Modern domestic dissertations in law are often criticized for insufficient reliance on previous research. Society’s demand for the study of digital aspects of law, the frequent use of the comparative legal method, and, to a certain extent, the current limited access to foreign sources, necessitate a review of foreign dissertations on digital law. We chose to use qualitative and quantitative methods to select the dissertations examined in this study. Firstly, we selected dissertations defended at universities from the QS World University Ranking. Then, we refined our search by using accessible national and university research repositories. Based on comparative legal and statistical methods, we consolidated the dissertations into a single list and divided them according to different criteria. While doing this, we also defined the main trends in preparing Ph.D. dissertations on digital law. The main results of our study include a subject-thematic index of Ph.D. dissertations in the field of digital law, which is designed to facilitate searches for relevant sources, help researchers determine topics for study, and outline the main aspects of the study of digital issues from the standpoint of various branches of law.

The development of new technologies and the subsequent digitalization of the economy significantly affect legal relations, forcing us to rethink the usual institutions and establishing new problems that have not arisen before. The legal system can change, adapt and meet new challenges in two basic and interrelated ways: regulatory (that is, the adoption of new regulatory legal acts) and in the course of judicial resolution of legal conflicts that have developed within a particular dispute. The article provides an overview of the most significant cases considered by Russian courts in the field of digital law in 2021. A selection of court decisions was carried out in four areas of emerging judicial practice: 1) use of cryptocurrencies and other electronic currencies; 2) protection of intellectual property; 3) protection of personal data and information; and 4) violation of antitrust laws. The purpose of the article is to establish the current status of the development of law enforcement in the field of digital law in Russia and to demonstrate the multidirectional nature of legal relations, which are part of the subject area of digital law as an academic discipline. As a result, the main trends in the consideration of disputes by courts over the past year are determined.

The sphere of postgraduate studies is the most governance reform-sensitive element of high school educational system in Russia.The article focuses on the governmental decisions taken to address difficulties in high school modernization sphere. The article posits that the mainstream modernization vector of educational system connected with the upgraded scientific and pedagogical personnel education is performed in accordance with transformational process set forth in Bologna declaration signed by the Russian Federation. The Covid-19 pandemic challenged the postgraduate reform results in Russia. The article provides a thorough and discourse analysis of scientific publications, expert interviews and normative documents. The study concludes that the set of fundamental approaches to further Russian system of postgraduate studies is currently semi-functional.Current reforms seek to overcome a destructive impact of the current postgraduate studies system.

Another fundamental goal is to elucidate the peculiarities of these technologies and their implementation prospects within a legal and regulatory framework.

The article focuses on the analysis of models for efficiency evaluation of corporate training programs for managers based on the principle of cross-functionality taking into account the type of educational organization. According to the authors, the expected results of corporate re-training of managers on the basis of cross-functionality, first of all, is the formation of diverse, additional competences. The emergence of new types of employees with diverse competencies who follow certain rules of relations between employees contributes to the consistent increment of innovative knowledge among employees, which fully corresponds to the changing needs of production and the digital economy. The work was carried out on the basis of study of Russian and foreign scientific publications, practical experience of authors and the survey of developers of corporate training programs and specialists on the basis of the principle of cross-functionality. The 7 most commonly used assessment models have been identified. The results are of interest to corporate training and continuing education professionals during the planning and development phase of educational programs.

The article presents an analysis of the specific features of the socio-cultural modernization of education in contemporary Russia and the methodology of the development of the ethno-regional education systems against the background of strengthening the unified education space of Russia. Special attention is paid to the consideration of the strategy of the development of education districts of contemporary Russia as the foundation for building the government vertical of state management in the field of education.As part of the development of organizational and pedagogical resources of risk management of the gap between the scientific and education space of the country, the authors have worked out the idea of setting up scientific and education complexes and developing education districts in the country. This approach meets the objective of improving the quality of higher education in the regions of the country by establishing clear links with regional universities in the most “advanced” areas, organizing scientific and educational activities.Creating education districts serves as the foundation of building up a multicultural education space of the Russian Federation, the resource of lining up control at the federal and regional levels, the formation of a new vector of education policy focused on the preservation and development of a unified, internally differentiated scientific and education space of the country.

August 23, 2019 marks two years from when approval was given to those top scientific and educational organizations that were entitled to grant individual academic degrees and diplomas. Today it is not only Moscow State University and St Petersburg State University but other 23 universities that are involved in the pilot project of implementing the new governmental model of scientific accreditation. MGIMO University was one of the first universities that created and implemented its own model. For the last two years there have been 80 research paper defences in 9 scientific fields. In his interview, Maxim Inozemtsev, Head of Dissertation Council Department, revealed the main features of the model for individually granting academic degrees, as well as the challenges, trends and innovation in the scientific accreditation procedure.

Based on the results of a comparative study of the parameters of the theoretical justification of corporate governance formed the author's position on the problem field of corporate entities management in modern economy, which includes four groups of contradictions: 1) the contradictions for existing theoretical approaches; 2) the contradictions arising from the use in methodological tools practice; 3) the contradictions arising from the use of business practices and methods, and not solved by replacement within the known tools; 4) predictive contradictions. The article focuses on the historically existing in corporate entities a certain lag of theoretical structures from management practice. In modern conditions of development of information and communication technologies, acting simultaneously on both external and internal environment requires adaptation, this requires modification and adjustment of corporate governance’s theories and methodology. The corporate governance’s objectives in the interpretations of the World Bank, the Organization for economic cooperation and development (OECD), the Bank of Russia, the basic principles of public companies are analyzed. The author proposes the corporate governance’s theories systematization, including: a) basic theories that explain the elements of corporate as a firm; b) conceptual theories that explain the nature and subject of relations of corporate governance’s subjects; c) corrective theories that make additions to the disclosure of corporate governance’s elements, formed in the basic and conceptual theories. It is concluded that in conditions of constant variability of the external environment, the need to reduce risks and analyze large amounts of information data, corporate governance should provide opportunities for the development and adoption of adequate decisions taking into account the time factor. The necessity of updating the corporate governance’s principles due to current trends in the digital transformation of the economy, the development of the information society and the all-encompassing penetration of networks in the processes of interaction between the company and its shareholders and disclosure. The article presents the author's interpretation of corporate governance’s main problems in the digital economy development, systematized by categories: theoretical, methodological, practical and predictive, allowing to take into account the significant parameters of the internal and external environment of modern corporations (changes in the structure of the corporation's assets, the asymmetric information impact, universal penetration of the Internet, the use of distributed databases, big data processing, etc.).

The article investigates legal nature and place of a legal institute of shareholders’ agreement in Russian and foreign law theory. Based on definitions and legislative approach in Germany, France, the Great Britain, the USA and Switzerland the author concludes that there is no universal controlling instrument of legal regulation of the institute of shareholders’ agreements in the mentioned countries. It makes a point of reception of Anglo-American legal family regulation instruments of corporate agreement and in particular those regarding shareholders’ agreement. It analyzes a special place of this legal institute in the legal regulation system of treaty and corporate relations. The focus is on the public element of legal nature of a shareholders’ agreement.
