Presidential elections were held in Nigeria on 25 February 2023. The candidate of Nigeria's ruling All Progressives Congress (APC) party Bola Ahmed Tinubu won the election. He was known as a political 'godfather' in the South West. His major contender, Atiku Abubakar, 76, running on behalf of the major oppositional People's Democratic Party (PDP) lost, as well as the third, Peter Obi, 61, a candidate for the little-known Labor Party. He had hoped to break the two-party system that ruled the country since the end of military rule. But he failed despite enjoying passionate support on social media, especially among the Nigerian youth. Acting President Buhari, whose term has ended, had renewed his call for foreign powers not to interfere in Nigeria's internal affairs. Given the recent history of military coups in West Africa, including Russia's involvement, the military command again dismissed coup rumours. However, the latter were largely ignored by the general public anyway. Most people focused on more pressing concerns such as insecurity, fuel shortages and a shortage of new banknotes. Although Nigeria is a resource-rich country and oil and gas revenues have funded national budgets for decades, around 40% of Nigerians (83 million people) live below the poverty line while another 25% (53 million) are at risk. So far, Nigeria has not been able to benefit from rising global oil prices. Oil production has fallen to historic lows since 2021. Gasoline subsidies continue to consume too much of oil revenue. Nigeria's growth prospects are bleak due to further declines in oil production and heightened uncertainty. The new president has to cooperate closely with ECOWAS to tackle gang violence and insecurity in the West African region. The cooperation documents Nigeria's role as a political, economic and security policy hegemon in West Africa, often said 'too big to fail', as it is by far the largest and most powerful nation in sub-Saharan Africa alongside South Africa., Am 25. Iran's conservative politicians, known to be loyal supporters of Ayatollah Khamenei, have been actively working to revitalise the regime's revolutionary values according to his vision. President Ebrahim Raisi's efforts to deliver on such aims are linked with his hopes of becoming the country's next supreme leader. As poverty and inflation increase in Iran, various rounds of protests demonstrate brewing socio-economic discontent among ordinary Iranians. While the regime's direct response consists of severe repression, President Raisi's administration has also reacted with a mixture of propaganda, populist economic policies, and attempts to strengthen relations with Eastern powers. Promoting a "modest lifestyle" as an Islamic and national virtue, condemning economic prosperity as part of materialistic, Westernised culture, and campaigning to change the nation's consumption habits are among the current regime's key responses to economic privation. Declaring a commitment to solve the nation's economic hardship through populist gestures and policies that are short of robust economic solutions has been emerging as an accompanying strategy. Doggedly pursuing the consolidation of ties with non-Western global powers has been continued as a strategy to cope with Western sanctions. These elements are embedded in the encouragement, promotion, and support of a new generation of political elite, frequently referred to as the "young jihadi managers," who in Khamenei's imagination, will be the vanguard of Iran's progress in the years to come. Iran on the path of re-revolutionising itself will be more resistant to demands for change domestically, less likely to abandon its regional security strategies, and harder for Europe to cooperate with. Therefore, it is important for EU and German policymakers to take Iran's longer-term strategies into consideration in order to develop lasting responses to them.

Auf die Machtübernahme der Taliban haben die zentralasiatischen Nachbarn Afgha­nistans überwiegend pragmatisch reagiert. Für die autokratisch regierten, säkularen Staaten an der Peripherie des ehemaligen sowjetischen Imperiums stehen die wirt­schaftliche Zusammenarbeit mit dem südlichen Nachbarn und eine dafür notwendige rasche Stabilisierung der humanitären und politischen Verhältnisse im Vordergrund des Interesses. Folgt man offiziellen Darstellungen, so wird Zentralasiens gefestigte Säkularität durch den Islamismus der Taliban nicht herausgefordert. In den sozialen Medien zentralasiatischer Länder dagegen erscheint das islamische Emirat der Tali­ban als politisches Gegenmodell, dessen Bewertung umso positiver ausfällt, je größer die diskursiven Freiräume in den einzelnen Staaten sind und je offener die Regierungs­politik selbst den Taliban begegnet. Dies offen­bart einen Trend hin zu islamistisch inspirierten Identitätsbildungen, den Zensur und Repression kaum aufhalten werden. (Autorenreferat)

