Raw materials are essential for modern economies and the transition to a climate-neutral and sustainable Europe as laid out in the European Green Deal (EGD). However, obtaining raw materials can also be associated with adverse environmental and social impacts along the supply chain. Europe is dependent on raw material imports, e.g., for metal and metalloids required for low-carbon technologies or modern information and communication systems. Achieving the ambitious goals of the EGD, therefore, requires robust knowledge and data on primary and secondary material flows and stocks to better manage these and strengthen the competitiveness of European industry.Against this background, the European Commission’s (EC) Raw Materials Information System (RMIS) aims at providing a structured knowledge base related to non-fuel, non-agricultural raw materials from primary to secondary sources. Among the RMIS’ overarching goals are to facilitate: (1) the availability, coherence, and quality of knowledge required by EU raw materials policies and EC services, and (2) access to key raw materials information from knowledge bases within and beyond Europe. This report summarizes results of an ongoing cooperation between the European Environment Agency (EEA) and the EC Joint Research Centre (JRC) on compiling knowledge around the security and sustainability of raw materials. For this, relevant EEA projects and additional data sources are summarized both at EU-level and in a pilot investigation for four EIONET countries (i.e., Germany, Spain, Ireland, and Portugal), and ideas for monitoring the performance of the EU raw materials situation are presented. Using a country-questionnaire, data and knowledge available at the national level are highlighted and data needs from the perspective of the countries summarized.Results from this study highlight that a wide range of high-quality data and information are already available to monitor the raw materials situation of individual EU countries. EIONET-countries hold detailed information with regard to: (1) mining, supply, and trade, (2) investments and the regulatory (mining) framework, (3) indicators and data about environmental, social and governance, and circular economy/resource efficiency aspects, and (4) pilot studies on emerging topics (e.g., environmental criticality or material stocks). Such information could be taken up by the RMIS in specific sections of the country profiles or dedicated tiles such as on “Member state legislation” or the “RMIS knowledge gateway”. However, some of the data and information on mining can be outside the scope of EIONET (with a focus on Europe’s environment) and future data collection efforts might involve other relevant institutions such as national geological surveys.Some of the quantitative data needs of the EIONET-countries such as on materials stocks, footprint indicators, spending on repair, or the production of CRMs could be taken up when developing an RMIS indicators dashboard. The dashboard highlights aspects at EU member state level for the thematic areas of security of supply, material & resource efficiency, priority value chains, environmental sustainability, and social sustainability (responsible sourcing) across the EU-27 countries. Future research is required to account for additional data needs by EIONET such as on circular economy skills profiles or the residence time of materials in the economy. It is hoped that the indicator dashboard provides solid background information to complement RMIS country profiles and the EEA knowledgebase on raw materials, and to kick-off a continued exchange within EIONET on specific data/knowledge availabilities and needs.

The European Commission's (EC) Raw Materials Initiative (RMI) emphasises that raw materials are essential for the sound and sustainable functioning of Europe’s industries and, in a broader context, of Europe’s economy and society. The EC is committed to promote the competitiveness of industries related to raw materials. These industries play an important role in many downstream sectors in the European Union (EU) such as construction, chemicals, automotive, aerospace, machinery, pharmacy, equipment, renewable energy devices, and defence. These sectors have a combined added-value of around EUR 1,000 billion and provide employment for some 30 million people. Securing an undistorted supply of raw materials and, in particular, Critical Raw Materials (CRMs) is thus crucial and requires a sound and continuously developed knowledge base, namely the European Union Raw Materials Knowledge Base (EURMKB), as highlighted in the Strategic Implementation Plan (SIP) of the European Innovation Partnership (EIP) on Raw Materials. In this context, and responding to a specific action of the 2015 Circular Economy Communication, the JRC is further advancing the EC's Raw Materials Information System (RMIS), which was first released in March 2015. The markedly upgraded second version (hereinafter “RMIS 2.0”, or simply “RMIS”) was announced in the 2017 JRC “RMIS Roadmap & Progress Report” and officially launched during the 2017 “Raw Materials Week”, organised by DG GROW in Brussels. RMIS 2.0 broadened goal and scope of the first version, significantly expanded the network of its knowledge providers, and responded – often in quantitative terms – to the latest policy and knowledge needs on raw materials. In particular, important thematic sections such as “raw materials’ profiles”, “country profiles”, “supply chain viewer” and “raw materials knowledge gateway” were included. Since its conception and first release in 2015, RMIS has been developed in close cooperation with DG GROW. DG GROW helps the JRC to recognise policy and knowledge needs related to raw materials, and supports the JRC in identifying how RMIS can best meet these needs. RMIS development is supported by (and should be intended as part of) a well-established and extensive network of knowledge providers in the area of raw materials, which includes – among others – EC-funded projects, European Agencies (EASME, EEA, etc.), academia, European Geological Surveys, industry and business associations. Interactions and knowledge exchanges among the various stakeholders of this network are promoted in the yearly “RMIS Workshop” events, held at the JRC in Ispra, Italy, which attracts every year an increasing number of participants. Today, the RMIS is the EC’s reference web-based knowledge platform on non-fuel, non-agriculture raw materials from primary (extracted/harvested) and secondary (recycled/recovered) sources. RMIS responds to the need of strengthening the European Union Raw Materials Knowledge Base (EURMKB) and acts as the core access point to such knowledge and as interface for policy support. The knowledge accessible through RMIS is, to the extent possible, made available for the European Union (from regional, national and EU data), with the ambition of providing it in a harmonized way. This 2019 “RMIS Roadmap & Progress Report” presents RMIS in its latest form, highlights the progress made since 2017, connects this with most recent and relevant policy and knowledge needs on raw materials, and provides an overview of the development goals that could help fulfil such needs., JRC.D.3-Land Resources

