The data circulation is a complex scenario involving a large number of participants and different types of requirements, which not only has to comply with the laws and regulations, but also faces multiple challenges in technical and business areas. In order to systematically and comprehensively address these issues, it is essential to have a comprehensive and profound understanding of 'data circulation'. The traditional analysis method tends to proceed based on the traditional circulation model of commodities, that is, tangible objects, which has some defects and shortcomings, and tends to be a formalized approach, which is faced numerous challenges in practice. This paper analyzes the circulation of data with a philosophical approach, obtains the new explication of data and executing entity, and provides a new definition of the concepts of data utilization and data key stakeholders (objects). At the same time, it puts forward the idea of ``data alienation'', and constructs a new interpretive framework of ``data circulation''. Based on the framework of this interpretation, it is clearly proposed that ``data alienation'' is the core of ``data circulation'', benefit distribution is the driving force, and legal compliance is the foundation, and further discussed the three modes of ``data circulation''. It further discusses the three modes of ``data circulation''. It is pointed out that ``data circulation'' is different from traditional ``commodity circulation''. To achieve ``data circulation'',a comprehensive information infrastructure needs to be established. from a theoretical point of view, it lays a solid foundation for the development of ``data circulation''.

Ancient Romans called 'urbs' the set of buildings and infrastructures, and 'civitas' the Roman citizens. Today instead, while the society is surfing the digital tsunami, 'urbs' and 'civitas' tend to become much closer, almost merging, that we might attempt to condensate these into a single concept: 'smart grid'. Internet of things, artificial intelligence, blockchain, quantum cryptography is only a few of the paradigms that are likely to contribute to determining the final portrait of the future smart grid. However, to understand the effective sustainability of complex grids, specific tools are required. To this end, in this article, a systematic review of the emerging paradigms is presented, identifying intersectoral synergies and limitations with respect to the `smart grid' concept. Further, a taxonomic framework for assessing the level of sustainability of the grid is proposed. Finally, from the scenario portrayed, a set of issues involving engineering, regulation, security, and social frameworks have been derived in a theoretical fashion. The positioning accuracy of the mobile laser scanning (MLS) system can reach the level of centimeter under the conditions where GPS works normally. However, in GPS-denied environments this accuracy can be reduced to the decimeter or even the meter level because the observation mode errors and the boresight alignment errors of MLS cannot be calibrated or corrected by the GPS signal. To bridge this research gap, this paper proposes a novel technique that appropriately incorporates the robust weight total least squares (RWTLS) and the full information maximum likelihood optimal estimation (FIMLOE) to improve the positioning accuracy of the MLS system under GPS-denied environment. First of all, the coordinate transformation relationship and the observation parameters vector of MLS system are established. Secondly, the RWTLS algorithm is used to correct the 3D point observation model; then the uncertainty propagation parameter vector and the boresight alignment errors between the laser scanner frame and the IMU frame are calibrated by FIMLOE. Lastly, experimental investigation in indoor scenarios was performed to evaluate the effectiveness of the proposed method. The experimental results demonstrate that the proposed method is able to significantly improve the positioning accuracy of an MLS system in GPS-denied environments.
