All countries are faced with the task of developing a science-based policy on women. Without this, a realistic solution to many practical problems is impossible. Today, the women's issue is the focus of many social forces, it penetrates deeper into the consciousness of society and becomes a stimulus to social activity for both women and men.Recent research and publications analysis. At the present stage, Ukrainian researchers rely in their gender studies on the work of such Western authors as D. Butler, N. Khodorov, R. Bridotti, D. Dinerstein, D. Mitchell, E. Gross, K. Millet and S. de Beauvoir.In Russia, women's issues were developed by: A. Temkina, O. Zdravomyslova, O. Pushkareva.In Ukraine, the most famous are such researchers as I. Zherobkina, M. Alchuk, K. Karpenko, N. Chukhim and others.In Modern Ukraine, such researchers as Solomiya Pavlychko, Milena Rudnytska, Nila Zborovska, Maryana Rubchak and others have dealt with this issue.Highlighting previously unsettled parts of the general problem. Involving women in power and participating in politics (not just the right to vote) is the most important sign of a healthy democracy. Women's participation in politics is closing the gap that has so far prevented the formation of a truly democratic society and culture. And the parity of men and women in the adoption of state decisions is one of the prerequisites for democracy. Meanwhile, our women in positions of responsibility must constantly prove that they can act no worse than men, although at the same time they are forced to spend time caring for children and all housework.Paper main body. Now this balance is disturbed, women have en masse entered public life, but the organization of home life has not changed. This misunderstanding is based on the ancient tradition of neglecting the world of women and the unwillingness to bear some of the burden of women on the shoulders of men.Although scientific terminology is not yet fully established, so the words "gender" and "gender" and their derivatives are sometimes used interchangeably, their distinction is of fundamental importance. Gender is a natural physical phenomenon that allows for objective measurement. Gender is a historically, culturally determined category by which people group certain qualities, giving them a symbolic meaning.From all the above, the following worldview conclusions follow: the gender division of labor and norms of male and female behavior are not universal, but historically variable, they can and should be treated critically. Thus, we see that the concept of "gender" means a complex socio-cultural process of society forming differences in male and female roles, behavior, mental and emotional characteristics, and the result itself - the social construct of gender.Modern gender theory does not try to deny the existence of certain biological, social, psychological differences between specific women and specific men. Indeed, a democratic state cannot ignore the position and status of women in society, their right to self-affirmation in the private and public spheres, and the female voice in culture, politics, and society. The realities of today show the existence of serious problems in this area, and therefore the need for a thorough study of the situation of women in modern Ukraine.However, a significant part of Ukrainian society and even serious scholars are wary of feminist ideas, and sometimes hostile (as a danger to "real" women's interests, hatred of men or sexual dissatisfaction).It is feminism that offers a new alternative to women's choice, hard physical work or isolation in the private sphere and family responsibilities, and women need such an alternative not to make a choice without a choice, but to get all the opportunities of civilization. In this direction, feminism and gender studies are now humanizing the public consciousness.At the current stage of development of the civil service, it is necessary to develop mechanisms for implementing gender policy in the civil service, the formation and development of gender culture and gender education of civil servants of Ukraine.

The application of the latest technologies in biology and medicine has brought them to a qualitatively new level of possibilities. Worldwide, biobanking is actively developing through the creation of biobanks of various types and purposes, whose resources are used to solve therapeutic or scientific problems. Legal science remains an open question concerning the boundary that runs between the right to data protection and the scope of disclosure of data needed for medical purposes. In this article, the author considers peculiarities of data processing in the context of biobanking activity on the example of Austria and its national legislation. In addition, the article reveals features of the approaches of the European Court of Human Rights (ECtHR) and the Council of Europe to the issue of biobanking in general, its characteristics in the context of data, and legal regulation of this phenomenon in the national law of states. The author devoted an important part of the study to the role of Austria’s experience in the context of data processing for scientific purposes and the development of biobanking for a number of other European states. The aim of the article is to analyze the Austrian legislation on data processing for scientific research and biobanking, the attitude of the Council of Europe to this phenomenon, and the practice of the ECtHR, as well as to consider the impact of the current world situation on these activities. The leading method of research used in the article is the formal-legal method. The article analyzes the Austrian law in the context of data processing in medical research, the relationship of the specifics of personal data protection, and the need to disclose them for scientific purposes. The author pays special attention to the influence of Austrian law on the legislation of other countries, which is reflected in the conclusions to the article. In addition, based on an analysis of the application of the Austrian experience to the legislation of Poland and Ukraine, the author points out the necessary changes that should be made in the laws of these countries.