Am 9. März 2022 wählte Südkorea einen neuen Präsidenten. Nach einem äußerst aggressiv geführten, von Skandalen geprägten Wahlkampf und einem historisch knap­pen Wahlergebnis steht nun fest: Der ehemalige Generalstaatsanwalt Yoon Suk-yeol von der konservativen oppositionellen People Power Party (PPP) wird der nächste Präsident Südkoreas und Nachfolger von Amtsinhaber Moon Jae-in. Neben zahlreichen innenpolitischen sieht sich Yoon auch mit handfesten außenpolitischen Herausforderungen konfrontiert. Inwiefern der zukünftige südkoreanische Präsident seine poli­tischen Ziele umsetzen kann, hängt nicht zuletzt davon ab, ob es ihm gelingen wird, die tiefen parteipolitischen Gräben zu überbrücken, die notwendige gesellschaftliche Unterstützung zu erlangen und politische Durchsetzungsfähigkeit unter Beweis zu stellen. Sayyid Ebrahim Raisi, the new Iranian conservative president, has been in office for over four months now. Understanding his presidency matters for myriad reasons, including its historical significance, his foreign policy oriented towards Asia, and what the Iranian pivot to Asia under him entails geopolitically and geoeconomically. Iranian conservative elites view the present moment as the end of the first phase of the Iranian Islamic revolution. Raisi's presidency, to them, is the dawn of a historical "second phase", a post-Ali Khamenei era for a young revolutionary generation. Doctrinally, Raisi's foreign policy can be described as "pragmatic revolutionism." Policy-wise, Raisi - following Khamenei's edict - is embracing the "Iranian pivot to Asia," both geopolitically and geoeconomically. Geopolitically, the revolutionary aspect of this pivot means supporting the resistance axis against the United States and Israel and expelling US forces from the region. Its pragmatism includes promoting regional solutions to regional problems, de-escalation with traditional rivals (e.g. the Emiratis, Saudis, Taliban), and further strategic proximity to Asian actors such as China. Geoeconomically, the revolutionary dimension of this pivot is the resistance economy, a reactive policy to bypass US sanctions. The pragmatic multilateralist dimension is the Iranian connectivity strategy, a proactive process to make Iran a crossroads between various (Eur)Asian geoeconomic initiatives, such as China's Belt and Road Initiative and International North-South Transport Corridor. If the West only concerns itself with the revolutionary component of Iranian foreign policy the costs will be too high. European and US policymakers should therefore seize upon the multilateralist and pragmatic tendencies of Raisi's emerging foreign policy to revive the nuclear deal, with a focus on economic incentives. The European Union should strive for strategic autonomy to deal with Iran independently, if need

Afghanistan's Central Asian neighbours have generally reacted pragmatically to the Taliban's seizure of power there. For the autocratically ruled, secular states on the periphery of the former Soviet empire, economic cooperation and the stabilisation of humanitarian and political conditions in Afghanistan are at the forefront of their interests in maintaining relations with their southern neighbour. According to offi­cial discourse, Central Asia's entrenched secularism is not challenged by the Taliban's Islamism. On social media in Central Asia, however, the Islamic emirate of the Taliban is portrayed as a political counter-model; one which is more positively received in coun­tries with greater discursive freedom and under governments whose policies more openly confront the Taliban. This reveals a trend towards Islamist-inspired iden­tity formation that will be difficult to stop through censorship and repression. (author's abstract)

