The article examines the issues of system management of quality assurance costs at Russian defense enterprises. The relevance of the work is determined by the increased requirements for saving resources that are currently imposed on enterprises of the military-industrial complex. The purpose of the work is to develop recommendations for building a quality cost management system at Russian defense enterprises based on a process approach. This work is based on the results of research by Russian and foreign scientists in the field of quality cost management, reflected in scientific articles, monographs, textbooks. In addition, publications of practitioners in the field of quality management in industry journals and on specialized Internet portals were used. The author offers a generalized model of the system of formation of costs for ensuring the quality of products. When managing quality costs, it is proposed to initially start from the prices of the designed products. On their basis, the optimal (taking into account existing conditions) production cost of products is calculated. Cost data is used as a guideline for R&D. Special attention is paid to the formation of responsibility centers in the quality cost management system.

The article draws on the concept of the “sunk cost fallacy” to understand how the state of irreversibility can occur in the context of large-scale, intergenerational military projects. Nuclear weapons are one example of irreversible military projects but there are others in the military domain that are susceptible to powerful vested interests, and where costs can spiral and be subject to the sunk cost fallacy. Nuclear-powered submarine building is the most complex military project that a state can undertake. Accordingly, the article analyses irreversibility through the case study of AUKUS, Australia’s second attempt to create a successor fleet to its retiring Collins-class and prevent a naval capabilities gap. In the AUKUS context, the anticipated state of irreversibility stems from a combination of factors, especially powerful bureaucratic forces being unleashed as Australia develops a nuclear industry from scratch and its prior failure at submarine building – with the imperative to make the shipbuilding a success at almost whatever cost. The article is also concerned with understanding why irreversibility can arise. Taking the analogy of the digger wasp from evolutionary biology, the article observes that for military projects spanning decades, decision-makers lack the full information to make cost-efficient evaluations. Although the sunk cost fallacy may lead to irreversible pathways, the outcome might not be as flawed as it first might appear. Ultimately there is a cost restraint on decisions taken for the long term, leading states to commit to complex project as a heuristic to manage future threats that can’t yet be known.

The present study is relevant, because in different countries of the world in recent years there have been ambiguous dynamics among armaments and military equipment production and exports and changes in state defense expenditures. Modern geopolitical conflicts distort the existing picture of interrelations between the above parameters, and the article assesses their changes. In particular, as the study result, the underlying hypotheses on the relationships between supply and demand in the global market of armaments and military equipment have been formulated. The key countries analysis showed that the dynamics of indicators in them is determined by different reasons, but the author came to the conclusion that the main factors of changes in the trends of armaments production and exports and defense expenditures are the following: the expansion of illegal circulation of armaments and military equipment in some countries, increased vulnerability of some countries and their direct involvement in military-political conflicts, as well as differentiation of countries’ approaches to national security, which causes different attention to defense capabilities and the defense industry development. At the same time, there are almost always sharp changes and volatility of the indicators under consideration during the periods when a country is in the stage of industrialization or transition to a new technological mode.

Purpose: the study aims to analyze industrial development in the Udmurtia and propose measures to foster innovation. These efforts may enhance regional manufacturers' order portfolio and enhance the region's competitiveness both nationally and internationally.Methods: the research employs a complex of methods including factual, dynamic, causal, correlation-regression and structural analysis, alongside generalization, comparison, logical analysis, and graphical visualization.Results: the article analyzes the development of the industry in the Udmurtia, known for its strong presence in the military-industrial complex (MIC). The study delves into current industry trends, innovation indicators, and practices of MIC enterprises. It highlights obstacles to innovation and suggests measures to boost innovation, increase output volumes, and bolster the industry's adaptability to emerging challenges.Conclusions and Relevance: the regional enterprises of the manufacturing industry and MIC are the leading producers of innovation in the region. However, the proportion of innovative industrial products in the overall regional output is limited to 10%. Correlation and regression analysis showed the significance of the level of innovative activity of organizations and the share of organizations carrying out technological innovations in the effectiveness of innovative activity in the manufacturing industry. Innovation can be encouraged through various means, such as attracting investments, establishing a regional Agency for Innovation Development, digital platformization, and fostering integration among innovation entities with the help of an innovation accelerator, taking advantage of new market niche opportunities, stimulated by promoting corporate entrepreneurship. The region’s future prospects are closely tied to the development of the high-tech sector of unmanned aerial systems, what is the subject of scientific interest of the author's future research.

