Mission: Fly a flight-spare LIS (Lightning Imaging Sensor) on ISS to take advantage of unique capabilities provided by the ISS (e.g., high inclination, real time data); Integrate LIS as a hosted payload on the DoD Space Test Program-Houston 5 (STP-H5) mission and launch on a Space X rocket for a minimum 2 year mission. Measurement: NASA and its partners developed and demonstrated effectiveness and value of using space-based lightning observations as a remote sensing tool; LIS measures lightning (amount, rate, radiant energy) with storm scale resolution, millisecond timing, and high detection efficiency, with no land-ocean bias. Benefit: LIS on ISS will extend TRMM (Tropical Rainfall Measuring Mission) time series observations, expand latitudinal coverage, provide real time data to operational users, and enable cross-sensor calibration.

There exist several core science applications of LIS lightning observations, that range from weather and climate to atmospheric chemistry and lightning physics due to strong quantitative connections that can be made between lightning and other geophysical processes of interest. The space-base vantage point, such as provided by ISS LIS, still remains an ideal location to obtain total lightning observations on a global basis.

In recent years, the NASA Marshall Space Flight Center, the University of Alabama in Huntsville, and their partners have developed and demonstrated space-based lightning observations as an effective remote sensing tool for Earth science research and applications. The Lightning Imaging Sensor (LIS) on the Tropical Rainfall Measuring Mission (TRMM) continues to acquire global observations of total (i.e., intracloud and cloud-to-ground) lightning after 17 years on-orbit. However, TRMM is now low on fuel, so this mission will soon be completed. As a follow on to this mission, a space-qualified LIS built as the flight spare for TRMM has been selected for flight as a science mission on the International Space Station (ISS). The ISS LIS will be flown as a hosted payload on the Department of Defense Space Test Program (STP) H5 mission, which has a January 2016 baseline launch date aboard a SpaceX launch vehicle for a 2-4 year or longer mission. The LIS measures the amount, rate, and radiant energy of total lightning over the Earth. More specifically, it measures lightning during both day and night, with storm scale resolution (approx. 4 km), millisecond timing, and high, uniform detection efficiency, without any land-ocean bias. Lightning is a direct and most impressive response to intense atmospheric convection. It has been found that lightning measured by LIS can be quantitatively related to thunderstorm and other geophysical processes. Therefore, the ISS LIS lightning observations will continue to provide important gap-filling inputs to pressing Earth system science issues across a broad range of disciplines, including weather, climate, atmospheric chemistry, and lightning physics. A unique contribution from the ISS platform will be the availability of real-time lightning data, especially valuable for operational applications over data sparse regions such as the oceans. The ISS platform will also uniquely enable LIS to provide simultaneous and complementary observations with other ISS payloads such as the European Space Agency's Atmosphere-Space Interaction Monitor (ASIM) that will be exploring the connection between thunderstorms and lightning with terrestrial gamma-ray flashes (TGFs) and the Japan Aerospace Exploration Agency's Global LIghtning and Sprites MeasurementS (GLIMS) with its focus on global lightning and sprite connections. Another important function of the ISS LIS will be to provide cross-sensor calibration/validation with a number of other payloads, including the TRMM LIS and the next generation geostationary lightning mappers such as the GOES-R Geostationary Lightning Mapper (GLM) and Meteosat Third Generation Lightning Imager (MTG LI), as well as with ground-based lightning detection systems. These inter-calibrations will improve the long term climate monitoring record provided by all these systems. Finally, the ISS LIS will extend the time-series climate record of LIS lightning observations and expand the latitudinal coverage of LIS lightning to the climate significant upper middle-latitudes.