This article focuses on the roots and mechanisms of Macron’s success, arguing that in 2017 two conditions were essential in Macron's rise - the implosion of the established system of the French Fifth Republic in which the two main parties were alternating in power; and the rise of anti-establishment populist challengers on the right and on the left (cf. Stockemer, 2017; Zulianello, 2020). It was anti-establishment appeal that put Macron on the map, but the appeal to technocratic competence that won him the presidency. Technocratic populism transcends the left-right cleavage and, as a result, has a broader appeal than its left- and right-wing counterparts. Emmanuel Macron was an insider taking on the (crumbling) system and positioning himself as an outsider - refusing the traditional labels, including centrism, elite recruitment patterns, and mediated politics. Instead, Macron and La Republique en Marche attempted to create new forms of responsiveness by 'giving voice to the people,' while relying on technocratic competence as a legitimation mechanism. In power Emmanuel Macron attempts to balance responsiveness and responsibility (cf. Guasti & Buštíková, 2020).

US-Präsident Biden ist noch keine 100 Tage im Amt, und schon ist klar, dass zwar ein zivilisierterer Stil im internationalen Umgang zurückgekehrt ist, aber der grundlegende Wandel der Weltordnung keinen Rückwärtsgang einlegt. Die Monopolstellung des Westens mit seinen Regeln und Institutionen wird schon länger in Frage gestellt. Viele Entwicklungs- und Schwellenländer verzeichnen hohes Wirtschaftswachstum und haben ihre Süd-Süd-Kooperation vertieft. Dadurch sind neue Konstellationen in der Weltordnung im Anmarsch. In dieser Dynamik muss die EU ihre Rolle finden.

Am 17. März 2021 ist Tansanias Präsident John Pombe Magufuli unerwartet verstorben. Unter seiner Nachfolgerin Samia Suluhu Hassan, der bisherigen Vizepräsidentin, steht das Land vor wichtigen Richtungsentscheidungen. Ihre ersten Tage im Amt hat sie genutzt, um politische Änderungen einzuleiten. Zum einen nimmt sie Covid-19 ernst, anders als ihr Vorgänger; ein Expertenkomitee soll den Umgang des Landes mit der Pandemie überprüfen. Zum anderen werden Einschränkungen von Presse- und Meinungsfreiheit aufgehoben. Ob die neue Präsidentin ein eigenes Profil entwickeln kann und Tansania so auch regional wie international wieder an Bedeutung gewinnt, ist zwar noch offen. Doch die Zeichen stehen auf Wandel. Die Wahl Joseph Bidens zum 46. Präsidenten der USA bedeutet nicht, dass die trans­atlantischen Beziehungen einfach zum Status quo vor 2017 zurückkehren werden. Zu sehr hat sich inzwischen das internationale Umfeld verändert, zu stark ist der Wett­bewerb großer Mächte zum strukturbildenden Merkmal der internationalen Ordnung geworden. Europa wird stärker als bislang verdeutlichen müssen, welche Politik man von Washington erwartet, aber auch, was man selbst zu leisten bereit ist. Vor diesem Hintergrund sollten Berlin und Brüssel gegenüber der Regierung Biden fünf Prioritäten als Grundlage einer erneuerten transatlantischen Agenda verfolgen. Unter anderem sind demnach gemeinsame Regelwerke zur Bekämpfung politischer Des­information und eine transatlantische Impfstoff-Allianz anzustreben. (Autorenreferat)

