Urban public lighting is an important ingredient for the social and economic development of cities and the safety and security of their citizens. Existing studies support the need for artificial light in cities to enable around the clock activities and enterprise. Although artificial light is a public service commodity, procuring and maintaining lighting in cities is challenging due to funding shortfalls and a lack of technical expertise. The objective of this paper is to identify ways through which public private partnerships can be used to procure and maintain cost-effective and energy-efficient urban streetlighting and introduces a novel approach to generate a sustainable revenue stream to fund the enterprise. Referring to PPP Books 2017-2023 issued by The Ministry of National Development Planning of Indonesia, there is only 1 out of 16 AP PPP projects at the municipal/regency level that have successfully reached the operational stage (6% success rate), i.e. Madiun Regency Public Street Lighting. Several municipal/regency AP PPP projects have failed, for example, Bandung Municipal Public Street Lighting. The widespread failures indicate that the application of AP in regional infrastructure has so far not been successful in Indonesia. This paper aims to identify the basic requirements, critical success factors, and lessons learned from AP PPP implementation in Municipal/Regency Governments. Thus, it is hoped that the future provision of regional infrastructure with the AP scheme can proceed seamlessly. This study used a mixed-method approach that combines qualitative and quantitative data from literature reviews, questionnaires, and interviews. The results showed that the basic requirements for AP PPP include the existence of regulations and institutions. The five main success factors of AP PPP in the Municipal/Regency Government are (1) a well-organized and committed public agency; (2) political support; (3) favorable and efficient legal framework; (4) stable political and economic situation; and (5) public and private sector commitments and responsibilities. The lesson learned from the case study is that fiscal capacity is not the main factor in the success of PPP in Madiun Regency, but rather the willingness of the local government to implement PPP by regularly holding capacity building and maintaining good relationships and communication with each stakeholder involved. This study examines the management of the nocturnal environment in Belgium's Walloon region from a social-ecological-technical system perspective, aiming to enhance sustainability in nightscapes. To identify critical challenges and action priorities, we employ Political, Economic, Social, Technological, Environmental, and Legal analysis. Our research offers insights into the macro-environmental factors that organisations should prioritise when envisioning sustainable lighting and dark sky protection. Based on the outcomes of the Walloon case study and the recent literature, we determine the priorities that lead to shaping action plans and the research challenges to ensure a smooth transition towards more sustainable nightscapes. Key challenges emerge: a lack of awareness of light pollution, both for the authorities and citizens; a longstanding relationship between safety and lighting, with fears echoed in political discourse; and the lack of consideration of light pollution in legal, political and environmental agendas. To address these challenges, enhanced policies could be tailored to local contexts and improved to mitigate light pollution. This paper reviews how excessive lighting in historical sites can negatively affect the enjoyment of social gatherings. Because light pollution has the potential to affect socialization negatively, we need the appropriate tools to handle these effects. As part of this research, three techniques were used to analyze these effects: a bibliographical examination of relevant concepts, field measurements of illumination levels at historical sites in Cairo, Egypt, as well as questionnaires sent out to users around the world to determine what influences their perceptions of historical sites at night. Based on the results of a systematic review, we developed the concept of toolkits for creating a lively ambiance for evening events. Furthermore, based on the spatial measurements made in the case study, it was determined that the challenge of visual pollution hinders creating a vibrant atmosphere at historical sites. An online survey that investigated the factors influencing the enjoyment of historical sites at night around the world found that positioning the lighting fixtures and illumination is one of the most critical factors. The results of the current study confirm that the urban form of the context provides a pleasant visual and perceptual experience at night as well. The findings of this study have led to three design considerations that can help urban planners and designers when it comes to implementing lighting in public spaces. As a result of these considerations, the historical site in the case study, Al-Hussein Square, Cairo, presents a livelier ambiance at night; hence they can be used by urban designers to enhance the ambiance in similar settings to the present case study. This article introduces an innovative design method for public lighting systems that surpasses the limitations of conventional approaches, which rely on predefined lamp characteristics and spatial arrangements. By employing a linear additive model to solve a multi-criteria decision model, our study proposes an optimal design methodology considering several key aspects, including the distance between lamps, their type, power, and light distribution. The goal is to achieve optimal illumination that enhances visibility on public roads for drivers and pedestrians while simultaneously minimizing glare and installation costs and maximizing energy