for the existing GOES system currently operating over the Western Hemisphere. New and improved instrument technology will support expanded detection of environmental phenomena, resulting in more timely and accurate forecasts and warnings. Advancements over current GOES include a new capability for total lightning detection (cloud and cloud-to-ground flashes) from the Geostationary Lightning Mapper (GLM), and improved temporal, spatial, and spectral resolution for the next generation Advanced Baseline Imager (ABI). The GLM will map total lightning continuously day and night with near-uniform spatial resolution of 8 km with a product latency of less than 20 sec over the Americas and adjacent oceanic regions. This will aid in forecasting severe storms and tornado activity, and convective weather impacts on aviation safety and efficiency among a number of potential applications. The GLM will help address the National Weather Service requirement for total lightning observations globally to support warning decision-making and forecast services. Science and application development along with pre-operational product demonstrations and evaluations at NWS national centers, forecast offices, and NOAA testbeds will prepare the forecasters to use GLM as soon as possible after the planned launch and check-out of GOES-R in 2016. New applications will use GLM alone, in combination with the ABI, or integrated (fused) with other available tools (weather radar and ground strike networks, nowcasting systems, mesoscale analysis, and numerical weather prediction models) in the hands of the forecaster responsible for issuing more timely and accurate forecasts and warnings.

The Lightning Imaging Sensor (LIS) aboard the TRMM satellite has been collecting optical lightning data since November 1997. A Lightning Mapping Array (LMA) that senses VHF impulses from lightning was installed in North Alabama in the Fall of 2001. A dataset has been compiled to compare data from both instruments for all times when the LIS was passing over the domain of our LMA. We have algorithms for both instruments to group pixels or point sources into lightning flashes. This study presents the comparison statistics of the flash data output (flash duration, size, and amplitude) from both algorithms. We will present the results of this comparison study and show "point-level" data to explain the differences. AS we head closer to realizing a Global Lightning Mapper (GLM) on GOES-R, better understanding and ground truth of each of these instruments and their respective flash algorithms is needed.

Ascending space vehicles are vulnerable to both natural and triggered lightning. Launches under the jurisdiction of the United States are generally subject to a set of rules called the Lightning Launch Commit Criteria (LLCC). The LLCC protect both the vehicle and the public by assuring that the launch does not take place in conditions posing a significant risk of a lightning strike to the ascending vehicle. Such a strike could destroy the vehicle and its payload, thus causing failure of the mission while releasing both toxic materials and debris. To assure safety, the LLCC are conservative and sometimes they may seriously limit the ability of the launch operator to fly as scheduled even when conditions are benign. In order to safely reduce the number of launch scrubs and delays attributable to the LLCC, the Airborne Field Mill (ABFM) program was undertaken in 2000 - 2001. The effort was directed to collecting detailed high-quality data on the electrical, microphysical, radar and meteorological properties of thunderstorm-associated clouds. The expectation was that this additional knowledge would provide a better physical basis for the LLCC and allow them to be revised to be both safer and less restrictive. That expectation was fulfilled, leading to significant revisions to the LLCC in 2003 and 2005. The 2005 revisions included the application of a new radar-derived quantity called the Volume Averaged Height Integrated Radar Reflectivity (VAHIRR) in the rules governing flight through anvil clouds. Analysis of the ABFM data has continued, and two additional revisions to the LLCC were proposed in late 2006 for adoption in 2007 or 2008. One proposal was to apply the VAHIRR concept to debris clouds, and the other was to reduce the "stand-off distances" in the rules for anvil and/or debris clouds. The stand-off distance is the clearance (out side of the cloud) required between the flight path of the vehicle and the edge of a cloud that it is not permissible to fly through. This paper will discuss these proposed changes in the LLCC and the scientific rationale for adopting or rejecting them based on ABFM data.

A matrix calibration procedure has been developed that uniquely relates the electric fields measured at the aircraft with the external vector electric field and net aircraft charge. The calibration method can be generalized to any reasonable combination of electric field measurements and aircraft. A calibration matrix is determined for each aircraft that represents the individual instrument responses to the external electric field. The aircraft geometry and configuration of field mills (FMs) uniquely define the matrix. The matrix can then be inverted to determine the external electric field and net aircraft charge from the FM outputs. A distinct advantage of the method is that if one or more FMs need to be eliminated or deemphasized [e.g., due to a malfunction), it is a simple matter to reinvert the matrix without the malfunctioning FMs. To demonstrate the calibration technique, data are presented from several aircraft programs (ER-2, DC-8, Altus, and Citation).