The DPRK has historically directed significant efforts and resources to strengthening its defense capabilities, due to ongoing security challenges to the country. The article examines the origins and features of militarization in the economic model of the DPRK and reveals its specifics at the present stage. The study is based on the analysis of official North Korean statements and publications, as well as academic works of Russian and foreign researchers. In the 21st century, in a hostile military-political situation, the DPRK maintains a large army, and the development of the military-industrial complex remains a priority, with a focus on the implementation of high-tech nuclear and missile programs. The militarization of the economy will continue to be an integral feature of the DPRK’s economic model for the foreseeable future. It involves, on the one hand, the diversion of significant resources for military purposes, and, on the other hand, provides the country's leadership with the opportunity to solve national economic tasks by mobilizing the army and the military-industrial complex.

In the context of modern geopolitical conflicts, which have led to complications in the international trade and investment cooperation between countries, there are serious changes in the positions of states in the global export of arms and military equipment (hereinafter referred to as AME). Structural transformations in the international exchange of the AME are also conditioned by the clash of economic interests of individual countries due to globalisation of recent decades as well as by the use of various models of production and export of the AME at the national level. As shown in our article, states of the world are seriously differentiated in their own production of the AME according to the degree of their dependence on imports and foreign suppliers of components and technologies. The fact that countries can be advanced participants in the technological chain or be niche suppliers determines new directions for their international specialisation and, largely, the rules and nature of competition in the modern AME market. As part of the presented analysis of the national specialisation models of states, the competitive advantages and weaknesses of Russia as one of the leading arms exporters in the world are shown. At the same time, the foreign policy and economic risks of strengthening its position in the global AME trade have been assessed. Based on the results of the study, directions for reinforcing the potential of the Russian military-industrial complex in the world AME market have been formulated.

The article provides an overview of the recent elections in Pakistan, focusing on the military's dominance in the country's politics. It discusses the military's efforts to protect its interests and preferred candidates, as well as signs that its power may be challenged. The elections shed light on issues such as inflation, unemployment, and stagnant wages that were not adequately addressed by political parties. The article also explores the historical influence of the military in Pakistan, its control over the economy and political elites, and the rise and fall of Imran Khan's PTI party. Ultimately, a coalition government consisting of the PML and PPP parties, under the influence of the military, took power. The article concludes by emphasizing the limitations of the military's power and the importance of the left in Pakistan focusing on revival and building alliances with key constituencies. The article discusses methods and tools for assessing uncertainty and risk factors affecting the level of investment in the development of innovative industrial products for military and dual-use manufactured by enterprises of the military-industrial complex (MIC). The views of domestic and foreign scientists on the account of uncertainties and risks in decision-making through the management of enterprises are presented. The economic essence of the twelve methods of uncertainty and risk analysis is presented. Their use enables the solution the optimization problem when making decisions about development of high-tech and knowledge-intensive products of the MIC. The relevance of the topic under consideration on the development of universal applied methods for assessing the effectiveness and efficiency of industrial policy in the military-industrial complex (hereinafter - MIC) is due to its high practical significance in the context of the challenges of technological development associated with digitalization and informatization. It is also due to the peculiarities of the current stage of Russia’s economic development in the conditions of financial and technological sanctions from Western states. The purpose of the study is to develop the main provisions of a methodological approach to assessing the effectiveness of industrial policy in the defense industry based on the use of economic-mathematical modeling apparatus, which involves the construction of neural networks based on fuzzy logic. In the course of the research the authors have solved the following problems: mathematically formalized the object of analysis; developed an algorithm for determining the effectiveness of industrial policy in the MIC using neural networks; formalized the model for assessing the effectiveness of such industrial policy based on fuzzy sets; proposed a system of indicators for assessing industrial policy in the MIC; determined the sequence of actions in the construction the fuzzy model for assessing the effectiveness of industrial policy in the MIC by means of Fuzzy Logic on the software platform MatLab.