efficiency. The proposed methodology is implemented through an algorithm developed in MATLAB R2023b, with results validated through simulations in DIALux evo 12.0. This information is used to construct a decision matrix, assessed using the CRITIC method across 180 different scenarios within a specific case study. The findings demonstrate the effectiveness of multi-criteria decision-making as a tool for significantly improving the planning and design of lighting in public illumination systems, allowing for selecting the optimal combination of parameters that ensure the best lighting conditions. The main objective of this study is to present a bench marking of the public street lighting in typical road in Morocco. The study deals with a comparison between the conventional technology used in Moroccan road and the LED technology. The simulated system is based on road with two directions and a sidewalk, three arrangements type of pole layout are treated (Left, Middle and Two sides arrangement). Also, in this paper deals with a parametric analysis based on the variation of boom angle, light Center high and the pole distance in order to determine the luminance of each arrangement at each pole distance. The simulation is carried out using two luminaries, the first one represents a conventional technology and LED lamp. The founding of this paper shows that the LED lamp present a high luminance value of 20 cd/m² for a pole distance of 10m and boom angle of 0°, in comparison with the conventional lamp that present a luminance of 8 cd/m² at the same condition. The left arrangement type shows the best energy efficiency indicators such as DE and power per km, this means that this disposition is less consuming of energy and acceptable luminance values. Using and connecting different technologies to improve the quality of urban life is a significant challenge for smart cities. The interconnection of transport, energy, water, public lighting, and other urban infrastructure systems is critical to providing quality services to citizens and reducing environmental impact. However, data interoperability from these systems is a significant challenge, as data is mainly stored in different formats and locations from various sources. This paper examines the challenges of integrating existing datasets in intelligent cities and proposes solutions to create secure and interoperable data-sharing environments. To this end, an approach called data federation is discussed by implementing a federated platform for integrating such data. However, it is essential to note that there may be challenges in terms of cybersecurity and interoperability. This is where context brokers play a crucial role, regulating access to data by enforcing rules and providing security standards. In this way, these challenges can be managed appropriately, ensuring data protection and the system's proper functioning. Finally, it is essential to mention that this work is linked to a smart cities project, which aims to promote innovation in smart cities by implementing several innovative solutions. The study presented in this research contributes to understanding the challenges in smart cities. It proposes solutions for creating secure and interoperable data-sharing environments, which are essential both for the project's success and for the development of smart cities worldwide. In recent years, a progressive renovation of public lighting has been taking place in cities, from metal halide lamps to LED luminaires. This renovation has been carried out on a large scale by replacing some luminaires with others without taking into account other elements of the circuit. Due to the high number of electronic components, LED luminaires generate inrush currents that can exceed several times the nominal current value at ignition process. This electrical phenomenon is a basic problem to be solved when planning a street lighting renovation with LED luminaires, because it is essential to have a prior estimation of the inrush current generated by the luminaires for a correct sizing of the circuit protection elements. Currently, it is difficult to predict the value of the inrush current, for this reason, the main objective is to establish an innovative methodology based on advanced multi-criteria decision-making methods (entropy and CRITIC) to predict anomalous behaviors (inrush current peaks) in LED luminaire installations and their appropriate selection in the design phase or before are mounted in the circuit to avoid negative consequences on the components and to dimension them correctly, producing cost savings in the replacement of circuit elements such as circuit breakers and switches. Sustainable development and energy savings are crucial to the significant worldwide trend in smart city-related research and projects. In this regard, public lighting systems have great energy-saving potential. Nevertheless, while citizen engagement is a key element of most conceptualisations of smart cities, many smart lighting projects and systems fail to take account of the citizen's viewpoint. Applying a citizen-centric lighting design model, the objective of this study is to examine the affective impressions of local residents of the luminous environments in their areas, taking account of the activities they carry out there. Kansei Engineering is employed to connect luminous design elements with citizens' affective responses. Lighting environments in 18 urban spaces were evaluated by 310 local residents. The results show that subjective assessments in the evaluation of urban lighting environments can be explained by the following dimensions: Expressive-interesting, Innovative-efficient, Defined-sufficient, Formal-uniform and Glaring. The relationship of these dimensions to urban social activities shows that public lighting should generate, in local residents, sensations consistent with the nature of the