In other words, in terms of modern comprehensive research in the field of philosophy of law and a number of other branches of theoretical jurisprudence, the issue of not just harmonization and unification of such ideas, but the scientific development of a holistic theory of genesis and functioning of legal consciousness gains relevance. Despite the rather wide range of conceptual positions on the possibilities and areas of constructing such a theory, there is an approach based on studies of the primary, ontological, mentally structured foundations of legal consciousness. Thus, the legal socialization of adolescents is associated with the acquisition of social values, the creation of a special system of legal ideas and skills of law enforcement behavior, the formation of legal consciousness. Also, legal socialization is inextricably linked with the moral formation of personality. Having law as a tool, the state seeks to establish progressive moral norms, fights against injustice, evil and vices in the minds of citizens, the entire population. The very fulfillment of the wishes of the public is a guarantee that the authoritarian influence on the public consciousness will not be a manipulation, but the actualization of abilities and capabilities of each citizen, the awakening of the humanistic potential of the public consciousness. So, morality and law are interrelated forms of regulation of human behavior in a given society. The law is part of social norms, i.e. the norms regulating relations between people and their organizations (public formations and associations). All social norms, depending on their role and place in the system of social regulation, are split into legal (or judicial), moral, religious, corporate, political norms, aesthetics, customs and traditions. Thus, the interaction of the elements of the mechanism of criminal law regulation at its various levels is a complex and contradictory matter. Indeed, the criminal law regulation takes place in different regimes, which are determined by the balance formed at one stage or another between certain parts of its mechanism. Further research prospects may include the selection of relevant tools to study the state of public consciousness to identify ways to raise it, the organization of such monitoring centers to study changes in legal consciousness, their causes and consequences.

Mathematical and spectrometric methods are used in the work.In the vast majority (95 %) of the personnel of the SES of Ukraine, examined at the WBCoperational class «Screener-3M» (more than 500 measurements), the assessment of the values of the individualeffective dose of internal radiation due to 137Cs in the body during firefighting, assuming that it receipt occurredduring operation in the exclusion zone, did not exceed the minimum dose detected by MDD (5-14 μSv). Assessment of the long-term population-level effects of HIV interventions is an ongoing public health challenge. Following the implementation of a Transmission Reduction Intervention Project (TRIP) in Odessa, Ukraine, in 2013-2016, we obtained HIV pol gene sequences and used phylogenetics to identify HIV transmission clusters. We further applied the birth-death skyline model to the sequences from Odessa (n = 275) and Kyiv (n = 92) in order to estimate changes in the epidemic's effective reproductive number (Re) and rate of becoming uninfectious (δ). We identified 12 transmission clusters in Odessa; phylogenetic clustering was correlated with younger age and higher average viral load at the time of sampling. Estimated Re were similar in Odessa and Kyiv before the initiation of TRIP; Re started to decline in 2013 and is now below Re = 1 in Odessa (Re = 0.4, 95%HPD 0.06-0.75), but not in Kyiv (Re = 2.3, 95%HPD 0.2-5.4). Similarly, estimates of δ increased in Odessa after the initiation of TRIP. Given that both cities shared the same HIV prevention programs in 2013-2019, apart from TRIP, the observed changes in transmission parameters are likely attributable to the TRIP intervention. We propose that molecular epidemiology analysis can be used as a post-intervention effectiveness assessment tool. © 2020 by the authors.

