In 2020 a nationwide analysis was carried out of the effectiveness of ecological restoration measures on biodiversity. The study was carried out for the second Reflexive Evaluation of the Nature Pact by Netherlands Environmental Assessment Agency (PBL) and Wageningen University & Research. The results of the analysis were not entirely in line with expectations. In view of the scale and complexity of this first nationwide analysis, certain aspects of the method could possibly be improved. To identify points for improvement, an in-depth study was carried out in which the results of the nationwide analysis for six protected areas were discussed with the relevant conservation managers. It was concluded that improvements can be made to the maps of restoration measures and biodiversity and in the analysis of the link between restoration measures and biodiversity. The maps of restoration measures are not always complete and may contain sites where no restoration measures have been carried out. The biodiversity maps for breeding birds and vascular plants do not always match the local knowledge of the conservation managers, and the species groups selected in the analysis are sometimes too limited. The analyses of the link between restoration measures and biodiversity trends can more accurately take account of the timing of the implementation of restoration measures and the collection of biodiversity data, while also ensuring that the management types (ecosystem types or biotopes for which a specific conservation management regime and objectives apply) are up to date. In 2020 is voor de tweede Lerende Evaluatie van het Natuurpact (LEN) door PBL en WUR wen landelijke analyse uitgevoerd naar de effectiviteit van herstelmaatregelen op de biodiversiteit. De resultaten van de analyse kwamen niet geheel overeen met de verwachting. Vanwege de omvang en complexiteit van deze eerste analyse op landelijk niveau zijn er mogelijk verbeterpunten in de methode te vinden. Daarom is een verdiepend onderzoek uitgevoerd op gebiedsniveau, waarbij de resultaten uit de landelijke analyse zijn besproken met terreinbeheerders van zes natuurgebieden. Conclusie is dat er verbeteringen mogelijk zijn in zowel de kaarten met herstelmaatregelen, de biodiversiteitskaarten als in de analyse naar het verband tussen maatregelen en biodiversiteit. De kaarten met herstelmaatregelen zijn niet altijd compleet of bevatten locaties waar in werkelijkheid geen herstelmaatregelen zijn uitgevoerd. Het beeld dat ontstaat uit de biodiversiteitskaarten voor broedvogels en vaatplanten wordt niet altijd herkend door de terreinbeheerders en soms zijn de nu in de analyse geselecteerde soortgroepen te beperkt. Bij de analyses naar het verband tussen herstelmaatregelen en biodiversiteitstrends is het zaak preciezer te kijken naar het moment van uitvoer van de maatregelen en het moment van biodiversiteitsdata, naast de actualiteit van de beheertypen.

The Dutch government and its partners are taking measures to create a coherent network of new and larger protected natural areas in order to conserve, restore and develop nature and biodiversity and improve the conservation status of species and habitats. To keep the government informed of progress, the Netherlands Environmental Assessment Agency (PBL) has selected indicators to provide answers to the following questions: What progress is being made with the implementation of policy, particularly for realising the national ecological network? What proportion of the Netherlands consists of protected areas? And is the creation of the national ecological network leading to larger and better connected areas of natural habitat? The selected indicators have been updated and analysed to assess this progress. This report describes the results of the policy measures taken as measured by the indicators, the technical background to the data, the methods used to bring these indicators up to date, and the reliability and plausibility of the results. Om natuur en biodiversiteit te behouden, herstellen en te ontwikkelen, werkt de overheid met haar partners in Nederland aan de realisatie van een samenhangend netwerk van bestaande en nieuw te ontwikkelen grotere natuurgebieden. Het Rijk wil graag op de hoogte blijven van de vorderingen van dit beleid. Het Planbureau voor de Leefomgeving (PBL) heeft daarom indicatoren geselecteerd die een antwoord geven op de volgende vragen: “Wat zijn de vorderingen van het natuurbeleid, met name op het gebied van de realisatie van het natuurnetwerk? Wat is het aandeel beschermd natuurgebied in Nederland? Question: To assess the acidification process, nationwide information about soil pH on a site level is called for. Measurements of soil pH may be used, however there are not sufficient measurements available to map soil pH nationwide on site level. Instead we developed a soil pH map based on vegetation data. Location: Natural terrestrial areas in The Netherlands. Methods: 271,693 vegetation plots were used to estimate average soil pH per plot with indicator values, based on field measurements, of plant species. By spatial interpolation average pH values between the plots, with the soil type, groundwater table and vegetation management type as ancillary explanatory variables we created a soil pH map. The map covers all terrestrial nature areas (all areas that are not built up areas, agricultural areas and infrastructural areas) in the Netherlands with a map resolution of 25 × 25 m2 raster cells. Results: The predicted pH of the map varied between 3.0 and 8.6 with standard errors between 0.13 and 0.93. Most of the standard errors range from 0.4 to 0.55, with an average just below 0.5 pH unit. Cross-validation shows that for 33% the difference between observed and predicted is between −0.1 and 0.1 pH-unit and for 83% the difference is between −0.5 and 0.5 pH-unit. Validation shows that the pH map is unbiased (mean error is almost zero), accurate (root mean squared error is 0.64) and nicely captures spatial patterns (r = 0.77). We applied the pH map to assess the impact of acidification on the abiotic quality of nature areas in the Netherlands. Conclusions: The model fit in the predicted soil pH is in good resulting in a low standard error and a high correlation. The measures taken to prevent acidic deposition causing further acidifying of nature areas can be considered as successful.