activities. Urban lighting must create in the citizen a feeling of innovation (being up-to-date and contemporary) if it is to be seen as energy-saving and caring for the environment. These findings may be valuable for governments, architects, engineers, and lighting designers when developing strategies to ensure their designs are evaluated as being efficient, sustainable, and environmentally friendly. Light pollution, by changing organisms' behavior, affects locomotion, migration and can ultimately fragment the habitat. To investigate the effects of light pollution on habitat fragmentation, we conducted an experimental study on a nocturnal and photosensitive primate, the grey mouse lemur (Microcebus murinus). Twelve males were housed individually in an apparatus with two cages connected by two corridors, opaque and transparent. During 4 nights, the transparent corridor was illuminated by specific light intensities: 0 lx, 0.3 lx, 20 lx and 51.5 lx corresponding respectively to total darkness, full moon, minimal intensity recommended by the European standard EN-13201 on public lighting, and to light pollution recorded in an urban area. Each night, general activity, use of corridors and cage occupancy were recorded using an infrared camera. For the first time in a nocturnal primate, results demonstrate that light pollution changes the preference of use of corridors, modifies the locomotor pattern and limits the ability of animals to efficiently exploit their environment according to a light intensity-dependent relationship. However, results indicate that a dark corridor allows partial compensation partly preserving general activities. This article offers a comparative analysis of the capital cities of Argentina and Portugal, which, at the onset of the Great War, operated concession-based gas services for public lighting. The cases of Buenos Aires and Lisbon illustrate divergent pathways in public gas lighting, set against a backdrop of external dependence on coal and the burgeoning advancement of electric lighting. This article traces the early stages of urban electrification in the French protectorate of Tonkin (in Vietnam's north) from the late 1880s to the late 1920s. It focuses on Hanoi, where in 1895 the French entrepreneurs Hermenier and Planté secured a concession for lighting the streets of the soon-to-be capital of French Indochina. Before long, the city's fast-paced development and the concomitant rise in demand for both public and private lighting necessitated contractual amendments and further capital investment in the upgrading of the power station and grid extensions. In 1902, Hermenier converted the business into a joint stock company named the Société Indochinoise d'Électricité with the aim of enabling further growth and geographical expansion. Contractual arrangements were frequently renegotiated and adjusted to new circumstances. However, electricity supplies kept lagging behind the fast pace of demand growth. During the post-First World War years of colonial economic expansion, power failures and blackouts became a routine occurrence and were a frequent target of press coverage. It was only in the late 1920s that electricity supplies improved and turned Hanoi into a city of lights. Although the majority of Vietnamese residents remained excluded from private electricity access throughout the colonial period, electric power quickly became a fact of everyday life for an emerging Vietnamese urban bourgeoisie and served as a marker of modern sophistication. This study showcases the optimization of public lighting systems using computer vision with an emphasis on the YOLO algorithm for pedestrian detection, aiming to reduce energy expenses. In a time when the demand for electricity is escalating due to factors like taxes and urban expansion, it is imperative to explore strategies to cut costs. One pivotal area is public lighting management. Presently, governments are transitioning from sodium vapor lighting to LED lamps, which already contributes to decreasing consumption. In this scenario, computer vision systems, particularly using YOLO, have the potential to further reduce consumption by adjusting the power of LED lamps based on pedestrian traffic. Additionally, this paper employs fuzzy logic to calculate lamp power based on detected pedestrians and ambient lighting, ensuring compliance with the NBR 5101:2018 standard. Tests with public surveillance camera images and simulations validated the proposal. Upon implementing this project in practice, a 45% reduction in public lighting consumption was observed compared to conventional LED lighting. [ABSTRACT FROM AUTHOR]

Background: Light pollution has been increasingly recognised as a threat to biodiversity, especially with the current expansion of public lighting. Although the impacts of light intensity, spectral composition and temporality are more often studied, another component of light, its flicker frequency, has been largely overlooked. However, flashing light could also have impacts on biodiversity, and especially on animal behaviour and physiology. Objective: This systematic review aimed at identifying the reported physiological and behavioural impacts of flashing light on animals when compared to continuous light. Methods: We followed the standards recommended by the Collaboration for Environmental Evidence (CEE) in order to achieve a comprehensive, transparent and replicable systematic review. Citations were primarily extracted from three literature databases and were then screened for relevance successively on their titles, abstracts and full-texts. Retained studies were finally critically appraised to assess their validity and all relevant data were extracted. Only studies which compared a flashing light to a continuous one were included. Results: At first, we found 19,730 citations. Screening and critical appraisal resulted in 32 accepted articles corresponding