This article is dedicated to the examination of the economic-institutional problems and prerequisites for the reconstruction of the European military-industrial complex. During the consideration of this issue, the following tasks were set and addressed: – to find out the economic factors determining the ability of European economies to provide the Ukrainian army with a sufficient amount of weapons and ammunition; – to identify barriers to capital involvement in the military-industrial complex; – to study the institutional prerequisites for changing motivations for investing in the military-industrial complex. On one hand, the remilitarization of Europe appears inevitable due to the formation of an anti-Western axis of evil, consisting of Moscow, Beijing, and Tehran. On the other hand, remilitarization for formerly pacifist Europeans is not an easy matter. We believe that the problem of remilitarization has at least three aspects: price, investment, and civilization. If we were to depict the problem of European remilitarization as an iceberg, the price aspect would be the most superficial, obvious part of the problem, while the civilization aspect would be its foundation. Price aspect: This has manifested, in particular, in the rapid increase in procurement prices for weapons. The anomaly is that even with a fourfold increase in prices, which apparently promises manufacturers profits in the hundreds (!) of percent, demand saturation through increased supply does not occur. Investment aspect: It is evident in the relatively insufficient investment activity in the European military-industrial complex compared to what it should be. The issue lies in the unacceptably high risks of possible investment projects in the defense sector, namely, the risk of a decrease in demand for manufactured goods. Considering the normal profitability of production assets in developed countries, successful remilitarization could involve guarantees of extensive and stable state purchases of weapons and ammunition from producers for the next ten to fifteen years. Civilization aspect: Maintaining consistently high demand for military goods for one to two decades requires a fundamentally different approach from European societies and states to issues of war and peace than is currently the case. It turns out that for the remilitarization of Europe, a series of colonial wars is needed. Colonialism, in any of its manifestations, involves the institutionalization of inequality between Europeans and those outside Europe. Remilitarization means that the “flower generation,” the people who tried to “love, not war,” must acknowledge their defeat, and more than half a century of conscious rejection of making military violence a significant political instrument, which has always been reckless, is regarded as a terrible mistake that must not be repeated. European elites see and understand the consequences of this choice. Therefore, we can argue that the million shells for Ukraine cost Europeans significantly more than a few pitiful billion euros. It costs dreams of humanism, of a bright communist future, dreams of a time when the bright, rational, human will ultimately overcome all that is dark, primitive, and bestial.

The military-industrial complex, military operations, and wars are major contributors to exacerbating both climate change and biodiversity crises. However, their environmental impacts are often shadowed due to national security reasons. The current paper aims to go through the devastating impacts of military operations and wars on climate change and biodiversity loss and challenges that hinder the inclusion of military-related activities into environmental crisis mitigation efforts. The information blind spot induced by concerns about national security reasons jeopardizes the efforts to involve the military-industrial complex and military operations in the global climate and biodiversity agendas. Besides that, many military-related challenges, such as specificity of operational requirements and lifecycles, dependence on fossil fuels, complex supply change, inadequate civilian technologies and innovations, and requirements of structural changes, can hinder emission reduction. Meanwhile, wars and conflicts not only threaten to drain all human and material resources available to tackle environmental problems but also inflict long-lasting destructions, pains, and trauma that can lead to hatred and distrust among nations and parties. With the rising hatred and distrust, global agreement and commitment to address climate change and biodiversity will hardly be achieved. This essay explores airplane manufacturing in twentieth-century Seattle to trace the correspondence between major developmental moments in the city's history and broader transitional moments in American empire. In doing so, it argues that Seattle is best understood as an imperial city characterized by four ongoing features: extensive connections beyond the city's nominal borders; sustained alliance between private commercial interests and the state that made such connections possible; a built environment of technological infrastructure made to serve that alliance; and labor forces, segmented by race, subject to the evolving needs of empire. The article examines and analyzes the problems and issues of the dynamics of the country’s economy (GDP) under the influence of external and internal factors and conditions in the second half of the year and in general for 2023. The dynamics of inflation and the value of the key rate of the Central Bank of the Russian Federation, the volatility of the Russian ruble, the real effectiveness of the ruble exchange rate, which reveals the dynamics of exchange rates through the average value of the exchange rates of trading partners. Provides a short list of sanctions imposed in the second half of 2023 by unfriendly countries against Russia, effective measures taken by government agencies and business to ensure the successful functioning of the economy countries in the context of geopolitical tensions and sanctions restrictions.

