calls for action in three specific areas; (i) a move towards alternative modes of knowledge production; (ii) establishing appropriate quality assurance frameworks; and (iii) transitioning to facilitating governance structures. Attention must also be paid to the science-policy-stakeholder interface. Better definition of industry’s role in contributing to science will improve credibility and legitimacy of the scientific process, and of resulting management.

The core objectives of The Working Group of International Pelagic Surveys (WGIPS) are to combine and review results of annual pelagic ecosystem surveys to provide indices for the stocks of herring, sprat, mackerel, boarfish, and blue whiting in the Northeast Atlantic, Norwegian Sea, North Sea, and Western Baltic; and to coordinate timing, coverage and methodologies for upcoming surveys. Results from all WGIPS surveys as well as coordination plans for multinational pelagic acoustic surveys and individual surveys were the primary focus at meetings over the past 3 years (2019-2021). WGIPS discussed developments and experiences with the ICES database and the survey analysis software StoX. WGIPS recommends that all surveys use StoX as the primary method for biomass and abundance estimation, and this has been a welcome improvement in the overall working of the group for the surveys that use StoX. Harmonising procedures across surveys increases transparency and promotes understanding and sharing of survey methods within the group. In 2021, a session was held to begin the process of moving surveys onto the Transparent Assessment Framework (TAF). Some surveys had started the TAF process before the meeting and their pro- gress was presented to the group. WGIPS will work with the ICES Data Centre to produce aworkflow and/or documentation to assist with the transition to TAF. Harmonising surveying techniques that measure other aspects of the marine ecosystem has been flagged as requiring attention. As such, the group annually assessed auxiliary pelagic ecosystem surveying techniques currently used on surveys coordinated by WGIPS. The ICES Workshop on Stakeholder Engagement Strategy (WKSHOES) met online 22-24 June 2021 with the objective to organize the background information needed for SCICOM and ACOM to develop a formal ICES Stakeholder Engagement Strategy. Stakeholder engagement has taken an increasingly important role in ICES. There was a strong consensus in the workshop that stakeholder engagement is essential to ICES’ work, as has been captured by the most recent ICES Strategic, Science, and Advisory Plans. The question is how to do it best. While WKSHOES recognized the essential nature of stakeholder engagement for addressing environmental challenges, understanding human impacts and values, the group discussed the valid concern that if stakeholder engagement is done incorrectly, it could compromise the perceived objectivity of ICES science and its independence. Workshop participants challenged the idea of objective or “pure” science, but also recognized the practical need to have ICES advice be transparent and science-based. Participants also understand that when providing advice, tradeoffs have to be made that are informed by the different weights that stakeholders place on various management objectives. A key question related to a potential stakeholder engagement strategy is “Who is a stakeholder?” This report discusses several definitions and roles. A central challenge for ICES is recognizing that the network of stakeholders is a subset of the people impacted by ICES science and advice. The Stakeholder Engagement Strategy should therefore primarily focus on ensuring that people who are part of the ICES network have clear roles and responsibilities and that ICES performs its work fairly and transparently. However, participants also recognize the need to increase opportunities for diverse resource users and citizens to have clear avenues to engage with the different aspects of the ICES network. Considering and promoting diversity and inclusion and avoiding implicit bias are crucial in