In its work for studies by the Netherlands Environmental Assessment Agency (PBL), such as the Assessment of the Dutch Human Environment, the Environmental Data Compendium, the Natuurpact reflexive evaluation and the Nature Outlook, the Statutory Research Tasks Unit for Nature & the Environment (WOt N&M) makes use of various base maps of natural and semi-natural habitats, such as the Nature Base Map (BKN), the Land Use Database of the Netherlands (LGN database) and the map of habitat management types (Beheertypenkaart). The problem is that information derived from these maps can influence the indicators and model results used in the PBL studies and lead to inconsistencies between them. This report describes the design of a standardised procedure for compiling a Geodatabase of Nature and Landscape (Basisbestand Natuur en Landschap – BNL) that can be regularly updated. The BNL is a raster database with a resolution of 2.5 metres. It consists of several layers and is generated using a GIS script. The geometric basis of the map is Top10NL, which is considered to be a reflection of the true situation in the field. The management type map produced by the provincial governments (IMNaB) was used as a source database for the areas and types of natural and semi-natural habitats. This map is a key resource in Dutch nature policy for the allocation of subsidies for conservation management and for determining ecological quality. The aim is to obtain ‘Status A’ for the BNL under the WOT Quality Control system. In het werk van de WOT Natuur & Milieu voor PBL-producten zoals de Balans van de Leefomgeving, het Compendium voor de Leefomgeving, de Lerende Evaluatie van het Natuurpact en de Natuurverkenning worden verschillende basiskaarten voor natuuromvang en -ligging gebruikt. Het gaat bijvoorbeeld om de Basiskaart Natuur, Landelijk Grondgebruik Nederland (LGN) en de Beheertypenkaart. Het probleem daarbij is dat het gebruik van verschillende kaarten kan doorwerken in de indicatoren en de modelresultaten en kan zorgen voor inconsistenties. Deze rapportage doet verslag van het ontwerpen en bouwen van een gestandaardiseerde procedure waarmee een Basisbestand Natuur en Landschap (BNL) kan worden samengesteld dat regelmatig kan worden vernieuwd. Het BNL is een rasterbestand met een resolutie van 2,5 meter, dat bestaat uit verschillende lagen en wordt gemaakt met behulp van een GIS-script. De Top10NL is de geometrische basis van de kaart en is beschouwd als weergave van de werkelijke situatie in het veld. De beheertypenkaart van provincies (IMNaB) is als bronbestand voor areaal en typering van natuur genomen. De kaart is een belangrijk onderdeel van het natuurbeleid wat betreft subsidie voor natuurbeheer en om de natuurkwaliteit te bepalen. Het BNL sorteert voor op het Status A-Kwaliteitstraject van de WOT.

The Netherlands is one of the most densely populated countries in the world. Most of the country’s land area is highly productive agricultural land. There is little or no area of natural ecosystem that could be called pristine,although high biodiversity values are certainly found. TheKingdom of the Netherlands also comprises six Caribbeanislands with, among other things, tropical rainforests,mangrove forests and coral reefs. The main cause of the long-term decline biodiversity has been the intensification of agricultural production, including the reclamation of semi-natural areas, the drainage of wet areas, the use of artificial fertilizer, etc. But also unsustainable fishing,pollution, overgrazing, climate change and invasive alien species cause a decline in biodiversity. To reverse this decline, the Netherlands has prepared and implemented action plans and targets for biodiversity since 1990. This report presents the most important efforts to achieve the biodiversity targets. Nederland is een van de dichtstbevolkte landen ter wereld.Het grootste deel van het landoppervlak van het land is zeer productieve landbouwgrond. Er is weinig of geen gebied dat ongerept kan worden genoemd, hoewel hoge biodiversiteitswaarden zeker worden gevonden. Het Koninkrijk der Nederlanden omvat ook zes Caribische eilanden met onder andere tropisch nevelbossen, mangrovebossen en koraalriffen. De belangrijkste oorzaak van de langdurige achteruitgang van biodiversiteit was de intensivering van de landbouwproductie, inclusief de ontginningen van semi-natuurlijke gebieden, het ontwateren van natte gebieden, het gebruik van kunstmest, enz. Maar ook niet-duurzame visserij, vervuiling, overbegrazing, klimaatveranderingen invasieve exoten veroorzaken een achteruitgang van biodiversiteit. Om deze achteruitgang om te keren, heeft Nederland sinds 1990 verschillende plannen en doelen voor biodiversiteit opgesteld en geïmplementeerd.Deze rapportage presenteert de belangrijkste inspanningen om de biodiversiteitsdoelen te bereiken