A coordinated aircraft - radar project that investigated the electric fields, cloud microphysics and radar reflectivity of thunderstorm anvils near Kennedy Space Center is described. Measurements from two cases illustrate the extensive nature of the microphysics and electric field observations. As the aircraft flew from the edges of anvils into the interior, electric fields very frequently increased abruptly from approximately 1 to more than 10 kV m(exp -1) even though the particle concentration and radar reflectivity increased smoothly. The abrupt increase in field usually occurred when the aircraft entered regions with a reflectivity of 10 to 15 dBZ. It is suggested that the abrupt increase in electric field may be because the charge advection from the storm core did not occur across the entire breadth of the anvil and was not constant in time. Screening layers were not detected near the edges of the anvils. Some long-lived anvils showed subsequent enhancement of electric field and reflectivity and growth of particles, which if localized, might be a factor in explaining the abrupt change of field in some cases. Comparisons of electric field magnitude with particle concentration or reflectivity for a combined data set that included all anvil measurements showed a threshold behavior. When the average reflectivity, such as in a 3-km cube, was less than approximately 5 dBZ, the electric field magnitude was les than kV m(exp -1). Based on these findings, the Volume Averaged Height Integrated Radar Reflectivity (VAHIRR) is now being used by NASA, the Air Force and Federal Aviation Administration in new Lightning Launch Commit Criteria as a diagnostic for high electric fields in anvils.

The Lagrange multiplier theory developed in Part I of this study is applied to complete a relative calibration of a Citation aircraft that is instrumented with six field mill sensors. When side constraints related to average fields are used, the Lagrange multiplier method performs well in computer simulations. For mill measurement errors of 1 V m(sup -1) and a 5 V m(sup -1) error in the mean fair-weather field function, the 3D storm electric field is retrieved to within an error of about 12%. A side constraint that involves estimating the detailed structure of the fair-weather field was also tested using computer simulations. For mill measurement errors of 1 V m(sup -l), the method retrieves the 3D storm field to within an error of about 8% if the fair-weather field estimate is typically within 1 V m(sup -1) of the true fair-weather field. Using this type of side constraint and data from fair-weather field maneuvers taken on 29 June 2001, the Citation aircraft was calibrated. Absolute calibration was completed using the pitch down method developed in Part I, and conventional analyses. The resulting calibration matrices were then used to retrieve storm electric fields during a Citation flight on 2 June 2001. The storm field results are encouraging and agree favorably in many respects with results derived from earlier (iterative) techniques of calibration.

This paper reports on a new generation of aircraft-based rotating-vane style electric field mills designed and built at NASA's Marshall Spaceflight Center. The mills have individual microprocessors that digitize the electric field signal at the mill and respond to commands from the data system computer. The mills are very sensitive (1 V/m per bit), have a wide dynamic range (115 dB), and are very low noise (+/-1 LSB). Mounted on an aircraft, these mills can measure fields from +/-1 V/m to +/-500 kV/m. Once-per-second commanding from the data collection computer to each mill allows for precise timing and synchronization. The mills can also be commanded to execute a self-calibration in flight, which is done periodically to monitor the status and health of each mill.

The Altus Cumulus Electrification Study (ACES) was conducted during the month of August, 2002 in an area near Key West, Florida. One of the goals of this uninhabited aerial vehicle (UAV) study was to collect time resolved optical pulse data from thunderstorms. During the month long campaign, we acquired 5294 lightning generated optical pulses. Most of these observations were made while close to the top of the storms. We divided our data into two amplitude groups based on prior NASA U2 aircraft optical data and our pulse characteristics. The group of large pulses with radiance greater than 2.1 mW /sq m sr had mean and median 10 - 10% optical pulse widths of 765 and 735 microns respectively, the 50-50% pulse widths of 396 and 355 microns respectively, and 10-90% rise times of 290 and 260 microns. These values are very similar to the previous U2 based optical results The other group of pulses consisting of slightly more than a quarter of the total pulses observed had radiances less than the minimum values detected in the U2 study. The small pulses were narrower than the large pulses with 5040% mean and median values of 198 and 160 ps respectively. Only 12 % of the flashes contained only small pulses, minimizing the impact of this data on the estimates of detection efficiencies of the orbital instruments, the Lightning Imaging Sensor and Optical Transient Detector.