Although Joseph Biden has now been elected 46th president of the United States, transatlantic relations do not automatically revert to their pre-2017 status quo. Too much has changed in the international sphere, too central has great power competition become to the international order. Europe will have to be much more clear than in the past about what it expects from Washington - and what it is prepared to contribute. Berlin and Brussels should work toward a new transatlantic agenda with the Biden administration, with five priorities including joint action against political disinformation and a transatlantic vaccine alliance. World media have hailed the victory of Maia Sandu in the Moldovan presidential elec­tions on 15 November. They celebrated it as a triumph of democracy and pro-Western preferences over post-Soviet cronyism, authoritarianism and Russian apologists. The reality is more complex while there are few reasons for optimism. Sandu's victory is a fragile one as the conditions that delivered it were temporary only. However, she may have unwittingly discovered how to attract voters who traditionally preferred Russia-backed candidates. The EU would benefit by learning from this accidental solution, which is of value regionwide, and deriving from it a thought-out strategy to more effectively support and protect genuine democratic transformation in Moldova and the post-Soviet area. Kompetitiv autoritäre Regime sind durch einen hohen Grad der Polarisierung und des politischen Wettbewerbs geprägt. In den meisten Fällen wurde die "Autokratisierung" (eine voranschreitende Hinwendung zu einem autoritären Verständnis der Macht sowie zu einer autoritären Regierungspraxis) von gewählten charismatischen Führern vorangetrieben. Sie stehen, durch Wahlen legitimiert, unanfechtbar an der Spitze des Regimes. Während es in der Literatur eine breite Diskussion über die Art und Beschaffenheit von hybriden Regimen und deren Funktionieren gibt, blieb bislang die Frage nach der Gestaltung und dem Verlauf eines potenziellen Machtübergangs weitgehend ausgeblendet. Das vorliegende Arbeitspapier untersucht am Beispiel Serbiens und der Türkei, die beide inzwischen als kompetitiv autoritäre Systeme eingeordnet werden können, vor welchem Hintergrund eine Transition stattfinden könnte. Das Arbeitspapier geht dabei auf die Stärken und Schwächen der jeweiligen Regime ein, vergleicht sie und diskutiert Formen eines möglichen Machtübergangs sowie dessen Folgen anhand dreier Szenarien: a) Das Venezuela Szenario - ähnlich wie in Venezuela nach dem Tod von Hugo Chávez kommt es zu einem Machtübergang innerhalb des Systems und der regierenden Partei; b) Das Ukraine Szenario - In Folge von massiven Wahlfälschungen kommt es zu Massenprotesten, die zu einem Sturz führen und einen Machtübergang zur Opposition einleiten; c) Das Montenegro Szenario - ähnlich wie jüngst in Montenegro erleidet die Regierungspartei einen Wahlverlust und es erfolgt schrittweise eine friedlichen Transition.

In der Slowakei haben die Parlamentswahlen vom 29. Februar einen Machtwechsel eingeläutet. Die von der sozialdemokratischen Smer-SD geführte Regierungskoalition wurde abgewählt, die Antikorruptionsbewegung OĽaNO obsiegte. Deren Vorsitzender Igor Matovič, der künftige Ministerpräsident, hat nach kurzen Verhandlungen eine Mitte-rechts-Koalition aus vier Parteien geformt. Übergeordnetes Ziel der neuen Regie­rung, die noch im März antritt, soll der Kampf gegen Korruption, intransparente Finanzinteressen und den Einfluss von Oligarchen sein. Angesichts der Verbreitung des Corona-Virus werden jedoch auf absehbare Zeit gesundheitliches und wirtschaftliches Krisenmanagement im Vordergrund stehen. An der europafreundlichen Grund­haltung der Slowakei dürfte sich wenig ändern, ebenso an ihrer Kooperation mit Polen, Tschechien und Ungarn in der Visegrád-Gruppe. (Autorenreferat)