Over the past decade, China has made significant progress in the development of the defense industry; today, China is able to produce almost all the nomenclature items of weapons, military vehicles, and ammunition. The aim of the research is to analyze China’s successes in the development of the defense sector; it is highlighted that the Chinese military-industrial complex has reached the point of technological self-sufficiency at this time. The essential features of the public-private partnership model (“the triple helix”) are considered. The authors tracked the evolution of China’s export regulations as they related to the selling of goods from the militaryindustrial complex. The share of Chinese military-industrial complex exports in the global arms market is revealed. The study shows the escalation of US-Chinese rivalry in the field of building up military capacities and establishing export ties. Trade in military-industrial complex products is a means for China to achieve its foreign policy goals. The authors discuss possible areas for improving the country’s export strategies and vectors of geographical coverage of foreign trade, as well as barriers and difficulties in the development of foreign trade in military-industrial complex products.

The article is devoted to an analytical review of the best global practices in the implementation of measures of state support for organizations of the military-industrial complex (MIC). The purpose of the research was to study international experience in this area and determine its applicability in the context of the development of the Russian Federation’s MIC. The relevance of this work is determined by the need to ensure the solution of operational and strategic tasks of the Russian Federation’s military-industrial complex in the conditions of sanctions pressure from certain countries and the importance of assessing the available measures of state support for organizations of the complex. The study analyses the American Defense Manufacturing Community Support Program, which has been implemented in the United States since 2019. The program is based on the development of cooperation between public and private organizations, including enterprises of the military-industrial complex, scientific organizations, as well as local governments. The structure of the program provides for the formation of a community that brings together stakeholders to ensure sustainable development and competitiveness of the defense industrial complex. As part of the study of European experience, the activities of The European Defense Fund, established in the European Union in 2021 on the initiative of the Commission for the Support of Defense Cooperation of the European Union, were examined. The fund is focused on supporting and developing the European defense-industrial complex by financing innovative research, development and joint projects of international importance. The main objectives of the fund include increasing autonomy and competitiveness in the defense industry, as well as promoting integration and cooperation between the member states of the European Union. Within the framework of the article, each practice was analyzed, and conclusions have been drawn about what ideas from international practice could be applied in the development of the defense-industrial complex of the Russian Federation. The results of the study can be used by the Federal Assembly of the Russian Federation, the Government of the Russian Federation, the Ministry of Defense of the Russian Federation, the Foundation for Advanced Studies and other state structures and organizations that determine the policy in the field of defense industry regulation as proposals for further development of state support measures in the Russian Federation.

This article discusses the need for the introduction of electronic document circulation systems at enterprises of the military–industrial complex. In modern times, the flow of documents at the enterprises of the defense–industrial complex is becoming larger, and the processing of these documents takes a lot of time, which leads to a slowdown in the process of working with documents and, accordingly, creates problems in making managerial decisions. At the enterprises of the military–industrial complex, information is provided in the form of official documents and, depending on the speed of processing these documents, the prompt transmission of information and the provision of all types of work with documents depends. That is why the article reflects all the disadvantages of paper document management and all the advantages of electronic document management.The subject of the study is the main aspects of the introduction of an electronic document management system at enterprises of the military–industrial complex.Research methods. To write the article, general scientific methods were used, such as the method of information processing, analysis, deduction, graphical and tabular methods.The article proposes two methods for the introduction of electronic document management at enterprises of the military– industrial complex, which will solve the problems of the transition of enterprises from the old paper system to a new and innovative system. It is also determined that the transition to electronic document management will speed up the process of processing documents at enterprises of the military–industrial complex.