to 54 accepted observations—one observation corresponding to one species and one outcome. We collated data on four main taxa: Aves (the most studied one), Actinopterygii, Insecta and Mammalia as well as on plankton. Conclusions: The impacts of flashing light are currently critically understudied and varied between species and many light specificities (e.g. frequency, wavelength, intensity). Therefore, no definitive conclusions could be drawn for now. Thus, research on flashing light should be pressingly carried out in order to better mitigate the impacts of Artificial Light at Night (ALAN) on wildlife. In the meantime, we would recommend precautionary principles to be applied: flashing lighting should be limited when not deemed essential and flicker frequencies managed to prevent animals from experiencing any potential harm from flashing light. Background: in Benin, due to the unavailability of comprehensive data on road crashes, road safety policies are mainly based on partial statistics provided by the police. These remain unreliable in terms of injury severity and risk factors. This study aims to determine the factors influencing the severity of injuries after a road crash in Benin. Methods: the present nested case-control study, matched for age and sex, was based on a hospital cohort of road crash victims set up in five hospitals in Benin between July 2019 and January 2020. A sample of severely injured patients according to the Abbreviated Injury Scale (AIS) (cases) was compared to non-severely injured patients (controls). Results: the severe crash occurred mainly during the night between 8 p.m. and midnight (36.2% of cases vs. 24.4% of controls) and on main roads (57.8% of cases vs. 34.7% of controls). Factors associated with injury severity were time of the crash: night between 8 p.m. and midnight (Adjusted Odd Ratio (AOR): 2.1; CI 95%: 1.4-3.2), major roads (national interstate roads and national roads) (AOR: 2.8; CI 95%: 2.0-4.0) and non-work related travel (AOR: 1.8; CI 95%: 1.2-2.7). Conclusions: factors associated with road crash severity in Benin were nighttime, main roads and non-work related travel. Raising user awareness about compliance with traffic rules and improving public lighting, especially along main roads could help reduce the number of serious injuries. [ABSTRACT FROM AUTHOR]

A significant amount of electricity in numerous regions worldwide is used for lighting roads, squares, and other public spaces. Renewable energy can contribute notably to electricity usage for public lighting. This paper focuses on the day‐ahead scheduling of a hybrid renewable energy system (HRES) exploiting solar–wind energy potential to meet the electrical energy needs of public lighting. The studied HRES provides electricity for a Wi‐Fi hotspot and a charging hotspot for the end users and has an energy storage system that ensures a reliable electricity supply without interruptions. The day‐ahead scheduling of the studied HRES is based on electricity generation forecasting by using a deep‐learning approach. Particularly, the long short‐term memory model is utilized, considering the fact that it is able to perceive long‐term dependencies among the time series. Moreover, the model's performance is investigated through the determination of diverse inputs: (a) historical data, (b) weather predictions, and (c) historical data with weather predictions. Multiple scenarios of energy consumption are assumed and applied to optimize the day‐ahead scheduling. A new recommendation method is proposed and applied for day‐ahead scheduling, utilizing the power forecasts to achieve optimum operation and energy savings. The results point out that the utilization of the proposed recommendation method controls loads when a shortage in power generation and battery capacity is forecasted for the day ahead, leading to significant energy savings and minimizing the power demand from the grid. A smart city incorporates infrastructure methods that are environmentally responsible, such as smart communications, smart grids, smart energy, and smart buildings. The city administration has prioritized the use of cutting-edge technology and informatics as the primary strategy for enhancing service quality, with energy resources taking precedence. To achieve optimal energy management in the multidimensional system of a city tribe, it is necessary not only to identify and study the vast majority of energy elements, but also to define their implicit interdependencies. This is because optimal energy management is required to reach this objective. The lighting index is an essential consideration when evaluating the comfort indicators. In order to realize the concept of a smart city, the primary objective of this research is to create a system for managing and monitoring the lighting index. It is possible to identify two distinct phases within the intelligent system. Once data collection concludes, the monitoring system will be activated. In the second step, the operation of the control system is analyzed and its effect on the performance of the numerical model is determined. This evaluation is based on the proposed methodology. The optimized results were deemed satisfactory because they maintained the brightness index value (79%) while consuming less energy. Broadening citizen participation in scientific knowledge production has become a priority of national and supra-national institutions and research agencies. Out of their interest for scientific research and public learning, citizen science projects are often presented as offering a unique opportunity to involve more directly the public in policy-making. However, despite twenty years of flourishment of participative scientific research, making citizen science a tool to foster participatory democracy remains a challenge. Political outputs of citizen science are indeed often restricted to its role in the