Objective of this work is revealing of main dose forming factors of internal doses for inhabitants of contaminated regions of Kyiv region relying on the results of integral dosimetric monitoring.Three villages have been chosen for the investigation. They are: Raghivka, Zelena Poliana (Poliske district), Karpylivka (Ivankiv district). Twice a year, in May and in October those villages' residents were inspected for content of incorporated 137Cs. They were measured by direct method at the place of residence with the help of whole body counters (WBC). The principal food samples were collected for detection of 90Sr and 137Сs content. Those villages' inhabitants were interviewed about food consumption levels. Mathematical, dosimetric and radio chemical methods were used in this workResults and conclusions. The estimation of internal doses due to intake of 137Cs by ingestion of milk and potatoes are in the range 0.3-34% of doses estimated on the base of WBC data. The contribution to the dose of internal expo sure from intake of 137Cs with the milk consumption is no more than two times higher than the contribution of pota toes consumption in the case of equal consumption levels of these products. Contributions to the dose of internal exposure from intake of 90Sr with milk and potatoes consumptions are approximately similar. Conditions for the existence and uniqueness of a classical solution of a nonlocal boundary-value problem for a differential equation with a regularized Riemann–Liouville fractional time derivative with variable coefficients are investigated.

To reveal the peculiarities of internal radiation doses in the inhabitants of Zhytomyr oblast and to provide a scientific ground for arrangements on internal irradiation dose reducing in population from contaminated regions in long-term period after the ChNPP accident.Comprehensive radiation monitoring was carried out in 4 settlements in Narodychi region of Zhytomyr oblast. The radiochemical, dosimetric methods (instrumental and numerical) were used in the study.Significant (2-3.5 times) seasonal increase of incorporated ¹³⁷Cs level was revealed through a WBC-monitoring in residents (both for adults and children) of the supervised settlements of Narodytsky region, Zhytomyr oblast. The exceeding of 1.0 mSv x year⁻¹ dose was revealed in up to 5 % of inspected persons. The maximal registered in those settlements ¹³⁷Cs content of 350 kBq is the source of 10 mSv x year⁻¹ annual dose. ¹³⁷Cs content in milk samples from those settlements didn't change much during a year. Elevation of ¹³⁷Cs content exceeding the permissible level of 100 Bq x litre⁻¹ was found in ~30-50 % of milk samples from Narodychi and Selets villages, whereas in Motiyky and Khrystynivka villages the ¹³⁷Cs content didn't exceed permissible levels. 90Sr content both in potatoes and milk samples was much under the permissible level of 20 Bq x litre⁻¹. ¹³⁷Cs content in potato samples was under the permissible levels. We study a boundary-value problem with general two-point conditions with respect to the time coordinate, and periodic conditions on the spatial coordinates for Shilov-parabolic equations with constant coefficients. We construct the solution in the form of a Fourier series. We establish conditions for existence and uniqueness of a classical solution of the problem. We prove quantitative theorems on a lower bound for the small denominators that arise in solving the problem.

We study the boundary-value problem for Petrovskii parabolic equations of arbitrary order with variable coefficients with conditions nonlocal in time. OBJECTIVE Examination and experimental reconstruction of the historical WBC measuring procedure in 1986 and estimation of the minimum detectable activity (MDA) of those measurements. MATERIALS AND METHODS The SRP 68 01 gamma spectrometer with attached scintillation detector based on a NaI(Tl) O 30 x 25 mm2 crystal and NC 482 ВМ one channel spectrometer (Bicron Co.) with attached scintillation detector based on a NaI(Tl) O 52 x 52 mm2 crystal were used for the study. Protective chamber of the expert type whole body counter (WBC) and homogenous human body dummy phantoms filled with dry radioactive material were applied. Results of measurements on the WBC «Screener 3M» were retrieved from the Radiation Registry of the NRCRM. Dosimetry and mathematical methods were applied too. RESULTS AND CONCLUSIONS The WBC measurement procedure was reconstructed using the examples tested in 1986 to assay the level of incorporated radioactive cesium in population of contaminated territories. MDA under the WBC measurements in 1986 was found being from 1.3 kBq per human body using the NC 482 ВМ one channel spectrom eter with attached scintillation detector based on a NaI(Tl) O 52 x 52 mm2 crystal up to 7.4 kBq per human body using the SRP 68 01 gamma radiometer radiometer with attached scintillation detector based on a NaI(Tl) O 30 x 25 mm2 crystal in adults under the 60 seconds measurement time. The respective values for adolescents and chil dren were within 0.8-5.6 kBq per body and 0.5-3.8 kBq per body.