It is substantiated that the modernization of the military-industrial and security complex is the main link in the innovative transformation of the national and regional economy in both the wartime and the post-war periods. Studies have shown that in the system of academic and sectoral domestic science, a significant potential for fundamental and applied research in the field of armaments, military equipment and security technologies is formed, which implies the basic determinant of innovative transformation of the national economy and the economy of individual regions through the modernization of the military-industrial and security complex. It is determined that the favorable prerequisites for the modernization of the military-industrial and security complex of Ukraine are: an extensive network of research and production institutions that specialized in the design of new types of weapons and military equipment; powerful research and engineering human resources of the military-industrial complex; availability of industrial capacities for the production of military products; sufficient resource base to ensure a full cycle of production of certain types of weapons and military equipment (availability of production of ferrous and non-ferrous metals, various types of electronics and optics products). It is found that the restoration of the relationship between the sphere of research and development of defense and security direction and the development of the production of weapons, military equipment and security technologies will ensure the renewal of the military-industrial and security complex on a new technical and technological basis, and this will contribute to the growth of domestic demand for domestic metal products, the transfer of advanced foreign defense and security technologies, the accelerated development of domestic electronics and other industries related to the military-industrial complex, and the development of digital technologies. It is determined that Ukraine enjoys the broad support of the coalition of Western countries, which creates favorable conditions for the transfer of modern foreign defense and security technologies of the latest generations, which will allow to establish the production of modern weapons and military equipment at domestic enterprises of the defense-industrial sector in the short term.

This essay reflects on the history of napalm and the US anti-war movement to examine the university as both a site of research and development for chemical and biological warfare during the Cold War, as well as a site of abolitionist intervention and struggle. On one hand, napalm represented how war structured the fabric of everyday life in the United States, a condition of total war that overtook institutions of knowledge production within universities, corporations, and laboratories across the nation. On the other hand, napalm was viewed as exceptionally inhumane compared to other tactics of war, prompting movements for outlawing the chemical from military use. This dissonance between organizing against war itself as a perpetual structure of violence and against napalm as an individual technology of war invites consideration of the material stakes of anti-war organizing in an abolitionist vision. As the military–industrial complex only strengthens the entanglements between the university, corporate capitalism, and military expansion, this essay asks: how might we grapple with our place as abolitionist and anti-militarist scholars to interrogate our relationship to knowledge production and the university itself? The financial security of an industrial enterprise in the era of digitalization with the use of information and analytical tools reflects the effectiveness of the formation, distribution and use of financial resources in the new conditions of the digital economy, which change approaches to the formation of the economic mechanism of the enterprise; influence the formation of information and analytical tools for assessing the level of financial security; are accompanied by the use of information technologies in business in order to increase profitability and competitiveness. Along with new opportunities for business, there are challenges related to ensuring the confidentiality of financial information and the preservation of data that is a commercial secret. These challenges were especially aggravated during the full-scale war, during which part of the industrial enterprises reoriented themselves to meet the needs of the military-industrial complex (hereinafter referred to as the MIC) and needed the appropriate identification of the information-analytical toolkit for assessing financial security. The purpose of the research is to analyze approaches to optimizing financial security in the era of digitalization using information and analytical tools. The object of the research is analytical approaches of objective economic diagnostics of indicators of financial security. The subject of the research is a system of current financial indicators of the activity of an industrial enterprise, which provide an integrated assessment of the level of financial security in the conditions of today's challenges. Research tasks: 1) justify the feasibility of applying a systemic approach to optimizing the financial security of an industrial enterprise, taking into account functional areas of economic activity; 2) prove that the rating method is basic for modeling integral assessments of the level of financial security; 3) to investigate the impact of the tax component of financial security on the sustainability of an industrial enterprise. It is also about increasing US government vigilance south of the border after the 1954 CIA-backed coup, whether in forging anti-communist alliances or commercial concessions. Philanthropists supporting Tikal were themselves representatives from US banking, oil, agriculture, aviation, and tourism sectors, making it impossible to disentangle archaeology from industrial and political adventurism. Extractive economies involving archaeology, oil, chicle, and bananas all ferried equipment and products back and forth to the Petén via American boats and planes, along dirt roads and airstrips built by American firms. Turkish foreign policy has taken a military turn in recent years. Turkey is now a major arms exporter, it hosts military bases in its neighborhood and beyond, and has engaged in conflicts in Syria and Libya. Scholars have highlighted identity and international system theories to explain the military assertiveness in Turkish foreign policy. This study proposes a domestic economy explanation. It argues that national wealth, a take-off in defence industry, and an alliance of conservative bourgeoisie and political Islamists are the primary drivers of the military turn in foreign policy. Analysis of Turkish economic development and historical trajectories of economic and bureaucratic wings of the defence industry shows that complex business-politics interactions and commercial interests of defence companies propel military assertiveness. This domestic economy framework supplements insights from the identity and international system theories to significantly add to our understanding of the military turn in Turkish foreign policy. The need to strengthen technological sovereignty and enhance the technological development of the country requires effective mechanisms for technology transfer, including from the defense sector to the civilian one. The purpose of the article is to propose a possible model for the organization of technology transfer from the military-industrial complex to the civilian sector of the economy. An analysis of statistical materials, current legislation and existing infrastructure showed that patent and technological activity in the country is declining; existing institutional support is insufficient to reverse this trend. One of the possible solutions to this issue is the organization of a technology transfer system, which will allow more active use of the capabilities of the defense industry for the development of civilian industries. The proposed model of such transfer is based on network interaction and coordination of all necessary functions within the technology transfer institution. The principles on which the model is based are substantiated: three levels of management; the possibility of state financing; a “single window” of technology transfer; information circulation; motivation of developers; personnel training system. The stages of technological transfer have been adjusted taking into account the specifics of the defense industry. The function of technological transfer for the transfer of information from industry to science is revealed, it is proposed to expand the use of the model in the direction of forecasting priority areas of science and technology development. From a theoretical point of view, technological transfer is defined as a mixed good, which justifies the role of the state in the presented model.