production of data to inform policy making processes. In this paper, we propose an innovative theoretical model of democratization through citizen science, in which participative data collection is associated with public online deliberation. Drawing both on online political deliberation research and citizen science literature, we argue that citizens' engagement in contributory science could help create the conditions of good-quality public deliberations. Electricity supply is fundamental for modern society's existence and development, directly impacting health, safety, education, comfort, and other technological applications. One of the important applications of electric energy is lighting, which allows society to make nights even more productive during the day. With the development of LED technology and a significant increase in luminous efficiency, public lighting has undergone a major transformation and replacement of the technology of High-Intensity Discharge (HID) technology. As it is a switched source, this technology is a type of non-linear load, which raises concerns regarding the impacts of harmonic distortions, which can harm equipment connected to the network and cause power losses. In this way, the present study carried out bibliographic research about the losses of electric energy resulting from the incidence of harmonics in the electrical system through the dissemination of the application of LED technology in the public lighting system, using the materials already prepared and published. In this context, this article aims to research studies on harmonic distortions in the public lighting system to identify gaps and research opportunities. For this purpose, a bibliometric literature review was carried out in the SCOPUS database. Among the results obtained, it was found that harmonic distortions in LED are helpful for research and that there has been an increase in studies focused on the theme over the last 10 years. In our study, the operation of a smart system in current operation and the implementation plan of traffic management by traffic lights of a junction are presented. Public lighting has a major effect on the efficacy of cities and the well-being and safety of their inhabitants. The energy consumed for public lighting entails significant costs for the urban management. In our constantly evolving world, there is an ever-growing demand for lighting, leading to the increase in expenses, as well. Public space lighting (PSL), if adequately designed, may significantly enhance pedestrians' sense of safety and comfort. Yet, the accumulated knowledge about subjective evaluation of PSL is still insufficient. This paper presents a systematic literature review, carried out according to the PRISMA guidelines, of factors affecting pedestrians' perceptions of safety, comfort, and pleasantness induced by PSL. The screening process, which focused on studies combining technical- and observer-based environmental assessments, yielded 53 eligible papers, which were then synthesized according to an adapted model for outdoor place-human relationship. This framework-based review comprehensively highlights a few common findings and practical implications, as well as multiple gaps in research coverage, many inconsistencies, and significant generalization and transferability constraints. As the review indicates, one size does not fit all, and much further research is needed to improve the tailoring of PSL to a range of contextual conditions, such as different climates, cultures, and city characteristics. Gashanes, which were established to meet the lighting and heating needs of Dolmabahçe and Beylerbeyi Palaces, shared their surplus production with the outside to illuminate the surrounding districts. Thus, the lighting of Istanbul with gas started and the public lighting of its streets was first possible with gas. After the Dolmabahçe and Kuzguncuk gasworks established in the middle of the 19th century, Yedikule and Hasanpaşa Gashouses were put into service in the last quarter of the century. The use of gas in Istanbul, in its journey that has passed through many stages and reached a century and a half, experienced the biggest leap over the rate of increase in the number of subscribers after 1945, when Hasanpaşa and Yedikule Gasworks were nationalized, and entered a downward trend after 1965. The working range was determined between 1945-1967 after the nationalization, in which the use of coal gas was intense. Over the inter-year performance of the enterprise, the gas consumption of the society has been evaluated and the economic income-expenditure balance has been compared. Objectives: For more than one hundred years, street lighting has been one of the most ubiquitous capital investments in public safety. Prior research on street lighting is largely limited to ecological studies of very small geographic areas, creating substantial challenges with respect to both causal identification and statistical power. We address limitations of the prior literature by studying a natural experiment created by short-term disruptions to municipal street lighting. Methods: We leverage a natural experiment created by the differential timing of the repair of nearly 300,000 street light outages in Chicago. By conditioning on street segment fixed effects and focusing on a short window of time around the repair of a street light outage, we can credibly rule out confounding factors due to area-specific time trends as well as street segment-level correlates of crime. Results: We find that outdoor nighttime crimes change very little on street segments affected by street light outages, but that outages cause crime to spill over to nearby street segments. Effects are largest for robberies and motor vehicle theft. Conclusions: Despite strong environmental and social characteristics that tend to tie crime to place, we observe that street light outages are