The EC Raw Materials System Analysis (MSA) was carried out in 2015 for 28 materials . The MSA study investigates the flows of materials through the EU economy in terms of entry into the EU, flows through the economy, stock accumulation, and end-of-life management, e.g., through disposal or recovery in the EU-28. The MSA study is a follow-up of the “Study on Data Needs for a Full Raw Materials Flow Analysis” , launched by the European Commission in 2012 within the context of the European Raw Materials Initiative’s (RMI) strategy. This strategy, which is a part of the Europe 2020’s strategy for smart, sustainable, and inclusive growth, aims at securing and improving access to raw materials for the EU. The MSA is a key building block of the European Union Raw Materials Knowledge Base (EURMKB). MSAs are an important data provider for a variety of raw material policy knowledge needs, as also reflected in the Raw Materials Information System (RMIS). The RMIS aims to support the broad range of EU policy knowledge needs of, e.g., the EU Raw Materials (RM) Scoreboard, EU Critical Raw Materials (CRM) assessment, and EU trade negotiations. In addition, it also aims to support broader coordination beyond these needs of other EU level data and information on raw materials. For both of these EUKBRM/RMIS roles, MSA is a vital backbone. The MSA data sets contain key, material specific data and information that will support the development of a database for the RMIS. However, currently only 28 MSA studies exist (mostly for CRMs) which are quickly becoming outdated. So far, no MSA studies exist for some of the major metals (e.g., iron, copper, aluminium, zinc, or nickel) which are important to the EU economy, e.g., due to the large quantities in which find use as well as due to their use in special application, e.g., as alloying elements. Against this background, this report presents, firstly, detailed MSA studies for aluminium (Al), copper (Cu), and iron (Fe) and discusses, secondly, possibilities for future MSA update and maintenance in the RMIS. Overall, the results show that the EU-28 has a well-established industrial chain for all the three metals covering the major value chain steps (from extraction to end-of-life). However, modest natural deposits make the region strongly dependent on imports to meet the domestic demand of primary material . Only a small fraction of total primary metal input to processing in the EU-28 is supplied from domestic extraction ranging from 10% (Al) to 13% (Fe). Demand-supply dynamics and product lifetime determine the accumulation of materials as in-use stocks and scrap generation at end-of-life. Iron, aluminium, and copper are used in large quantities (compared to other metals) and their major application segments have relatively long in-use lifetimes (e.g., 50-75 years for building and construction). In-use stock for the three metals in EU-28 were estimated at about 5,300 Tg for iron (or around 10 t per capita), 132 Tg for aluminium (around 260 kg per capita), 73 Tg for copper (around 140 kg per capita). A consolidated recycling industry supplements primary supply of aluminium, copper and iron with inputs from secondary sources (i.e., new scrap and old scrap ). In particular, old scrap recycling performance attests respectable end-of-life recycling rates (EOL-RR) for the three metals (i.e., 69% aluminium, 61% copper, 75% iron), but they are still far from “perfect” recycling. In addition, not all old scrap collected for recycling is processed in the EU-28, with the region being a net-exporter of secondary material. Material loss in products at end-of-life and net-exports of secondary material forms constraint the closure of material cycles and prevent the implementation of a circular economy in the EU-28 requiring the adoption of resource efficiency strategies priority. Because of its system-wide perspective on raw materials issues (encompassing all life-cycle stages of a raw material), the MSA provides an overarching data structure that could be based inside the RMIS database (DB) core to collect, store, and provide data also for other policy knowledge needs (i.e., EU CRM assessment, Circular Economy Monitoring, Trade, Minventory, RM Scoreboard). Flows/stocks parameters of the MSA can also be important to satisfy knowledge needs that may arise as a result of future policy needs, e.g., through resilience, determining urban stocks, and other emerging issues. Equally, complete MSAs can help in the quality assurance of the underlying mass balance/data and increasing harmonization of the various data sources – which cannot be guaranteed if only a partial picture exists. Results from an assessment of data overlaps between MSA and other policy-related outputs show that current policy knowledge needs often require data on various flows related to the early stages of a raw material’s life-cycle. For example, a total of 12 flows (out of 40 in total) of the MSA are also required for the 2017 CRM assessment. Data on secondary raw materials are essential for current circular economy monitoring, but generally difficult to obtain without MSAs. Possibilities for MSA update and maintenance range from partial data updates (harvesting data synergies with current policy-related outputs, e.g., the CRM assessment, Scoreboard, and Trade module in RMIS) to carrying out full/systematic MSAs for most candidate materials of the CRM assessment (through European Commission (EC) internal research projects and outsourcing via external contracts)., JRC.D.3-Land Resources