The purpose of this study is to analyze and formulate the main features of the Israel economy and the changes that have occurred in the last few years. As everybody knows, Israel once has turned into one of the most innovative countries in the world. To achieve this goal, the article clarifies what Israel’s path to the “startup economy” was, what explains this “economic miracle”. The authors attract a large amount of statistical and factual material, on the basis of which they formulate the main features, problems and prospects of the socio-economic development of this state. The article uses methods of analysis and synthesis, generalization, observation, measurement, analogy, modeling. As a result of the study, it is proved that the “economic miracle” of Israel was natural and was based on a number of economic, social and political reasons. At the same time, Israel, in addition to its strengths in the economy in general and in innovation in particular, also has weaknesses and unresolved problems. As the conclusions of the study, it can be noted that the current transformation of the innovation system and the technological ecosystem does not indicate the loss of leadership by this country, but rather indicates the development of new approaches to economic development, both strategies and tactics.

How did workers affect—and how were they affected by—the dramatic transformations of U.S. war-making that have occurred since the mid-twentieth century? Where do such transformations leave workers and war in the twenty-first century? Using newly compiled data on workers' strikes in the U.S. armaments industries from World War II through the present, this paper examines the relationship between labor and military-industrial restructuring. The paper introduces the concept of regimes of war-making and makes three main arguments. First, workers' power was a significant force shaping the shift from a regime of mass mobilization war-making to a regime of neoliberal war-making, as armaments firms aimed to overcome the constraints imposed by workers in the mid-twentieth century. Wartime mobilizations—for Korea and Vietnam—temporarily stymied these efforts by enhancing the disruptive power of workers, who leveraged that power into pauses or reversals of firms' initial attempts at restructuring. Second, U.S. defeat in Vietnam was a watershed moment. Mass mobilization was abandoned, and the changing nature of war meant that subsequent military buildups offered workers little leverage with which to resist restructuring. Third, in the twenty-first century, the combination of greatly expanded wars and decades of restructuring has resulted in a bifurcation among armaments workers, between those producing supplies needed for pressing counterinsurgency operations and those producing other innovative, but unused, systems. Thus, while the regime of neoliberal war-making has reduced the size and strength of armaments workers in general, some still have significant disruptive potential at the present juncture. The military and political leadership of Ukraine considers the domestic military-industrial complex as an important component of the country's national security and defense strategy and pays special attention to increasing the efficiency of production and scientific and technical activities of defense industry enterprises and organizations. The study represents directions for improving the state regulation for the further development of the military-industrial complex in Ukraine under the conditions of the transition to modern information technologies. Proposals have been made for the formation of the organizational and economic mechanism for state regulation development of the military-industrial complex, aimed at ensuring its innovativeness, stimulating scientific and technical activity, and implementing modern information technologies systematically during the production of weapons, ammunition and military goods. In this article, I present a theory of American military imperialism that combines three structural factors: the military-industrial complex (MIC); elite control of public policy; and elite, imperial ideology. I argue that because this theory is more plausible and empirically grounded than major Weberian and Marxist theories of war, it can provide a better explanation for specific US military interventions. As a theory of American military imperialism, it is also more nuanced than existing power elite theories. A case study of the 2003 Iraq War is presented to illustrate the utility of the theory. The case study shows that in invading Iraq, key Bush administration officials sought to expand the MIC and their own decision power making within it, and that these preferences were associated with their specific elite social backgrounds, and the hardline ideology they subscribed to. The topic of this paper is contemporary security challenges and their impact on the increase of the military spending and the budget for the development and procurement of weapons and military equipment. It has been explained how the current events on the geopolitical scene, i.e. the accelerated dynamics of the