sufficiently salient to disrupt longstanding patterns. While the impact of localized street light outages can reverberate throughout a community, the findings imply that improvements in lighting can be defeated by the displacement of crime to adjacent spaces and therefore do not necessarily suggest that localized investments in municipal street lighting will yield a large public safety dividend. Traditional street lighting systems receive data about daylight levels and adjust the lighting. However, in such conditions, energy consumption increases since the sensors of such systems receive data on only one indicator, which is daylight. Therefore, a suitable automated intelligent lighting system model is needed. Intelligent lighting systems can adjust the brightness of the light not only based on natural data but also based on the movement of vehicles and people. This paper describes the development, implementation, and testing of a smart lighting system model to increase energy efficiency and high reliability. This system is controlled by a microcontroller programmed to control the lighting and receive data from sensors for processing with good efficiency. Distributed sensors record environmental conditions such as daylight and traffic. Photoresistors change resistance in daylight to light up the streets at night. The HC-SR501 infrared motion sensor detects objects emitting infrared radiation (heat) in the controlled motion zone and sends a signal to the microcontroller. The intelligent lighting system uses LEDs, which consume less energy and achieve high efficiency. The photovoltaic energy generation system is one of the most promising technology to meet our future electricity demand as well as mitigate climate change. This study aims to design, simulate and evaluate the performance of hybrid photovoltaic (PV) system using PVsyst software to supply electricity for energy efficient streetlights in educational institute. Meteonorm database of daily and monthly irradiation, temperatures, precipitation and sunlight hours are utilized while performing the analysis. The photovoltaic system consists of 56 bifacial-polycrystalline 360-watt PV modules having 17.9% efficiency. The photovoltaic modules were installed at 0° azimuth angle and 15° tilt angle. Two hybrid inverters with rated capacity of 10 kW are used. The energy storage system consists of 16 batteries (2 in series x 8 in parallel) with a nominal capacity of 1600 ampere-hours and discharging minimum SOC is 20 %. A total of 100 streetlight poles with 8 working-hours/day are installed to cover both sides of the road, with monthly energy consumption of 672 kilowatt-hours. The average annual ambient temperature is 23.66℃, and the annual GH irradiation is 1693 kilowatt-hour/m² . The annual production of the hybrid PV system is 25.96 MWh/year, the specific energy production of the system is 1288 kWh/kWp/year with 70.38% performance ratio. By means of proposed photovoltaic system for energy efficient street lightning structure, 157.9t CO2 is reduced. The project can save 0.004737 million tonnes of CO2 emissions over its lifetime of 30 years. The city of La Laguna is one of the largest urban areas of the Canary Islands archipelago, located on the volcanic island of Tenerife (Spain), whose energy demand results in a large carbon footprint due to the typical fossil fuel dependency of oceanic islands. In 2019, La Laguna joined the initiative under the new Climate and Energy Pact and has been working ever since to achieve the EU target of reducing by 55% greenhouse gases emissions by 2030. In this work, we present the results obtained from the study conducted of emissions of the city, focused on buildings, equipment and facilities (1), public lighting (2), transportation (3) and agriculture, forestry and fishing (4) sectors. To this end, emissions in 2009 were studied and compared with those in 2019, resulting in a 4% to 48% carbon dioxide emissions reduction in the last decade. To achieve the goal of reductions of more than 55% by 2030, the city council prepared a Sustainable Energy and Climate Action Plan (SECAP), in which they propose that successfully implemented measures would achieve a 64% reduction in emissions in the municipality. Goal: The objective of this study was to conduct an exploratory literature search capable of identifying the critical success factors for the implementation of sustainable public lighting management in cities. Design / Methodology / Approach: To accomplish this, the chosen method was a systematic literature survey conducted according to the Cochrane protocol, using the Web of Science, Scopus, and Science Direct journal databases. Results: As a result, the study shows that there is a scarcity of scientific literature published in journals regarding the intersection between sustainable management and public lighting. In addition, it became clear that the main practices carried out in this area occur in European cities. Limitations of the investigation: VOSviewer software was used to build and visualize the bibliometric networks and only two correlated attributes were identified, which shows a lack of similarity between them and demonstrates a limitation of this study. Practical applications: As a practical implication, the present study supports public managers in decisionmaking regarding sustainable public lighting, demonstrating the need to implement projects in this field. The article provides information on the first composite maps, produced using imagery obtained from the International Space Station that has been passed through a pipeline of processing and calibration for the European region for the periods of 2012-2013 and 2014-2020 designed to examine the spectral composition of artificial light at night (ALAN). Topics covered include the environmental risks from artificial nighttime lighting, biological impacts and changes in the intensity of ALAN.