Voor de Balans van de Leefomgeving willen we weten welke feiten en cijfers bekend zijn over maatschappelijke activiteiten, initiatieven en functiecombinaties voor natuur en biodiversiteit en wat de bijdrage hiervan is om de biodiversiteit te verbeteren. In dit onderzoek hebben we gegevens verzameld in de beschikbare literatuur en online bronnen. Uit de verzamelde feiten en cijfers blijkt dat het merendeel van de burgers betrokken zijn bij natuur en dat op onderdelen de betrokkenheid van burgers maar ook van bedrijven toeneemt. De meeste groene burgerinitiatieven zijn gericht op beleefbaar groen maar soms worden ook belangrijke natuurwaarden gerealiseerd die aansluiten bij internationale biodiversiteitsdoelstellingen. Burgers spelen daarnaast een zeer belangrijke rol bij het in kaart brengen van gegevens over planten- en diersoorten. Uit de verzamelde feiten en cijfers blijkt ook dat bij alle huidige vormen van bodemgebruik er mogelijkheden en initiatieven zijn voor natuurcombinaties of voor het vergroten van de biodiversiteit.---For the Assessment of the Dutch Human Environment we want to review what is known about social activities, initiatives and combination of functions for nature and biodiversity and what they contribute to enhancing biodiversity. In this study we collected data from the available literature and websites. These facts and figures show that most people are involved with nature in one way or another and that the involvement of individuals and businesses in some activities is even increasing. Most green citizens' initiatives are focused on amenity green space, but sometimes important natural values that support international biodiversity targets are also created. In addition, citizens play a vital role in monitoring plant and animal species. These facts and figures show also that in all current forms of land use there are possibilities and initiatives for nature combinations or for increasing biodiversity.

Many habitats and species have their existence threatened, especially in densely populated areas such as Western Europe. To stop the decline of biodiversity, the Natura 2000 network is being set-up. The ultimate objective is to get all habitat types (of Annex I of the Habitats Directive) and species (of Annexes II, III and IV of the Habitats Directive and Annex I of the Birds Directive) in a favourable conservation status. In the Netherlands a national ecological network has been set up for this purpose which includes the designated Natura 2000 sites. The current amount of atmospheric nitrogen deposition, acidification and desiccation were compared with limit values per habitat type for nitrogen deposition load, soil pH and spring groundwater table respectively and subsequently presented together in one map. Fragmentation was tested for 80 species. For two-third of the examined natural surface the critical load for nitrogen deposition is exceeded, desiccation is present in over 90% of the area of groundwater dependent nature. Problems with acidification are less pronounced. Fragmentation is present causing regional problems for up to six species. When the four pressures are combined, about two third of the areas suffer from at least one pressure. Many areas suffer from a combination of nitrogen deposition and desiccation. We conclude that environmental and spatial conditions are insufficient to meet the biodiversity target set by the European Union for the Natura 2000 network, habitat types and species.

Het kabinet wil een robuuste en veelzijdige natuur die de invloed van de samenleving kan verdragen. Deze natuur moet passen bij het veranderende klimaat, maximaal aansluiten bij natuurlijke processen, duurzaam en betaalbaar zijn, een toekomstbestendig beheer en haalbare doelen hebben. Robuuste natuur kan dus tegen een stootje en heeft een nuttige functie. Maar wat verstaan we nu onder robuuste, toekomstbestendige, veelzijdige, zelfredzame, veerkrachtige natuur? Dit rapport heeft als doel om de bovenstaande ideeën uit de natuurvisie te concretiseren. Daarvoor zoeken we naar kansrijke locaties voor robuuste natuur met o.a. meer mogelijkheden voor natuurlijke processen en naar een combinatie van natuur met maatschappelijke opgaven.