confrontation of the main centres of power, which has moved from the phase of "competition" to the phase of "crisis" and "proxy wars" and is rapidly approaching the "kinetic phase", i.e. direct military conflict, dictates the need for accelerated equipping with state-of-the-art weapons and military equipment, especially the one based on the so-called "disruptive technology". The genesis of the geopolitical image in the context of security threats and trends in the development and equipping with weapons and military equipment has been presented, characteristic threats to security, forms of conflict and dominant weapons and military equipment have been explained, and then the military spending has been discussed and the budget funds for the development and procurement of weapons and military equipment in general have been analysed. The research focus of this paper is aimed at interpreting the state of the military spending by the key global actors and countries in the immediate vicinity of the Republic of Serbia.

International economic relations at the beginning of the 21st century are experiencing a new reality, when many world economy achievements of the globalization era are being reversed, and the entire system of economic cooperation between the countries is undergoing revolutionary changes. In this context, there have been significant shifts in the structure and trends of militarytechnical cooperation between Russia and foreign countries, when the existing strategic approaches to the organization of this process are being radically modified. The article shows that the main narratives of these changes are the unprecedented strengthening of anti-Russian sanctions, which caused a change in the methods of foreign economic policy, which significantly affected the development of the military-industrial complex, the strategy for realizing its export and investment potential. In this regard, the issues of sectoral import substitution, diversification of the defense industry, formation and implementation of the state defense order in this sector of the national economy are becoming highly controversial and complex. The ever-increasing deepening of cooperation and integration ties with partners from developing countries and the actual curtailment of these ties with developed countries is a strategic long-term task designed to ensure both the development of the defense industry and the elimination of existing geopolitical risks. At the same time, within the framework of the defense industry strategy, it is still difficult to call the task of prompt response to new emerging risks solved, and this aspect should underlie the new model of Russia’s military-technical cooperation with foreign countries.

The article formulates the author’s own conception of innovative transformation of the post-war economy of Ukraine for accelerated elimination of the consequences of the military invasion of the aggressor state on a global scale and modernization of the structural units of the national economy and regional economic complexes. It is substantiated that in the context of significant territorial heterogeneity of the sectoral structure of the economic complex, the choice of priorities for innovative transformation of the post-war economy should take into account the peculiarities of economic development of Ukraine’s regions. It is found that the determination of goal-setting for the innovative transformation of the post-war economy should include the identification of the main determinants (military, institutional-digital, resource-production and environmental, social, macro-cyclical and macro-fiscal, global), which currently determine the basic trends in the functioning of national and regional economic complexes. It is substantiated that the main principles of innovative transformation of the post-war economy of Ukraine and regional economic complexes are: 1) the principle of social responsibility; 2) the principle of dirigisme; 3) the principle of inclusiveness; 4) the principle of co-evolution; 5) the principle of convergence; 6) the principle of glocalization. It is proved that the defined set of basic principles for the implementation of transformation processes in the post-war period on an innovative basis determines the following main goals: 1) economic recovery and strengthening of economic self-sufficiency; 2) strengthening of the country’s defense capability and revival of the military-industrial complex; 3) building a welfare state; 4) clean environment. It is established that the main goals (goals of the first order) should be specified in the goals of the second order: territorial-sectoral, ecological-energetic, socio-demographic, and scientific-technical. It is substantiated that the determination of goal-setting for the innovative transformation of the post-war economy of Ukraine should fully take into account the regional specifics of production and infrastructure complex formation in order to ensure the most efficient use of the resource-production potential of territorial entities and the benefits and new opportunities resulting from the deepening of decentralization processes