In recent years, there have been an increasing concern in the world regarding the impact of technology on the development prospects of astronomical observations from the Earth's surface and near-Earth space, which was called the Dark and Quiet Sky problem. There are three categories of artificial interference negatively affecting astronomical observations: (i) city lighting or artificial lighting at night; (ii) optical/infrared trails of satellites in low Earth orbit; and (iii) radio transmission by ground- and space-based emitters, especially, being onboard low Earth-orbiting satellites. Concerns regarding the interference in categories (ii) and (iii) have increased because of the rapid deployment of a large number of low Earth-orbiting satellites designed to provide global network communications. Examples of these satellite constellations, the implementation of which is in full swing, are known to all. Among them are mega-constellations of the Starlink, OneWeb, Amazon, Samsung, and other projects, including the Russian project called "Sfera" (Sphere). For the last two years, astronomers and other experts in observations of objects in the near-Earth space (NES) held several international conferences on the subject. In general, the world astronomical community is actively preparing to parry the dangers associated with the Dark and Quiet Sky problem; and Russia cannot remain on the sidelines, although Russia's contribution here has been insignificant so far. This is partly due to a lack of awareness of the problem among Russian specialists and decision makers and its growing acuteness. This paper studies the relationship between ambient light and criminal activity. I develop a Becker-style crime model that shows that a sudden increase in ambient light produces a larger reduction in crime in areas with less public lighting. Daylight savings time (DST), the natural experiment used, induces a sharp increase in natural light during crime-intense hours. Using geolocated data on crime and public lighting for the city of Montevideo in Uruguay, regression discontinuity estimates identify a strong and statistically significant decrease in robbery of 17%. The decrease is larger in poorly lit areas. Computing the level of public lighting at which DST has no effect on crime reduction, I identify the minimum level of public lighting that an area should target. [ABSTRACT FROM AUTHOR]

This article investigates questions of 'designing for value change' via a ubiquitous, yet often takenfor- granted, technology -- streetlights. Smart city trends are spurring a new generation of streetlights, with lampposts being fitted with sensors, cameras and a host of other technologies aimed at monitoring and data collection. This has raised concerns about privacy, surveillance and power relations, arguably creating a changing value landscape for streetlights. However, the article will argue that, while smart streetlights may seem to instantiate a moment of value change, they in fact represent a continuity of values fundamental to the very foundations of public lighting. They embody a set of values -- and value tensions -- that can be traced back to the origins of modern public lighting in the seventeeth--eighteenth centuries. Moreover, urban nights occupy a liminal space at the boundaries of social order, which likewise informs streetlights' technical functions and symbolic meanings. Appreciating this continuity of values (and value tensions) is necessary for analysing the potential impacts of new innovations, as well as the value landscape that will inevitably shape their design and use. In adopting a historical perspective on a specific case study, as well as proposing the notion of value continuity, the article offers generalizable insights, as well as future research directions, for the theory and practice of designing for value change. Remotely sensed nighttime light (NTL) data provides an opportunity to observe human economic activities at night. However, existing NTL remote sensing data does not sufficiently reflect human activities at a fine resolution. In this study, we obtain a set of NTL data comprising volunteered passenger aircraft nighttime remote sensing (VPAN-RS) imagery by adopting a passenger plane as the remote sensing platform and using low-cost portable photography equipment as sensors. This method demonstrates the advantages of VPAN-RS data in high spatial resolution, frequent revisits, and low cost, which can supplement existing NTL data. The dataset acquired in this study covers 16 cities in China and one city in Japan, with a spatial resolution up to meter level. The data acquisition method and processing workflow are introduced in this article. Quality assessment shows that the reprojection