Im Zuge von Massenprotesten kam 2018 der Oppositionspolitiker Nikol Paschinyan in Armenien an die Macht. Angetreten war er mit einer ambitionierten Reformagenda, die bei der Bevölkerung hohe Erwartungen geweckt hat. Zwei Jahre später lautet die Bilanz "Work-in-Progress". Covid-19 durchkreuzt aber nun die (wirtschafts-)politischen Vorhaben der Regierung. Die Krise lässt sowohl negative als auch positive Rahmen­bedingungen für die Umsetzung zentraler Reformen erkennen. Seit 2006 durchläuft Bolivien einen tiefgreifenden politischen Umbruch. Dieser war und ist überaus konfliktträchtig - die Auseinandersetzungen um eine neue Verfassung führten das Land 2008 an den Rand eines Bürgerkriegs. Gleichwohl blieb das Ausmaß politischer Gewalt gering, so dass der Veränderungsprozess bisher weitgehend friedlich und in einem grundlegend demokratischen Rahmen verlief. Dies ist aus friedens- und konflikttheoretischer Sicht erklärungsbedürftig, bedenkt man das Ausmaß an Umverteilung politischer Macht in einem Kontext, in dem in einer Situation ohnehin schwacher demokratischer Institutionen die etablierten politischen Spielregeln offen in Frage gestellt wurden. Der Beitrag fragt nach den Ursachen, die den innerbolivianischen Frieden trotz Umbruch erklären. Die Analyse verweist auf die Bedeutung der Friedensleistungen der Demokratie, zeigt aber, dass demokratische Institutionen in ihrer Wirkung ambivalent sind und ihre Fähigkeit zur friedlichen Bearbeitung soziopolitischer Konflikte nur zu verstehen ist, wenn sie als eingebettet in und im Zusammenspiel mit informellen Politikmustern, politökonomischen Konfliktkonstellationen und internationalen Kontextbedingungen betrachtet werden.

Today, the great majority of African and Latin American countries have presidential term limits inscribed in their constitutions. Yet, Bolivia's Evo Morales and Guinea's Alpha Condé are only recent examples of incumbents trying to extend their time in office - and of the acute political conflicts that follow from these bold moves. A presidential term limit is the constitutional rule that restricts the number of terms that the president of a given state may serve. In presidential systems, such limits are a key check on the power of the incumbent. Their goal is to constrain personalism, prevent power abuse, and to promote party competition and alternation in power. In practice, term limits have not always been an effective instrument to stop the president from taking office again and again. Since the 1990s, Latin America and sub-Saharan Africa have been hit by an amendment fever that today accumulates to about 60 approved reforms and additional failed attempts. Term limits have been abolished, amended, or re-interpreted recurrently, but have certainly not disappeared from the political scene entirely. In contrast to power holders' attacks on term limits, survey results from Africa show that the societies they govern value this constitutional rule. Besides, in several countries popular protests have repeatedly sought to defend term limits against incumbents aspiring to extending their time in office beyond the term limits imposed by their constitutions. Term-limit abolition is a good indicator of a democratic backlash, and usually the last step in a series of institutional assaults that previously led to the concentration of power. But term limits are more often relaxed and circumvented than they are abolished. These additional executive moves can also impact democracy negatively and provoke societal conflicts. A new transfer of power has taken place in the EU’s Eastern neighborhood that raises vigilant hopes for the future of the Eastern Partnership. This is a chance for Moldova to address its democratic deficit and rebuild its international reputation after vested interests captured its state institutions. The new government, however, needs the support of EU partners. While this pro-reformist executive brings big opportunities – including for the EU – it also poses risks that need to be cautiously considered.

On 27 October 2019, the Peronist presidential ticket of Alberto Fernández and Cristina Fernández de Kirchner obtained victory in the first round of national elections, with 8 per cent more votes than President Mauricio Macri, who was seeking reelection. After a brief interregnum of Macri's four-year term, the Peronists - who had previously been in government for 12 consecutive years - will return to power in December. This time they will govern within a severely constraining situation, far away from the commodities boom that boosted redistribution policies during the "pink tide." Macri failed to deliver on his economic promises, and the coming government will face imminent debt services, in a context of high inflation. However, the elected and ruling presidents initiated the political transition with a cooperative attitude, facilitated by a calmed dollar after the adoption of strong controls to the exchange rate. Despite unsuccessful economics, Macri was able to retain more than 40 per cent of the vote. He won in six provinces, four of which are among the most populous and economically dynamic. The more modern and better-off portions of the electorate, which were less affected by the crisis, also voted in support of a balanced distribution of power and checks on the executive. Of the four governorships that renewed concurrently with the national elections, Macri retained just the City of Buenos Aires. He lost to the Frente de Todos the populous Buenos Aires province. The Peronists will govern in 14 provinces, of which 11 reelected their governors in spread elections throughout 2019. A crucial factor is how President-elect Fernández will deal with internal rivalries, especially with his vice-president. It is likely that the internal opposition will check the president as much as the external one, which is a recurrent feature in Peronist governments. In nonviolent mass protests against dictators, the military is the ultimate arbiter of regime survival. Drawing on a global survey of forty "dictator's endgames" from 1946 to 2014, this essay examines how dictators and their militaries respond to popular protests, and what the consequences are in terms of the survival of authoritarianism or the emergence of democracy. The authors argue that the type of the authoritarian regime and the military's legacy of human rights violations go a long way in explaining whether a military will employ violence against the protesters or defect from the ruling coalition.