This article reviews the state of the dispute for hegemony between the United States and China, evaluating its geopolitical and systemic impact. The author describes some of the problems of Western capitalism, contrasted with the nations headed by China, in the context of the covid-19 crisis, and both powers' response to it. He then identifies the main economic and scientifictechnological changes and their effects in the system. Following that, he evaluates the military hegemony between Russia and the United States based on Russia's special military operation in the Ukraine and China and Russia's statements about it. The U.S. Navy and Newport News Shipbuilding have between them created an unusual – probably unique – monopoly-monopsony duet, in this case for construction and refueling of nuclear aircraft carriers. Monopoly-monopsony dynamics captured a modest amount of theoretical attention, beginning with Francis Y. Edgeworth in the late 19th century. These analyses generally agreed such markets required a kind of collaboration between buyer and seller unlike the usual dynamic of competitive or monopoly-multiple customer markets. It is substantiated that the modernization of the military-industrial and security complex is the main link in the innovative transformation of the national and regional economy in both the wartime and the post-war periods. Studies have shown that in the system of academic and sectoral domestic science, a significant potential for fundamental and applied research in the field of armaments, military equipment and security technologies is formed, which implies the basic determinant of innovative transformation of the national economy and the economy of individual regions through the modernization of the military-industrial and security complex. It is determined that the favorable prerequisites for the modernization of the military-industrial and security complex of Ukraine are: an extensive network of research and production institutions that specialized in the design of new types of weapons and military equipment; powerful research and engineering human resources of the military-industrial complex; availability of industrial capacities for the production of military products; sufficient resource base to ensure a full cycle of production of certain types of weapons and military equipment (availability of production of ferrous and non-ferrous metals, various types of electronics and optics products). It is found that the restoration of the relationship between the sphere of research and development of defense and security direction and the development of the production of weapons, military equipment and security technologies will ensure the renewal of the military-industrial and security complex on a new technical and technological basis, and this will contribute to the growth of domestic demand for domestic metal products, the transfer of advanced foreign defense and security technologies, the accelerated development of domestic electronics and other industries related to the military-industrial complex, and the development of digital technologies. It is determined that Ukraine enjoys the broad support of the coalition of Western countries, which creates favorable conditions for the transfer of modern foreign defense and security technologies of the latest generations, which will allow to establish the production of modern weapons and military equipment at domestic enterprises of the defense-industrial sector in the short term. In the eight seasons of Showtime's television show Homeland, leading character Carrie suffers from a bipolar disorder which repeatedly results in psychotic episodes. During these psychotic breakdowns, her grip on reality is disturbed by delusions. However, her psychotic disposition also leads to abilities and insights that make her a valuable agent in international secret agencies such as the CIA. This essay examines how the productivity of Carrie's psychoses can be related to the political, military-industrial order within which she operates as a spy fighting terrorism and other threats to national and international security. What does the fact that a person suffering from psychoses is able to comprehend complex international political processes tell us about these processes and the context in which they occur? To answer this question, I turn to two scholars, both of whom have theorized subjectivity in relation to psychosis: psychoanalyst Jacques Lacan and philosopher Mauricio Lazzarato. The radically different notions of Lacan and Lazzarato lead to different interpretations of Homeland. However, although Lazzarato is a critical opponent of Lacanian psychoanalysis, I demonstrate that Lacan's psychoanalytical ideas and Lazzarato's machine theories can to some extent be read as complementary in an analysis of Homeland, for what the two distinct theorists have in common is that they both relate subjectivity to sign systems—to the emergence and assignment of meaning, as well as to the suspension and absence thereof.