error of the dataset falls within the range from 5–10 pixels, and the geometric error can be within 15 m. Via a comparison to reference data derived from the Visible Infrared Imaging Radiometer Suite (VIIRS) sensor of the Suomi-National Polar-Orbiting Partnership (NPP) polar-orbiting satellite, we found that the VPAN-RS data provides more details of city lighting. Additionally, the radiance of the VPAN-RS data suitably fits that of monthly composite NPP/VIIRS data. We further outline an application example of VPAN-RS nighttime imagery, examine the unique challenges associated with VPAN-RS data with a focus on the influence of the image acquisition method on the data quality, and provide an outlook for the future of VPAN-RS data. This study investigates the satisfaction and adequacy of citizens through the expected quality and perceived quality in the areas of planning and territorial viability, experience in the provision of municipal services and citizen experience in environmental issues, in order to provide tools for territorial decision making for the citizens' well-being. In our research PLS software is used for the analysis of hypotheses. A questionnaire was delivered to a sample of 521 citizens, representing the spectrum of the population, and the statistical study of the responses yielded results on citizen satisfaction and loyalty. Our research includes the study of moderating effects on the causal ratio of perceived value and satisfaction in territorial planning and viability, the perceived quality in the provision of municipal services and the perceived quality in the citizen experience in the environmental management of the territory on the value relationship perceived by the citizen and general satisfaction. A second objective of the study is to see if there are significant differences in the hypotheses raised by gender by performing a multigroup analysis. This difference has been appreciated in two of the hypotheses. The study shows that the policies exercised by the territorial managers of the different areas have a significant influence on the value perceived by citizens, satisfaction and loyalty, which shape their general well-being. Areas for improvement in territorial policies and municipal services such as citizen security, air quality, public lighting and sports services have been identified. Light pollution is one of the forms of pollution triggered by man's desire to lengthen the day. Its negative effects on the environment were discovered decades ago. However, the situation in Slovenia, despite the Regulation on limit values of light pollution, is still very alarming. The main source is public lighting. Often various buildings are too much or incorrectly illuminated. The consequences of light pollution are astronomical, biological, environmental, and economic. They can influence human health as well. Based on remote sensing data, field observations and spatial analysis, it was proved that light pollution in the area of the Voglajna valley and the upper Posotelje affects the leaf-development phenophase (leafing), both at the level of the habitat formed by small wooden landscape elements, and at the species level of the common birch (Betula pendula). A number of technological application factors can be highlighted in smart city solutions, where small data and long-range transmission are of primary consideration. These include monitoring energy consumption, operating a smart waste management system, monitoring, and tracking traffic, having smart parking systems, monitoring public lighting, and even detecting various malfunctions. Such smart city systems use IoT technology for data collection. An essential aspect of urban solutions is to ensure the coverage of large areas, both outdoors and indoors, low energy consumption, as well as modularity and mobility. LPWAN technologies can meet these conditions. LPWAN technologies include LTE-M, NB-IoT, LoRaWAN, and Sigfox. Using LoRaWAN technology can be the right solution for these cases. As with any application, it is crucial to clarify the challenges of the application with LoRaWAN. The present study addresses the categorization of LoRaWAN devices and the challenges of technology in smart city solutions. LoRaWAN products used in smart city solutions can be grouped according to several aspects. This article deals with the creation of classifications that facilitate further testing. Smart city application challenge studies are applied to the specified categories. The challenges of the solutions cover several areas. These include technological aspects, aspects of specifications, and aspects of the nature of the application. Another area represents the information security aspects, which is, however, not addressed by this invention.