Der Regierungswechsel in Bonn hat, wie jeder Regierungswechsel in Deutschland und Frankreich, zumal nach so langer Zeit, in Paris zu neuen Unsicherheiten geführt. Skeptische Stimmen sind, insbesondere in Frankreich, auch von offizieller Seite in ungewöhnlicher Deutlichkeit zu vernehmen.

Kuba hat seit April 2018 einen neuen Präsidenten und zum ersten Mal seit der Revo­lution trägt er nicht den Namen Castro: Mit Miguel Díaz-Canel Bermúdez ist der lang angekündigte Generationswechsel vollzogen worden. Eine grundsätzliche Neuorientierung der kubanischen Innen- und Außenpolitik ist damit jedoch nicht verbunden. Die Fortführung der Revolution steht nicht zur Debatte, aber Kuba will sich modernisieren und an veränderte Realitäten anpassen. Sichtbarster Ausdruck davon ist ein Verfassungsreformprozess, mit dem eine Anerkennung des Privateigentums und eine Erneuerung institutioneller Regelungen verbunden ist. In dem Entwurf werden neue machtpolitische Weichenstellungen und die Bereitschaft erkennbar, die Reformpolitik vorsichtig weiterzutreiben. Doch das Verhalten gegenüber der Opposition scheint sich kaum zu ändern. Entscheidend für die zukünftige Entwicklung wird sein, ob Díaz-Canel sich eine größere Unabhängigkeit von der im Hintergrund immer noch präsenten Castro-Dynastie verschaffen kann. (Autorenreferat)

Selten wurden US-amerikanische Zwischenwahlen in ganz Europa mit so hoher Aufmerksamkeit verfolgt. Zwei Jahre "America First" unter der Präsidentschaft von Donald Trump haben das transatlantische Verhältnis insbesondere in den Bereichen Sicherheit, Handel und Klimaschutz in Frage gestellt. Der Wahlausgang deutet jedoch nicht auf einen Kurswechsel im Weißen Haus hin. Innenpolitisch könnte sich der Erfolg der Demokraten als Pyrrhussieg erweisen.

Die Chancen stehen günstig, dass sich wesentliche Teile des Comprehensive and Enhanced Partnership Agreement zwischen der EU und Armenien umsetzen lassen: Nach landesweiten Massenprotesten in Armenien wurde am 8. Mai 2018 der Oppositionsabgeordnete Nikol Paschinjan zum Premierminister gewählt. Er folgte auf den umstrittenen Regierungschef Sersch Sargsjan und verspricht einen Politikwechsel. Das sind auch zentrale Elemente des Abkommens mit der EU. CEPA bietet Brüssel also gute Möglichkeiten, die neue armenische Regierung bei der Umsetzung der Reformagenda zu unterstützen. Gleichzeitig hat er den Ausnahmezustand aufgehoben und die Wirtschaft liberalisiert - all dies galt bislang in Äthiopien als undenkbar. Kontrolle, innere Sicherheit und die eingeschworene Gemeinschaft ehemaliger Befreiungskämpfer waren die prägenden Elemente einer Politik, die zwar lange Zeit für Stabilität und ökonomischen Aufschwung sorgte, dabei aber die schnell wachsende junge Bevölkerung und deren Anliegen vernachlässigt hat. It really is quite amazing. In the few weeks since Abiy Ahmed was elected Prime Minister of Ethiopia, nearly all the established facts that underpin Ethiopian politics have started to unravel. The new Prime Minister has apologized to the population for the mistakes of the past, ended the border war with Eritrea without making any demands and dismissed key officials from the old regime. At the same time, he has lifted the state of emergency and liberalized the economy - all this was previously considered unthinkable in Ethiopia. Control, internal security and a close-knit collective of former liberation fighters were the defining elements of a style of politics that provided stability and economic growth for a long time, but neglected the country’s rapidly growing young population and its concerns. Die aus 13 Parteien bestehende Regierungskoalition Nationale Front oder Barisan Nasional verlor überraschend ihre jahrzehntelange Vorherrschaft. Letztlich wurde das alte autokratische Regime also durch Wahlen, die zugleich den Anfang einer Demokratisierung markieren, gestürzt.