The Altus Cumulus Electrification Study (ACES) was conducted during the month of August, 2002 in an area near Key West, Florida. One of the goals of this uninhabited aerial vehicle (UAV) study was to collect high resolution optical pulse and electric field data from thunderstorms. During the month long campaign, we acquired 5294 lightning generated optical pulses with associated electric field changes. Most of these observations were made while close to the top of the storms. We found filtered mean and median 10-10% optical pulse widths of 875 and 830 microns respectively while the 50-50% mean and median optical pulse widths are 422 and 365 microns respectively. These values are similar to previous results as are the 10-90% mean and median rise times of 327 and 265 microns. The peak electrical to optical pulse delay mean and median were 209 and 145 microns which is longer than one would expect from theoretical results. The results of the pulse analysis will contribute to further validation of the Optical Transient Detector (OTD) and the Lightning Imaging Sensor (LIS) satellites. Pre-launch estimates of the flash detection efficiency were based on a small sample of optical pulse measurements associated with less than 350 lightning discharges collected by NASA U-2 aircraft in the early 1980s. Preliminary analyses of the ACES measurements show that we have greatly increased the number of optical pulses available for validation of the LIS and other orbital lightning optical sensors. Since the Altus was often close to the cloud tops, many of the optical pulses are from low-energy pulses. From these low-energy pulses, we can determine the fraction of optical lightning pulses below the thresholds of LIS, OTD, and any future satellite-based optical sensors such as the geostationary Lightning Mapping Sensor.

The Altus Cumulus Electrification Study (ACES) is an unmanned aerial vehicle (UAV)- based project that investigated thunderstorms in the vicinity of the Florida Everglades in August 2002. ACES was conducted to investigate storm electrical activity and its relationship to storm morphology, and to validate satellite-based lightning measurements. In addition, as part of the NASA sponsored UAV-based science demonstration program, this project provided a scientifically useful demonstration of the utility and promise of UAV platforms for Earth science and applications observations. ACES employed the Altus II aircraft, built by General Atomics - Aeronautical Systems, Inc. Key science objectives simultaneously addressed by ACES are to: (1) investigate lightning-storm relationships, (2) study storm electrical budgets, and provide Lightning Imaging Sensor validation. The ACES payload included electrical, magnetic, and optical sensors to remotely characterize the lightning activity and the electrical environment within and around thunderstorms. ACES contributed important electrical and optical measurements not available from other sources. Also, the high altitude vantage point of the UAV observing platform (up to 55,000 feet) provided cloud-top perspective. By taking advantage of its slow flight speed (70 to 100 knots), long endurance, and high altitude flight, the Altus was flown near, and when possible, over (but never into) thunderstorms for long periods of time that allowed investigations to be conducted over entire storm life cycles. An innovative real time weather system was used to identify and vector the aircraft to selected thunderstorms and safely fly around these storms, while, at the same time monitor the weather near our base of operations. In addition, concurrent ground-based observations that included radar (Miami and Key West WSRBD, NASA NPOL), satellite imagery, and lightning (NALDN and Los Alamos EDOT) enable the UAV measurements to be more completely interpreted and evaluated in the context of the thunderstorm structure, evolution, and environment.

The data for the Indian summer monsoon season is examined to study the seasonal patterns of the geographic and diurnal distribution of lightning storms. The storms on the Tibetan plateau show a single large diurnal peak at about 1400 local solar time. A region of Northern Pakistan has two storm peaks at 0200 and 1400 local solar time. The morning peak is half the magnitude of the afternoon peak. The region south of the Himalayan Mountains has a combined diurnal cycle in location and time of storm occurrence.

Lightning data from the U.S. National Lightning Detection Network (NLDN) is used to perform preliminary validation of the satellite-based Optical Transient Detector (OTD). Sensor precision, accuracy, detection efficiency and biases of the deployed instrument are considered. We estimate the sensor to have, on average, better than 30 km spatial and 100 ms temporal accuracy. The detection efficiency for cloud-to-ground lightning is about 45-70%, slightly higher for intracloud lightning. There are only marginal day/night biases in the dataset, although 55 day averaging is required to remove sampling-based diurnal lightning cycle biases. The sensor detects statistically significant differences in the optical characteristics of intracloud, negative cloud-to-ground and positive cloud-to-ground lightning, although it cannot a priori determine flash types.