De natuurwetgeving en het omgevingsrecht groeien steeds meer naar elkaar toe. Dit komt tot uiting in het vrijwillig aanhaken van natuurvergunningen in de omgevingsvergunning onder de huidige Flora- en faunawet. In het wetsvoorstel Natuurbescherming is sprake van een verplichting tot aanhaken. Wanneer voor een locatiegebonden activiteit een omgevingsvergunning nodig is, moeten de natuurtoetsen onderdeel uitmaken van die omgevingsvergunning. Een separate Flora- en fauna-ontheffing (of Natura 2000-vergunning) is dan niet mogelijk. Het is de taak van de gemeente, het bevoegd gezag inzake een omgevingsvergunning, om te controleren of de initiatiefnemer bij een aanvraag omgevingsvergunning rekening heeft gehouden met mogelijke gevolgen van de handeling voor beschermde gebieden of soorten. Gemeenten spelen daarmee een actieve rol bij natuurbescherming. Het onderzoek natuurwetgeving en omgevingsrecht richt zich op de vragen of de voorgestelde integratie van soortbescherming in het ruimtelijk ordeningsspoor via het wetsvoorstel Natuurbescherming tot minder regeldruk leidt en of gemeenten voldoende zijn uitgerust voor hun nieuwe taak. A 17.5-kb plasmid conferring restriction and modification-type phage resistance in Lactococcus lactis ssp. cremoris KH was transformed into Lactococcus Lactis LM0230 and cloned onto an origin of replication-deficient vector directly into L. lactis . Expression of phage resistance was seen in L. lactis but not in E. coli . A restriction map was generated of the cloned plasmid, and the region encoding phage resistance was localized by insertional inactivation and deletion analysis.

Ad hoc decisions during fieldwork reduce the accuracy and reliability of vegetation maps. A method is proposed to objectify vegetation (thematic aspects) mapping (spatial aspects) for monitoring (temporal aspects). The most accurate and reliable description of the vegetation is a list of all plant species found within a plot. Therefore, the proposed method is an interpolation of a spatially representative sample of permanent plots combined with aerial photo interpretation. The method is objective because surveyors do not have to make decisions during fieldwork based on their personal judgement. Moreover, it is flexible, because the classification and interpolation methods can be adapted to specific views or needs depending on the aim of a study. The method was applied to an area in the north of the Netherlands in 1998. A sampling design with a density of 1 plot/ha was used, and interpolated with a perpendicular bisector. The original eastern coal processing system at the Department of Energy`s Coal Fired Flow Facility (CFFF), located at the University of Tennessee Space Institute in Tullahoma, Tennessee, was modified to pulverize and dry Montana Rosebud, a western coal. Significant modifications to the CFFF coal processing system were required and the equipment selection criteria are reviewed. Coal processing system performance parameters are discussed. A summary of tests conducted and significant events are included.

A low moisture, eastern coal processing system was constructed at the Department of Energy`s Coal Fired Flow Facility (CFFF), located at the University of Tennessee Space Institute in Tullahoma, Tennessee, to provide a metered and regulated supply of seeded, pulverized coal to support magnetohydrodynamic (MHD) power generation research. The original system configuration is described as well as major modifications made in response to specific operational problems. Notable among these was the in-house development of the Moulder flow control valve which exhibited marked improvement in durability compared to previous valves used with pulverized coal. Coal processing system performance parameters are discussed. A summary of tests conducted and significant events are included.

Publisher Summary Phenotypically distinct maturational subsets of peripheral blood T lymphocytes have been identified in humans. These reciprocal subsets are distinguished by different levels of expression of several different cell surface molecules and a variety of functional differences in activation responses, lymphokine secretion, and adhesion properties. These subsets are understood to represent post-thymic T cells that have never been activated and that express high levels of CD45RA and T cells that have undergone postthymic activation, losing expression of CD45RA and acquiring high levels of expression of other molecules including, LFA-1, CD2, LFA-3, CD45R0, and CDw29. Unprimed, or naive, T cells are contained in the first subset, while antigen primed or memory T-cells are contained in the second subset. Although it is possible that activation and phenotypic conversion could occur in vivo by some mechanism other than exposure to specific antigen, it can be hypothesized that antigen-specific activation accounts for most of the conversion, and employ the terms memory and naive throughout this review to refer to these subsets

This paper will summarize the results of POC testing at the DOE CFF during CY 1989. At the end of this period, more than 1500 hours of testing had been completed. Major efforts for the period included continued evaluation of the baghouse (BH) and Electrostatic Precipitator (ESP) in removing particulate under parametrically varied conditions. Results of the redesigned superheater test module (SHTM), which provides more flexibility to meet desired test temperatures, increased the number of sootblowers and increased tube spacing will be covered. The status of facility modifications will be detailed. This includes the provision of a high pressure air system for sootblowing tubes with molten tube deposits, installation of an automated ash/seed handling system and the engineering investigations into modification of the coal processing system to handle western coal. The latter capability is needed in FY-91 for the beginning of the scheduled 2000 hours Proof-of-Concept (POC) testing with western coal. Performance of test components and improvements made during the year will be summarized.