The world requires global solutions. What is the right approach? Since the end of the Bush administration there has been an international debate on what kind of world will emerge. Where is Europe in this debate? Among American academics Europe plays only a marginal role. Their main concerns are the decline of America and the rise of China. Europe is not considered to be a major power factor in the new world. The "Transatlantic Trade and Investment Partnership" (TTIP) introduced a new element into the debate, however. For liberal internationalists the TTIP could provide a stable basis for market economies and liberal democracies to strengthen their global influence. Such an agreement could help to enlarge their standards to the emerging powers. On the one hand, it would pull them into the new system. On the other hand, it would push them towards it. The US and Europe would create an economic and politically unifying force that would integrate the new emerging actors such as China, India, Brazil, Russia and other established economic powers. Geo-strategists and Realists would argue that closer US - European ties, the TIPP together with the "Transpacific Partnership" (TPP), would enhance the West's leverage with China.

Peru's new president, Martín Vizcarra, hardly signals a fresh start for the country. The crisis of the past two years, which brought Vizcarra into office in March this year, is the consequence of long-standing structural problems. Democratic institutions have been eroded and trust in political institutions has reached a new low. The legacy of Alberto Fujimori's authoritarian government (1990-2000) still weighs heavily on Peruvian politics. It includes a fragmented party system, weak institutions, and deeply engrained corruption. Fujimori's daughter Keiko is the head of the opposition party, Fuerza Popular, which controls Congress. Pervasive corruption is a central problem at all levels of Peruvian politics. Moreover, criminal structures, often related to drug trafficking, have increasingly infiltrated the political system. There is also a widespread perception of insecurity, even though the level of fatal violence is relatively low in regional comparison. Polls show low levels of support for democratic structures and a continuous decline in public confidence in the country's political institutions. The new president, Martín Vizcarra, is no exception. His approval rating fell from 52 per cent in May to 37 per cent in June. The Vizcarra government will find it difficult to pursue a coherent reform agenda. In June, only three months after taking office, its minister of economics and finance had to resign over mass protests against a tax increase on fuels. Increased accountability and the professionalisation of institutions will be essential to investigating and prosecuting corruption cases and to reducing the political influence of criminal structures. These are preconditions for rebuilding trust in the state. International commitments such as those made within the OECD framework are important guidelines. However, Peru's deep political and social divisions and its weak government make a quick fix unlikely.

This article is devoted to analyze verbal interactions in Oleanna [1993] within Grice's Cooperative Principles [1975] in order to illustrate how the shift of power gradually takes place in the academic discourse of the play. Maxims of this principle are applied on John's utterances in the first act on which the foundation of asymmetric relationship is laid. As expected within Grice's framework, the breaching of maxims, besides their observation, is performed by John through four ways of violating, opting out, clashing and flouting. The conversational implicaturs consequently generating from the flouting of some maxims, most frequently of quality, and quantity, conflict with Carol's assumptions about the state of professorship in academic context which motivate her for gaining power. The study, thereby, aims to demonstrate how clashing and flouting of maxims by John make him weak to Carol's new voice and culminate in reversal in teacher-student relationship in the play.
